YEREVAN, MAY 25, ARMENPRESS. Minister of Healthcare of Armenia Anahit Avanesyan met with Minister of Public Health of Cuba José Angel Portal Miranda in Geneva, on the sidelines of the 75th World Health Assembly, the Armenian ministry reported.

The ministers discussed the priorities of the healthcare systems of the two countries. They agreed to cooperate in the fields of primary healthcare, health insurance, postgraduate medical education and clinical research.

The Cuban Minister of Public Health invited Anahit Avanesyan to Cuba. In her turn Mrs. Avanesyan invited José Angel Portal Miranda to Armenia to attend the 5th Emergency Medical Teams (EMT) Global Meeting in Yerevan on October 5-7, 2022.

Azerbaijan announces readiness to return Armenian serviceman captured on April 23

Azerbaijan has announced that Eduard Martirosov, a soldier who crossed the Armenian-Azerbaijani border and was captured on April 23 under unknown circumstances, will be returned to Armenia this week, ARMENPRESS reports Azerbaijani media reported that Coordinator of the Information Center for Azerbaijani Captives and Hostages Ahmad Shahidov said.

The Ministry of Defense of Armenia reported on April 24 that on April 23, on the way from the military unit to a military position, contact was lost with the conscript of the N military unit, private Eduard Martirosov. Search and rescue operations were launched immediately. As a result of the work carried out with the representatives of the Azerbaijani Armed Forces through the mediation of the Russian side, it turned out that Martirosov had crossed the Armenian-Azerbaijani border under unknown circumstances.




Artsakh Parliament Baffled by European Leader’s ‘Distortion’ of Karabakh Settlement Process

The four factions in Artsakh’s parliament issued a statement voicing their collective chagrin with President of the European Council Charles Michel, whom they claim is distorting the “essence of the Karabakh conflict settlement” and the processes that have taken place during the past 30 years that ensured, among other things, Artsakh’s right to self-determination.

Michel issued a statement Monday summing up the results of a meeting he hosted with Prime Minister Nikol Pashinyan and President Ilham Aliyev of Azerbaijan, who agreed to fast track discussion on the demarcation and elimination of the borders between the two countries, as well as the so-called “peace talks” that recently have dominated the discourse around the Karabakh conflict settlement issue.

“The unified position of the people and authorities of Artsakh was presented in a statement by the [Artsakh] National Assembly dated April 14 of this year, thereby confirming that the agenda of discussions and negotiations held through international institutions were acceptable to us only if they they correspond to the provisions laid out waiting the said statement,” explains the Artsakh parliamentary blocs.

“Charles Michel’s statement on the results of the recent trilateral meeting in Brussels is baffling since it distorts the essence of the settlement of the Karabakh conflict and its legacy accumulated over 30 years through the negotiation processes,” the statement emphasized.

“For the first time in the negotiation discourse, an attempt is being made to abandon the political and geographical concept of ‘Nagorno-Karabakh’ and the phrase ‘ethnic Armenian population of Karabakh’ has been introduced. All this is completely in line with the positions articulate by the leadership of Azerbaijan prior to the Brussels meeting and recently in general, and demonstrates a retreat by the current authorities of Armenia on its foreign policy front,” the statement pointed out.

“The active role of the European Council in the issue of opening the ‘era of peace’ between Armenia and Azerbaijan at an accelerated pace could be understood if the response to the aggression provoked by Azerbaijan against the people of the Republic of Artsakh in September 2020 were vocalized with the same consistency. The emphasis on security and protection of rights during the 44-day war would have been acceptable to some extent for the people of Artsakh, who were defending their sovereignty,” emphasized the Artsakh lawmakers.

In the current circumstances, the authorities of Armenia are obliged to act solely from the standpoint of promoting and protecting the rights of the Artsakh people to self-determination in international instances, based on the decision of the Supreme Council of the Republic of Armenia on July 8, 1992, according to which ‘any domestic or international document is unacceptable for Armenia, in which Nagorno-Karabakh is celebrated as part of Azerbaijan,’” the lawmakers explained.

“For the authorities governing both in Artsakh and Armenia, the priority should be declarations on the proclamation of two Armenian republics, the values enshrined in the decision of September 2, 1991, and the independence referendum of December 10, 1991. Not a single official, not a single political force is authorized to independently decide the future of our Homeland, for the formation of which thousands of our sons gave their lives,” added the statement.

“We are faced with the imperative of making historic decisions, and no one can evade that responsibility for future generations,” the Artsakh lawmakers concluded.

Human rights protection subject to political interests – Gegham Stepanyan

ArmInfo. Armenia must clarify what it means by Artsakh’s final status, Gegham Stepanyan, Human Rights Defender of Artsakh, told reporters on the sidelines on the  Future Armenian forum as he responded to a question about Armenia not  positively insisting on Nagormo- Karabakh’s self-determination. 

“I think Armenia must clarify what it means by ‘the final status’ and  at least clarify that this status does not mean Artsakh’s being part  of Azerbaijan,” Mr Stepanyan said.

“This option is unacceptable to us. The Artsakh people will not  accept such a settlement,” he said. 

As to the international community’s demand to “lower the bar,” Mr  Stepanyan said:

“I do not know what ‘lowering the car’ could mean. But I know for  sure what it cannot mean. Artsakh has always been speaking of  recognition of its rights to self-determination and independence.”

He recalled various options, including interim ones, proposed by the  OSCE Minsk Group co-chairs.

“Numerous options are available, with the only exception, namely,  Artsakh being part of Azerbaijan,” Mr Stepanyan said. He does not  think that a decision unacceptable to Arstakh could be made. As to  the international community turning a blind eye to Azerbaijan’s  anti-Armenian policy, he said it is “bitter reality.” “Human rights  protection is subject to political and geopolitical interests. And we  have repeatedly voiced our concern at different discussions,” he  said.  

This approach renders meaningless the thousands of documents adopted  after World War II – they should be put aside for political interests  to be served. 

“But it does not mean our renouncing our way. We must remain  committed to our chosen way – the right to self-determination,  security, life and preservation of our cultural values. It is public  perception. That is, if those making political decisions are invoking  political gains, those defending public interests understand the  human rights agenda. My task is to make ordinary people in Europe,  the United States and Russia understand that the Artsakh population’s  rights cannot be protected with Azerbaijan implementing an anti-  Armenian policy. I can say that, in my view, the Russian peacekeepers  have changed their opinion on many issues after coming here and  staying for a year and a half. That is why we are saying to  international organizations: come here to see what is really taking  place here.” 

Robert Kocharyan, Serzh Sargsyan guarantee failure of opposition`s` plans – David Sanasaryan

ArmInfo.Robert Kocharyan and Serzh Sargsyan in the opposition ranks guarantee a failure of the opposition forces’ plans to have power changed in Armenia, David  Sanasaryan, Chairman of the Sovereign Armenian party, said in an  interview with ArmInfo.

“The three political forces active in the streets now could even  replace all the ‘former ones’ with ‘new ones’. But it will not  improve the situation. The very presence of Robert Kocharyan and  Serzh Sargsyan along with the ‘new ones’ makes the public feel  instinctive dislike for both, with consequent prospects for a change  of power in the country,” he said.  

Mr Sanasaryan is sure that it is the odious leaders of the protest  movement that make the public take up a clear stance on both the  protests and on the protesters – choosing between Armenia’s Premier  Nikol Pashinyan on the one hand and the Armenian Revolutionary  Federation (ARF-D) along with Robert Kocharyan’s and Serzh Sargsyan’s  supporters on the other hand. And the choice is in Nikol Pashinyan’s  favor.  

It is the political forces formed around the two ex-presidents during  the 44-day war that are creating the present domestic political  situation in Armenia, namely, having positive impact on Nikol  Pashinyan’s power. That is, their very existence is a present to the  ruling party Civil Contract and to the premier himself.  

“Thus, even now that the opposition movement has reached its climax  one can forecast that the street forces’ effort to cause domestic  chaos will fail. They are doomed to failure without public support  for the aforementioned reasons,” Mr Sanasaryan said.

Nothing new in U.S. Ambassador`s statement on Artsakh – Tigran Khzmalyan

ArmInfo. U.S. Ambassador to Armenia Lynne Tracy’s statement on the Artsakh population’s role in deciding its fate did not contain any new messages, Chairman of the European Party of Armenia Tigran Khzmalyan said in an interview with ArmInfo.

“The fact is that the United States has always recognized the right  to self-determination. Let us recall even the Roosevelt-Churchill  negotiations on the fate of the British Empire during World War II.  In this context, I do not see anything new in Ms Ambassador’s  statement. And if it is something new to us, it can only suggest that  the wrong policy has been pursued for decades or that the Armenian  political elite has been deceiving their own people,” Mr Khzmalyan  said.  

The new thing is perhaps the fact that Armenian society has not been  informed that there were not any contradictions between territorial  integrity and the right to self-determination. Specifically, in  contrast to constantly changing borders, the principle of  self-determination is everlasting and inviolable. So in case this  principle is adhered to, the rights to security and the fate of  Armenia and, first of all, of Artsakh will be considered in the  context of the law of the U.S., EU and of the rest of the civilized  world.  

According to Mr Khzmalyan, this is what the United States is giving  hints about to Armenia time and again. And the last message was in  the autumn of 2018, when Mr John Robert Bolton, then United States  National Security Advisor, arrived in Yerevan to meet with Armenia’s  newly appointed Premier Nikol Pashinyan. That message contained  proposals for arms supplies to Armenia. But it was in fact a proposal  to make a choice between the Western and Eastern civilizations, Mr  Khzmalyan said.

Artsakh Ombudsman: Collective West subordinates human rights to geopolitical interests

It’s impossible to protect the rights of Artsakh’s residents in conditions of Azerbaijan’s policy of Armenophobia, Ombudsman of Artsakh Gegham Stepanyan said in his interview with journalists.

Answering a question about the fact that despite all the atrocities committed by Azerbaijan, the collective West considers it as a “partner” and doesn’t apply sanctions, Gegham Stepanyan said: “This is a bitter reality. The protection of human rights is subordinated to political and geopolitical interests. We have repeatedly voiced this concern in various discussions.” According to him, with this approach, tons of documents created after World War II become meaningless.

“But that doesn’t mean we should refuse to go our own way. We should always stick to our chosen path – the right to self-determination, the right to security, the right to life, the right to preserve cultural values. This is perceived at the public level. That is, if those who make political decisions constantly refer to political gains, then at least for those who are guided by the public interest, they understand the agenda of defending rights,” he noted.

“My task is to make ordinary people in Europe, the US and Russia understand that it’s impossible to protect the rights of Artsakh’s residents under Azerbaijan’s policy of Armenophobia. In this context, I can say that my impression is that the Russian peacekeepers before coming to to Artsakh had one perception of our conflict, but having been here, faced with different circumstances for a year and a half, they changed their views on many issues. That’s why we say to the representatives of international organizations: come and get acquainted with the situation on the spot,” Gegham Stepanyan said.

Recognition of Artsakh Armenians right to self-determination is not subject to compromise

The attitude of the Artsakh authorities to the statements about the fate of the Republic and the people of Artsakh during the negotiations and discussions in various formats was clearly and repeatedly expressed by the President and the National Assembly, saod Press Secretary of the President of Artsakh Lusine Avanesyan.

The full recognition of the right of the Armenians of Artsakh to self-determination is not subject to reservations or concessions. The exclusive owner of this issue is the people of Artsakh, she told Armenpress.

The international recognition of the independence of Artsakh remains the guideline of the authorities. Any status within Azerbaijan is unacceptable.

Artsakh is faced with the task of restoring its territorial integrity.

According to her, the government of Artsakh builds and implements its policy in accordance with the declaration of independence and the constitution of the Republic of Artsakh, in cooperation with all partners.

Azerbaijani press: Azerbaijani president briefs Turkish leader on outcome of Brussels meeting with Armenian premier

On May 23, Azerbaijani President Ilham Aliyev made a phone call to President of the Republic of Turkiye Recep Tayyip Erdogan, Azernews reports, citing the presidential press service.

President Ilham Aliyev updated the Turkish leader on the meeting between the President of Azerbaijan, the President of the Council of Europe, and the Prime Minister of Armenia held in Brussels the day before. The President of Azerbaijan touched upon the preparation of a peace agreement between Armenia and Azerbaijan, the presentation by Azerbaijan of five principles based on international law, the normalization of relations between the two countries, the opening of transport corridors, and the delimitation of borders discussed during the meeting. President Ilham Aliyev gave a positive assessment of the results of the trilateral meeting.

The President of Azerbaijan also noted that an order had been issued earlier today to establish a State Commission on the delimitation of the state border between the Republic of Azerbaijan and the Republic of Armenia.

President Ilham Aliyev said that the parties had agreed on the opening of the Zangazur corridor, including the construction of both railways and highways.

Turkish President Recep Tayyip Erdogan thanked his counterpart for the information about the trilateral meeting and gave a positive assessment of the results achieved at the meeting.

The Presidents of Azerbaijan and Turkiye stressed the importance of achieving peace in the region as soon as possible.

During the telephone conversation, the heads of state exchanged views on issues of bilateral friendly and fraternal relations and future contacts.
