Turkish press: Ankara-Baku ties mark level of strategic alliance: FM Bayramov

Turkish-Azerbaijani “relations have risen to the level of strategic alliances. However, we have a long way to go and goals to reach,” Jeyhun Bayramov, Azerbaijan’s foreign minister, said at the 13th Ambassadors Conference in the Turkish capital Ankara.

Citing Türkiye’s rising role as an international actor and diplomatic successes, Azerbaijan’s top diplomat on Monday said Türkiye “has become one of the leading countries in the development and implementation of innovations in diplomacy, as in many other fields.”

Noting that there have been rapid and serious changes in the international system over the last 30 years, Bayramov said that these developments in fact show the turmoil and dissatisfaction in the international system.

“The increasing social injustice and disregard for human values in the current international system, especially in a crisis situation, is another factor that worries each of us today. We observed the most obvious example of this during the COVID-19 pandemic, which was a serious test for our humanity,” he added.

Bayramov hailed ties between the two countries and praised Türkiye’s role in the international arena.

“We welcome Türkiye’s transformation into a leading and central country in diplomacy, and we take your success as our own,” he said.

Bayramov added that Türkiye marked its place in history as a country that stands by the truth, righteousness and justice through its political and diplomatic support to Azerbaijan when it liberated its lands from occupation.

Relations between the two former Soviet countries have been tense since 1991 when the Armenian military occupied Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

New clashes erupted in September 2020 and the 44-day conflict saw Azerbaijan liberate several cities and more than 300 settlements and villages that were occupied by Armenia for almost 30 years.

Türkiye was a key backer of Azerbaijan during the 44-day Nagorno-Karabakh war between Azerbaijan and Armenia, which erupted on Sept. 27, 2020, and ended with a Russian-brokered cease-fire and sizeable Azerbaijani gains on Nov. 10.

President Recep Tayyip Erdoğan said Saturday that the international community “unfortunately” kept silent when Azerbaijani territories were occupied by Armenia until the fall of 2020, when with Turkish help, Azerbaijan took back its land.

“To put an end to this injustice, the support of Türkiye was given to the Azerbaijani Armed Forces. Thanks to an epic struggle that lasted for 44 days, Karabakh regained its freedom, and the 30-year occupation came to an end,” he said, referring to the fall 2020 conflict.

“With the agreements reached, a new era started in the South Caucasus. We are working hard to ensure that this historic opportunity is not wasted.”

Türkiye and Armenia have since taken “important steps” toward peace in the Caucasus, and have appointed representatives to normalize ties, Erdoğan said.

“I believe that our region will be stabilized in a short time if Armenia reads the developments correctly and responds to the sincere calls of Azerbaijan and Türkiye,” he added.

On last week’s flare-up of violence between the Caucasus nations of Armenia and Azerbaijan, Foreign Minister Mevlüt Çavuşoğlu also said Türkiye “once again warns Armenia not to engage in new provocations.”

When Azerbaijan in the fall of 2020 liberated territory in Karabakh that was occupied by Armenia for nearly three decades, said Çavuşoğlu, Türkiye stood for justice and supported the righteous and truthful side.

Meanwhile, Russian President Vladimir Putin and Armenian Prime Minister Nikol Pashinian discussed the developments in Karabakh and security issues on the Armenia-Azerbaijan border in a phone call on Monday, the Kremlin said in a statement.

The Kremlin last week called for restraint from both sides after Azerbaijan said its forces had foiled an Armenian attack near Karabakh, formerly referred to as Nagorno-Karabakh.

Azerbaijan announced that it has regained control of several strategic locations in the Karabakh region, in a new escalation after Armenia attacked and killed an Azerbaijani soldier.

Azerbaijan has repeatedly pointed to Armenia’s failure to meet the provisions of the Nov. 10, 2020 agreement signed by the two nations plus Russia, drawing particular attention to how Armenian armed groups have not yet pulled out of Azerbaijani territories in Karabakh, said a ministry statement.

In January 2021, the leaders of Russia, Azerbaijan and Armenia signed a pact to develop economic ties and infrastructure to benefit the entire region. It also included the establishment of a trilateral working group in Karabakh.

After the conflict ended, Azerbaijan launched a massive reconstruction initiative in the liberated Karabakh region.

In July, Azerbaijan began the process of returning its people to land recaptured from Armenian forces in what Baku calls “The Great Return.” The oil-rich country has vowed to repopulate the recaptured lands.

Azerbaijani President Ilham Aliyev had for years promised to recapture lands lost in the 1990s and the first returns marked a symbolic moment for Azerbaijan.

On June 15, 2021, Türkiye and Azerbaijan also signed a declaration “on allied relations” aimed at deepening ties in several areas of cooperation, including security, during a visit to Shusha, a city that Azerbaijan liberated from Armenian occupational forces in the conflict. The city, known as the pearl of Karabakh, was occupied by Armenia on May 8, 1992.

The declaration focuses on defense cooperation and establishing new transportation routes, affirming the joint efforts by the two armies in the face of foreign threats, and the restructuring and modernization of their armed forces.

Ankara has made frequent calls for a six-nation platform comprising Türkiye, Russia, Iran, Azerbaijan, Georgia and Armenia for permanent peace, stability and cooperation in the region, saying it would be a win-win initiative for all regional actors in the Caucasus.

Türkiye believes that permanent peace is possible through mutual security-based cooperation among the states and people of the South Caucasus region.

Gyumri to host Yerevan Days August 26-27, unprecedented concert expected

Yerevan City Hall said that an unprecedented concert program is scheduled to take place in Gyumri. The “Symphonic” “Reincarnation” concert will take place at the city’s Vardanants plaza and rehearsals are underway.

“Music brings people together. We are looking forward to seeing everyone there,” Armenian State Symphony Orchestra founding-director Sergey Smbatyan said.

Reincarnation founder Roland Gasparyan said: “This has been a dream of many years and I am sure that everyone will love it”.

“We expect guests from all over the world to come here and have fun, to see our culture, our city, enjoy the food and music,” Gyumri Mayor Vardges Samsonyan said.

Chief cabinet secretary Hirokazu Matsuno said Yoshimasa Hayashi would also keep his post as foreign minister, while the defence minister post would go to Yasukazu Hamada.

Chess Olympiad 2022: More than just a silver lining for Armenia

Despite heartache of losing Aronian to US, chess mad country punch above weight to make it a special Olympiad.

CHENNAI: In the world of chess, former Soviet nations continue to sing the game’s song. Chess was one of their biggest exports, so it continues to have an outsized influence in many cultures and societies that were once part of the USSR.

Their impact was also felt in Mahabalipuram at the Olympiad. Four of the five countries that medalled at the Olympiad — Georgia, Ukraine (women) and Armenia, Uzbekistan (open) — were part of it.

Of this, Armenia’s silver demands deeper scrutiny. Among all countries that broke away, it’s the one place that can be accurately described as ‘chess mad’ the most. Months after breaking up from the USSR, they won their first Olympiad medal in 1992.

In a 10-year period that began in 2002, they won five medals in the open section, including three gold. The last of those gold, which came in 2012, was preceded by a landmark education reform that said chess was going to be a compulsory school subject just like mathematics and science.

In 2011, the government passed a law to this effect. “We hope that the Armenian teaching model might become among the best in the world,” Armen Ashotyan, who was the country’s education minister then, had said. As part of the programme, the government allocated $500,000 to draw up a syllabus and procure the appropriate equipment. The Guardian, who reported this news item, also mentioned they spent a further ‘$1mn for furniture for chess classrooms’. As it is, Armenia have the record for producing the most Grandmasters per capita. With chess being taught in schools to kids, that will only increase in the coming years.  

Yet, chess caused most of the Armenians the biggest of heartaches the country has ever witnessed. In February 2021, Levon Aronian (World No 8), one of Armenia’s greatest sportspersons — he was the main board on all three occasions they won gold — walked away. He decided to represent US, causing a deep rift among the very people that knew his openings and endgames by heart.  

In this context, the silver that was secured on Tuesday will also help. “The silver will be very big for our team,” Gabriel Sargissian, who played top-board, told this daily. The 38-year-old, whose only loss came against D Gukesh, expected to put up a fight but thought a medal was out of question when the team boarded the flight to Chennai. “No, no, no (if they thought they could win a medal),” he said. “We were No 12 seeds. We didn’t expect this. Thought that we can maybe fight for a medal but not in this way. We played against all the strong teams (Uzbekistan, India A and India B, and US).

“This will be very big for our team, a lot of new players. It should give them the confidence for the future. (At earlier Olympiads), we had a lot of good results but that was with a totally different team. This tournament is very special to us.”  

He also addressed the thorny issue of Aronian’s absence. Even if he felt a pang of regret, the admiration he has for him is clear. “Very big (how big is Aronian?), not only in chess but in general. Because he is maybe the best sportsperson in Armenia. Not many people like this (playing for the US) but there are some problems and he decided to leave.” Without Aronian playing for Armenia for the first time since 2002, Sargissian believed they had no chance. It’s why ‘this tournament will be very important for us,’ according to him.

The problem Sargissian was referring to was messy. It involved Aronian and the new government that came into power in 2018 (the earlier president, Serzh Sargsyan, doubled up as head of the country’s chess federation). “Last year was too hard for all of us: epidemic, war, in my case also personal adversity, and the absolute indifference of the state towards Armenian chess. I was facing the choice to leave my life’s work or move to where I was appreciated,” Aronian had written on his Facebook page. While he represented the US at the Olympiad, it’s obvious he cares deeply about his Armenian identity. He still refers to himself as the ‘Armenian lion’ on his Twitter page.

Minutes after their silver was confirmed, Aronian again showed how deeply he cared. “…but for me especially – Armenia!! Winning silver and coming so close to gold is incredible and makes me very proud. I hope such a sensational performance will get a deserved recognition!,” he tweeted.

Their population is less than 3 million (2020 figure) but they continue to keep punching above their weight in the ultimate mindgame sport.

    ArmInfo.A special screening of the film “Stronger than life” took place at the Cinema House. The film was created by LC production and tells about the wounded soldiers and the families of the fallen soldiers after the Second Artsakh War: their emotions and desire to live.

    Both the heroes of the film and the beneficiaries of the “Power of One Dram” initiative took part in the screening of the film.

    According to the producer of the film, Tsovinar Mkrtchyan, the film “Stronger than life” tells about people who lost their most precious and dearest in the war. “But despite this, most of them are fighting, acting, changing, living. And if they can, then we, at least, are obliged. This film is about being able to live at a time when life seems impossible and meaningless.     YEREVAN, AUGUST 12, ARMENPRESS. Over 2500 socially vulnerable people with disabilities will be offered free personal assistant services after the government approved the regulations which will take effect January 1, 2024.

    And meanwhile, a pilot program will be launched in some towns.

    “Any adult can be a personal assistant, even a family member of the person with disability,” the Deputy Minister of Labor and Social Affairs Tatevik Stepanyan said at a press conference. “They must all pass a training course. The personal assistants will be paid per-hour, at a rate of 1050 drams, which could be revised.”

    The UN General Assembly has titled this year’s International Youth Day as “Intergenerational Solidarity: Creating a World for All Ages”.

    The Minister of Education, Science, Culture and Sports Vahram Dumanyan, the UN Resident Coordinator for Armenia a.i. Lila Pieters Yahia, Kotayk Governor Aharon Sahakyan and Hrazdan Mayor Sevak Mikayelyan attended an event opening the celebrations.

    “Any investment done for youth is an investment for tomorrow, for having a better future,” Dumanyan said. “Be sure that the Armenian government will continue carrying out multiple youth programs aimed at discovering the potential of young people, developing opportunities and capabilities, forming a favorable environment for self-_expression_.”

    The acting UN Resident Coordinator Lila Pieters Yahia said it is impressive to see the senior generation and young people together at the same event. She conveyed some of the remarks voiced by the UN Secretary General: “Solidarity and cooperation are very important for withstanding the challenges of the future. That is why only through joint efforts we can achieve the UN sustainable development goals. And to reach these goals we must first of all support our youth in developing education and skills.”

    The events will be concluded with a concert by Nemra.
