THE NAGORNO-KARABAKH REPUBLIC HAS ALREADY PAID IT

The last day of the summer, we can say, quite abruptly has changed the
internal political life of Armenia. Under the mediation of Switzerland,
initialed protocols on August 31 about the establishing diplomatic
relations between Armenia and Turkey and about the development of
bilateral relations, in fact, marked a new stage in Armenian-Turkish
dialogue, and had a significant influence on political processes in
both countries. It should be noted that in Armenia the public debate
on this topic began even before the promulgation of the Protocols,
and the beginning of it was established by the so-called "football
diplomacy". However, the protocols gave discussion more active
nature, and the official consultations on the level of political
parties began just over a week ago, when on this purpose took place
the meeting of President Serzh Sargsyan with the leaders of political
forces . Well, the reaction of the Armenian society on the prospects
of the normalization of Armenian-Turkish relations was initially
controversial, which most visibly manifested during the discussions
of the mentioned documents, which played the role of unique litmus
paper. Of course, a positive public debate in itself is doubtless
and consists in the very possibility of the public discussion of the
questions, which have general national value. It is understandable:
the collision of different and even polar positions and opinions
makes it possible to work out, if not unified, then, at least,
optimum approach to solving such a complicated problem, which is the
normalization of Armenian- Turkish relations. It is clear that the
process of normalization of relations between Yerevan and Ankara –
albeit complex, ambiguous – certainly contains a positive impulse
because it must be admitted that in the XXI century, when the world
wide development are integration processes and closed borders – is
nonsense and even anachronistic. However, we must also recognize that
this process is, at least for the Armenian part, has both pluses and
minuses. Therefore, the nd expert circles are evaluated positively
then in the estimations of protocols themselves, one of the main
principles of which consists in agreement of both countries to open
Armenian- Turkish border, there is no similar unanimity. Taking into
account the fact that the enemies of the initialed protocols are from
this and that parts as well as inconsistency in words and actions
of representatives of the Turkish leadership, with a high degree of
probability we can assert that before the singing of the most important
international documents by Armenia and Turkey is not close yet.

Last but not least, if not most, in the context of Armenian-Turkish
rapprochement, the Armenian public is interested in the process of
Karabakh settlement. As you know, in the Protocols two processes
are divorced. However, it is known that political and social
circles of Turkey are dissatisfied that the authorities finally
have agreed to make the scope "of the Swiss protocols" problem of
Nagorno-Karabakh. However, regardless of the dissatisfaction of the
Turkish establishment, the absence of documents of the Karabakhian
linking does not mean that Turkey and its satellite Azerbaijan
actually have refused the idea to connect resolution of conflict with
the opening of the Armenian-Turkish border. Which the Turkish Prime
Minister Erdogan confirms fairly often, constantly asserting the
impossibility of opening of the border without the withdrawal of the
Karabakh forces from the territories, which is under their control. In
order to clarify the understanding of the topic, the NKR authorities
clearly and explicitly put forward its position. It consists in the
fact that in the process of normalization of bilateral relations
between Armenia and Turkey the presence of the factor of third part –
Azerbaijan is unacceptable. In other words, the Karabakhian part is
for the normalization of these relations, but not to the prejudice
of the interests of the NKR. In a definite sense, negative, skeptical
attitude of the population of the NKR to the possibility of the opening
of the border is explained precisely by the undisguised intention
of Turkey and Azerbaijan to resolve their problems at the expense of
Nagorno-Karabakh. At the basis of this attitude lies the historical
experience of the Karabakhian people, rightly considering tandem
Turkey-Azerbaijan as the serious factor of threat to its existence. It
is not worth forgetting, that the Karabakh problem is derivative,
and is a result of the Genocide of Armenians in 1915-23. There are no
convincing reasons to assume that both these Turkish genocidal states
abandoned its expa of seizing Artsakh and its destruction as the
Armenian public education. Tactically, they can also, blezira sake,
demonstrate to the world readiness for the specific compromises,
but here strategically their purposes have hardly been undergone
any changes. The Nagorno-Karabakh Republic as an independent factor
in the region proceeds from the interests of its national security
and is ready to discuss entire spectrum of Karabakhian problems on
equal terms. It stands for the stability and the establishment of
good neighborly relations in the region, but not at any price. Its
price for peace, moreover high enough, the NKR has already paid.

Interview with the writer, publicist Tigran Paskevich

In your opinion, what is government and what are the mechanisms of its
formation and its functions?

In Armenia, the government is considered the mechanism of governance
and its system but the government is not only a mechanism of
governance but also a unity of systems which lacks today. Government
is the mechanism of governance and written laws, business, press, art,
church. But today some kind of centralization took place and included
all this in the system of governance. In other words, both the creator
of a law and its violator and those who are to protect it, everyone
are centered in the same place. If they really were separated,
independent from each other, they would have a regulating function
which is the number one function of the government.

What is this? Is it a special policy worked out by the government?

Hardly. There is no one within the government who would be able to
work out policy. I would speak about Robert Kocharyan rather than
Serge Sargsyan as the head of the government because Serge Sargsyan
was not the official of Robert Kocharyan’s epoch. This is the result
of Robert Kocharyan’s thinking which he fulfilled by force methods
surrounding him with people representing the petty bourgeoisie.

Was there not a petty bourgeoisie during ’90?

Petty bourgeoisie has always existed and will always exist but the
question is how important it is rendered. I think in our reality,
petty bourgeoisie has been clearly formed in ’60. Kocharyan’s thinking
met petty bourgeoisie’s approval and with his participation we got
what we have today.

Are the state and the government the same?

State and government are not the same. State is a firm value and
government is changeable. For example, Russia, Europe, America are
states which have existed for centuries but their government changes
sometime even unrecognizably. The more the government is changeable
the firmer the state will be. It is the bad government which equalizes
itself with the state. The good government on the contrary knows its
terms and knows it will leave but the state will remain.

Do you agree with the opinion that the nation deserves the government
it has?

No. Our people appeared in this situation not because they are not
able to make a right choice but after their election, there have
always been other results. In general, there is the tradition to
accuse the nation, but we may blame people only because they do not
get engaged in terrorism after being deceived. In the end, the history
of Armenia shows our people have always voted for the opposition: in
’98 Karen Demirchyan, in 2003 Stepan Demirchyan, in 2008 Levon
Ter-Petrosyan.

What about ’96?

I have the same opinion that I have always expressed.

How can the society retake its right to form government?

This right should not be returned to the society. Except ’96 which
needs serious studies, the society has always voted for the
opposition. This means that people see progress in change.

What qualities would you like the Armenian government to have?

Invisible government. I would like to have a government and not to
think about it. In the U.S., they ask who Condoleezza Rice is and
people wonder `rice’. This is an idealistic situation when people do
not think who is engaged in regulating the country. I do not say that
people do not have to be completely unaware of the government, let
those who are interested know it.

When will this mechanism of regulation form? Through change of
government?

Yes, change of government or changes of government. For example, I
consider myself a supporter of Congress and Levon Ter-Petrosyan but
when I am asked whether everything will better when Levon
Ter-Petrosyan comes to power I answer of course not, not everything.

Whose interests does the Armenian government represent?

The government in our country is engaged in self-protection.

HAK representatives affirm there will be extraordinary presidential
elections.

All political forces say something. They have their programs. HAK
demands the release of the political prisoners, extraordinary
presidential and parliamentary election and it is normal. A strategy
is worked out to gain aims. I am not for quick actions. To be sincere
I like our movement. Let us assume now Kirakos is a minister and
tomorrow Poghos assumes his office in result of a quick change. The
change of persons does not mean anything if the society is not
changing, if a civil system of values is not created.

How may the society be changed if it is deprived of free speech and
lives unaware of everything? How can the society be involved and
awakened?

My communication with people (in Yerevan and out of it) shows that the
TV channels under the governmental control fulfill an important task –
they teach the society to see a thing and to perceive another one. If
it was not so, the roads taking to Yerevan would not be closed on the
day of rallies and police officials would return home after work.

The Mayor of Yerevan, the head of the committee of Vagram Papazyan’s
Shakespeare International Theater Festival, Gagik Beglaryan met the
members of committee to discuss organizational issues.

Note that Shakespeare International Theater Festival will be held in
Yerevan on September, 7-20.

More than 150 theatricals and guests from around the world, including
the chair of the Union of Theater Workers Alexander Kalyagin from
Russia, the theatre expert Irina Brook from France, the director of
Gdansk Shakespeare Festival Anzhi Zhirovski from Poland, – the press
office of the municipality of Yerevan reports.

KLIN, AUGUST 27, NOYAN TAPAN – ARMENIANS TODAY. Criminal proceedings
were initiated in connection with the publication of extremist articles
in a local newspaper in the city of Klin near Moscow, Yerkramas paper
of Armenians in Russia reported.

In response to complaints filed by representatives of the Armenian
community in Klin, the city prosecutor’s office conducted checks
in relation to some expressions in Soglasie I Pravda daily, which
aimed to stir up hatred and enmity and to degrade dignity of people
because of their nationality, language, origin, religion, that is,
their belonging to a certain social group.

The checks confirmed the facts indicated in the complaints. For
example, some issues of Solglasie I Pravda, which were published in
Klin’s mayoral circles and distributed to city residents in the period
of November 6 to December 11 2008, had articles entitled "Dangerous
Neighborhood", "We are Killed", "Illegal Residents in Klin", and
"Who Sells Heroin in Klin". By conclusion of experts in linguistics,
the above mentioned articles contained expressions that aimed to
stir up hatred or enmity and to degrade dignity of people because
of their race, nationality, language, origin, religion, that is,
their belonging to a social group.

On August 21, 2009, the investigation unit of Klin initiated criminal
proceedings under the RF Criminal Code’s Article 282 Part 1 (incitement
of hatred or enmity, that is, humiliation of human diginity). Besides,
the city prosecutor sent a report to the federal court with the request
to recognize the above mentioned articles of Soglasie I Pravda as
extremist ones and to seize them, Yerkramas wrote.

/PanARMENIAN.Net/ Democratic Party of Armenia (DPA) has developed a
new package of proposals on the Karabakh settlement, to be submitted
to the President of Armenia Serzh Sargsyan, DPA leader Aram Sargsyan
said a press conference today.

According to him, the party proposes to abandon Madrid principles and
substitute them with Yerevan principles, which present new approaches
to conflict settlement.

Aram Sargsyan considers unacceptable to conduct further negotiations
over the Karabakh conflict on the basis of agreements reached between
the presidents of Armenia and Azerbaijan, which contain dangerous
concessions for Armenia.

The DPA leader presented new approaches of the proposed instrument,
comprised of 3 parts. The new instrument implies that conflict
parties sign reconciliation agreement before the end of the talks,
implement special programs to build confidence between both countries
and implement economic programs, involving Nagorno Karabakh.

Professional German Boxer Susianna `Susi’ Levonovna Kentikian, known
as the Killer Queen, will make her first appearance at the Rostocker
Stadthalle on October 10th to fight Julia Sahin.

Susianna Levonovna Kentikian Biography
As a biography Susianna `Susi’ Levonovna Kentikian is a Professional
German Boxer who was born on September 11, 1987 in Yerevan, Armenian,
SSR. Due to the the Nagorno-Karabakh War Kentikian and her family
moved around alot. She used boxing as an outlet during a period of
total chaos. In 2001 through 2004 Susi won the Hamburg Junior
Championships as well as the International German Women’s Amateur
Championships.

In 2005 Susianna Levonovna Kentikian turned professional signing with
Hamburg boxing promoter Spotlight Boxing. She is coached by Magomed
Schaburow. To date in Kentikian’s pro career she has won twenty-five
with sixteen by way of knock-out.

Susi Kentikian has defeated boxers like Iliana Boneva, Daniela Graf,
Carolina Alvarez and Sarah Goodson. She has won several awards:
Hamburg’s sportswoman of the year in 2007, WBA Best Female Boxer in
2007 and 2008’s Germany female boxer of the year.

The first stage participants of the Come Home program and their
parents share their impressions and opinions

YEREVAN, AUGUST 14, NOYAN TAPAN – ARMENIANS TODAY. Parents of the
Georgian Armenian young people participating in the 1st stage of the
Come Home 2009 program of the RA Ministry of Diaspora sent letters
of congratulation to the Ministry on the occasion of successful
implementation of the program. Parts of the letters characterizing
the young peoples’ impressions and the parents’ feelings are presented
below with insignificant editorship.

Nodar Ter-Baghdasarov and Tsovinar Ter-Baghdasarova-Badalian from
Georgia, particularly, write: "We are thankful to the Ministry of
Diaspora for the Come Home program, especially to Minister Hranush
Hakobian, program manager Zhenia Azizian, members of the family showing
hospitality: Silva, Razmik, Garnik and Anna Yeghiazarians. They warmly
received the children and granted their expensive time to them. The
children were really in their house, surrounded by relatives’ warmth
and love. We are grateful for all the seconds that You granted to
our children…

When we met the children they were full of love and warmth towards
the Homeland. Your initiative is very important for us as similar
events make the young people living out of the borders of the Homeland
closer to each other and to the Homeland and assist preservation of
the Armenian spirit."

Mother of one of the young people, Nelli Grigorian sent the following
letter: "Dear Mrs. Hranush. Dear employees of the Ministry of
Diaspora. How highflown it seems, but for the Armenian young people
from different countries of the world the program implemented by
You is a Great Armenian Deed for uniting our people round Armenia
Homeland… The family showed hospitality to my daughter became
relative during 15 days of the program.

They gave warmth and love to my daughter, feeling of relationship of
our Armenian souls. This is the way Armenians become real relatives,
a united nation…"

Mother of another young people from Georgia participated in the
program, Anzhela Shahdinarian expressed her deep gratitude for
"implementation of this wonderful idea." In her words, "this project
helped our children to know the Homeland better. They participated in
the courses on the Armenian dances, Armenian language and history,
got acquainted with the Armenian culture. I hope that the ties with
the Homeland will more strengthen.

Special thanks to the family showing hospitality, too…"

Georgian Armenian children participated in the first stage of the Come
Home – 2009 program Gohar Trchunian and Anaida Poghosova presented
the impressions got in Armenia in the odnoklassniki.ru public
site. G. Trchunian wrote: "I am deeply grateful to the organizers,
especially to Hranush Hakobian for the most wonderful and interesting
two weeks in my life. It was a real tale. Owing to that program I
newly saw my Homeland and loved it with a new inexhaustible love. I
have got many new friends and got to know many things about Armenia
as well as about other countries and Armenian Diaspora.

Special thanks to Zhenia Azizian and the young people of the staff
accompanying us… I love You. I am proud that I am an Armenian. I
love my Armenia."

"Oh, my God, what bright memories, what unforgettable days, what
places of interest," Anaida Poghosova writes. – "It is difficult to
find words to characterize the 15 fairy days I passed in Yerevan. I
feel crying when I remember all these. Those wonderful memories will
always remain in my heart.

I love you, Armenia. I want to express deep gratitude on behalf of the
children from Georgia to the Ministry of Diaspora, Hranush Hakobian
and the whole staff."

Three young people arrived in Armenia from Turkey within the f ramework
of the program expressed their impressions from the days passed in
Armenia on the pages of the Agos newspaper.

Karen Emirgeloghli, particularly, writes: "It was very impressive for
me to see Armenia, get acquainted with the history, geography, culture
and family life. In my opinion, every Armenian should see Armenia…"

Lara Tarakchea says: "As it is my first travel to Armenia, I created
different countries in my mind before going there. But the reality
is that it is much better than I imangined. We all were very excited
before going.

We did not know the families where we were to live and were going
to a strange country. We stayed with completely strange people. They
were very hospitable. We got friends from other countries, different
cultures during 17 days. It was rather amusing. During the recent days
the most difficult thing for many of us was to leave the families, for
many was to leave the friends. If we passed the first days studying
everything, we did not understand how the last days passed. When we
review, we see that we had only nice and funny memories."

According to Melisa Yilderim "it was a pleasure to be in Armenia and
get acquainted with the people living here. People are hot-tempered
and hospitable. I have had a better time here owing to it. I want to
againt visit it as soon as possible."

Chairman of the Union of Armenians in the region of Altay Vladimir
Farashian also expressed his gratitude on behalf of all the children
from that territory of Russia participated in the first stage of
the Come Home -2009 program. He wrote in the letter addressed to the
RA Ministry of Diaspora: "Dear friends, our children are delighted,
very thankful for the warm reception and organization of their visit
to the Homeland."

absurd, NKR President Bako Sahakyan announced in Yerevan, after
negotiations with Greek President and OSCE Chairperson-in-Office Dora
Bakoyannis. "Such kind of statements contradict Karabakh’s foreign
policy," NKR President stressed.

Azeri FM announced in Baku that his country saw "NKR’s autonomous
status inside Azerbaijan" as the only way towards conflict settlement.

ArmInfo The OSCE Chairperson-in-office Dora Bakoyannis said at today’s
press-conference in Yerevan she is optimistic regarding the Karabakh
conflict settlement process.

She welcomes new round of talks between Armenia and Azerbaijan. She
also said the latest meeting of the presidents of Armenia and
Azerbaijan in St.Petersburg was very much useful and added she is
optimistic regarding the forthcoming meeting of the two presidents in
Moscow. Dora Bakoyannis assured that the OSCE will continue making
efforts for raising trust at the line of contact and for protection
of the people living in the region.

She also added Armenia plays an important part in ensuring security
in the south Caucasus. ‘We welcome the dialogue between Armenia
and Turkey, wish luck to the countries in their efforts and hope on
successful ending of the process’, – Dora Bakoyannis concluded.

country’s role in the region sometimes sound exotic enough," Caucasus
Institute Director Alexander Iskandaryan told a PanARMENIAN.Net
correspondent. Iran’s influence upon Azerbaijan is not so strong as
commented by media. The thing is that Baku exaggerates its role for
Israel, claiming that 20% of Israel’s gas supply comes from Azerbaijan.

Azeri political scientist Vafa Guluzade had previously announced that
his country was still under Iran’s strong influence. "This is why
we don’t have an embassy in Israel and Azerbaijani leadership has
not so far visited Tel Aviv. Nonetheless, I have to say that 20%
of oil supplied to Israel is Azerbaijani oil," Guluzede reported
Azerbaijani media.
