YEREVAN, JUNE 6, ARMENPRESS. No official response has been received from Azerbaijan in response to Armenia’s 6-point proposals for normalization of relations with Azerbaijan, ARMENPRESS reports Deputy Foreign Minister of Armenia Paruyr Hovhannisyan said at a briefing with journalists at the National Assembly.

“We have not heard any official response, there were various speculations and opinions in the press, but personally I am not aware of any official position,” said the deputy minister.

Referring to the possible talks, he said that the purpose of the talks is to harmonize the approaches of the two sides. To what extent it will be successful will be seen during the course of the negotiations. No date of possible negotiations is known to the Deputy Minister.

“There is a preliminary agreement between the parties, but everything is still in the stage of negotiations, including the beginning, the day of the negotiations, and all the other elements,” Hovhannisyan said.

Referring to the question if the proposal of Armenian Prime Minister Nikol Pashinyan on the simultaneous withdrawal of the troops, after which the delimitation-demarcation works will start, is still being discussed, the Deputy FM said. “The issue is also under discussion, you know that the discussions have started, that proposal is on the table. A number of our international partners have expressed their positive position on this proposal. We will see how things will be during the talks.”

In March, Azerbaijan submitted its 5-point proposals, in response Armenia submitted its proposals a few days later.

It is impossible to reach a settlement without taking into account the opinion of the Armenians of Karabakh, ARMENPRESS reports EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar said in a conversation with RFE/RL’s Armenian Service, answering the question whether the President of the European Council Charles Michel meant the participation of Armenians living in Nagorno Karabakh when he stated after the trilateral meeting in Brussels that for a lasting and fair peace there should be a discussion on all the key issues with the participation of all stakeholders.

“I think, after all, the Armenians of Karabakh are, of course, a party that must participate in the solution, no matter in what format. And it is very clear that the people of Karabakh have a fundamental interest in achieving a comprehensive settlement. I personally do not see how we can reach such a settlement without taking into account the opinion and point of view of those people,” he said.

However, after Nikol Pashinyan – Ilham Aliyev meeting, Charles Michel spoke only about the rights of ethnic Armenians in Karabakh, without mentioning anything about their future status, which has caused concern in Armenia and Nagorno-Karabakh.

“I think, in the end, the issue is that this should be a comprehensive settlement. And we all know how the conflict started, it must be finally closed. President Michel did not mention much in his statement. This was not a statement that covered all the issues that need to be addressed. But the fact is that we have always stressed that a comprehensive settlement of the conflict is necessary, we are working in that direction.”

In Yerevan, Toivo Klaar met with Prime Minister Nikol Pashinyan, Foreign Minister Ararat Mirzoyan, Secretary of the Security Council Armen Grigoryan, and Vice president of the National Assembly Ruben Rubinyan. The high-ranking European official is also scheduled to visit Baku in the near future.

Toivo Klaar receives generally positive messages from both capitals.

“The message I received is that the leaders’ meeting in Brussels a few weeks ago has yielded some concrete results. We had the first meeting of the border commissions. Then in Moscow a meeting was held between the Deputy Prime Ministers to discuss the opening of communication channels, which the leaders had discussed in Brussels. We are very excited. The response from Baku is that the assessment of both the Brussels meeting and its further course is positive. So, there is quite a positive momentum. And I think it can be developed”.

On the uncertain status of Nagorno-Karabakh, Toivo Klaar says the most important thing now is to try to move the process forward, responding to the observation that while Yerevan is talking about the Minsk Group, Baku insists that the Karabakh issue is closed and the Co-chairs’ format can be dissolved.

“The European Union does not claim to have copyright on anything. We are interested in seeing progress and supporting it, I think that is what President Michel was able to achieve through his three meetings with the leaders, as well as through his meeting with Presidents Macron, Aliyev and Prime Minister Pashinyan. And that is what we want to do,” said the diplomat, reminding of other existing platforms, particularly the trilateral meetings at the highest level in Moscow and the Commission on unblocking infrastructures chaired by the Deputy Prime Ministers has restored its sessions.

“It’s great, it’s great if it takes us in the right direction. Thus, the sole interest of the European Union is to help the process and to achieve a lasting, comprehensive settlement.”

The decision of the leaders of the member states to establish a Collective Security Treaty Organization has enabled the establishment of an effective system of interstate cooperation in the Eurasian space, which helps to meet the challenges and threats, ARMENPRESS reports the chairman of the CSTO Parliamentary Assembly, Speaker of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin said at the sitting of the CSTO Parliamentary Assembly in Yerevan.

Volodin reminded that the meeting of the council is held in the context of the 30th anniversary of the signing of the Collective Security Treaty and the 20th anniversary of the decision to establish the Collective Security Treaty Organization.

“For the first time since the pandemic, we are gathering together here in Yerevan, with the in this particular format. And, of course, it is very important for us to gather in this format in the future, having the opportunity to look each other in the eyes, discuss issues and communicate around a round table, because trust is very important for the CSTO Parliamentary Assembly, and trust cannot be achieved without communication”, Volodin said.

Volodin stressed that the CSTO Parliamentary Assembly contributes to the security and ensuring of sovereignty of the states.

“Our main task is the rapprochement and harmonization of national legislations,” the CSTO PA President added.

Volodin reminded that during the entire work of the CSTO, 72 laws and proposals were adopted, which refer to terrorism, extremism, organized crime, drug trafficking, military-technical cooperation, and humanitarian aid.

According to the CSTO PA President, in practice the effectiveness of the CSTO has been confirmed by the activities of peacekeepers in the Republic of Kazakhstan in January 2022.

“The actions of the CSTO peacekeeping force, which included units of all member states, have allowed the Kazakh law enforcement agencies to focus their efforts on restoring the rule of law and eliminating threats to the country’s security,” Vyacheslav Volodin added.

According to the Speaker of the State Duma of the Federal Assembly of the Russian Federation, based on this experience, it is necessary to continue working to improve the CSTO peacekeeping potential.

Armenia’s National Academy of Sciences called for uniting the entire potential of the Armenian nation to confront challenges facing Armenia and Artsakh. Specifically, however, the influential academic group rejected any outcome where Artsakh will be part of Azerbaijan.

Despite its apolitical mandate, the Academy said it could not stay indifferent to the existential political challenges facing the nation warning that ‘the danger of possible being deprived of a homeland and a genocide of Artsakh-Armenians is such a challenge today, which is a red line for the human race.”

“Artsakh, which has been part of the Armenian civilization for millennia, is an inseparable part of our homeland—the Artsakh-Armenians have preserved the longest statehood of our nation, our eastern stronghold. However, since at least the early 20th century, the Caucasus Tatars, with the support of Turkish circles, later their Azerbaijani descendants, were making every effort to eliminate any Armenian trace in Artsakh. All these was accompanied by crimes against humanity,” said a statement issued by the Armenia’s National Academy of Sciences on Monday.

“This policy also continued following the collapse of the Soviet Union and gained special momentum in the new conditions formed as a result of the 2020 44-Day War, in fact turning into an inseparable component of the official ideology of Azerbaijan. Today we are witnessing such open manifestations of this vicious policy as plans to totally eliminate the Armenian historical-cultural identity in the territories now under its control, spread Armenophobia in all possible international platforms, distort history, ignore the international law, particularly, violate the Geneva Convention on treatment with prisoners of war,” added the statement.

The group also warned of the danger to the Armenians living Artsakh, which it said will face immediate eviction if Artsakh is to be government under Azerbaijani control, thus depriving them of their homeland and living under the threat of another genocide.

“The Republic of Armenia is the guarantor of the security of the people of Artsakh and the exercise of their right to self-determination. We cannot back down from this fundamental principle,” said the Academy. Today the Republic of Armenia and the Republic of Artsakh are facing serious challenges. It is necessary to bring together its entire potential to resist those challenges and find solutions to existing problems.”

“The National Academy of Sciences of Armenia is ready to provide professional consulting to Armenia’s authorities, could become one of the platforms where issues of pan-Armenian significance are discussed, solutions and alternative options could be proposed for forming a pan-Armenian agenda,” added the statement.

YEREVAN, MAY 30, ARMENPRESS. International Boxing Association President Umar Kremlev praised the organizers of the Yerevan EUBC Men’s Elite European Boxing Championships.

“The European Boxing Championship is taking place on a high level. I want to say thank you to the Armenian people, thank you the government for such a wonderful championship. I see that Armenians love boxing, this year Armenia became the capital of European boxing,” Kremlev told ARMENPRESS.

Speaking about the controversial Narek Manasyan vs. Emmanuel Reyes semifinal bout that ended in the judges giving a UD 5:0 win to Spain’s Reyes, which prompted boxing fans accusing the judges in robbing Manasyan of the victory and Manasyan himself refusing to leave the ring in a sign of protest, Kremlev said that the judges have made mistakes.

“A special commission is carrying out an investigation. As of this moment it is obvious that the judges were wrong. The commission will investigate,” he said.

When Manasyan was protesting the decision, Team Ukraine representatives joined him on the ring, claiming that their athletes were also robbed in the bout against Great Britain’s boxers.

Georgian PM, Armenian President discuss cooperation, security matters

Bilateral cooperation and neighbourly relations between Armenia and Georgia were discussed on Tuesday in a meeting between the Georgian Prime Minister Irakli Garibashvili and Armenian President  Vahagn Khachaturyan.

The meeting focused on security matters concerning the South Caucasus region and the world, the Government Administration said.

The officials reviewed the Neighbourhood Peace Initiative in the South Caucasus, initiated by the Prime Minister and involving “establishment of a dialogue format between Georgia, Armenia and Azerbaijan and cooperation in mutually beneficial areas.”

Garibashvili noted Georgia had “always” supported peaceful cooperation and coexistence in the South Caucasus and was “ready to facilitate” regional dialogue. 

The Armenian President thanked the Government head for his contribution to the dialogue process, with the meeting also discussing the development of cooperation between the two countries in the fields of energy and transport communications. 

GRETA publishes its third report on Armenia

The Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) published a new report today on Armenia focusing on human trafficking victims’ access to justice and effective remedies. GRETA acknowledges improvements in the legislative and policy framework but asks the authorities to strengthen the provision of information to victims, improve access to legal aid and psychological assistance, facilitate access to compensation from the perpetrators, as well as to effectively investigate offences of human trafficking for all forms of exploitation and promote reintegration of victims.

Since the previous evaluation in 2017, Armenia has continued to develop its anti-trafficking legislative and policy framework: in 2021 a new Criminal Code and a new Criminal Procedure Code were adopted and amendments to the Labour Code were being prepared.

GRETA urges the authorities to ensure that access to legal assistance is guaranteed as soon as there are reasonable grounds for believing that a person is a victim of human trafficking and before the person concerned has to decide whether on co-operating with the authorities in a criminal investigation.

During the reporting period no trafficking victim has received compensation from the perpetrators either through criminal or civil proceedings. GRETA urges the Armenian authorities to take vigorous measures to guarantee effective access to compensation for trafficking victims, including by making full use of the legislation on the freezing and forfeiture of offenders’ assets. At the same time GRETA welcomes the provision of lump-sum compensation of some 450 EUR by the State to 20 trafficking victims since 2017.

GRETA welcomes the existence of specialised entities for combating human trafficking within the Police and the Investigative Committee. However, it notes that between January 2017 and September 2021, a total of 69 criminal investigations were conducted into human trafficking cases but only 13 cases were brought to trial and just six persons were convicted for trafficking. GRETA urges the Armenian authorities to ensure that human trafficking offences for all forms of exploitation are proactively and promptly investigated, making use of special investigation techniques and financial investigations.

The report also examines progress made on the implementation of previous GRETA recommendations on selected topics. GRETA urges the Armenian authorities to continue reinforcing the capacity and skills of all relevant officials to detect and investigate cases of trafficking for labour exploitation. Further, the authorities should strengthen efforts to prevent child trafficking among vulnerable groups (children in rural areas and children placed in child-care institutions), and pay more attention to the link between child trafficking and the use of information and communication technologies. Finally, to ensure economic and social integration of victims of trafficking, GRETA urges the authorities to take additional steps to ensure the provision of long-term assistance, as well as to strengthen effective access to the labour marker for them through vocational training and job placement.

The total number of victims of trafficking identified in the period 2017-2021 in Armenia was 68. Two thirds of identified victims were women and girls. The prevailing form of exploitation was sexual exploitation, followed by labour exploitation and forced begging. Almost all identified victims were Armenian nationals exploited inside Armenia. The real number of trafficking victims is probably higher, the report says, as self-identification by trafficking victims occurs only rarely due to the lack of awareness of their rights, stigma, the feeling of shame and distrust vis-à-vis the authorities.

Iran Seeks Trade Expansion in Armenia, Other South Caucasus States

In recent months, Iran has engaged in active foreign policy in the South Caucasus to push its geo-economic interests forward.

Iran’s Finance and Economic Minister headed a delegation to Yerevan in April to meet Armenian officials and negotiate with the Armenian side over trade. The Iranian side argued that there is still great potential for expansion of bilateral cooperation and increasing annual trade between both sides to $1 billion.

The minister said that the Iranian side attaches great importance not only to the development of trade with Armenia but also considers it as a “gateway” to the markets of Russia and other Eurasian Economic Union (EAEU) member countries.

A dressing room full of players in tears, while back home, a nation is outraged as the referee misses a clear handball with an outcome that’s devastating for the national team.

It’s not Paris 2009, with Thierry Henry’s infamous handball, but Dublin 2011, an event never to be forgotten in Armenia. Their ‘what if?’ moment. To recap, in the final group game for the Euro 2012 qualifiers, Ireland hosted Armenia, with second place up for grabs between the two teams in a group already won by Russia.

Twenty-five minutes in, Armenia looked the more likely winners than a nervous and unconvincing Irish side. Then, the Spanish referee saw an incident on the edge of the box with ’keeper Roman Berezovsky and decided the away player had handled the ball outside his area, although he had chested it, and sent the Armenian off. However, he had missed a handball by Irish striker Simon Cox moments before and had allowed play to continue.

So Armenia lost their net-minder, meaning their third-choice ’keeper came off the bench for his debut, forcing them to play away from home with 10 men for over an hour.

They looked on with a growing rage as Ireland ended up with a 2-1 win after going 2-0 up. The victory gave the Republic second place, the play-off draw was kind (Ireland got Estonia) and Giovanni Trapattoni’s men went to the finals, while Armenia never recovered from that blow and spent a decade playing catch-up. And thought ‘what if?’

“Looking back, it’s a great pity. We were so close to qualifying,” says Vardan Minasyan, Armenia’s manager at the time. 

“The players were in tears after the game. I was more calm, maybe it’s because I am older and more experienced. I knew that life is not always fair. Sometimes the big nations get decisions that smaller teams don’t get.

“In Ireland, you say that France got a decision against you [2009] because they were a big nation. At the time, a lot of Armenian people said it was the same for us in 2011. The big nation – Ireland – got the decision in their favour. Then you got Estonia in the play-off, the weakest team in the draw, and I know we could have beaten them. We could have finished second ahead of you. We could have gone to the Euros. But I know if you expect life to be fair, you’ll be disappointed.”

The 48-year-old, though, is not expecting a revenge mission approach from Armenia today.

“For me, it’s gone, it was 11 years ago. You move on in your life and none of those players from 2011 are still in the squad. In my career, I never speak about the referee, but that night was a difficult one for me. It happened very quickly and the referee made a quick decision,” he says.

“It was a pity for us, what happened, but that’s football. We had a young squad and it was a good achievement for us to go so close. We had to play for 65 minutes with our third-choice goalkeeper, making his debut.

“It was no foul. It was a handball by your player, we can see this on the TV. Your player (Cox) told our players after the game that he had handled the ball. It should have been a free-kick for us. 

“Some people in Armenia still speak about the game.

“We do remember that the game was the last international match for that referee. That says a lot.

“I think Armenian people remember the referee more than the Irish player who was involved. Perhaps the supporters today will make some noises about it, but it’s about supporting their team, not remembering something that happened 11 years ago.”

Trapattoni’s Ireland finished four points ahead of Armenia, but the two games involving the teams could have been draws instead of Irish wins, as it took a late Keith Fahey goal for Ireland to win 1-0 in Yerevan.

“Experience won it for you,” he says. “We had a lot of energy. I had taken 10 or 11 players from our Under-21s into the senior squad, they were good players, but we had no experience and Ireland had all these Premier League players. You had [Robbie Keane] and [Richard] Dunne and [Damien] Duff – I don’t know the names of the Irish players now. So in Yerevan, the experienced team won against the youngsters. The game was very even until your player scored the goal. Maybe a 0-0 would have been fair.”

Irish eyes already had a glimpse of Armenian talent as their side had just trounced the Republic 4-1 and 2-1 at U-21 level and players like Henrikh Mkhitaryan emerged (he was the overall top scorer in the qualifying group for Euro 2012).

They pushed for qualification for the next tournament, the 2014 World Cup, drawing away to Italy and winning 4-0 in Denmark, but from a hard-won place in the top 30 of the FIFA rankings, they’ve been on a slide (Armenia now 94th in the world) and Euro 2012 was their missed opportunity. 

Mkhitaryan, who retired from international football earlier this year, is badly missed, though Minasyan plays down the recent 9-0 friendly loss to Norway.

“Henrikh is a big loss for us. You can see the clubs he played for, so take a player like that out of your team and you will be weaker. He was our biggest player and it’s a challenge for the new generation to try and do as well,” says Minasyan.

“Vahan Bichakhchyan, who plays in Poland, is a very strong, Eduard Spertsyan in midfield is also very promising and can play at a higher level. He’s in Russia now with Krasnodar and I also like Tigran Barseghyan, who’s with Slovan Bratislava. Henrikh was a great guy to manage, he had a great football brain. I see players who have talent but do not have the right attitude.

“They become big stars in their own heads and go the wrong way. If our young players can keep the right attitude, they can do well, but finding a new Mkhitaryan will be very difficult.”
