Armenian Prime Minister Nikol Pashinyan and German Chancellor Olaf Scholz emphasized the great development potential in the relations between the two countries and expressed their willingness to consistently cooperate in forming a new, more ambitious agenda, ARMENPRESS reports Prime Minister Nikol Pashinyan said  at the joint press conference after the meeting with the Chancellor in Germany.

“Our delegation and I have noted with satisfaction that there is a high level of political dialogue between Armenia and Germany. Our relations are actively developing both bilaterally and multilaterally, which is evidenced by the recent high-level mutual visits and active contacts,” said the Prime Minister.

The Prime Minister and the Chancellor discussed issues related to Armenia-Germany trade and economic cooperation. They emphasized the continuous efforts of both sides to maintain the positive dynamics of growth of trade turnover, to encourage mutual investments.

“Armenia attaches great importance to the inclusion of Armenia as a bilateral partner within the framework of the “BMZ 2030″ reform strategy of the German Ministry of Economic Development and Cooperation, which provides an excellent opportunity to ensure the stable continuity of current reforms and programs in Armenia,” said Pashinyan.

Pashinyan and Scholz also touched on the Armenian-German financial and technical cooperation, in particular, the activities of the German international cooperation agencies GIZ and KFW in Armenia.

“We hope that the opening of KfW and GIZ local offices in the near future will be a new impetus for development cooperation between the two countries. Germany and Armenia have a long experience of cooperation in the field of environmental protection, in the conditions of the changing climate, we are interested in developing this cooperation in the fields of water resources management, forest restoration and renewable energy. We are also interested in the development of “green hydrogen”, said the Prime Minister.

Pashinyan also noted with satisfaction the effective cooperation between the two countries in the field of science and education. There is effective cooperation between Armenian and German universities and individual scientists, which has great potential for development. He also considered joint cultural events and contacts between people extremely important.

At the meeting, the Prime Minister and the Chancellor of Germany also referred to the inter-parliamentary cooperation, noting with satisfaction the active contacts and visits of the parliamentarians during the last few years. Decentralized cooperation also plays an important role in bilateral relations, where there are many examples of already established cooperation.

“We both emphasized that there is a great development potential in the relations between Armenia and Germany and we expressed our willingness to consistently cooperate with joint efforts in forming a new, more ambitious agenda,” said the Prime Minister.

Armenia-EU partnership was also on the agenda of their meeting, the sides emphasized the importance of the Comprehensive and Enhanced Partnership Agreement. The Prime Minister expressed the readiness of the Armenian side to make efforts to contribute to the expansion of the cooperation agenda between Armenia and Germany.

The deployment of the monitoring mission of the European Union in Armenia will play a crucial role in ensuring security and stability in the region, as well as will deliver timely and reliable reports on the current situation to partners in the EU and its member states, the correspondent of ARMENPRESS informs, Prime Minister Nikol Pashinyan announced in his opening speech of the discussion at the German Council on Foreign Relations.

“I am pleased to have this opportunity to be here today and address this distinguished audience. First of all, I would like to express my gratitude and appreciation to Mr. Ralf Nickel, vice President of the Council, and Director Mr. Guntram Wolff and his team for organizing this event. 

Today we are living at a time when not only natural but also geopolitical tectonic shifts are taking place all around the world. Deepening geopolitical instability, growing tensions and unpredictability are weakening the world order and international security system, creating even bigger challenges, especially for a country like Armenia, with democracy, making us more vulnerable in our complicated region. 

Dear attendees, 

We witnessed the first sprouts of today’s challenges and the collapse of the European security architecture in our region back in 2020 when Azerbaijan unleashed a war against Nagorno-Karabakh. 

After the signing of the November 9, 2020 trilateral statement, Azerbaijan not only didn’t abandon its bellicose policies and threats, but also carried out new aggression, this time against the sovereign territories of the Republic of Armenia in May 2021, November 2021 and September 2022.  

During the last aggression – on September 13-14, 2022, Azerbaijan launched a large-scale military attack targeting the military and civilian infrastructure of Armenia using heavy artillery, missile systems, and drones. As a result, the Armenian side had 225 victims, including 3 civilians. More than 150 square kilometers of the sovereign territories of Armenia were occupied. 

Today, I wouldn’t like to go deep into the details of the aggressions of 2020, 2021, 2022, but it is impossible to ignore the evidences of multiple cases of torture, mutilation of captured or already dead Armenian servicemen (including servicewomen) and other atrocities by Azerbaijani military forces. The horrible videos of the Azeri militaries committing “ISIS-style” war crimes by executing Armenian prisoners of war (POWs) should be acknowledged and addressed by the international community. Another issue is the engagement of the mercenaries from Syria by Azerbaijan.  

During the aggression of September 2022, when the external security system of Armenia didn’t work, we requested an emergency meeting of the UN Security Council that was held on September 15, 2022. During the meeting, the UN Security Council member states noted* that the use of force is totally unacceptable, explicitly named the aggressor – Azerbaijan, highlighted the importance of adherence to the norms of international humanitarian law, emphasizing also the fact that civilian infrastructure on the territory of Armenia was targeted.

An important step towards de-escalation of the situation was a quadrilateral meeting of President Macron, President Michel, President Aliyev and me, in Prague on October 6, 2022, where an agreement was reached on deploying short-term EU monitoring capacity along the international border between Armenia and Azerbaijan. 

When this mission’s mandate ended on December 19, 2022, at Armenia’s request the EU Council made a decision to deploy a new, fully-fledged civilian mission (EUMA) on the territory of the Republic of Armenia for a two-year period. 

On behalf of the Government of Armenia, I would like to express our gratitude to the EU and its member states, particularly to the Government of the Federal Republic of Germany for its support to our request. The Mission was launched on 20th February, and I have already met the Head of the Mission, your compatriot with extensive experience in international deployments – Mr. Markus Ritter in Yerevan.  

The Mission shall play a crucial role in ensuring security on the ground and stability in the region, as well as timely and reliable reporting on the current situation to our partners in the EU and its member states”, Pashinyan said.

Asbarez: Armenia Ready to ‘Fully Normalize’ Relations with Turkey, Pashinyan Says

Prime Minister Nikol Pashinyan said that Armenia is ready to fully normalize relations with Turkey. Speaking at a conference in Berlin on Wednesday, Pashinyan also added that Yerevan wanted to establish diplomatic relations with Ankara.

“We hope to fully open our common border, which was unilaterally closed by Turkey in the early 1990s. There are some small but encouraging signs of moving this forward,” Pashinyan said when speaking at the German Foreign Relations Council in a talk entitled “Armenia’s Outlook on Security and Stability in the South Caucasus,” reported Armenia’s Channel One News.

“In July 2022, the special representatives of our countries agreed to establish air cargo transportation and open interstate borders for citizens of third countries,” added Pashinyan. “The ban on direct air cargo between Turkey and Armenia was lifted in January, and we hope that the border will soon be opened to third-country nationals.”

Pashinyan also discussed his meeting with President Recep Tayyip Erdogan of Turkey last year in Prague, where they discussed the prospects for normalization of relations.

“After the last devastating earthquake, Armenia reacted quickly. I called President Erdogan to express my condolences and offered our support. After that, we sent humanitarian aid and a rescue team to the affected regions,” explained Pashinyan.

“It is very important to state that two convoys of humanitarian aid entered Turkey through the border bridge, which has been closed for 30 years. Our rescue squad returned to Armenia via that same bridge. The Foreign Minister of Armenia visited Turkey, met with his counterpart and reaffirmed our readiness to fully regulate relations,” added the prime minister.

“Although the recent contacts were, of course, purely humanitarian in nature, we would still be happy to see political results as well,” he stressed.

YEREVAN, MARCH 3, ARMENPRESS. Armenian Minister of Foreign Affairs Ararat Mirzoyan will visit New Delhi on March 3-4 to participate in Raisina Dialogue, India’s premier conference on geopolitics and geoeconomics, the foreign ministry announced Friday.

“On March 3-4, Minister of Foreign Affairs of Armenia Ararat Mirzoyan will pay a working visit to New Delhi to participate in India’s leading conference on geopolitics and geoeconomics “Raisina Dialogue.”

In the framework of the conference, Minister Mirzoyan will participate in a panel discussion as a speaker, and will also have meetings with colleagues,” the foreign ministry said on social media.

Azerbaijan violates Nagorno Karabakh ceasefire

YEREVAN, MARCH 3, ARMENPRESS. Azerbaijani military units violated the Nagorno Karabakh ceasefire on March 2 and overnight March 3 with small arms fire, the Artsakh (Nagorno Karabakh) authorities announced Friday.

“The units of the Azerbaijani Armed Forces deployed in the occupied territories of the regions of Askeran, Martakert and Martuni of the Republic of Artsakh violated the ceasefire on March 2 and overnight March 3 with the use of small arms,” the Ministry of Defense of Artsakh said in a statement, adding that Artsakh did not suffer casualties.

The Russian peacekeeping contingent has been notified on the violation, it said.

As of Friday morning the situation in the line of contact was relatively stable, according to the defense ministry.

ICRC facilitates transfer of cancer patients from blockaded Nagorno Karabakh to Armenia

YEREVAN, MARCH 3, ARMENPRESS. Nine cancer patients requiring urgent surgeries were transferred from blockaded Nagorno Karabakh to Armenia on March 3 through the mediation of the International Committee of the Red Cross (ICRC), the healthcare authorities announced.

This brings the number of ICRC-transferred patients to 144 since the blockade by Azerbaijan began on December 12, 2022.

The patients were taken to specialized hospitals in Armenia for treatment, the Ministry of Healthcare of Nagorno Karabakh said in a statement.

Meanwhile, seven patients who had been transferred to Armenia returned home together with their attendants.

The Ministry of Healthcare of Nagorno Karabakh added that planned surgeries are still on hold due to the blockade.

1 child is in the neonatal and intensive care unit at the Arevik clinic. Eight patients are under intensive care at the Republican Medical Center. Two of them are in critical condition.

In November of 2022, 25 Armenian undergraduate and graduate computer students from the National Polytechnic University of Armenia (NPUA) took a specially designed, online continuing education program with modules developed by USC Viterbi professors Sven Koenig, Clifford Neuman, and Antonio Ortega.

The NPUA students engaged in 35 hours of customized content focusing on cybersecurity and other engineering topics. The 50- to 60-minute modules included “Introduction to Cyber Security”, “Introduction to Artificial Intelligence”, and “Introduction to Linear Algebra.” Each students took 33 hours of online, asynchronous classes as well as two additional hours of live online sessions.

“The process was pretty straightforward,” said Neuman, an associate professor of computer science practice who taught Introduction to Cyber Security. “I’ve been lecturing in the Distance Education Network since 1992. The only difference was that I needed to develop a more streamlined versions of the classes—going through the material and deciding which are the most relevant things that we can fit into effectively nine hours.”

The USC Viterbi School of Engineering has been committed to providing opportunities for students all over the world through its pioneering distance education network, DEN@Viterbi, which enables online learning on a global scale. The program, regularly ranked among the top five in the nation, celebrated its 50th anniversary last year.

To make this collaboration possible, Charlie Ghailian, chairman of the USC Institute of Armenian Studies Leadership Council, contacted donors to support continuing education for Armenian computer science students.

Six donors, including Armenian-American tech leaders such as Alexandr Yesayan and Vahe Kuzoyan, contributed to the pilot program.

Ghailian said these donors are motivated by an emotional connection to the USC Viterbi community, as well as a commitment to providing the opportunities the next generation of young Armenian students need to succeed.

“The Armenian community in Southern California has a long-standing relationship with USC,” Ghailian said. “So, when it comes to these opportunities of connecting with these gifted students on the other side of the ocean through specific funding connections such as these virtual classes, we are motivated to find the opportunity. Sometimes the only difference in success is finding that opportunity.”

Professor Raghu Raghavendra, USC Viterbi’s vice dean for global academic initiatives, hopes that this collaboration with NPUA will open new doors for online learning.

Raghavendra and USC Viterbi Dean Yannis Yortsos are scheduled to visit NPUA this June to continue discussions of developing in-person partnerships, such as USC faculty lecturing at NPUA.

“It is important to our program that we are accessible and well-known globally,” Raghavendra said. “If anyone wants to study in the United States, we want USC to be the place they think of.”

Germany is still recruiting members of the EU mission in Armenia, ambassador says

Germany is in the process of recruiting members of the European Union (EU) monitoring mission in Armenia. Victor Richter, German Ambassador to Armenia, stated about this in an interview with Armenian News-NEWS.am.

To note, the mission of the EU in Armenia started its work on February 20. There are 100 observers in the mission stationed along the Armenian-Azerbaijani border for a period of two years. As the European Union informed, 50 of them are unarmed. According to the decision of the German Federal Cabinet of Ministers, Germany will be represented in the mission by a maximum of 15 police officers.

Armenian News-NEWS.am spoke with Victor Richter, the German ambassador to Armenia, about the goals of this mission and Germany’s efforts to establish stability in the region.

The ambassador said Germany participates significantly in this civil monitoring mission of the European Union, and it has supported the idea from the beginning. He said this mission, which started its activities a few days ago, will be headed by a German citizen. A group of Germans will be involved in the civilian mission. He could not say the exact number at the moment, they are currently in the recruitment phase. He said the mission is designed to support stability and confidence building in affected areas, as well as to cooperate with the population in order to increase stability in the region and affected areas. Of course, he said, this is a part of the great European effort, which Germany actively supports for a long-term peaceful settlement in the region and the South Caucasus. He said this is in the interests of everyone, and Germany actively supports the efforts of the European Union. He said Germany has an active political dialogue with Armenia and the countries of the region. He noted that Armenian Prime Minister Nikol Pashinyan is in Berlin today, where he will have a meeting with the German Chancellor and the President. The German ambassador said they always have an active dialogue and this will be continuous.

Regarding statements coming from Azerbaijan, that the latter’s president is unhappy with the decision to send a monitoring mission to Armenia without his consent, the German ambassador said he I cannot comment on those statements. But he said Azerbaijan, of course, participates in the negotiation process through international mediation, and the European Union actively supports it.

And regarding the statements from Russia that the latter considers sending the EU mission to Armenia as an attempt to create geopolitical tension, the German ambassador said these efforts are aimed at bringing prosperity, stability, and peace to the region. He added that this specific mission is aimed at strengthening trust and stability.

Biden’s biopsy confirmed basal cell carcinoma, cancerous tissue removed – says White House

YEREVAN, MARCH 4, ARMENPRESS. U.S. President Joe Biden had a skin lesion removed from his chest in February that was a basal cell carcinoma – a common form of skin cancer – and no further treatment is needed, Reuters reported citing White House physician Kevin O’Connor.

All cancerous tissue was successfully removed, the White House physician said in a letter, adding that Biden will continue dermatologic surveillance as part of his ongoing healthcare but the site had healed.

Last month, doctors Biden, 80, healthy and “fit for duty” after a physical examination.

Over 40 ANCA national and local leaders consulted with Rep. Adam Schiff (D-CA) on ramping up efforts to break Azerbaijan’s Artsakh blockade during a virtual town hall held on February 27th.

GLENDALE, Calif. – Armenian National Committee of America (ANCA) leaders from across the State of California held a virtual briefing with Congressman Adam Schiff (D-Burbank) to discuss the humanitarian crisis unfolding in Artsakh as a result of Azerbaijan’s blockade – now in its third month. The briefing included the participation of a broad number of ANCA stakeholders – along with ANCA grassroots leaders across the country – to urge the Biden administration to take immediate steps to pressure Azerbaijan to end its genocidal campaign against Artsakh’s indigenous Armenian population.

“The blockade of the Lachin Corridor, an unconscionable act of aggression by Azerbaijan, has created a humanitarian crisis,” said Congressman Schiff. “Since the beginning of the blockade more than two months ago, innocent men, women, and children in Artsakh have suffered through freezing temperatures and rolling blackouts. The United States must use every diplomatic and economic tool at its disposal to end this illegal blockade, and cut off all aid to Baku.”

Congressman Schiff continued, “The work of the ANCA, its local chapters, and the many members who volunteer their time and dedication is so important, and ensures their voices are heard in the halls of Congress. I look forward to continuing to work closely with the Armenian National Committee of America to stand with the people of Armenia and Artsakh, as well as the members of the diaspora, and speak out against this violence, demand real action from the US, and bring peace and prosperity to Armenia and Nagorno-Karabakh.”

Congressman Adam Schiff represents the single largest Armenian-American constituency in the United States and has been a stalwart friend and ally of the community throughout his tenure. Having fought over decades for US recognition of the Armenian Genocide, H.Res.296 – authored and introduced by Rep. Schiff in 2019 – was passed with overwhelming bipartisan support in the House, with an identical measure adopted in the Senate by unanimous consent shortly after. In his role as chairman of the influential House Intelligence Committee, Congressman Schiff also championed the inclusion of language in successive National Intelligence Authorization Bills mandating the US Government to conduct assessments of the threat Azerbaijan posed to Armenia and Artsakh, and the impact of US military assistance on the balance of power in the region. Congressman Schiff is the first member of US Congress to have called for the recognition of Artsakh’s independence, and at President Biden’s last State of the Union address invited Artsakh’s Permanent Representative Robert Avetisyan to attend as his guest in order to draw attention to Artsakh and Azerbaijan’s ongoing blockade.

Over 30 leaders from ANCA chapters across California, including the ANCA’s San Francisco, Silicon Valley, Fresno, San Fernando Valley, Glendale, Burbank, La Crescenta, Pasadena, Hollywood, Orange County, and San Gabriel Valley chapters, participated in the meeting, which also included insights by ANCA National Board Members Zanku Armenian and Aida Dimejian, along with ANCA Government Affairs Director Tereza Yerimyan and Programs Director Alex Galitsky.

ANC Artsakh Executive Director Gev Iskajyan, who moved to Artsakh from California a year ago, provided a briefing from the ground on the latest dire humanitarian crisis unfolding in Artsakh. “What we are witnessing in Artsakh is nothing short of a genocide by attrition,” remarked Iskajyan. “As Azerbaijan seeks to starve the Armenian people to the brink of extinction, it is vital the U.S. take tangible action to hold Azerbaijan to account. Congressman Schiff has championed efforts to hold Turkey and Azerbaijan accountable throughout his career, and we look forward to working with him to maximize pressure on the Biden Administration to ensure this blockade is lifted.”

In addition to his powerful advocacy to secure Congressional, and ultimately Presidential, recognition of the Armenian Genocide, Congressman Schiff has recently led efforts to condemn Azerbaijan’s ongoing detention and torture of Armenian prisoners of war (POWs) through the introduction of H.Res.240 – as well as the condemnation of Azerbaijan’s assault on Armenia in September 2022 with the introduction of H.Res.1351. As co-chair of the Congressional Armenian Caucus, Congressman Schiff is also one of the lead co-authors on H.Res.108 – the ANCA-backed bipartisan resolution condemning Azerbaijan’s blockade of Artsakh and calling for an immediate end to U.S. military assistance to Azerbaijan.

Roxanne Makasdjian of ANCA San Francisco drew attention to the dire implications of Azerbaijan’s state-sponsored anti-Armenian hate speech in the US, citing the hate crimes perpetrated against Armenian community property and school in the Bay Area where the community center was set on fire and the school was vandalized and shot at with guns. ANCA Hollywood’s Lara Yeretsian noted the failure of successive administrations to deliver reports mandated by statute on the impact of US military assistance to Azerbaijan. ANCA Orange County representative Haig Minasian spoke of how USAID has failed to deliver any direct assistance to Artsakh since the 2020 Artsakh War despite congressional mandates, and the community’s disappointment with the Administration’s and USAID’s Samantha Power’s refusal to characterize the blockade as a humanitarian crisis.

Our community’s extensive grassroots, led by our ANCA local chapters, remain united in common purpose to ensure our government acts immediately to hold Azerbaijan’s dictatorship to account – and we look forward to continuing to work with Congressman Schiff to ensure the Biden Administration honors the pledge he made when he recognized the Armenian Genocide to prevent atrocities whenever and wherever they occur.”

Since the first day of the blockade, the ANCA has been working with the White House, State Department, and Congressional leaders – urging them to stop U.S. military assistance to Azerbaijan and to send emergency humanitarian assistance to Artsakh. Thousands have already used the ANCA online portal to call, tweet and write the White House and Congressional leaders to immediately address this growing Artsakh humanitarian crisis.
