Azerbaijan raises spectre of war with Armenia, defends right to use force against separatists

 Azerbaijan on Tuesday raised the spectre of a fresh war with arch-foe Armenia and denounced stalled peace talks over the disputed Nagorny Karabakh region.

 The two ex-Soviet republics have for decades been locked in a simmering conflict over the breakaway territory, which was at the heart of a bloody war in the 1990s.

 Since the fragile 1994 ceasefire, peace talks between Baku and Yerevan have been mediated by the so-called Minsk Group of diplomats from France, Russia, and the United States.

 “We are trying to be constructive and tolerant but negotiations are practically on hold today,” President Ilham Aliyev said in an interview with several TV stations.

 He said Azerbaijan would withdraw from the negotiations “if they yield no results.” He did not provide further details.

 Citing the right to self-defence enshrined in the United Nations Charter, Aliyev rejected the negotiators’ premise that “there is no military solution to the conflict.”

 “We have proven our case in the international arena and on the battlefield. Everyone should remember the April fighting,” he said, referring to deadly clashes in Karabakh that nearly spiralled into all-out war in 2016.

Ethnic-Armenian separatists seized Karabakh from Azerbaijan in a war that claimed 30,000 lives in the early 1990s, but the international community still views the region as part of Azerbaijan.

 Energy-rich Azerbaijan, whose military spending exceeds Armenia’s entire state budget, has repeatedly threatened to take back the breakaway territory by force.

Armenia reports 535 new coronavirus cases in past day

The country’s prime minister announced on Monday that the government would extend the emergency regime in effect since March by another month from July 14, unless the situation changed for the better

YEREVAN, July 8. /TASS/. Coronavirus cases in Armenia grew by 535 in the past twenty-four hours compared to 349 a day earlier, the republic’s Health Ministry reported on Wednesday.

“In the past twenty-four hours, 535 new coronavirus cases were identified and 520 patients recovered from the illness. To date, 17,427 patients have recovered while the total number of the infected stands at 29,820,” the ministry said in a statement.

Eighteen patients died at Armenian hospitals in the past twenty-four hours, bringing fatalities to 521 since the start of the pandemic in the republic. Yerevan hospitals conducted over 2,000 coronavirus tests in the past twenty-four hours, the latest data indicate.

The Armenian population equals 2.9 million people, which means that the coronavirus infection has been identified among about 1% of the republic’s residents since the start of the pandemic in the country. Over this time, more than 127,000 coronavirus tests have been conducted in Armenia and over 23% of them have been positive.

The situation with the coronavirus outbreak remains tense in Armenia. The authorities are emphasizing that the basic problem is that Armenian citizens do not fully realize that they are massively breaching anti-epidemic requirements.

Armenian Prime Minister Nikol Pashinyan numerously urged citizens to comply with anti-epidemic requirements and personally went out into the streets several times to give out face masks to passers-by. Pashinyan announced on Monday that the government would extend the emergency regime in effect since March by another month from July 14, if the situation did not change for the better.

In late December 2019, Chinese officials notified the World Health Organization (WHO) about the outbreak of a previously unknown pneumonia in the city of Wuhan, in central China. Since then, cases of the novel coronavirus — named COVID-19 by the WHO — have been reported in every corner of the globe.

On March 11, 2020, the WHO declared the coronavirus outbreak a pandemic. According to the latest statistics, over 11,965,660 people have been infected worldwide and more than 546,980 deaths have been reported. In addition, so far, over 6,913,790 individuals have recovered from the illness across the globe.



124 Armenian citizens return to homeland from Russia’s Rostov-on-Don

YEREVAN, JULY 10, ARMENPRESS. 124 citizens of Armenia are returning to homeland from the Russian city of Rostov-on-Don, Armenia’s Consulate General to Rostov-on-Don said on Facebook.

From March 15 to June 30 nearly 8000 Armenian citizens, who were unable to return to homeland due to the novel coronavirus pandemic, have been transported to Armenia with the efforts of the Commandant’s Office and the ministry of foreign affairs.

YEREVAN. – A group of representatives of the youth organization of the former ruling Republican Party of Armenia (RPA) are holding a flash mob, entitled “Voronezh and Krasnodar,” in front of the government building.

Hayk Mamijanyan, the head of the RPA youth organization, said that this flash mob of theirs would be continuous, as, according to him, the government thinks it will be able to “cover up” its scandalous corruption stories and illegalities. “With this action, we remind that it will not be possible to make those problems become forgotten,” he added, in particular.

Mamijanyan noted that according to the results of polls conducted in November 2019, only 60 percent considered that corruption is a serious problem in Armenia. “But now, according to their polls, it’s about 80 percent; this is how they ‘fight’ against corruption. We have heard the version of citizen Mikael Minasyan [former ambassador to the Holy See and son-in-law of ex-President Serzh Sargsyan] about this whole process. A criminal case has been opened in Russia, but none of the Armenian authorities has spoken about it,” the RPA representative said, adding that the Armenian authorities should try to refute the story of smuggled cigarettes, but it seems that will not work.

Asked on the basis of the claim that members of the serving Armenian government are involved in the story of smuggled cigarettes, Mamijanyan responded that Armenia is in a deep lockdown due to the COVID-19 pandemic, and therefore all passenger and cargo transportation to and from the country is limited. “And in the meantime, several planes of cigarettes are being taken out of the country. Are you saying that the government should not be aware of this? I can’t believe that,” he added, in particular.

Sports: Football: Armenia’s First League suspended, 5 clubs and 58 people disqualified

Five clubs of the Armenian First League and 58 people have been disqualified, the Football Federation of Armenia (FFA) reports.

The FFA Executive Committee held a special meeting today to discuss the the decision taken by the FFA Disciplinary and Ethics Committee on the involvement of the Aragats, Torpedo, Masis, Locomotive and Yerevan football clubs in match fixing.

Having discussed the facts and materials presented by the law enforcement agencies and UEFA, the Disciplinary Committee had earlier made a decision to disqualify the five teams and 58 people involved (including 45 for life).

Taking into account the decision of the FFA Disciplinary and Ethics Committee, the FFA Executive Committee unanimously voted in favor of terminating the First League.

 The decisions on the winner of the First League and the format of the next season will be made during the further sittings of the FFA Executive Committee, after the decisions on possible appeals by the clubs involved.

Commandant’s Office plans toughening anti-pandemic measures

YEREVAN, JUNE 26, ARMENPRESS.  The Commandant’s Office has discussed the situation over COVID-19 pandemic and reached the conclusion that there is no alternative and will toughen anti-pandemic measures in the near future, ARMENPRESS reports PM Pashinyan said following a session at the Commandant’s Office.

‘’As far as we have no serious changes in numbers, as far as we have not recorded an opposite dynamic, we have to choose the policy of toughening the measures and the package of the toughening can be in various directions’’, PM Pashinyan said.

According to PM Pashinyan, the cases of violating anti-pandemic rules have become more pronounced.

‘’You may know that we have already a case of filing criminal charges for violating anti-pandemic rules against a positive-tested citizen who was driving taxi. The law enforcement bodies discovered it and pressed criminal charges’’, Pashinyan said.

By 11:00, June 26 a total of 23,247 cases have been confirmed in Armenia. 12,149 have recovered, 10,557 are active cases. A total of 105,046 tests have been done.

State of emergency has been prolonged until July 13.

Armenian defense minister visits south-eastern military units

YEREVAN, JUNE 13, ARMENPRESS. Defense minister of Armenia Davit Tonoyan visited on June 12 the military units located in the south-eastern direction of the border to follow the organization process of the service, the ministry told Armenpress.

The minister also visited the military units where construction works are underway aimed at improving the service conditions of soldiers.

At the end of the visit Minister Tonoyan held a consultation with the commanding staff and gave respective instructions.

Baku Cannot be Trusted, Says Armenia’s Envoy to OSCE

Armenia’s Representative to the OSCE, Ambassador Armen Papikyan briefed the Permanent Council on the recent ruling by the European Court of Human Rights, which called Azerbaijan’s government for glorifying and encouraging the ax murderer Ramil Safarov for the 2004 murder of Armenian soldier Gurgen Margaryan while he was sleeping.

In his briefing, Papikyan said that case shows the true colors of the Azerbaijani authorities, whose actions, encouragements, distortions, exaggerations, manipulations and disinformation, their effective hate propaganda became an obstacle to peaceful resolution of the Nagorno-Karabakh conflict.

“The prevailing level of hostility towards Armenians could not contribute to creation of an environment conducive to peace. The case vividly illustrates that under no circumstances Azerbaijani authorities can be entrusted with the responsibility of providing security to any part of the Armenian people. Therefore, under no circumstances the people of Artsakh cannot be left without secure lines of defense,” said Papikyan.

He emphasized that the actions of Azerbaijan clearly demonstrate that this country cannot be regarded as a reliable partner in bilateral and multilateral relations, particularly when it comes to delivering on such commitments as fighting hate crimes.

Below are Papikyan’s remarks.

The purpose of introducing this current issue is to inform the participating States of the essence and details of the case and thus expose the latest attempts of the authorities of Azerbaijan at manipulation and disinformation, and denial of any wrongdoing in case of Ramil Safarov, the Azerbaijani military officer convicted of premeditated brutal murder of Armenian military officer in 2004, thus justifying and endorsing the glorification of that despicable hate crime.

The case in question was brought to the Strasbourg Court by Makuchyan and Minasyan v. Azerbaijan and Hungary (application no. 17247/13) after Ramil Safarov, who was convicted by the court in Hungary to serve a life-time sentence for decapitating by an axe of Armenian military officer Gurgen Margaryan while in his sleep and attempted murder of another Armenian officer during the NATO/PFP courses in Hungary back in 2004.

On 13 April 2006 the Budapest High Court found Ramil Safarov guilty of the exceptionally cruel and premeditated murder of Gurgen Margaryan and of preparation for murder of Hayk Makuchyan. Based on the conclusions of the Hungarian court the crimes were committed with vile motives and exclusively because of the Armenian nationality of the victims.

On 31 August 2012 Safarov was transferred to Azerbaijan to continue serving his sentence there, was pardoned by the President of Azerbaijan immediately upon his landing in Baku, was given a hero welcome by the Government of Azerbaijan, its state officials including Mr. Ayaz Guliyev, the then Azerbaijani parliamentarian, Member of the OSCE PA and currently the Vice President of the same august body as well as Ms. Ganira Pashaeva, Member of the Azerbaijani Delegation to PACE at that time. Moreover, next day, on 1 September 2012 Safarov was promoted to the rank of major by the Minister of Defence during the course of a public ceremony. On 6 December 2012 he was provided use of a flat belonging to the State housing fund and he was also awarded eight years of salary arrears.

I am giving all these details in order for the participating States to clearly see that people who are trying today to convince the international community of their commitment to peace and tolerance, are in fact the same people who glorified the murderer who committed a heinous hate crime.

On 26 May 2020 the European Court of Human Rights in its ruling concluded that the actions of Azerbaijan to grant an impunity for a serious crime perpetrated by the axe murderer Ramil Safarov have no justification. “The Court considered that Azerbaijan had assumed responsibility for the enforcement of R.S.’s prison sentence upon his transfer, and from that point on, it had been called upon to provide an adequate response to a very serious ethnically-biased crime for which one of its citizens had been convicted in another country. Instead of enforcing R.S.’s sentence, however, he had been set free and treated as an innocent or wrongfully convicted person and bestowed with benefits.

The measures taken by the high-ranking officials of Azerbaijan, including a specially dedicated page to Safarov opened on the President of Azerbaijan’s website led to impunity which was coupled with the glorification of his extremely cruel hate crime. Safarov had in effect been granted impunity in Azerbaijan for the crimes committed against his Armenian victims. The Court concluded that Azerbaijan was in violation of its obligation under Article 2 of the European Convention of Human Rights (Rights to Life) to effectively deter the commission of offences which put others’ lives at risk.

Moreover, the Court found sufficient evidence to conclude that Safaorv’s pardon and other measures in his favour had been racially motivated, whereas the ethnic bias of his crimes had already been fully investigated during Court proceedings in Hungary.

Moreover, the Court noted the statements by Azerbaijani officials calling Safarov a patriot and a hero. “It deplored the fact that the majority of those statements had expressed particular support for the fact that R.S.’s crimes had been directed against Armenian soldiers and considered that the very existence of the website suggested that he had been pardoned because of the ethnic nature of his attack.

Attempts by the Azerbaijani Government to deny the factor of ethnicity of the victim were not sufficient “to refute the overwhelming body of evidence from the applicants that the various measures leading to R.S.’s virtual impunity, coupled with the glorification of his extremely cruel hate crime, had had a causal link to the victims’ Armenian ethnicity.” Therefore, the Court found that Azerbaijan was in violation of Article 14 (Prohibition of Discrimination) in conjunction with Article 2 (Right to Life).

The Safarov transfer and subsequent an immediate release and glorification caused an outrage and wide-spread condemnation from countries all over the world, from such international organizations as the EU, Council of Europe. The European Parliament adopted a resolution in this regard, and various Parliamentary Assemblies reacted to this case.

As this Delegation underlined earlier, if we fail to condemn Azerbaijan’s position on this issue, we would condone the words and the actions of Azerbaijan as it implicitly condones such acts itself. Fanning the flames of hatred, state sponsored and propagated Armenophobia in and by Azerbaijan provides a pretext, a reason, a motivation, better yet, a license to those who are inclined to operate outside the law, thinking they are doing national duty.

It is symptomatic that such brutality is being referred to by Azerbaijan as an “incident”, thus encouraging self-appointed avengers to commit such despicable acts of vengeance operating outside the law. The Azerbaijani Government has never expressed any remorse regarding this ethnically motivated hate crime by the murderer whose words were “My job is to kill all [Armenians], because until they live, we will suffer.

The action of Azerbaijan clearly demonstrates that this country cannot be regarded as a reliable partner in bilateral and multilateral relations, particularly when it comes to delivering on such commitments as fighting hate crimes.
