YEREVAN, JULY 9, ARMENPRESS. Angola’s former president Jose Eduardo dos Santos, who ruled Africa’s second-biggest oil producer for nearly four decades, died on Friday, the presidency said, Reuters reports.

The 79-year-old died at the Teknon clinic in Barcelona, Spain, where he was being treated following a prolonged illness, according to the statement. 

Jose Eduardo dos Santos stepped down five years ago.

The fourth meeting of Armenian-Turkish special representatives

Special representatives of Armenia and Turkey on the normalization of relations between the two countries met for the fourth time. But for the first time after the meeting between Ruben Rubinyan and Serdar Kylych, information about specific agreements appeared.

  • “enabling the crossing of the land border between Armenia and Turkey by third-country citizens visiting Armenia and Turkey”;
  • “commencing direct air cargo trade”.

The official statement of the Ministry of Foreign Affairs of Armenia also says that, as a result of the meeting held in Vienna, the parties decided to start the necessary processes in these two directions “at the earliest date possible”:

“Furthermore, they discussed other possible concrete steps that can be undertaken towards achieving the ultimate goal of full normalization between their respective countries. Finally, they reemphasized their agreement to continue the normalization process without preconditions”.

Moreover, after all the previous meetings, the MOFAs of both countries distributed identical information without specifying any concrete decisions. In these statements, the last phrase about the continuation of the negotiation process without preconditions was always repeated.

The practical stage of the normalization of Armenian-Turkish relations began at the end of 2021. Then Yerevan and Ankara appointed special representatives to start bilateral negotiations. The two previous meetings of Ruben Rubinyan and Serdar Kylych took place in Vienna, and the first one in Moscow.

The only visible result of the six-month negotiations was the restoration of direct air communication between the two countries.

Armenian expert community does not expect any turning events in the near future, but they positively evaluate the process of normalization and all the steps on this path.

Turkey officially recognized the Republic of Armenia on December 24, 1991. However, diplomatic relations between the two countries have not yet been established. The land border between the countries has been closed since 1993.

Talks about the normalization of Armenian-Turkish relations intensified after the second Karabakh war. Although the negotiations take place in a bilateral format, the Turkish side does not hesitate to state that it agrees with their agenda with Baku.

Political context; differences between the main actors; the role of external players, and most importantly, Azerbaijan – analysis of the Armenian-Turkish “normalization” process

The agreements reached at the last meeting cannot bring significant changes to the Armenian-Turkish relations, political scientist Areg Kochinyan believes. But, he says, it is important to understand the “direction and philosophy” of the process.

“Any step towards positive regulation, especially one beneficial to Armenia, comes from the country’s state interests. Even the smallest achievements are better than their absence”, said the expert in response to JAMnews’ request to comment on the results of the last meeting.

According to the political scientist, it is not necessary to wait for turning events yet, but it is possible that small movements will be recorded at the next meetings.

Areg Kochinyan notes that this is the logic of those small steps, which Prime Minister of Armenia Nikol Pashinyan spoke about during his last press conference.

“I will say more, we are now in such a position that if we are shown the door, we will have to climb in the window. We have to move towards regulation at any cost”, stressed Areg Kochinyan.

During an online press conference on June 27, Prime Minister Pashinyan stated that there is an opportunity for the normalization of Armenian-Turkish relations and everything must be done to use it. “If we are conducting negotiations, then there is an awareness that regulation is possible, it is possible to move forward with small steps”.

Nikol Pashinyan also spoke about concrete statements from Turkey that “create a negative background” and hinder the process of normalization. But he emphasized that this does not mean that the dialogue would be stopped at Armenia’s initiative.

According to the political scientist, it is difficult to assess the situation in general not only because there is little information. In his opinion, the important thing is not official messages, but the analysis of the interests of major players:

“The normalization of Armenian-Turkish relations is a phenomenon that contradicts the interests of the Russian Federation. One of the main reasons for the presence of Russia in the region and the level of its influence is that there are no relations between Armenia and Turkey, or, so to speak, Armenia is afraid of Turkey.

Russia is against and will always be against the normalization of Armenian-Turkish relations, and the United States or the collective West is in favor of it, simply because this will weaken Russia’s position in the region”.

Areg Kochinyan says that both Armenia and Turkey are under pressure, a complex system of counterbalances is being formed. According to him, time will tell how “everything crystallizes”.

The first meeting of the foreign ministers of Armenia and Turkey took place in Antalya. Turkish FM ha described talks as “productive and constructive”, as both parties bid to restore relations without preconditions

According to economist Armen Ktoyan, the currently discussed option of cargo transportation cannot have a significant impact on Armenia’s economy.

The expert explains that the volumes of cargo air transport in Armenia are small, and moreover, they are more expensive than land ones. According to him, a system solution is necessary with unblocking of transport communications. In this case, there may be an economic benefit.

“If we are talking about complex unblocking of communications, yes, we can count on profit. This may contribute to the diversification of our foreign trade. Now we have an extraordinary concentration, mainly in the direction of Russia and the EAEU [an economic union operating under the auspices of Russia]”, stressed Armen Ktoyan, commenting on the question at the request of JAMnews.

Because of the transport blockade, Armenia has problems in European and some other directions. However, these markets will become available only if there are inexpensive communication routes.

“We should consider the possibility of direct cargo transportation between Armenia and Turkey by land. Only then we will be able to get economic benefits”, the expert believes.

The Armenian market is small, and there are risks, of course. The economist claims that the devaluation of the Turkish lira and the strengthening of the Armenian dram, observed recently, have aggravated the situation. And there can be no question of unconditionally agreeing to all proposals, the Armenian side must not retreat from its interests.

“I think that the meaning of these negotiations is that there should be clarification on specific types of production. It is necessary to evaluate what competitive advantages there are according to specific types of our products – or there are none. And what to do if they are not.

Armenia’s vulnerable position should not be the starting point of negotiations. Turkey should not consider the unblocking of communications as a way of obtaining political dividends and promoting its economic interests”, the expert said.


 

Azerbaijani forces open fire at Armenian positions, village road

The Azerbaijani military opened fire at Armenian positions in the western section of the Armenia-Azerbaijan border near the village of Khachik in Vayots Dzor Province late on Monday, the Armenian Defense Ministry said in a statement on Tuesday.

Shots were also fired at the road leading to the village, damaging the car of the village mayor, Hovik Smbatyan.

The Azerbaijani troops also used large-caliber firearms, the ministry said.

“The Azerbaijani fire was suppressed after Armenia’s retaliatory measures. There are no casualties on the Armenian side,” the statement said.

Earlier, the village head turned down a request from Panorama.am to comment on the shooting reports, urging it to contact the Defense Ministry.

Dutch-Armenia Business Days Summit 2022 Today

The 2022 Dutch-Armenian Business Summit will be held today in Yerevan, Armenia.

Talks will focus on furthering Dutch investment in the commercial, construction, agriculture, and technology sectors. It comes as part of Europe’s attempts to expand influence in the Caucasus region through the mediation of Armenia-Azerbaijan tensions. While Armenia is normally seen as pro-Russian when compared to pro-Turkish Azerbaijan and pro-Western Georgia, it has maintained neutrality in the ongoing Russia-Ukraine war. This neutral stance indicates its close ties with Russia have partially cooled and that Armenia wishes to avoid the effect of Western sanctions.  Further Dutch investment in Armenia is likely to be complemented by investments from other EU member states.

While Armenia lacks the oil and natural gas reserves of neighboring Azerbaijan, it has significant gold and copper reserves. Gold is particularly important for Europe as the EU looks to extend existing bans on Russian oil onto Russian gold, diversifying import sources. This will also further target Russian export revenue – Russian gold exports form its second largest export revenue source after energy.  Therefore, expect the Dutch delegation to lay the foundation for increased EU-Armenian trade focused on gold exports.


 

Iran’s security chief due in Armenia on Thursday for high-level talks

Iran’s top security official is set to visit Armenia for talks with high-ranking officials of the neighboring country on bilateral and regional topics.

Secretary of Iran’s Supreme National Security Council Ali Shamkhani will travel to Yerevan on Thursday at the official invitation of his Armenian counterpart, Armen Grigoryan.

The visit is part of Shamkhani’s plan for a tour of the Caucasus countries.

During the trip, the Iranian security chief will also sit down with Armenian Prime Minister Nikol Pashinyan for talks on issues of bilateral, regional and international significance.

At the end of his trip to Armenia, Shamkhani will also visit some other Caucasus countries.

YEREVAN, JULY 6, ARMENPRESS. Secretary of the Supreme National Security Council of Iran Ali Shamkhani will arrive in Armenia on July 7 at the invitation of Secretary of the Security Council of Armenia Armen Grigoryan, the Office of Mr. Grigoryan said.

During his working visit Ali Shamkhani will meet with Armenia’s Prime Minister Nikol Pashinyan.

Working discussions between the Secretaries of the Armenian and Iranian Security Councils are also scheduled.

Armenian opposition to hold next rally on July 15

The Armenian opposition will hold its next rally in Yerevan on July 15, Aram Vardevanyan, an MP from the opposition Hayastan alliance, told a rally in central France Square on Friday evening.

Opposition leader and Hayastan MP Ishkhan Saghatelyan, who is currently in Europe on a working visit, could not attend Friday’s rally.

“Ishkhan Saghatelyan will be in Armenia and will present the outcomes of his meetings in European countries. I am sure interesting circumstances will be revealed,” he said.

Other protests will also be held over the next week, Vardevanyan said, promising to give further details.

“No one is blameless and the opposition makes mistakes too. But they have certainly not led to thousands of casualties and the loss of the homeland. That’s why we are going to fight to the end,” the MP noted.

Court agrees to hold public hearing in Avetik Chalabyan’s case

A court in Yerevan has decided to hold a public hearing in political activist Avetik Chalabyan’s case, his lawyer Varazdat Harutyunyan said.

“The court, presided over by judge Arusyak Aleksanyan, has granted a defense motion to make the hearing on the extension of Avetik Chalabyan’s arrest open to the public,” he wrote on Facebook on Saturday.

Chalabyan was arrested on May 12 for allegedly trying to pay students of the Armenian National Agrarian University to participate in anti-government protests in Yerevan. He has denied the charges as politically motivated.

This was stated by Foreign Minister Ararat Mirzoyan in an interview to the  Greek “Kathimerini” newspaper , referring to the position of the  Republic of Armenia on the most sensitive issues for Greece at the  moment, such as the ever-growing tension on the Greek-Turkish border  and the Cyprus issue. The press service of the RA MFA reports.

“Armenia considers unacceptable any actions and steps that can  grossly violate the norms of International law, the Law of the Sea,  as well as the UN Charter;” the head of the foreign policy department  noted.

“As for the Cyprus issue, as in the Nagorno-Karabakh issue, in this  case, too, any attempt to present the consequences of the use of  force as a solution is unacceptable to us. Armenia and Cyprus always  mutually supported each other on bilateral and multilateral  platforms,” the Minister pointed out.

Referring to the rounds of “Armenia, Greece and Cyprus” trilateral  talks and the development of relations in the future, Ararat Mirzoyan  noted: “Armenia attaches great importance to the trilateral format of  cooperation. By now we have successfully conducted several Trilateral  Ministerial meetings. We are looking forward to hosting the Summit of  the format on the level of the leaders of our three countries.

Our nations have rich experience of collaboration and mutual support  and we believe that our states have huge potential to promote  stability, security, and peace in the region, through enhanced  political dialogue and cooperation of Armenia, Greece, and Cyprus. We  also acknowledge the importance and efficiency of trilateral  cooperation in defense, diaspora, parliamentary ties, emergency  situations, IT, healthcare, investments, tourism, education, and  culture. I am confident that the format is destined to succeed,” he  stated.

The Minister of Foreign Affairs points out: “Greece is one of  Armenia’s most important partners in Europe and in the world. The  relations between Armenia and Greece are underpinned by millennia-old  shared history and values, friendship, and solidarity between our two  peoples. Throughout the centuries, Armenians and Greeks peacefully  lived next to each other, collaborated to create value and  prosperity, and fought together against external oppressors. In this  context, I want to stress that we will never forget the wholehearted  support the Greek people and the government provided during very  tough times in our nation’s history, the most recent example being  the war of 2020.”

The Minister recalled that this year Yerevan and Athens are  celebrating the 30th anniversary of the establishment of diplomatic  relations between the republics. “Over these three decades, more  than 40 documents have been signed between the two countries and  we’ve developed robust interstate relations and a solid bilateral  agenda ranging from active political dialogue to partnership in  different areas, including defense, economy, education, culture, and  many other fields, as well as mutually beneficial collaboration on  multilateral platforms. During my recent working visit to Greece, I  held very productive talks with President Katerina Sakellaropoulou  and Prime Minister Kyriakos Mitsotakis, as well as in-depth  discussions with my colleague and good friend Minister Nikos Dendias.  We’ve made progress and reached a common understanding on a number of  important issues and will continue to work to deepen our relations  further.  Also, I believe that we should mull over raising  Armenia-Greece cooperation to a significantly higher level, which  could be proper for strategic partners. I am confident we should work  in this direction in the near future,”he concluded.
