Turkish Press: Armenian parliament set to elect Sarkissian as national president

Armenia’s parliament is set to elect Armen Sarkissian this week as national president to succeed Serzh Sargsyan, who opposition leaders say could become prime minister and continue to wield power.

Sarkissian’s election to a single seven-year term is unopposed because the ruling Republican Party supports him even though he is not a member of any party. One opposition party says it will back him while another has failed to gather sufficient votes to present its own candidate.

Armenia seceded from the Soviet Union in 1991 but remains dependent on Russia for aid and investment. Many Armenians accuse the government of corruption and mishandling an economy that has struggled to overcome the legacy of central planning.

The country is in line with some other former Soviet republics and countries in eastern Europe in moving away from direct democracy and towards strong central leadership, according to analysts.

Sargsyan became president at an election in 2008 and nominated former prime minister Sarkissian in January to succeed him as his term neared its end.

Sarkissian, 64, is a businessman and Yerevan’s ambassador to Britain and the president said he had chosen him because of his experience as a diplomat and manager.

The legislature can elect a president with a three-quarters majority under the terms of a constitution approved in 2015 in a referendum that effectively abolishes direct presidential elections.

Under that constitution, however, the presidency will become largely ceremonial and power will shift to the prime minister and parliament.
“Everything has been done to create a ‘super premier’ … who will have the same rights as the current president and even more,” opposition MP Edmond Marukyan told reporters.

Sargsyan denies that the new constitution was engineered to allow him to continue to dominate Armenia, a country of around 3 million people.

But many members of the ruling party say Sargsyan would be the best candidate for prime minister given his experience, especially in negotiations over neighboring Azerbaijan’s breakaway Nagorno-Karabakh region.

Fighting between ethnic Azeris and Armenian separatists backed by Armenia first erupted in 1991 and a ceasefire was agreed in 1994.

But Azerbaijan and Armenia accuse each other of violence around Nagorno-Karabakh and along their common border.

Clashes over control of Nagorno-Karabakh, which lies inside Azerbaijan but is controlled by ethnic Armenians, have intensified in the past three years and turned into a violent flare-up of the conflict in April 2016.

The ruling party won parliamentary elections last April with 49 percent of the vote while the opposition Tsarukyan Alliance took 27 percent.

YEREVAN, FEBRUARY 10, ARMENPRESS. Ilham Aliyev’s statements according
to which Yerevan is a “historical Azerbaijani land” are interesting in
a sense that they are not only totally absurd from historical
perspective, but also the marginal historiography and mythology can
sometimes lead to dangerous consequences, Russian Vzglyad (Взгляд)
newspaper published an article on Azerbaijani President’s recent
ridiculous statement, Armenpress reports. “It is clear that Ilham Aliyev makes such loud statements on the eve
of the presidential elections to be held in April 2018. From the
practical point of view, they, of course, are directed to the domestic
audience and will not bring any result in the future. There is also no
need to expect escalations of the Nagorno Karabakh conflict, but such
loud formulation of military-political issues by the country’s leader
should be studied”, the author of the article Evgeni Krutikov said. The author states that perhaps such rhetoric can be useful for Aliyev
in everyday life, but it in no way can affect the real life, it just
can promote unhealthy imagination in terms of the place of that
country in history, xenophobia and racism. “Unfortunately, in
practice, we see that since the second half of 1980s such marginal
judgements are typical to a small number of half-educated people, but
they can lead to wars, and the everyday behavior can be transformed
into xenophobia towards other people. Because foolishness is a similar
source of human tragedies, like the bad will”, the author said. He at the same time notes that the marginal historiography is not so
harmless phenomenon as it may seem at first glance. “Everything can be
much worse”, Evgeni Krutikov concludes the article.

Armenian Lawyers Strike Again

Hundreds of Armenian lawyers staged a fresh strike on Wednesday in
protest against government plans to allow judges to fine them for
contempt of court.
The one-day strike organized by the Chamber of Advocates led to the
cancellation of court hearings across Armenia.
"Our actions are approved by many of our international partners," said
Ara Zohrabian, the chairman of the national bar association. "We will
publicize their positions soon."
Government-drafted amendments to Armenia's Judicial Code passed by the
parliament in the first reading in November set the maximum amount of
such fines at 100,000 drams ($210). They triggered vehement objections
from lawyers fearing that judges would use the new power to limit
their rights during court hearings. A large group of them already went
on a one-day strike in December.
Justice Minister Davit Harutiunian, the key author of the
controversial amendments, said last week that they have been removed
from the Judicial Code before being passed in the final reading. But
he made clear that the amendments will be incorporated into another
code which the Armenian authorities plan to amend later this year.
The postponement failed to satisfy the lawyers. They insist that the
authorities have failed to substantiate the need for financial
penalties against purportedly unruly attorneys.
Lawyers representing radical opposition activists currently standing
trial feel that they are the main target of the proposed
penalties. They frequently argue with judges and are sanctioned by the
latter during those trials
Harutiunian has defended the fines sought by the authorities, saying
that they are needed to increase public respect for the Armenian
judiciary.
Baku Slams Swiss Speaker For `Pro-Armenian' Statement

Azerbaijan on Wednesday condemned the speaker of Switzerland's lower
house of parliament for voicing support for the right to
self-determination of Nagorno-Karabakh's predominantly Armenian
population.
"The people of Nagorno-Karabakh have the right to choose their destiny
just like other peoples," Dominique de Buman said during an official
visit to Armenia on Tuesday. Addressing the Armenian parliament, he
also called for a peaceful resolution of the Karabakh conflict.
Reacting to that statement, the Azerbaijani Foreign Ministry accused
Buman of trying to "justify Armenian aggression against Azerbaijan." A
ministry spokesman, Hikmet Hajiyev, said he thus "inflicted damage" on
efforts to end the Karabakh dispute.
According to Azerbaijani news agencies, Hajiyev also pointed to
Buman's "illegal" visit to Karabakh in 2012.
Buman, who was elected speaker of Switzerland's National Council last
November, travelled to the Armenian-populated territory together with
another Swiss lawmaker. Baku sent a note of protest to the Swiss
Foreign Ministry at the time.
Karabakh peace proposals made by the United States, Russia and France
over the past decade have been based on a combination of the
internationally recognized principles of self-determination and
territorial integrity of states. The three mediating powers have
repeatedly cited both principles in their joint statements on the
Armenian-Azerbaijani disputes.

"Everyone is convinced that Serzh Sarkisian's becoming prime-minister
is a forgone conclusion but they won't announce it now so that the
public mood does not deteriorate," writes "Zhamanak." "But seriously
speaking, the situation is simply weird because we have a party that
won the [2017] parliamentary elections but that party still has no
answer to the question of prime minister. But this weird, in the
classical sense, situation is totally normal from the standpoint of
Armenia's realities. The circle of decision-makers is very narrow
while that of factors behind decisions very broad here."
"Haykakan Zhamanak" recalls in this regard Sarkisian's April 2014
declaration that he will not seek to become prime minister if Armenia
is transformed into a parliamentary republic. The paper accuses him of
breaking that pledge. "It's a fact," it says, adding that as prime
minister Sarkisian will be "the country's full-fledged monarch."
"Zhoghovurd" writes about controversy sparked by Prime Minister Karen
Karapetian's use of a private jet during his recent trip to Davos,
Switzerland. The paper publishes a government document which it says
disproves a government claim that Karapetian's travel expenses were
not covered from the state budget.
"Aravot" reacts to Georgian Prime Minister Giorgi Kvirikashvili's
pledge to crack down on reputed crime figures commonly known as
"thieves-in-law" in the former Soviet Union. "Many of our compatriots
have seized upon that, saying that `this is the way to go' and `we had
better do the same,'" writes the paper's editor, Aram Abrahamian. "I
like many things happening in Georgia. But this particular statement
is populism and empty talk and/or a promise of illegal measures. No
criminal code in the world legally defines a thief-in-law. There are
individuals who are suspected, accused, wanted or sentenced for
concrete crimes. If a reputed thief-in-law has committed a crime then
they must be prosecuted on charges defined by the law. If they have
not or if they have been convicted [of a crime] and have already
served a prison sentence then they have the same rights as all other
citizens."

“Certainly, being respected by the coach is very important. I know that Wenger is very demanding. He is one of the reasons I joined the team. Everyone knows he is a great coach”, Mkhitaryan said, as quoted by Arsenal on their website.

Sports: Karabakh presents bid to host world football cup of unrecognized countries

YEREVAN. – Ruben Hayrapetyan, President of the Football Federation of Armenia (FFA), stated at Friday’s press conference that the Republic of Artsakh (Nagorno-Karabakh Republic/NKR) has presented a bid to host the ConIFA World Football Cup tournament of unrecognized countries.
“Artsakh also was participating in this tournament,” said the FFA boss. “As far as I know, Artsakh has presented a bid that we hold the world championship of unrecognized countries in [the NKR capital city of] Stepanakert. They have invited all teams.
“That stadium in Stepanakert was built so that they hold this tournament in Artsakh; I believe this is beneficial to the people of Artsakh.
“I consider the approach that FIFA has as unfair and wrong—against human rights. People live there and love football, but they are deprived of the opportunity to participate in any championship.”
As reported earlier, however, the Western Armenia national team will participate in the ConIFA World Football Cup 2018, which will be held in June in London.
The squad had competed in this tournament also in 2016 in Abkhazia, where they had placed sixth.

Israeli advocate Eitay Mack and Professor Yair Auron send request to foreign ministry over recognition of Armenian Genocide

Israeli advocate Eitay Mack and genocide scholar Yair Auron, who recognized the Armenian Genocide, sent a request to the Israeli foreign ministry in accordance with the Freedom of Information Law for information on agreements and commitments undertaken by the State of Israel vis-a-vis Turkey and Azerbaijan as to not recognizing the Armenian Genocide.

In the request, sent to Aryeh Zini – Official in charge of implementing the Freedom of Information Law Israeli Ministry of Foreign Affairs, the advocate and scholar reminded that Turkey resolutely denies the Armenian Genocide that took place in the Ottoman Empire in 1915. Similarly, and in view of the conflict between Azerbaijan and Armenia over Nagorno Karabakh, Azerbaijan has become Turkey’s partner in leading the denial of the Armenian Genocide.

“Unfortunately, in spite of the existence of an Armenian community in Israel and in spite of a continuous public, academic and political campaign, the Armenian genocide has not been recognized by the State of Israel. It seems that the official Israeli denial of the Armenian Genocide is tied to its diplomatic and military relations with Turkey, and in recent years to the relations with Azerbaijan”, stated in the request.

They recalled that in 2011, at the time of a hearing at the Knesset’s Education Committee, on the Armenian Genocide, former Deputy Minister of Foreign Affairs, Mr. Danny Ayalon, former Chairman of the Knesset Education Committee, MK Alex Miller, as well as additional MK’s from ‘Israel Beitenu’ party clarified unequivocally to the Azerbaijani media that the State of Israel would not recognize the Armenian Genocide so as not to harm relations with Azerbaijan.

Moreover, Eitay Mack and Yair Auron stated that in the recent years official Israel has become a direct and indirect supporter of the purported “Khojaly genocide” claim. They noted that one thing is not disputed among the international community – No genocide by its common definition took place there.

Given the abovementioned, Eitay Mack and Yair Auron requested the foreign ministry to disclose to them the following information:

-Any documentation of agreements, understandings, commitments vis-a-vis Azerbaijan and Turkey as to the question of recognizing the Armenian Genocide.

-Any correspondence with Turkish or Azerbaijani representatives on the question of recognizing the Armenian Genocide.

-Any documentation of meetings or communications between representatives of the Ministry of Foreign Affairs with Turkish or Azerbaijani representatives on the question of recognizing the Armenian Genocide.

-Decisions and position papers of the Ministry of Foreign Affairs as to the question of recognizing the Armenian Genocide, in view of Turkey and Azerbaijan’s objection.

TEHRAN – The Iranian-Armenian maestro Loris Tjeknavorian is being honored for his lifetime achievements during a weeklong program, which opened with a concert at Tehran’s Vahdat Hall on Thursday.
 
At the beginning of the concert, the Tehran Contemporary Ensemble performed “Requiem for the Massacred”, a piece composed by Tjeknavorian in memory of those who were killed in the Armenian Genocide committed by the Ottoman government.
 
Tjeknavorian was in attendance at the concert and said that he is eagerly waiting to see the performances of his compositions, most which have never been performed in Iran.
 
The honoring program entitled “80 Years of Loris Tjeknavorian” has been sponsored by the Tehran-based men’s clothing store, Hacoupain.
 
The program continued at the Iranian Artists Forum on Friday by screening “Pilgrimage to Gyumri”, a documentary film about a concert that Tjeknavorian performed to support the victims of the 7 December 1988 earthquake in northern Armenia, which killed 25,000 and left hundreds of thousands homeless.

Gayane Mahredjyan is one of a few women working on the construction of a metro in Riyadh, capital city of Saudi Arabia. She was born in Yerevan, but grew up in Beirut. In an interview with Armenian News-NEWS.am, Gayane recalled her youth in Lebanon and work in different countries.

Father left for Beirut, but we stayed because of war

My parents met in Yerevan where my father came to continue his education. They fell in love, got married, but after graduating from the university, my father failed to find a job here and was forced to return to Beirut. We had to join him, but the war broke out. This is the reason we came to Beirut two years after father’s arrival. I was six then. There was a war, and I entered the engineering department of the university. That meant my family had to sacrifice everything for my education.

I had to work in the office, but my life went differently

I was 23-24 years old, and I got a job in the construction industry. All around were men who came from all over the world. Imagine, every day I dined with 50-60 men. But, the day has come when I was fed up with this. And, I decided to do something else, I started a career in advertising and selling, but, of course, in the construction industry. I dedicated seven years to all this, I was working with13 engineers. But, in 2005 I decided to leave Lebanon, and my childhood friend helped me to do it.

I left Lebanon having only $500 in my pocket

I had obligations to my family, my father practically did not work, my brother joined the army, and I had to support my family. I was already 32 years old, I was an adult and could move to Europe. But, I went to Qatar, began to work there as an engineer at the airport. There I worked for 1.5 years.

Life sent me from Qatar to Abu Dhabi, then to Dubai

From Qatar, I went to Abu Dhabi, where the port was being built. The project was designed by us. There I worked for a year and eight months, gained experience and improved my skills. I was succeeding, and once they called me and said that there is an interesting proposal for me. As a result, I went to Dubai together with my friends. I was told that one of the best companies in the world invites me to join their team. I decided to stay and had to design a business center.

When I was 37 when I started learning French

I started working in Dubai. But in 2008 the crisis began, our client went bankrupt, the annual contract was extended for 2.5 years. I was working with the French. There was French speech all around me, and I was compelled to begin to study this language when I was 36-37 years old.

Life in Dubai was completely different, everything was fleeting. After two and a half years of work, I returned to Abu Dhabi, the project was completed.

From Dubai to Oman, it is like changing a city for a village

Oman is a very beautiful country. This experience was interesting, and the Omanis themselves are very original, friendly and hospitable. They are very happy that someone is working for them, and something new is being done for their country.

In Riyadh they are surprised that I am not married and I am working

I have been living here for 2.5 years. I am working on the design of a metro. Women here lag behind the life of 100 years, but in any case they are fighting for their rights. Women of Saudi Arabia have some other power, they are very smart. For example, 22% of ladies are economists, they are surprised that I am not married and I am working.

A woman should show her strength, and not try to be like a man

According to statistics, there are only three women of 200 engineers. When I took the first steps in this area, I had to work twice as much to gain a foothold in the team that consisted of men only. A woman should show her strength, something that she does well, and should try to become like a man. I have to love this work, to make sacrifices. There is a stereotype of women thinking: a man should take care of me, but this is an incorrect formula. Today, women are much easier, and it is not necessary that a man take her hand and lead her to a cinema … Now I have a boyfriend, I’m glad of that, I develop my professional abilities. If I stop working, I’ll become a housewife, then it will be impossible to find a person sadder than me in the entire world. I am not against marriage, but first of all you need to work on yourself.

There is more soul in Yerevan’s old building

I last visited Armenia in 2014 when I was getting my Armenian passport. This time I took a vacation and came to Yerevan. I would like to do something new here, because I see a great potential for development. I love old Yerevan. I visited many cities, but Yerevan has a special beauty, it combines old and new. However, it would be desirable, that there were no high-rise buildings, that preferences were given to 3-4 storey buildings in the French style. For example, in Dubai there are not so many beautiful buildings, there is more soul in the old buildings of Yerevan. We need to advertise our capital so that many tourists could come to visit it.

Henrikh Mkhitaryan may return to Borussia Dortmund

According to The Independent, the English club is currently interested in “Borussia Dortmund” player Yulian Wagg’s services. It is not excluded that “Manchester United” involves Henrikh Mkhitaryan, who has recently lost his place and is not involved in the team’s games.

According to transfermarkt, the 22-year-old German midfielder’s cost is 25 million euros, and the Armenian football player’s is 35 million. However, “Manchester United” wants to get 35 million pounds for Henrikh Mkhitaryan, which is about 40 million euros.

    Members of Congress broke the law of the US ally by illegally visiting Nagorno-Karabakh, said an article by Raoul Lowery Contreras published in The Daily Caller.

    By crossing Azerbaijan’s borders illegally and visiting the occupied territory without Azerbaijan’s official permission, the American members of Congress (Frank Pallone, David Valadao and Tulsi Gabbard) flagrantly broke the law of an American ally and international law, according to the article.

    “If Pallone, Valadao and Gabbard say they want to improve American economic and cultural relations with Armenia, that hardly passes the smell test. The CIA World Factbook ranks it number 138 in world economies below Zimbabwe (133), Papua New Guinea (134), and is slightly above Haiti in rank (147). By way of comparison, Mexico is ranked number 20,” said the author.

    The article said that there are compelling reasons why members of Congress should not visit any part of Azerbaijan without permission: Nagorno-Karabakh is a part of Azerbaijan; to visit there without Azerbaijan’s permission can and did result in being “blacklisted” by a legitimate government for an illegitimate visit; Azerbaijan is a military ally of the United States, while Armenia is not and Azerbaijan not only has soldiers in Afghanistan, it gave air transit rights and support to American forces in route to Afghanistan, while Armenia did not.

    The Anti-Defamation League has ranked Armenia as the second most anti-Semitic country in Europe, added the author.
