A Quarter-Century in the Public’s Service: ACNIS Marks 25th Anniversary

On October 3, the Armenian Center for National and International Studies (ACNIS), the country’s original institute of strategic policy analysis and global affairs, marked the 25th anniversary of its founding with an official reception at its headquarters.

Ambassadors and other dignitaries, local analysts and international specialists, current and former ACNIS employees, media professionals and members of the public gathered in a show of appreciation for a quarter-century of service to Armenian democracy, institutional policy making, and free competition of ideas.

Raffi K. Hovannisian, this Armenian think-tank “mothership’s” founding captain and the Republic’s first minister of foreign affairs, welcomed the assembled guests and the Center’s associates of all times including, in memoriam, the brilliant late intellectual Tigran Hairapetyan.

“ACNIS,” he said, “has over the past 25 years and in the most challenging of circumstances engaged national and international expert resources to deliver strategic work product on the critical domestic and foreign policy issues of the day…and of the century.  The Center, as Armenia’s first independent ‘think tank,’ has firmly registered our worldwide nation upon the map of global geopolitics.”

On the occasion of its 25th anniversary, the Center has released a special 2019 Strategic Summary briefly illustrating the year’s most important landmarks and the Center’s quarter-century  chronology. The remaining pages encapsulate volumes of political analysis and work product on different topics, monographs, national and international forums on the most fundamental issues in the political field, sociological research and public-interest discussions of their results, training of young experts, and a number of other directions.

The Armenian Center for National and International Studies is a leading strategic research center headquartered in Yerevan. As a non-profit institution committed to conducting professional multi-disciplinary research and analysis, it strives to raise the level of pan-national discourse and seeks to broaden civic engagement in the policy-making process, thus fostering greater and more inclusive public knowledge.

Founded in 1994 by Raffi Hovannisian, Armenia’s first Minister of Foreign Affairs, ACNIS has acquired over the years a prominent reputation as a primary source of independent expertise covering a wide range of national and international policy issues. A brilliant constellation of Armenian political scientists, researchers, and policy-analysts, as well as public, political and state figures has been forged by their passage through the halls of the Armenian Center for National and International Studies.

  

ARF Delegation Meets with Armenia’s High Commissioner of Diaspora Affairs

RIDGEFIELD, New Jersey—A delegation representing the Armenian Revolutionary Federation Central Committee of the Eastern United States met with the High Commissioner of Diaspora Affairs of the Republic of Armenia Zareh Sinanyan at Sts. Vartanantz Armenian Apostolic Church’s community center.

The issues discussed at the meeting included repatriation of Diaspora Armenians, the creation of an atmosphere further fostering foreign business investments in Armenia, including a long-overdue U.S.-Armenia double tax treaty, as well as broader issues pertaining to Armenia-Diaspora relations.

Kim Kardashian Reveals ‘Big Plans’ For Armenia

American reality TV star Kim Kardashian has pledged to explore the possibility 
of manufacturing her new shapewear line in Armenia and other business 
opportunities during her upcoming trip to the country.
Kardashian has been invited to participate as a “special keynote speaker” and 
panelist in the World Congress on Information Technology (WCIT) that will be 
held in Yerevan on October 6-9. The forum is expected to bring together 2,500 
tech professionals from more than 70 countries.
“I will be visiting Armenia in the next 2 weeks and hope to seek ways I can 
help increase trade and hopefully create jobs for Armenians which includes 
@skims production there in the future,” Kardashian said late on Thursday.
“I’ve been working extremely hard on this matter and hope my trip to Armenia 
will bring some amazing news because I have big plans!” the Armenian-American 
celebrity added in a series of tweets.
She was responding to a September 25 appeal from the Armenian National 
Committee of America (ANCA) posted on Twitter. The lobby group praised 
Kardashian for championing U.S. recognition of the 1915 Armenian genocide in 
Ottoman Turkey.
The ANCA also said: “We saw that you are making some @skims products in Turkey. 
Please consider making them in Armenia which is known for great craftsmanship & 
service.”
“We consulted with experts and searched globally for the best in class options, 
some which was found in Turkey,” replied Kardashian. “We believe strongly 
against discrimination of any kind; against anyone or any nation based on the 
past.”
She stressed that she remains “very passionate” about Armenian genocide 
recognition.
The ANCA appeared satisfied with her response. “We look forward to your 
upcoming trip to Armenia,” it said.
It will be Kardashian’s second trip to Armenia. The 38-year-old first visited 
her ancestral homeland in April 2015 together with her husband and rapper Kanye 
West and sister Khloe.
EU Reaffirms Support For Judicial Reforms In Armenia

The new head of the European Union Delegation to Armenia reaffirmed on Friday 
the EU’s readiness to assist the Armenian government in reforming the country’s 
judicial system.
Ambassador Andrea Wiktorin said EU officials look forward to seeing and 
evaluating a final government plan for judicial reforms.
“I think it is impressive and we have to welcome the fact that the Armenian 
government is really active to introduce a judicial strategy and to implement 
reforms,” Wiktorin told reporters. “This is work in progress. They are 
finalizing the strategy. The strategy will be seen by experts.”
“You are in a very difficult phase and you are tackling one of the most 
difficult problems. Ten years ago I saw what it means if normal people have no 
confidence in the judicial system and judges,” said the diplomat who had served 
as Germany’s ambassador in Yerevan from 2007-2009.
Prime Minister Nikol Pashinian vowed judicial reforms and urged supporters to 
block court buildings across Armenia in May after a Yerevan court released from 
prison his bitter foe and former President Robert Kocharian, who is facing 
serious criminal charges. He demanded a mandatory vetting of all Armenian 
judges, saying that many of them remain linked to the country’s former 
leadership.
Pashinian has since repeatedly stated that he wants to make the Armenian 
judiciary “truly independent.” His critics say, however, he is on the contrary 
seeking to gain control over the courts.
Wiktorin declined to comment on the opposition allegations about government 
pressure on the judiciary. “The EU is in direct contact [with the government,]” 
she said. “If we have [critical] things to deliver we will do this directly.”
Donald Tusk, the outgoing head of the European Union’s top decision-making 
body, welcomed the Armenian authorities’ “focus on creating an independent, 
efficient and accountable judicial system” when he visited Yerevan in July.
The reform process is also closely monitored by the Council of Europe and its 
Venice Commission in particular. According to an internal Venice Commission 
report, Armenian and Council of Europe officials agreed later in May that a 
general vetting of all judges “would be neither necessary nor useful.” Instead, 
the Armenian authorities will expand legal mechanisms for disciplinary 
proceedings against judges and anti-corruption asset declarations filed by 
them, said the report.
Minister Backs Parliament Bid To Oust Constitutional Court Head

Justice Minister Rustam Badasian on Friday voiced support for the Armenian 
parliament’s plans to urge the Constitutional Court to replace its chairman, 
Hrayr Tovmasian.
The National Assembly will debate and almost certainly adopt early next month 
an appeal to the court drafted by senior lawmakers representing Prime Minister 
Nikol Pashinian’s My Step alliance. The document denounces Tovmasian’s handling 
of Robert Kocharian’s appeals against the legality of coup charges brought 
against the former Armenian president.
The Constitutional Court partly accepted one of those appeals on September 4. 
It declared unconstitutional an article of the Armenian Code of Procedural 
Justice used against Kocharian.
The draft parliamentary resolution accuses Tovmasian of committing serious 
procedural violations during the consideration of the case. It says he should 
not have dealt with the case also because of his personal ties to one of 
Kocharian’s lawyers and past membership in the former ruling Republican Party 
of Armenia (HHK).
“I consider the appeal substantiated,” Badasian told reporters. The minister 
also effectively echoed Pashinian’s recent allegations that Tovmasian became 
the Constitutional Court chairman in March 2017 as a result of a dubious 
political deal cut with HHK leader and then President Serzh Sarkisian.
Tovmasian rejected Pashinian’s verbal attacks in July. But he has yet to 
publicly react to the pro-government parliament majority’s efforts to oust him.
Although the anticipated parliament resolution is not binding, the high court 
has to meet and discuss it. Tovmasian will lose his post if most of the court’s 
eight other judges vote against him.He is not allowed to attend the discussion 
and vote on his future.
One of the judges, Alvina Gyulumian, on Friday declined to comment on the 
parliament measure. “A single word uttered by me could be interpreted in a 
certain way and preclude my participation in the court’s consideration of the 
issue,” she explained to journalists.
Gyulumian earlier denounced as offensive a Justice Ministry bill offering her 
and her colleagues financial incentives to resign.
The idea of such a bill was first floated by Vahe Grigorian, another 
Constitutional Court judge who was elected by the government-controlled 
parliament in June. Grigorian claimed that only he and another judge, Arman 
Dilanian, can make valid decisions because they were installed after sweeping 
amendments to the Armenian constitution took effect in April 2018. The court’s 
eight other members, including Dilanian, dismissed those claims.
Iran’s Rouhani To Attend Eurasian Union Summit In Yerevan

Iran’s President Hassan Rouhani has accepted Armenia’s invitation to attend 
next week’s summit of the Russian-led Eurasian Economic Union (EEU) in Yerevan, 
the Armenian government announced on Friday.
Prime Minister Nikol Pashinian’s office also confirmed the participation of the 
presidents of Russia, Belarus, Kazakhstan and Kyrgyzstan in the summit 
scheduled for October 1. It said the leaders of the five EEU member states will 
be joined at a separate session by Rouhani as well as Moldova’s President Igor 
Dodon and Singapore’s Prime Minister Lee Hsien Loong.
Pashinian announced his decision to invite Rouhani to the summit in early 
August. He said it was agreed with Russian President Vladimir Putin and the 
other EEU heads of state.
Iran and the EEU signed a preferential trade agreement in 2018. The deal was 
strongly backed by Armenia, the only member of the trade bloc that has a land 
border with the Islamic Republic. The current and former Armenian government 
said it will boost Armenian-Iranian trade.
Pashinian made clear last year that despite renewed U.S. sanctions against Iran 
his government will “deepen not only economic but also political relations” 
with Tehran. He paid an official visit to Iran in February this year.
In a magazine interview published earlier this month, Pashinian insisted that 
the United States is not pressuring Armenia to curtail Armenian-Iranian ties.

“Zhoghovurd” says that contrary to opposition claims the current Armenian 
government has achieved positive changes “in many fields.” In particular, says 
the paper, the government decided on Thursday to raise the salaries of 
firefighters and other employees of the Ministry for Emergency Situations by 
almost 30 percent. It also approved a six-fold rise in one-off payments to 
families having their first child and a 41 percent increase in the monthly 
benefits of working mothers of young children. “Low salaries have always one of 
the main sources of complaints in our county,” writes the pro-government daily. 
“This probably explains why the problem is at the center of the government’s 
attention.”
“Haykakan Zhamanak” comments on criminal charges brought against former Defense 
Minister Vigen Sargsian and a former chief of the Armenian police, Alik 
Sargsian. “Naturally, opposition propaganda construed these facts as the start 
of a new phase of political persecution and vengeance, an attempt to 
‘dismantle’ security agencies and so on,” writes the paper controlled by Prime 
Minister Nikol Pashinian. It denies those claims, saying the new authorities 
are simply uncovering abuses and corrupt practices that were the norm under the 
former ruling regime. It seems to agree with suggestions that virtually all 
former senior officials committed such abuses.
“Short-term interests presuppose that it is not worth digging into the past of 
former senior security officials because that is fraught with a certain 
internal political destabilization. But long-term interests oblige [the current 
authorities] to thoroughly cleanse security agencies from those officers who 
have been involved in some corruption schemes in the past, are now nostalgic 
about those times and would use the first opportunity to restore the past,” 
concludes “Haykakan Zhamanak.”
Lragir.am says that Pashinian never expected his latest trip to the United 
States to be “decisive or fateful.” The publication says that the visit was 
focused on “pan-Armenian” issues. “Official Washington regards the Armenian 
community as a channel of interstate relations,” it says, adding that 
Pashinian’s meeting with Armenian American organizations were very important 
for U.S.-Armenian relations.

Singapore: New Eurasian Economic Union-Singapore FTA can be pathfinder for Asean trade deal: PM Lee Hsien Loong

YEREVAN, ARMENIA – At first glance, Singapore and Armenia appear to be vastly different, but they also have many things in common, such as being small countries that aspire to serve as gateways to the regions they are located in, said Prime Minister Lee Hsien Loong on Sunday (Sept 29).

Both are also strong advocates of a new free trade agreement (FTA) between Singapore and the five-member Eurasian Economic Union (EAEU), which Armenia is a part of.

The deal will hopefully give impetus to closer ties between the EAEU and Singapore, and also “serve as a pathfinder for an FTA between the EAEU and Asean”, said Mr Lee, who is on a four-day official visit to Armenia.

On Tuesday, Mr Lee and the EAEU leaders will witness the signing of the Framework and Non-Services & Investment Agreements, as well as the Armenia-Singapore Services & Investment Agreement, which form part of the EAEU-Singapore FTA (EAEUSFTA).

Mr Lee, who met Armenian Prime Minister Nikol Pashinyan on Sunday, thanked his counterpart at a joint press conference for his leadership in realising this outcome and for hosting the signing ceremony.

Mr Lee said the EAEUSFTA agreement was concluded after seven rounds of formal negotiations that began two years ago – what he called “breakneck speed”, as far as FTA negotiations go.

Besides Armenia, the EAEU comprises Belarus, Kazakhstan, Kyrgyzstan and Russia, and the economic bloc represents a market of around 183 million people, with a total gross domestic product of US$1.9 trillion (S$2.6 trillion).

The EAEU-Singapore FTA, which will create stronger ties and trade and investment links between Singapore and the EAEU, is the first comprehensive free trade agreement of the EAEU, and Mr Lee said Singapore is honoured to be the union’s partner in this.

Discussing bilateral ties, Mr Lee said that Armenia is a like-minded and key partner for Singapore in the EAEU.

On the surface, both countries appear to be different, noted Mr Lee. Singapore and Armenia are separated by great geographical distance; one is an island nation while the other is land-locked, and both took different paths to independence.

“But we also have many things in common, as small countries that aspire to serve as gateways to our respective regions. And we both believe in free and open trade, we are both committed to the multilateral system, and we both subscribe to the rule of law internationally,” Mr Lee added.

Mr Lee said he was delighted Singapore and Armenia will sign a bilateral Services & Investment Agreement on Tuesday – being the first of five agreements that Singapore hopes to conclude with each of the EAEU member states.

Mr Lee added that the FTA signing will boost the bilateral relationship and build on the five agreements signed during Mr Pashinyan’s visit to Singapore in July 2019. These are to cooperate in areas such as tourism, taxation, arts and culture, vocational training and plant exchange.

“I look forward to these agreements being implemented, so that our peoples and businesses can enjoy the tangible benefits,” Mr Lee said.

Meanwhile, Mr Pashinyan said he was glad that the EAEU-Singapore FTA agreements will be signed during Armenia’s presidency in the EAEU.

“We, as a country residing in the EAEU, have made a considerable effort for broadening the geography of the EAEU’s foreign ties, and Singapore has been in the centre of our attention,” said Mr Pashinyan.

“We hope that the creation of this important legal contractual framework will help especially to develop our countries’ cooperation in (the) high tech and innovation (sectors),” he said.

Besides discussing the progress of the EAEU-Singapore FTA during their meeting at the Governmental Residence in the Armenian capital of Yerevan, the two leaders also talked about how to expand the bilateral relationship, such as through exchanges and study visits to learn from one another.

L.A.’s theater scene is loaded with premieres this week, with new plays centered on the Armenian genocide (“Constantinople” in North Hollywood), family discord (“Last Swallows” in West Hollywood), CIA intrigue (“The Surveillance Trilogy” in Beverly Hills) and the fallout of a political sex scandal (“Representative Behavior” in Burbank).

The essentials: In 1919 Constantinople, an Armenian women’s rights activist and an intrepid guerrilla fighter join forces to smuggle weapons and supplies into their ravaged homeland while spiriting out women and children abducted during the genocide. Other characters — a dying poet rushing to complete his magnum opus, a young feminist rescued from abduction, a rape victim forced to bear her assailant’s child— strive for some semblance of normalcy.

Why this? Playwright Aram Kouyoumdjian, who also directs, clarifies the historical intricacies of a turbulent period. Kouyoumdjian intends his strikingly contemporary play not as a period piece, but as a reflection of our current geopolitical climate. “A century later, we find ourselves contending with the same struggles as the play’s protagonists,” he says. “Displacement, anti-immigrant sentiment, populism, demagoguery and a struggle for women’s rights.”

YEREVAN, SEPTEMBER 18, ARMENPRESS. Prime Minister Nikol Pashinyan received UK Ambassador to Armenia Judith Farnworth on the occasion of completion of her diplomatic mission, the PM’s Office told Armenpress.

The PM highly appreciated the UK Ambassador’s activity and thanked for her efforts to develop the Armenian-British relations. Pashinyan wished success to the Ambassador in her future activities and expressed hope that she will keep the firm ties with Armenia. The Prime Minister highlighted the development of cooperation between Armenia and the United Kingdom at various fields, stating that the Armenian government is interested in further developing and expanding the relations.

In her turn the UK Ambassador thanked the PM for the productive cooperation. She wished success to the PM and his government to effectively implement the outlined programs and reforms, adding that the UK government also attaches importance to the close partnership with Armenia. Mrs. Farnworth expressed confidence that the ties between the two states will continue to develop and strengthen. In particular, she said the UK government is ready to assist the Armenian partners to raise the efficiency of the administration system.

During the meeting the sides also touched upon the priorities of the Armenian government, as well as the Armenia-EU partnership.

Garo Paylan calls for investigation into the Istanbul pogrom of 1955

Turkish Armenian MP of the Peoples’ Democratic Party (HDP), Garo Paylan has called for investigation into the pogroms of September 6/7 in 1955, Ermenihaber reported.

“The Pogrom of September 6/7, 1955 is one of the gravest incidents that took place in the Republic of Turkey and has still not been confronted. According to the official figures, in Istanbul only, 73 churches, 8 sacred springs, 2 monasteries, 5 thousand and 538 houses and shops, 3 thousand and 584 of which belonged to the Greeks from Turkey, were destroyed, vandalized and plundered,” Paylan said in a statement, adding:   “It will be an important step for the Republic of Turkey to confront its past by finding the perpetrators of the Pogrom on September 6/7, 1955, identifying the losses of life and property and compensating the material and non-material losses of the victims and/or their families.”

To note, the Istanbul pogrom, also known as the Istanbul riots or September events were organized mob attacks directed primarily at Istanbul’s Greek minority on 6–7 September 1955. The events were triggered by the false news that the Turkish consulate in Thessaloniki, in northern Greece—the house where Mustafa Kemal Atatürk had been born in 1881—had been bombed the day before. A bomb planted by a Turkish usher at the consulate, who was later arrested and confessed, incited the events. The Turkish press, conveying the news in Turkey, was silent about the arrest and instead insinuated that Greeks had set off the bomb.

Minister of Nature Protesction Erik Grigoryan summarized the general situation.

There were exchanges of views on the issues related to Amulsar Project Environmental Impact Assessment (EIA) procedures, legal aspects of the problem, emergence of new environmental factors, etc.

Summing up the discussion, the Prime Minister instructed all interested departments and institutions to work in a coordinated manner to provide comprehensive analysis and complete data for the investigation.e

STEPANAKERT, AUGUST 31, ARMENPRESS. An awarding ceremony dedicated to the 28th anniversary of the Artsakh Republic proclamation took place at the Artsakh Republic President’s residence on August 31, the President’s Office told Armenpress.

The President handed in high state awards to a group of Defense Army servicemen, war volunteers, statesmen and public figures, philanthropists, representatives of economic, healthcare, education and culture spheres.

For the exceptional service rendered to the Artsakh Republic, for bravery and courage shown in the cause of mounting defense, legendary commanders Leonid Azgaldyan and Vladimir Balayan were awarded posthumously with the highest rank of the “Hero of Artsakh”.

“For 28 years we have been building a free, sovereign and democratic state together with our sisters and brothers from Mother Armenia and the Diaspora. During these years our people have succeeded in building an efficient army, all the democratic institutes, in ensuring dynamic growth of the economy”, the Head of the State noted in his speech.

Bako Sahakyan expressed confidence that the people of Artsah would further on solve, hand in hand, all the issues they faced, whatever these issues were. “I am confident because I believe in our people’s power and impregnability, I know that nothing can lead them astray”, the President stressed.

Primate of the Artsakh Diocese of the Armenian Apostolic Church Archbishop Pargev Martirosyan, National Assembly chairman Ashot Ghoulyan, state minister Grigory Martirosyan and other officials were present at the ceremony.

YEREVAN, AUGUST 22, ARMENPRESS. Another three people in a small village in Gegharkunik Province have been tested positive for anthrax, bringing the total number of confirmed cases to 8, the healthcare ministry said in a news release.

The patients are receiving treatment and are recovering.

Preventive actions are being taken in the area.

On August 20, the Ministry of Healthcare reported that five people in Geghhovit village have contracted skin anthrax.
