YEREVAN, APRIL 18, ARMENPRESS. Prime Minister Nikol Pashinyan has said that peace is possible if Armenia itself will clearly acknowledge that it recognizes the 29,800 square kilometers area, more specifically the territory of the former Armenian SSR, as constituting the Republic of Armenia.  

“Peace is possible if we, in all our international relations, clearly record not just for today but also for the future, that we recognize the Republic of Armenia as 29,800 square kilometers territory, more specifically the territory of the Armenian SSR, where we gained independence in 1991. And not only don’t we have any territorial claims towards any other country, but we will never have any,” Pashinyan said in parliament during debates of the 2022 report of the government action plan.

PM Pashinyan added that if this idea isn’t recorded and transformed into a social psychology of the society, no one will allow Armenia to develop, because no one will deal with the idea that Armenia is developing and getting stronger.

“Furthermore, in such case, not only will not allowing our development be the task of the agenda for others, but also not allowing the existence of our state, at least. And in this situation no one will help us,” Pashinyan warned.

Pashinyan said that the strategic goal of the development agenda must be the harmonious and peaceful life with the regional environment, with security and prosperity of the country as the goal. This is possible if others also adopt the same strategy. Pashinyan said that Armenia can be the first to do so. PM Pashinyan stressed that doing so doesn’t mean forgetting the history of Armenia, but rather changing the perspective of perception of history.

Azerbaijani flag burned in Yerevan

The participation of the Azerbaijani team in the European Weightlifting Championship in Yerevan has turned into an international scandal. During the opening ceremony, a man ran out of the front rows and set fire to the national flag of Azerbaijan. The culprit’s name is Aram Nikolyan, founder of the Nikolyan fashion house and head of the design studio of the Public Television of Armenia.

After the incident, the Azerbaijani team refused to participate in the European Championship and decided to leave Armenia. The athletes could not get on the Yerevan-Antalya flight and they were not released from the hotel for security reasons. But the organizing committee of the championship informed them that they would ensure their safe exit from Armenia.

The Azerbaijani weightlifting team decided to refuse to participate in the European Championship in Yerevan because of a scandalous incident during the opening ceremony of the competition.

In the hall where the ceremony was held with the participation of Armenian Prime Minister Nikol Pashinyan and the presidents of the world and European weightlifting federations Mohammed Jaloud and Antonio Conflitti, the state flag of Azerbaijan was set on fire by the famous Armenian fashion designer, Aram Nikolyan.


He was arrested and taken to the police station, from where he was soon released. At this point it is not known what charges were brought against him or even whether they were brought. Locals who gathered in front of the police station greeted him with applause.

The Azerbaijani national team failed to fly to Baku last night. Tickets for the Yerevan-Antalya flight were purchased for twelve members of the Azerbaijani delegation, but Armenia did not let the team out of the hotel, citing security concerns.

Official statements about the incident were made by the National Olympic Committee and the Ministry of Youth Sports of Azerbaijan, and Armenia’s Foreign Ministry.

The politicization of sports is categorically unacceptable,” the NOC and the Ministry of Youth and Sports of Azerbaijan said in a joint statement.

“In conditions when such an atmosphere of hatred reigns in Armenia, security is not ensured, the normal participation of Azerbaijani athletes in competitions is impossible due to psychological pressure. Considering all this, it was decided to return the Azerbaijani athletes to their homeland. Armenia must ensure their safe return.

We call on the international community, international sports organizations to strongly condemn this barbaric act. We also call on the European Weightlifting Federation to impose sanctions against Armenia,” the document says.

According to the Minister of Sports and Youth of Azerbaijan, Farid Gayibov, during the opening ceremony of the 2023 European Weightlifting Championships in Yerevan, “a barbaric act took place.”

“This is deeply unacceptable and shows that Armenia is not ready to host such events. Since Yerevan cannot guarantee the safety of our athletes, the Azerbaijani delegation will not participate in the competition and is expected to return home.

Armenia must ensure the safe return of our athletes, but now they are locked in their hotel without access to the media. We call on the international community and international sports organizations to strongly condemn this barbaric act,” the minister said.

“We strongly condemn this act, which is an example of the ethnic hatred towards Azerbaijan that is rooted in Armenia,” the Azerbaijani Foreign Ministry.

“The Armenian government, as the party organizing the event, had to prevent such incidents in a timely manner and take appropriate security measures. Although the perpetrator was initially detained, his subsequent release to a standing ovation is of great concern. The Armenian side must immediately bring to justice the person who committed this hate crime.

We call on the International Weightlifting Federation, the International Olympic Committee and other relevant international organizations to categorically condemn this act, which is a gross violation of the rules of conduct at sports competitions, and take action against the organizers,” the Foreign Ministry concluded.

The political will of all reasonable people should be to disenfranchise those who sit in their comfort zone and sow hatred, they should feel that they can become the next victims.

Only in an environment where there are no privileged people, where people are equal before the fear of losing their lives, can one hope for peace and justice.”

“The most depressing thing about what happened is that the person who burned the flag of Azerbaijan is the owner of one of the most famous local Armenian brands, Nikolyan.

If you look for an analogy with this in Azerbaijan, then imagine that the owner of the company Emiland [a well-known Azerbaijani clothing brand – JAMnews] burns a flag in some opening ceremony.

This is unthinkable for us. No entrepreneur would allow himself this, would not do this at an international event.

This is the whole absurdity of what happened.”

“I think the decision to send the athletes home is wrong. An act of hatred by some idiot or provocateur should not have caused a big scandal. In such cases, one should not follow the lead of the hate-spewing crowd, one must oppose those who do not want peace.

The issue must be resolved at the international level, through diplomatic channels …

    New details have become known about the Azerbaijani who was found a few hours ago by the youth of Achanan village of Syunik Province, and who had crossed the border of Armenia with his friend and was being sought for three days.

We are not traitors to the motherland, we are the guardians of the dignity of the motherland,” this Azerbaijani said in the livestream video.

    It was this Azerbaijani who was caught near Kapan city a little while ago.

    According to the statement of the Ministry of Defense (MOD) of Armenia, on Monday between 1am and 2am, a serviceman of the armed forces of Azerbaijan was found and detained in the territory of Armenia. There was another soldier with him, and the search for him continued for three days.

    Azerbaijani media, citing the MOD of that country, had reported the disappearance of two Azerbaijani servicemen. It was said that they had gotten lost in the direction of Nakhichevan due to bad weather and low visibility.

    These Azerbaijanis were in Bnunis village of Syunik Province, and they had knocked on the door of a local resident’s house. The first detained Azerbaijani was found in Ashotavan village.

    Local residents told that these Azerbaijanis had knocked on the door of a local resident’s house for a long time, the landlady had opened the door, seen masked soldiers, closed the door, and called the police. The Azerbaijani, who was caught by the locals, was in civilian clothes.

    A group of human rights organizations on Saturday, wrote an open letter urging top Armenian officals to oppose a proposed law that would restrict access to internet services, thus limiting the population’s freedom of _expression_.

    The letter, addressed to Armenian Prime Minister Nikol Pashinyan and National Assembly Speaker Alen Simonyan, states:

    Nations across Eastern Europe and Central Asia, and the world, must ensure people can access open, secure, and free internet when they need it the most — during important national events. We urge the Republic of Armenia to #KeepItOn.

    The groups cited numerous instances where the government of Armenia improperly restricted the use of social media sites like Tik Tok. The Ministry of Justice proposed draft amendments to the Legal Regime of Martial Law in December 2022, giving the government the power to censor speech by blocking social media websites and shutting down portions or the entire internet.

    The #KeepItOn coalition, comprising various human rights and press freedom organizations, explained the importance of unrestricted internet access in protecting human rights. Interfering with internet access violates the right to information, freedom of the press, _expression_, and peaceful assembly. It also violates international humanitarian law by restricting freedom of _expression_, which is guaranteed by Article 19 of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights (ICCPR). Among other resolutions, the United Nations Human Rights Council Resolution 47/16 condemns internet shutdowns that result in limited information dissemination.

    The coalition also condemned the government’s decision to legitimize internet shutdowns, particularly given the state’s security threats from Azerbaijan. It urges the Armenian government to repeal provisions that limit internet and media freedom and to take part in the realization of human rights.

    YEREVAN, APRIL 14, ARMENPRESS. A senior lawmaker has said that Russia played some role in neutralizing the April 11 Azeri aggression but that it was repelled first of all as a result of the Armenian military’s actions.

    On April 12, Russian Foreign Ministry spokesperson Maria Zakharova said that Russian troops and Border Guards in Armenia took measures to de-escalate the situation on April 11 near the village of Tegh where an Azerbaijani attack left four Armenian troops dead and six wounded.

    “I don’t question Maria Zakharova’s words, that Russia participated in some format, but, nevertheless, it is the Armenian military that fought. If we hadn’t fought, if not for the ultimate sacrifice, the issue wouldn’t have been solved no matter how many phone calls the Russian foreign ministry was to make. The objective was solved first of all as a result of the actions of our military,” MP Andranik Kocharyan (Civil Contract), the Chair of the Parliamentary Committee on Defense and Security Affairs said at a press briefing.

    Meanwhile, another Civil Contract MP, Artur Hovhannisyan, who serves as Secretary of the ruling party’s parliamentary faction, commented on Zakharova’s statement that Russia has asked Armenia to explain its planned participation in NATO drills. Hovhannisyan said that Armenia is moving forward with its national interests and is doing everything for increasing the combat readiness of its military.

    “Armenia continues warm, friendly and strategic relations with its strategic ally, and continues warm relations also with partners of other countries and is doing everything for the benefit of the development and increase of combat readiness of the Armenian military,” he said.

    After the refusal of the Russian military bloc CSTO to help Armenia in May 2021, when the country’s authorities for the first time announced the invasion of the Azerbaijani Armed Forces into its sovereign territory, the question of the effectiveness of the organization had already arisen. Yet they tried to avoid talk of withdrawing from the Collective Security Treaty Organization.     Nikol Pashinyan accused the CSTO of not properly responding to the actions of the Azerbaijani military in the Sotk-Khoznavar sector in May 2021.

    On May 27, on the Armenian-Azerbaijani border in the Sotk-Khoznavar section, six Armenian soldiers were taken prisoner while performing engineering work. Acting Prime Minister Nikol Pashinyan regarded this as a kidnapping, since the soldiers were on their territory. Since May 12 the Azerbaijani armed forces have advanced several kilometers deep into the sovereign territory of Armenia and still have not retreated, despite Armenia’s demands.

    “The way the CSTO reacted to what happened was a failure for the organization itself. Contrary to existing procedures, the CSTO has not yet decided to conduct monitoring at the site, justifying the long-standing fears of the Armenian public that an organization important for the security of Armenia will not do anything at the right time,” Pashinyan said in the spring of 2022.

    Armenian Security Council Secretary Armen Grigoryan stated in September 2022 that Yerevan expects “military and military-political assistance” from the CSTO, but is not receiving it.     In September 2022 Pashinyan accused the Kremlin of “speculating on facts” with respect to Armenia and voicing “excuses” instead of real actions.

    According to Pashinyan, during the discussion of security issues in the CSTO, he received clear assurances that the Armenian border was a “red line” for the organization, but “it turned out that red lines exist only in words.”

    “This is important not only for Armenia, but also for the CSTO. After all, if you say that there is no border between Armenia and Azerbaijan, then there is no CSTO, because the CSTO has a zone of responsibility, which is defined by borders. If there is no border, then there is no area of responsibility, if there is no area of responsibility, then there is no organization,” Pashinyan said.

    According to him, Armenia expects two things from the CSTO — the definition of the CSTO’s area of responsibility and a clear assessment of Azerbaijan’s actions on the border with Armenia.

    “We are offered assistance, including military-technical assistance. First, it is not clear what kind of assistance is being offered. In addition, to accept this assistance without clear assessments would mean accepting the status quo that exists on our borders. To accept the monitoring mission of the CSTO without clear assessments from the CSTO will mean fixation and resignation to the status quo,” Pashinyan concluded.

I spoke publicly. It’s a matter of points of view. Can we say that Armenia will leave the CSTO? Perhaps the CSTO will leave Armenia? Or does this whole situation indicate that the CSTO intends to withdraw from Armenia? We are guided by the state interests of Armenia when clarifying, maintaining or changing our position on any issue,” Pashinyan said.

    “When the CSTO Secretary General arrived in Armenia in 2022, he told me that the CSTO was concerned that Armenia would leave the organization. I said that this concern is out of place, but there is another concern that the CSTO may withdraw from Armenia. My assessment now is this: the CSTO, willingly or not, is leaving Armenia. And this worries us,” Pashinyan repeated his message.
