U.S. House set to vote on amendments calling for release of Armenian POWs, requiring reports on Azerbaijani war crimes

YEREVAN, JULY 13, ARMENPRESS. The U.S. House Rules Committee cleared the path for full House consideration of four ANCA-backed amendments to the National Defense Authorization Act (NDAA – H.R.7900) that call for Azerbaijan’s immediate release of Armenian POWs, require U.S. State Department reports on Azerbaijani war crimes, and place conditions on the proposed sale of F-16 fighter jets to Turkey, ANCA reports.

The amendments may be voted on individually or grouped in “blocs” and voted upon during House consideration of the NDAA, which may begin as early as this Wednesday evening, July 13th.

Amendment #611 (formerly #698): Introduced by Rep. Adam Schiff (D-CA), the amendment expresses the sense of Congress that the government of Azerbaijan should immediately return all Armenian prisoners of war and captured civilians.

Amendment #121 (formerly #837): Spearheaded by Representatives Tony Cardenas (D-CA) and Brad Sherman (D-CA), the amendment calls for a report by the State Department and Defense Department that would detail the use of U.S. parts in Turkish drones used by Azerbaijan against Armenia and Artsakh; Azerbaijan’s use of white phosphorous, cluster bombs and other prohibited munitions deployed against Artsakh; Turkey’s and Azerbaijan’s recruitment of foreign terrorist fighters during the 2020 Artsakh war. 

Amendment #337 (formerly #992): Introduced by Rep. Jackie Speier (D-CA), the amendment directs the Secretary of Defense, in coordination with the Secretary of State, to document details of the waiver requirements to Section 907 of the Freedom Support Act and report on whether security assistance to the government of Azerbaijan undermines efforts toward a peaceful settlement between Armenia and Azerbaijan.

Amendment #399 (formerly #478): Led by Representatives Chris Pappas (D-NH) and Gus Bilirakis (R-FL), the amendment would place conditions upon the sale or transfer of F-16s or F-16 modernization kits to Turkey.

Union of Armenian Foundations of Turkey issues statement on Pashinyan-Erdogan phone talk

The Union of Armenian Foundations of Turkey has issued a statement regarding the recent telephonic conversation between Turkish President Recep Tayyip Erdogan and Armenian Prime Minister Nikol Pashinyan, reports ermenihaber.am.

In the statement, it is noted that this phone talk has become the agenda topic of the Armenian community of Turkey, and the indisputable optimism observed in this regard at the level of individuals is completely shared by the community at the administrative and institutional level as well.

The aforesaid statement adds that the Armenian community of Turkey, despite its fairly small potential, can be considered a symbolic bridge between Turkey and Armenia.

TikTok beauty trends and viral products are many and fleeting, but one fragrance has remained a constant for the past couple of years — Maison Francis Kurkdjian Paris Baccarat Rouge 540.

The hold that this fragrance has on everyone’s hearts (and algorithms) is only surprising in that it’s not a new scent and it’s a pretty big investment, especially for young beauty lovers. But its popularity seems to only be getting stronger despite that. Research done by Hey Discount in 2022 shows that the Baccarat Rouge remains a highly sought-after fragrance, with just under six million Google searches and over 110 million TikTok views yearly.

“I don’t know, I don’t have an account on TikTok,” Francis Kurkdjian, perfumer and creative director at Maison Francis Kurkdjian, tells Bustle lightheartedly when asked about its current status as Gen Z’s favorite scent. “More seriously, it makes me very happy; it means my creations are connected to the younger generation.”

Baccarat Rouge 540 launched in 2016 to celebrate the 250th anniversary of the French luxury and crystal manufactory brand Baccarat. Kurkdjian had partnered with Baccarat many times before and it only made sense for him to be the one to create the signature scent for this milestone.

“The [president of Baccarat] wanted me to encapsulate the spirit of Baccarat in a bottle. I asked, what is its signature, and she answered, ‘Red crystal: the exact same crystal that hangs on each Baccarat chandelier,’” he says. “I started looking into the impressive heritage of the maison and focused on the process of creation behind their signature golden red.”

Baccarat Rouge 540 strikes the perfect balance of being floral without being too overwhelmingly sweet, and has a woody aroma that is decadent in all the best ways. Its ingredient list is surprisingly short compared to other beloved fragrances; it only contains seven ingredients — such as jasmine, saffron, and woody amber — which are divided by three accords. Kurkdjian says that its specific formulation remains a secret, despite the efforts of many counterfeits and dupes to replicate it out on the market. But what he can share about the formula is that its ingredient layering is based on a technique created by famed perfumer Jean Carle, the man responsible for another iconic fragrance Miss Dior.

The technique is pretty straightforward. You start with two ingredients and balance them. Then you add another ingredient and balance. And you keep going until you’re done. With Baccarat Rouge, he says that he put in a dash of orange and Tagetes and a few natural notes at the very end. The other notes — moss oakmoss, ethyl maltol, ambroxan, and hedione — are aroma molecules put together by a very precise, modern technology.

“It is truly the balance between these four raw materials based on my emotions and vision that makes this fragrance completely new,” he says. “That specific balance delivers a clear and recognizable olfactory signature.”

What was meant to be a limited-edition release (there were only 5,000 bottles produced for one year) sold out in two months. That was when Kurkdjian decided to make Baccarat Rouge a permanent part of the collection — and the rest is history.

“When I created it, I knew the fragrance was amazing because every time I was wearing it, I had so many good comments. Numerous people [who wore the scent] told me the same thing,” he says. “Its trail is distinctive and memorable.”

“I’m an unabashed stan of this Tiktok-dubbed ‘rich girl’ scent, and I always have a travel-sized version in my carry-on,” writes BDG executive beauty director Faith Xue of the scent. “I’m guaranteed instant compliments from anyone around me.”

What makes a product go viral is the existential question beauty brands have sought to answer since the inception of social media. But if Baccarat Rouge 540 proves anything, it takes more than just a good product to win the hearts of a younger generation (and TikTok’s current obsession with “old money ” and the “night luxe” aesthetic definitely helps). It has to evoke a good feeling.

“This fragrance resonates with people in different ways; people are passionate and feel very strongly about this scent,” he says. “There’s no rational explanation for it, but it shows again how much perfume is linked to people’s state of mind and how powerful the effect of a scent can be.”

Turkish press: Shinzo Abe made ‘serious contribution’ to Turkish-Japanese relations

Türkiye’s former ambassador to Japan recalled the “significant contributions” by Japan’s former Prime Minister Shinzo Abe, who was assassinated on Friday, in advancing Ankara-Tokyo relations.

“He was a person who believed in the importance of developing Turkish-Japanese relations and sincerely made efforts to contribute,” Serdar Kilic told Anadolu Agency after the announcement of Abe’s passing away.

Kilic, now appointed as Türkiye’s special envoy for Turkish-Armenian normalization process, served as ambassador to Tokyo from 2012-2014.

He recalled that Abe attended opening of the exhibition on Ertugrul Frigate at the Turkish Embassy in Tokyo in 2013, and also the inauguration of Marmaray underwater railway in Istanbul the same year.

“I want to express my condolences to the Japanese people and Abe’s family, especially Abe Akie,” widow of Abe, he said.

The frigate sank 131 years ago in Kushimoto province of Japan, and is considered the turning point of Turkish-Japanese relations.

Abe was shot at twice at a political campaign event in the city of Nara Friday morning. He died in a hospital. The shocking assassination has stunned the world, drawing condemnation.

Armenian, German foreign ministries hold political consultations

YEREVAN, JULY 8, ARMENPRESS. The Ministries of Foreign Affairs of Armenia and German held political consultations on July 7 in Berlin, the Armenian MFA said.

The Armenian side was led by Deputy Foreign Minister Paruyr Hovhannisyan, and the German side was led by Director for Eastern Europe, Caucasus and Central Asia at the German Foreign Ministry Matthias Lüttenberg.

During the consultations the sides discussed a broad range of issues relating to the Armenian-German bilateral political agenda, highlighted intensifying the high-level political dialogue, as well as touched upon Armenia’s ongoing judicial reforms, the prospects of further deepening the cooperation in trade, economic, educational, cultural and other areas, etc.

The Armenian deputy FM presented the current situation around the Nagorno Karabakh conflict, emphasized the importance of the peaceful settlement process of the NK conflict within the OSCE Minsk Group Co-Chairmanship. The sides also discussed a number of urgent issues of regional and international agenda.

The Central Bank has set the following prices for precious metals.

Ser Artsakh gift boxes continue their journey

“To honor and support the heroic, inspiring and strong people of Artsakh who choose to raise future generations in their homeland” – this is the motto and mission of the “Ser Artsakh” charity program initiated by the Anna Astvatsaturian Foundation, to bring love to all those Artsakh families living in such difficult conditions.

The items included in the gift boxes that are provided to the mothers of Artsakh in the framework of the “Ser Artsakh” Program are made in Armenia or Artsakh and include onesies, pajama sets, sleeping sacks, towels and blankets, health care essentials (diapers, wipes, baby shampoo, thermometer and pacifier), as well as maternity hygiene necessities for the new mother, a custom-made soft baby book and a wooden wheeled toy. In Artsakh, they are carefully packaged and delivered to maternity hospitals in time for the next baby to be born.

There are three maternity hospitals in Artsakh: Martakert, Martuni and Stepanakert. Since the launch of the program, 161 children, including 10 in Martakert and six in Martuni, have received their gift boxes. Among the newborns were two sets of twins, a pair of beautiful sisters and a pair of brothers with their grandfather’s strength in their veins.

Victoria is one of the most common names. Parents hope that the choice of the child’s name will be decisive in the fate of both the child and Artsakh.

“The news about the donation of 18 boxes in one day made me very happy. When mothers told me how helpful these items are for them to raise these babies, that was the moment when I realized how important it is for the diaspora to keep donating to maintain the continuity of this project,” said Anna Astvatsaturian Turcotte, president of the Anna Astvatsaturian Foundation. “Despite my childhood as a refugee from Baku, I was taught by my parents to always work toward more out of life. With this project, I choose to do the same in Artsakh. Armenian children and their future are my constant focus and I will never stop expecting and working toward a better future for them.”

An individualized approach is taken with each mother. The Foundation works with Artsakh’s Ministry of Health and is notified when these mothers and their newborns will be discharged from the hospital. It is important to the Foundation that no baby leaves the hospital without receiving a gift box.

“Mothers always accept the gift with gratitude. Many are even waiting for our gift boxes. There was a case when a pregnant woman contacted us and informed us that her child will be born in a few months. She asked us not to forget about her baby and to visit her with a box as well,” Armine Vardanyan, representative of the Anna Astvatsaturian Foundation in Artsakh, recalls with a smile.

Platform aimed at development of "green economy" was launched in Armenia

ArmInfo.The Government of Armenia, in cooperation with the World Bank, the European Union and the United Nations Development Program, today launched the “Growth  and Recovery for the Strengthening, Upgrading and Prosperity of  Armenia” platform in support of Armenia’s promising sustainable  development, green recovery and growth.

As the press service of the RA Government reports, the discussion  chaired by Deputy Prime Minister Hambardzum Matevosyan was attended  by World Bank Regional Director for the South Caucasus Sebastian  Molineus, Head of the EU Delegation to Armenia Andrea Wiktorin, the  Ambassador Extraordinary and Plenipotentiary of the Kingdom of Sweden  to Armenia Patrik Svensson, UNDP Resident Representative in Armenia  Natia Natsvlishvili, Minister of Economy Vahan Kerobyan, and  representatives of other concerned structures.

The goal of the GREEN Armenia platform is to combine and optimize  policies and investment initiatives for the sake of Armenia’s  transition to green economy.  Today’s event was the first in a series  of thematic dialogues jointly organized by beneficiaries to come up  with innovative ideas and to learn about global knowledge, which is  key to building resilience to climate change.

Deputy Prime Minister Hambardzum Matevosyan welcomed the participants  of the discussion, emphasizing that the Armenian Government highly  appreciates such initiatives in terms of summarizing the work done,  learning lessons and outlining the next steps. “This is best  expressed in the Government’s Action Plan 2021-2026, by which we have  planned a number of measures, from increasing the share of green  energy to the promotion of alternative vehicles, the introduction of  related infrastructure, afforestation, and other necessary works”,  the Deputy Prime Minister said, adding that on the way to building a  modern low-carbon economy, Armenia attaches importance to ensuring an  inclusive, participatory process with the active participation of  international partners, the private sector, civil society, and  academia.

According to Sebastian Molineus, WB Regional Director for the South  Caucasus, the GREEN Armenia platform will assist Armenia in its  efforts to transition to a sustainable economy. “The green transition  may be a stimulus for Armenia’s economy, but it will be necessary to  set priorities in cooperation with the private sector and  international development partners and implement low- carbon,  resource efficient policies and programs, in line with environmental  goals,” the WB representative said.

According to EU Ambassador Andrea Wiktorin, the green agenda, which  is considered one of the leading among the priorities set by the EU  for Europe and the planet, implies much more than the reduction of  emissions. “It implies systemic changes in economies, societies and  industries. In the case of Armenia, this opportunity is clear. A  greener economy will not only improve the quality of life of the  Armenian people, but will also stimulate sustainable growth and new  jobs,” the EU Ambassador said, hoping that the GREEN Armenia platform  will contribute to an open and transparent transition to a green  economy.

According to UNDP Resident Representative in Armenia Natia  Natsvlishvili, making Armenia’s economy greener is the right policy  in these difficult times, it can serve as a national strategic  framework to ensure an equitable and inclusive transition to  sustainable, zero-emission, climate- friendly economy while  minimizing potential challenges that can be faced by the affected  population and communities. She reaffirmed the UNDP’s readiness to  combine efforts with the EU, the WB and other partners to assist the  Government of Armenia in the fact-based, equitable and strategic  policy of green transition, contributing to economic growth, human  development and the unique natural capital of the country.

During the discussions, the Government presented its vision for the  transition to a green economy in Armenia and its policy on climate  and environment, which will help strengthen Armenia’s resilience.   The representatives of the scientific-educational community, the  public sector and international organizations presented their  experience and position on the challenges and opportunities on the  way to the transition to a green and resilient economy.

Deputy Prime Minister Matevosyan praised the efforts and readiness of  all partners and stakeholders to combine their knowledge, experience  and resources for the sustainable growth of the country through the  GREEN Armenia platform.

YEREVAN, JUNE 22, ARMENPRESS. Deputy Minister of High Technological Industry of Armenia Davit Sahakyan participated in the panel discussion “Maturing and Accelerating Armenian Startup Ecosystem: Innovation, Finance and Investment Perspective” during the Orion Summit 2022 in Yerevan.

In response to the question of ARMENPRESS, the deputy minister attached importance to this summit, which, according to him, is a platform to communicate with the field, understand the existing problems and jointly find their solutions.

“The summit enables to inform about the programs that the ministry is going to implement and is implementing for the development of the sector”, the deputy minister said.

According to Davit Sahakyan, Armenia is transitioning from a country of information technologies to a country of high technologies.

“During the panel discussion the initiatives, which we have implemented, were discussed, including the courses that are five such as cybersecurity, engineering, blockchain, artificial intelligence and technological entrepreneurship. We position today’s Armenia not based on today’s needs, but on future needs”, he said.

He said Armenia has a big potential to succeed in IT sector. This summit, he added, is one of the initiatives that is steadily moving towards the fulfillment of that goal.
