YEREVAN, NOVEMBER 18, ARMENPRESS. No “significant incidents” have taken place at the eastern border of Armenia as of 14:00 November 18 and the situation is under the control of the Armenian military, the Armenian Unified Information Center reported.

Commenting on the videos on border clashes disseminated online in the recent hours, the agency said that the videos are constantly studies by relevant authorities. “The events seen in the videos which have been circulating so far have taken place earlier.”

YEREVAN, NOVEMBER 9, ARMENPRESS. The 2020 November 9 statement signed by the leaders of Russia, Armenia and Azerbaijan on the ceasefire in Nagorno Karabakh is very important, it’s difficult to overestimate its value, Russian presidential spokesperson Dmitry Peskov told reporters today.

“We attach great importance to the one-year-old documents, they are important both for Azerbaijan and Armenia, these were documents which allowed to stop the war and stand on the peaceful development path of the regional economy and infrastructures”, Peskov said, TASS reports.

He said that the Russian peacekeepers in Nagorno Karabakh fulfill their functions, ensure the security, the monitoring of the ceasefire regime and the return process of refugees. “This is very important. Therefore, it’s very difficult to overestimate the significance of the signing of documents”, he said.

Peskov informed that the contacts between Russian President Vladimir Putin, Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev are not planned on the first anniversary of the signing of the trilateral statement. “As for the contacts with Baku and Yerevan, Moscow carries out them at different levels and exclusively on a regular basis. As for the trilateral contact, if there is such an agreement, we will inform you. There is nothing concrete at this moment”, the Russian presidential spokesperson said.

Armenians rally in Athens, march to Turkish Embassy

Hundreds of Armenians marched to the Turkish Embassy in Athens on the first anniversary of the Artsakh war, the Armenian National Committee of Greece informs.

Participating in the rally were the Most Reverend Archbishop of the Orthodox Armenians of Greece Mr. Kegam Hatserian, the President of the Central Council of the Orthodox Armenians of Greece Mr. Takvor Ovakimian.

The positions of the Armenian National Committee were presented by Harout Spartalian.

After the brief event in the Syntagma Square, the participants walked peacefully to Rigillis Square, as the police did not allow them approach the Turkish embassy.

The peaceful protest ended with the national anthems of Armenia and Greece.

Russia does not claim monopoly in communication with Armenia, Azerbaijan – Foreign Ministry

Russia does not seek an exclusive right to communicate with Armenia and Azerbaijan, the Russian Foreign Ministry said in a statement marking the anniversary of the trilateral statement signed by the leaders of Russia, Armenia and Azerbaijan on November 9, 2020, TASS reports.

“Russia is not claiming a monopoly in communication with Armenia and Azerbaijan although we have bonds of longstanding and close friendship and a large-scale partnership on all azimuths with those countries and peoples,” the statement says. “We stand for effective use of the international community’s current potential with adequate account of the changed regional realities.”

The Foreign Ministry pointed out that a year after the trilateral statement the information on social networks and online resources claiming that “Russia’s peacekeeping efforts were allegedly aimed at ‘breaking Nagorno-Karabakh away,’ ‘handing it over’ to Azerbaijan, and turning Armenia into a ‘protectorate’ can be safely refuted.”

“These statements are populist, are obviously ordered from the outside and have nothing to do with reality,” the Foreign Ministry noted.

The ministry emphasized that the Moscow-initiated trilateral agreements and mechanisms “were not imposed on the sides, but were based on a verified balance of interests and included a very respectful attitude to the sovereignty and interests of Baku and Yerevan.”

“Some of our initiatives could not be agreed upon, and that is normal. On the other hand, the agreement that has already been confirmed is, as they say, hard-won and effectively implemented in practice,” the Foreign Ministry stressed.

Azerbaijan and Armenia File Separate Accusatory Claims with the ICJ

According to Radio Free Europe, Azerbaijan’s Deputy Foreign Minister Elnur Mammadov accused Armenia of ethnic cleansing for continuing to lay landmines in Azerbaijani territory after the conclusion of the six-week war over the contentious Nagorno-Karabakh region. According to Al Jazeera, Armenia filed a separate claim with the International Court of Justice in September, claiming that Azerbaijan has violated the International Convention on the Elimination of All Forms of Racial Discrimination by continuing to promote ethnic hatred against Armenians, including systematic torture and murder.

Furthermore, both nations filed protective request claims with the court. Al Jazeera reports that the ICJ has not determined whether it has jurisdiction for the case, and if it does, it is expected to take at least a few years for the judges to reach a final ruling. Armenia’s representative Yeghishe Kirakosyan said that Azerbaijan planted hundreds of thousands of land mines in Nagorno-Karabakh in the early 1990s and is therefore not innocent in the matter. Kirakosyan continued by telling the ICJ that Armenia has procured 2 minefield maps and are “ready to provide any more maps in [its] possession.”

The Nagorno-Karabakh region in question is formally a part of Azerbaijan, however, its population is majority Armenian. In the 1980s, the Nagorno-Karabakh’s regional parliament voted to become a part of Armenia, sparking a war that did not end until a 1994 peace treaty kept the region as a part of Azerbaijan. Since then, the region has been maintained by an Armenian separatist government. Last year’s fighting between the two countries resulted in the deaths of approximately 6,600 people. According to a Russia-brokered peace deal in November of 2020, Azerbaijan will hold onto claims of the Nagorno-Karabakh region that it took during the 6-week fighting period. Armenia was required to withdraw from some of the adjacent regions, according to the BBC. Since the peace deal was brokered, Mammadov told Radio Free Europe that land mines have killed or injured at least 106 Azerbaijanis, over half of whom were civilians.

To make matters more complicated, there are major world powers who are invested in the conflict. Russia is generally considered an ally of Armenia because of their shared Christian populations, whereas Azerbaijan is a majority Muslim population and maintains support from Turkey, who support transported weapon supplies to Azeri troops during the war.

Mammadov continued to tell Al Jazeera, “We should now look into confidence and trust-building,” saying that the two countries “cannot live in a state of war forever.” Moreover, since Azerbaijan’s victory in the 44-day war period, Al Jazeera reported that Armenia’s PM Nikol Pashinyan and Turkish President Recep Tayyip Erdogan (an ally to Azerbaijan) have begun moving toward the restoration of their diplomatic relations. One condition of this normalization process is the opening of a transportation route between Turkey and Azerbaijan so that travelers no longer have to use land routes through Georgia and Iran. Along with the diplomatic efforts made by each of the countries and their affiliated allies, there needs to be a concerted effort to clear the Nagorno-Karabakh region of any remaining land mines. To build the trust to which Mammadov referred, those who live in the region need to be assured of their safety. The international community should also organize a peace commission that would focus on restorative justice techniques, including testimonies. With these techniques, victims and their families can begin to heal while also combatting the epidemic of generational hatred between the two nations.

Prime Minister Nikol Pashinyan had separate meetings with Ara Mahdessian, President of Sada Company and Hovig Safoian, one of the founders of Service Titan Company, which operate in the field of high technologies, ARMENPRESS was informed from the Office of the Prime Minister.

During both meetings, the Prime Minister highlighted the activities of the above-mentioned companies in the field of high technology, emphasizing that this area is one of the Government priorities. Nikol Pashinyan added that the Government is interested in the development of IT companies, the expansion of the latter as a result of new investments, and the creation of jobs. The Prime Minister noted that during such meetings he is ready to discuss issues of concern to those companies, opportunities to provide appropriate assistance to the companies within the framework of Government tools.

Hovig Safoian, referring to the activities of Sada company, noted that the branch of the company operating in Armenia now has 30 employees, but they plan to increase that number to 350 as a result of new investment programs in the near future. He added that the company cooperates with a number of leading companies in the world, including Google, develops various software solutions, including in the field of education. Mr. Safoian noted that in particular, the platform designed for the sphere of education, which was developed in cooperation with Google, was introduced in the education systems of different countries, and is ready to be introduced in Armenia in cooperation with the Government of the Republic of Armenia.

Prime Minister Pashinyan highlighted the initiative, noting that he will instruct the responsible Government departments to discuss with Mr. Safoian the opportunities of cooperation in that direction.

Ara Mahdessian, one of the founders of Service Titan, provided details about the company’s activities and upcoming programs. He noted that the company’s Armenian office, which was established in 2018, already has 200 employees, the amount of investments in Armenia has reached $40 million. Mr. Mahdessian emphasized that the Armenian team is constantly expanding, new departments with new specializations are being opened, and investment projects will continue to develop. The programs are aimed at the continuous growth of the company, product improvement, training and involvement of the best specialists.

Prime Minister Pashinyan welcomed the successful operation of Service Titan, adding that both this company and other successful organizations in the field contribute to the continuous development of the high technology sector in Armenia. In this regard, the Prime Minister highlighted the preparation of highly qualified specialists and the steps taken to ensure their long-term activities in Armenia.

Armenia government to allocate AMD 91,410,000 for placing monument to victims of March 1, 2008 events

The Armenian government has adopted a decision due to the need to sculpt and place a monument commemorating those who died during the events that took place in Yerevan on March 1, 2008.

The Ministry of Education, Science, Culture and Sport of Armenia plans to allocate AMD 96,410,000 to allocate a subvention to Yerevan community for this purpose.

The funds will be provided to the participant who is declared the winner by the competition commission set up under a relevant executive order of the mayor of Yerevan, based on a grant contract. Based on the results of an open tender, Albert Vardanyan’s design was announced the winning design.

Turkish press: Prison breaker linguist declared persona non grata in Greece

Turkish-Armenian writer Sevan Nişanyan, who has been living in Greece after fleeing a Turkish prison four years ago, has said that he has been declared “persona non grata” by the Athens administration.

“I learned the announcement of persona non grata by Greek authorities when I was trying to go back to the island of Samos [where I live] from my visit to Belgrade, Serbia,” he said in his Youtube broadcast.

According to the writer, Greek officials just said, “State secret,” when he asked the reason for the decision.  

Nişanyan estimated that “a comprehensive study he made on the Turkish and Bulgarian names of settlements in the northern part of Greece may be the reason.”

“I made researches on the etymological roots of settlements in Turkey for a decade. Then I included the neighboring countries in my research,” he said in his YouTube program.

“Most of the settlement names in northern Greece is either Turkish or Bulgarian. There are almost no Greek names,” he added.

His prediction is that “Greek authorities had a feeling of ‘What is this man doing?’ strongly.”

Nişanyan, 64, author of many books on linguistics, was given a jail sentence of 16 years and seven months for criticizing the ban on criticism of Prophet Mohammed in 2012 in Turkey. Escaping prison in 2017, he fled to

Greece and started living in Samos. 
For the last two years, he has been broadcasting a program on YouTube on Sundays. 

In his last social media post he uploaded in Belgrade, he put a photo of himself walking, saying, “Nişanyan. It is time to cruise once again.”

President of Armenia Armen Sarkissian met on October 27 with Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, during his brief working visit in the United Arab Emirates, the Presidential Office reports.

A number of issues relating to the deepening of the Armenia-UAE dynamically developing relations, the regional and international developments were discussed during the meeting.

The Armenian President also met with King of Bahrain Hamad bin Isa bin Salman Al Khalifa, discussing issues of bilateral interest.

Arrested Iranian drivers released in Azerbaijan – IRNA

YEREVAN, OCTOBER 21, ARMENPRESS.  Azerbaijan released the two Iranian cargo truck drivers who were arrested on parts of the Goris-Kapan road which has gone under Azerbaijani control.

The Iranian state news agency IRNA reports citing the Azeri state customs committee that Shahroud Norouzi and Ja’far Barzegar have been released “relying on good will, good neighborliness, mutual respect, and human principles”.

The drivers will return to Iran after going through legal formalities.

Earlier in October, the Iranian Foreign Ministry spokesperson Saeed Khatibzadeh had said that Iran did not see the behavior towards its drivers within the framework of good neighborliness.
