Two-day meeting of the Dartmouth Conference participants, featuring
the OSCE Minsk Group Co-Chairs is starting in Snegiri settlement
near Moscow. The provisions of the concise agreement on the Karabakh
conflict settlement elaborated earlier by the Conference will be
presented to the Co-Chairs.

In November the RA Ministry of Finance and Economy has given to
licenses to organize lotteries. In the same month two organizations
of lotteries have been fined for 100 000 AMD each, another has been
fined for 1 100 000 AMD, and another has been warned.

Since the beginning of the year a total sum of 872.5 million AMD
has been paid by the casinos and lottery organizations. On the
whole, 15 lotteries and three casinos have been given licenses this
year. Alongside with this, 13 lotteries and five casinos have lost
their license.

At present there are 56 lotteries and 61 casinos operating in Armenia.

YEREVAN, DECEMBER 5, NOYAN TAPAN. There are some opposition parties in
Armenian home political sphere that feel the danger of being left out
of political processes in case of not succeeding at the parliamentary
elections of 2007.

Khosrov Haroutiunian, Chairman of the Christian-Democratic Union
of Armenia, gave such an estimation to the current policy of the
Armenian parties at the December 5 press conference. In his words,
it is not excluded that the forecasts of Galust Sahakian, Head of the
parliamentary faction of the Republican Party of Armenia, will come
true. According to his forecasts, rough conflicts will take place among
some political forces in the preelection period. The Chairman of the
Christian-Democratic Union of Armenia declared that the possibility
of these conflicts should be neutralized. And for this, in his words,
"we should first of all give a quality and content to the political
struggle" for not physical, material or party members’ quantitative
abilities, but "parties’ conceptions on public life" to start to
conflict with one another. As Kh.Haroutiunian is affirmed, the idea
"politics is struggle for power" has been already exhausted.

"Armenians wanted to raise the flag of separatist regime and sing its
hymn in the concert held in Moscow. But we did not allow them. We
sent a very serious note to Russian Foreign Minister on behalf of
the embassy.

As a result of our reaction all symbols of false state were gathered
from the concert hall," Polad Bulbuloglu Azerbaijani Extraordinary
and Plenipotentiary ambassador to Russia told the APA exclusively.

The ambassador estimated the Armenians’ concert "Golos Artsakha"
in Moscow as diversion.

"This is Armenians’ diversion. Solemn closing ceremony of Russian
year in Azerbaijan was held on December 4. Armenians’ concert in
Moscow aimed to cast shadow on closing ceremony of Russian year in
Azerbaijan. But nothing serious happened in the concert," he said.

The ambassador said that the Azerbaijani students detained during
the event have already been released.

"We had asked the young men not to participate in the event. But
40 students were taken to the police and released after offering
explanation," the ambassador said.

to follow the course of the constitutional referendum in the Nagorno
Karabakh Republic. 12 foreign observers and 44 journalists are already
accredited. 278 polling stations are opened for holding the referendum,
one of these being in Yerevan, Mediamax reports.

CRISES MANAGEMENT ACADEMY TO OPEN SOON

A working meeting started at the information center of the rescue
services of Armenia today dedicated to crises management. The meeting
is held within Individual Partnership Plan of NATO.

Experts and NATO officers delivered reports and lectures. National
security services, law enforcement officers, president staff officials
and employees of other agencies take part in two-day seminar. The
present will be introduced to the foreign experience on crises
management.

NATO Individual Partnership Plan was approved in Armenia in 2005. The
program suggests a considerable role of mass media in emergency
situations.

Further plans will be developed on development of national system of
crises management in Armenia.

Colonel Nikolay Grigoryan, adviser to director on Rescue Services of
Armenia, said the reconstructed building of the Crises Management
Academy will be ceremonially opened on December 7. USDA and UNDP
released funds for the reconstruction of the building.

ARMENIAN PM ATTENDS CEREMONIAL CLOSING OF ARMENIA’S YEAR IN RUSSIA IN SAINT PETERSBURG

Margaryan participated in the ceremonial closing of Armenia’s Year
in Russia in Saint Petersburg.

The Armenian Government press-service told ArmInfo that before
attending the ceremony, Andranik Margaryan visited the opening of an
exhibition "Culture of Armenia" at the Hermitage in St. Petersburg.

The constantly refreshed exhibition represents a considerable period of
Armenia’s history starting from the Hellenistic epoch. The ceremonial
closing of Armenia’s Year in Russia was held at Yekaterininsky
Palace. Vice Premier of the Russian Government Dmitry Medvedev attended
the ceremony as well.

Constitution As A National Value

CONSTITUTION AS A NATIONAL VALUE

Everything that is accomplished by the nation during its history is
considered to be national value. National values can be developed
through evolution, they can be natural or enforced, or they can be
duplicated voluntarily.

>From this perspective, customs and traditions, religions, ideologies,
national culture and science can be considered as national
values. These value systems are what distinguishes nations from
one another.

Each of the above-mentioned values has its sub-values. For instance,
if the language is a value for the Armenian nation, then Grabar
(the old Armenian), Eastern Armenian, and Western Armenian can be
considered as national sub-values in the overall value system of the
language. In our national value system, the concept of independent
state has a history of only one century because of historical reasons.

Before that, mostly after the fall of the Ani and Cilicia Kingdoms,
the Church and regional rulers had taken up the functions of our
nation state, and they managed to preserve the concept of the state
only partially. The statehood, as a national value, re-emerged in
our history during the First Republic of 1918.

The elements of this value – the anthem, the tri-color, the cote d’arms
and other symbols became values that present our statehood. In our
case as well, as a newly emerging state, we need to create a value
system that would present our statehood. The natural evolution of
this process has reached a point when a constitutional referendum
will soon be held in the Nagorno Karabagh Republic.

Let us once again state that national values are created by the nation
itself. They cannot be imposed over a short period of time. Values
emerge from history. In order to carry these values through history
we need to educate the nation on these values. And for this, we need
national unity and conciliation.

We have the honor to found a new value in our national value
system, a value which is the Constitution of the Nagorno Karabagh
Republic. Adoption of the Constitution will not immediately make it
a national value.

The Constitution, as the basis of all laws, should be accessible to
everyone. Accessibility does not mean availability of some booklets
or promotional materials. Accessibility should be ensured through
every day implementation and compliance with the Constitution. If
we manage to achieve this, the Constitution of the Nagorno Karabagh
Republic will emerge as a national value.

YEREVAN, DECEMBER 4, NOYAN TAPAN. On the initiative of the National
Olympic Committee of Armenia (NOCA), a consultation on the theme
"Problems of Medical-Psychological Service of High-Class Sporstmen"
was held in Yerevan on November 30-December 1. Senior trainers and
team doctors of the RA teams (national, youth, juvenile) of different
types of sports took part in the consultation.

The speakers touched upon in the reports the principles of
psychological service of high-class sportsmen, medical testing in
sport, issues of sportsmen’s food, traumotology and other important
issues.

The funds raised during the telethon on November 23 in Los Angeles
will be spent on the reconstruction of the settlements and the
economic development of the region of Hadrut. Donations in Artsakh
began in early November, and hundreds of companies, organizations,
communities, educational institutions and individuals contributed to
the Rebirth of Artsakh project. According to the republic headquarters
of the telethon in NKR, the preliminary results exceed the results of
the previous telethons. So far 60 thousand people have made donations
compared with 57 thousand last year. Against 60 million drams in 2005,
by November 23 65 million drams (174 US dollars) had been raised in
NKR. It is notable that even the elderly people gave part of their
retirement benefits to the region of Hadrut. Donations continue.
