NAREK BELL CHOIR RECEIVES THEIR SECOND ARMENIAN MUSIC AWARD

On November 23, 2007, 9th Annual Armenian Music Awards ceremony took place
at the Gibson Amphitheater, Universal City, California. There were more than
70 nominees for 23 nominations.

The NAREK Bell Choir of St. Mary CD "Let There Be Light" was named the Best
Liturgical Album of the Year.

This is their second Armenian Music Award. Our first CD "Gloria in Excelsis"
which was produced in collaboration with Junior Choir of Sts. Sahag and
Mesrob Church from Providence, RI won this Award in 2005 in the Best
Liturgical, Spiritual, Inspirational Album category.

The CD is the product of 3 years of research, arrangements and recording of
the rare music hard to find in print. This was result of the collaboration
of NAREK Bell Choir with Dr. Socrates Boyajian, Music Director of St. Mary
Armenian Church in Washington, DC.

Fr. Kalayjian was simply too proud for the accomplishments of the NAREK Bell
Choir registered during the relatively short span of its existence since
2000.

There are 40 tracks on this CD. The Bell Choir recorded 5 excerpts `Soorp
Asdvatz’, Marmeen Deroonagan’, `Krisdos Ee Mech’, `Hayr mer’ and `Amen.
Yegheetsee’ from the musical settings of the Divine Liturgies from the
following composers: Pietro Bianchini, Magar Yegmalian, Levon Chilngirian,
Amy Apcar, Gomidas, Edgar Manas, Khoren Mekanejian and Socrates Boyajian.

16-page insert has an article about the Music of Liturgy of the Armenian
Church and the musical notes about each Liturgy and its composers. The
translation and the texts of each excerpt are included in the insert as
well.

The part of this CD was recorded in Armenia during NAREK Bell Choir historic
tour to our Motherland in 2005 and the whole work was completed in
Washington in the Spring of 2006.

This CD was produced with the support from the District of Columbia
Commission of Arts and Humanities and with support from Caspar M. Kasparian
Memorial Fund.

"Let There Be Light" has been also nominated for the WAMMIES 2007 (the
Washington Area Music Awards).

Presidential Hopeful Takes Police Agency To Court Over Eligibility

A Yerevan court has until Tuesday evening to rule on whether opposition
member Aram Karapetian is eligible to stand for president in next
year’s election.

Last week, the Visa and Passport Department of the Armenian police
denied the leader of the Nor Zhamanakner party evidence of his 10-year
permanent residence in Armenia invoking data showing his absence from
the republic in the period from 1997 to 2002.

Karapetian, who was allowed to participate in the presidential election
in 2003 with evidence of his Armenia residence provided by the same
police agency, filed a court action last week seeking to be reinstated
in his right to contest the February 19 vote.

Appearing before court on Monday, Karapetian, who has extensive
business connections in Moscow, Russia, submitted a number of petitions
indicating the sources of proof that he has permanently resided in the
republic in the past decade, including the Central Election Commission,
the military enlistment office, the police of the Davidashen district
of Yerevan where he claims to be registered, and others.

Hovannes Kocharian, representing the police department in court, asked
for two days to be given to the respondent to study the materials
related to the case.

But Karapetian, who filed his lawsuit on November 29, reminded the
court that under the law such disputes need to be resolved within a
five-day period the longest.

"Otherwise I will consider it a gross violation of law and a political
order from the police," Karapetian warned.

To save time, Karapetian agreed to withdraw five of his six petitions,
and only asked the court to consider his registration for the 2003
presidential election as a precedent and order all necessary document
proof from the archives. The judge scheduled the next hearing for
Tuesday.

The police representative in court declined to talk to RFE/RL, saying
he "has no powers" to give interviews to the media.

Meanwhile, Karapetian told reporters that legally his lawsuit cannot
be rejected, but at the same time he expressed conviction that in
the end the court will make a "political decision."

"A political order will be accepted and corresponding political
actions will be carried out," Karapetian said. "No matter whether
I am disqualified from the race or not, I am convinced the upcoming
elections will provide the grounds for changing these authorities."

All potential candidates seeking registration in Armenian presidential
elections are required to produce evidence of 10-year citizenship
and permanent residence in Armenia.

Potential candidates have until Thursday evening to submit
nomination-related documents to the Central Election Commission for
registration.

Russian "Gazprombank" Purchased 80% Shares Of "Areximbank"

Yerevan, December 3 /Mediamax/. Russian "Gazprombank" gained approval
of the Central Bank of Armenia and purchased 80.09% shares of
"Areximbank" CJSC.

Mediamax reports that the sum of the deal is not disclosed.

The press service of "Gazprombank" noted that the decision on
acquisition of "Areximbank" "is conditioned by the growing trade
turnover between the two countries, the growth of investments of
Russian companies into the Armenian economy, corporate customers’
need of complex banking maintenance, as well as the need of funding of
"Gazprom" OJSC projects in the territory of Armenia".

"Gazprom" noted that the main directions of "Areximbank" activities
will be the account-cash operations, crediting, trade and project
funding for large corporate customers. The potential customers
of "Areximbank" are large companies from Armenia and subsidiary
organizations of Russian enterprises.

"Areximbank" will continue providing services to individuals as well.

The First Vice-President of "Gazprombank" Olga Kazanskaya stated
that "in medium-term prospect, "Areximbank" will become one of the
leaders of the banking system of Armenia in the sphere of financing
strategically important branches of the country’s economy".

Mediamax notes that the structure of "Areximbank" share-holders had the
following composition: "Finmarket" CJSC – 52.08%, "Impexbank" OJSC –
19.91% and "ROSKRED RESOURCES AND CONSULTING LIMITED" LLC – 28.01%.

Basing on the fact that "Gazprombank" purchased 80.09% of "Areximbank"
CJSC, one may come to a conclusion that "Finmarket" CJSC and "ROSKRED
RESOURCES AND CONSULTING LIMITED" LLC sold their shares of the Armenian
bank and the Russian "Impexbank" remained the owner of 19.91% of
"Areximbank".

President To Travel By A-319 Instead Of TU-134

Recently the Armenian government made a purchase of an airbus A-319,
produced in 1998, now to be used in place of the TU-134, manufactured
in 1977. As was revealed by the president’s press department,
the country’s president would be the main user of the aircraft,
as well as other high officials and delegations when traveling on
foreign missions.

"The airbus A-319 was purchased at an eastern aviation market. The
price was 45 million dollars. Armenian benefactors, whose names are
being kept secret as per their request, have already paid 15 million
dollars.

The remaining amount will be paid on credit, with a time limit of
ten years. "Armavia" will be in charge of servicing the airplane.

According to the same source, the purchase of this airplane had become
a necessity. Also, the TU-134 doesn’t meet modern requirements,
including noise limits, this being the reason the airplane is
prohibited from landing at European airports, as well as ecological
problems, such as the high usage of fuel.

Besides that, the TU-134 airplane was wearing to the point its future
usage became undesirable.

Karekin II, on November 15, receiving Bulgarian Prime Minister
Sergey Stanishev, who has arrived in Armenia on an official visit,
expressed satisfaction with close cooperation developing between the
two countries. The Patriarch expressed gratitude for care shown to
the Armenian community.

"We are glad that the representatives of our people as merited citizens
make their important contribution in Bulgaria’s public, political,
and cultural life. We wish to emphasize with a special satisfaction
the warm relations of the Mother See and the Bulgarian Embassy, which
are the reflection of our peoples’ age-old contacts and our countries’
cooperation," his Holiness said.

As Noyan Tapan was informed by the Information Services of the Mother
See of Holy Etchmiadzin, S. Stanishev touched upon dynamic development
of relations between Armenia and Bulgaria, mentioning that in addition
to political and economic relations, cultural and spiritual contacts
are also important. He also spoke about the communities of the Armenian
Apostolic Church and the Bulgarian Apostolic Church and their important
role in their peoples’ life.

level of the Armenian-Bulgarian cooperation, Robert Kocharian, the
President of the Republic of Armenia, mentioned during the November
14 meeting with Sergey Stanishev, the Prime Minister of Bulgaria,
who has arrived in Armenia on an official visit, that the traditional
communication, spiritual-cultural generalities draw the two countries
and peoples closer.

During the conversation the two parties discussed the whole range of
the Armenian-Bulgarian relations, particularly attaching importance
to the further activization of the economic cooperation. They also
referred to the possibilities of the cooperation of the two countries
within the framework of the European New Neighbourhood Policy.

In the relations of the two countries Sergey Stanishev preserved a
special role for the Bulgarian-Armenian community, the members of
which, in his words, are totally integrated into society and have a
great participation in different spheres of the life of the country.

During the meeting they also spoke about the cultural cooperation. It
was mentioned that an agreement was made on holding Bulgarian cultural
days in Armenia next year following the example of the Armenian
cultural days held in Bulgaria in 2004.

According to the information provided to Noyan Tapan by the RA
President’s Press Office, Serge Sargsian, the Prime Minister of the
Republic of Armenia, also took part in the meeting.

participated today in the launch of the 7th international exhibition
"Armprodexpo-2007".

Mediamax reports that during the talk with the journalists, Robert
Kocharian stated that "each year I visit the exhibition with great
pleasure, since here the results of the work in the spheres of
agriculture and processing industry are obvious".

Armenian President noted that he has "brilliant impressions" of what
he has seen at the exhibition. According to him, this year the Armenian
producers demonstrated new approaches and new quality.

Robert Kocharian noted that the participants of the exhibition, with
whom he talked, noted that they do not face difficulties while selling
their production. "Our companies secure quality and successfully
compete with foreign producers", Armenian President stated.

Commenting on the issue of the national currency consolidation,
Robert Kocharian stated that the government turned to international
financial organizations with a request to assess the consolidation
of dram, and the received assessments evidence that "the situation
in Armenia remains within reasonable limits".

"This process is concordant with the world trends: there is no such
country, where the national currency consolidation would not take place
in the process of continuous economic growth", the President stated.

YEREVAN, NOVEMBER 14, ARMENPRESS: Armenia joined today other nations
to mark the first-ever United Nations World Diabetes Day, held on
November 14.

No child should die of diabetes" is the slogan of World Diabetes Day,
which focuses on the alarming progression of the disease.

Armenian medics estimate that the number of people in Armenia with
diabetes grows 4 percent every year.

Over 37,000 people have diabetes. The number of children with this
diseases also grows due to soaring rates of obesity, a major reason
accounting for the growth.

They acquire the so-called type 2 diabetes, a disease that used to
be seen primarily in adults over age 45.

Diabetes is a disease that wreaks havoc on just about every part of
the body, including the eyes.

While many of the health problems associated with diabetes are well
publicized, many people are unaware that the disease causes severe
vision problems that can lead to blindness. Persons with diabetes
are also at increased risk of developing cataracts or glaucoma.

While type 1 diabetes cannot be prevented, it only accounts for about
5% to 10% of all cases. The rising prevalence of type 2 diabetes,
especially among children, adolescents has caused a huge increase
in total cases. Doctors say there are simple ways to avoid this
disease-to maintain a healthy weight, increase physical activity,
watch and control blood sugar levels and blood pressure.

Seven thousand people with diabetes out of the 37,000 in Armenia are
insulin dependent, others use pills to reduce the amount of sugar in
blood. All insulin dependant patients receive it free.

Georgian State Minister for Conflict Resolution David Bakradze on
Monday accused Russia of bringing "large" amounts of illegal military
equipment and personnel into its secessionist region of Abkhazia.

Included on Bakradze’s list of charges was that 200 new "peacekeepers"
had been moved into Ochamchire — most of them Chechen. The Chechens
have a long and bloody history in Georgia and Abkhazia, and using
them as official peacekeepers is like throwing matches — or even
road flares — at a powder keg.

Moscow and Tbilisi have been ratcheting up tensions through myriad
provocations over the past five months, among them a missile being
"mistakenly" dropped on a Georgian field and expelling each others’
diplomats. While the tit-for-tat has taken place, Georgia has
internally fractured with mass protests and riots, and now the call
for new elections. The Georgian government is weak, and now is the
time for Russia to exert its influence in the region.

Russia’s best bet in gaining access to and destabilizing Georgia
through the secessionist regions. Since late September there has been
a substantial increase in military tensions between Georgia and its
separatist enclaves of Abkhazia and South Ossetia, which have mirrored
and contributed to rising tensions between Tbilisi and Moscow.

At the start of November, Georgia accused Russian peacekeepers of
kidnapping Georgian soldiers in the Abkhaz region of Ganmukhuri. With
television crews in tow, Georgian President Mikhail Saakashvili flew
to the scene to demand the soldiers’ freedom; the situation ended in
a scuffle between the peacekeepers and Georgian government officials.

But what the cameras caught was an interesting twist in that quite
a few of the peacekeepers did not look Russian, but Caucasian.

It is difficult to tell from the footage whether the peacekeepers
are actually Chechen, but the possibility is one Georgian authorities
have latched on to, saying that hundreds of Chechens have just been
deployed to the region.

The Chechens have a long history in Abkhazia and Georgia, though
their presence in the region is less like Chinese water torture and
more like evisceration. Following a 1990-1992 stint fighting for the
Armenians in the Azerbaijani secessionist region of Nagorno-Karabakh,
the Chechens joined the Abkhazians during their "War of Independence"
from Georgia. The Chechens proved to be invaluable in that two-year
war, which was one of the bloodiest post-Soviet conflicts. The war
also showed that Georgia was far from able to fend off the Chechen
militants’ wood-chipper tactics.

But the Chechens also received essential guerrilla-style training and
practice, which they used in 1994 during the nasty first (post-Soviet)
Chechen war with Russia — a war that left a gaping wound for Moscow
throughout the following decade. While locked in conflict with Russia,
in 2001 the Chechens returned to Abkhazia but fought for the Georgians
in retribution for Abkhazia’s continued loyalty to Moscow.

But the situation between the Chechens and Russians has most definitely
changed in the past year; Russia has locked down control of Chechnya
for the first time since the Soviet period, declaring victory after
two humiliating wars. The main reason the Russians were victorious
this time is that Moscow switched tactics on how to smash the
Chechen militancy, using Chechens to fight Chechens. This allowed
Russia to create a large unofficial military force of Chechens that
has locked down — though brutally — its own region. Currently,
Russian authorities claim to have 15,000 people within their Chechen
militia, which is rumored to use tactics that would make even Russian
intelligence blanch — including the use of underground torture
chambers and taking out entire families.

It is entirely possible, though not certain, that Russia will now
be deploying its new pro-Moscow Chechen militia to other places,
such as Georgia. Currently Georgia is far too unstable to deal
with any serious Russian push, let alone the magnitude of fear and
instability that a hostile Chechen presence south of the border could
muster. But such a move would be dangerous for everyone involved,
because each time Chechens get involved in other regions’ disputes,
no side comes out well (except occasionally the Chechens).

Then again, Moscow knows that the Chechens are familiar with Abkhazia’s
terrain and the tactics of both the Abkhaz and the Georgians. Moscow
also knows that the Chechen militia’s scruples are less than that of
the Russian force’s — something that could be handy as tensions with
Tbilisi grow more dangerous.

NKR President Has Meetings With Representatives Of Armenian Communit

NKR PRESIDENT HAS MEETINGS WITH REPRESENTATIVES OF ARMENIAN COMMUNITY AND BUSINESSMEN IN NEW YORK

NEW YORK, NOVEMBER 12, NOYAN TAPAN. NKR President Bako Sahakian,
who is in New York on the occasion of the telethon of the Hayastan
All-Armenian Fund, on November 11, met with Armen Martirosian, the Head
of the Permanent Armenian Representation in NATO, in the Permanent
Representation. The latter presented the work done by the mission
headed by him, as well as the latest developments proceeding in UN,
in particular, in the issue of settlement of conflicts. Both parties
mentioned the necessity of close cooperation between the diplomatic
missions of Armenia in U.S. and NKR Permanent Representation.

A number of issues related to the Nagorno Karabakh settlement were
discussed during the conversation, in which Tatul Margarian, the
Ambassador Extraordinary and Plenipotentiary of RA to U.S., also
took part. Touching upon the negotiations process, B. Sahakian, in
particular, said that at present the OSCE Minsk Group’s format is the
best variant of conflict settlement. The NKR President at the same
time emphasized that it is impossible to solve that problem without
NKR’s full-value participation.

The same day B. Sahakian met with a number of Armenian businessmen
residing in New York, headed by entrepreneur Raffi Meghrian. Prospects
of implementation of different programs in Nagorno Karabakh, in
particular, in the sphere of carpet making, were discussed during
the meeting. B. Sahakian highly evaluated R. Meghrian’s contribution
in the sphere of carpet making in Artsakh and mentioned that the NKR
authorities will continue to support that sphere’s development.

The NKR President also met with Archbishop Oshakan Choloyan, the leader
of the Armenian Apostolic Church’s U.S. East Coast’s Cilician Diocese,
and representatives of the Armenian community in New York. The meeting
took place at the national residence of the Cilician Diocese. A
number of economic and political issues were discussed at the
meeting. Archbishop Oshakan Choloyan called those present for taking
an active part in the process of NKR development and restoration,
stressing that the fate of all Armenians is decided in Artsakh.

The same day the NKR President handed the medal Gratitude to the family
of renowned benefactor, Artsakh’s friend Sargis Hakobian. It should
be mentioned that the medal was given to S. Hakobian posthumously,
for his assistance provided to Artsakh.

As Noyan Tapan was informed by the General Information Department
under the NKR President, on November 12, the delegation led by the
NKR President left New York for Detroit.
