UK’s MPs issue joint statement on 30th anniversary of Azerbaijan’s Khojaly genocide

Some 12 deputies of the UK’s Parliament issued a joint statement regarding the 30th anniversary of Azerbaijan’s Khojaly genocide, the Embassy of the Republic of Azerbaijan to the UK told Trend.

According to the embassy, the parliamentarians expressed their condolences to the Azerbaijani people, especially those who lost their loved ones as a result of the tragedy, and also expressed solidarity with Azerbaijanis.

The authors of the statement described the Khojaly genocide as one of the most tragic chapters in the recent history of Azerbaijan. They also recalled the decision of the European Court of Human Rights as of April 22, 2010, which characterized Khojaly tragedy as a war crime and a crime against humanity.

In this regard, the statement stressed the need to reinforce international humanitarian law for preventing similar tragedies in the future.

The UK parliamentarians also welcomed the end of the conflict and expressed hope for a complete normalization of relations between Azerbaijan and Armenia.

Furthermore, the statement noted that at the post-conflict stage, a number of challenges have arisen, such as the clearance of territories, the restoration of communications and transport links, the delimitation, and the demarcation of borders. The authors of the document called on the UK government to assist in solving these problems, including mine-clearance operations.

The statement is the first joint initiative of the UK’s MPs on the occasion of the Khojaly genocide. Members of the House of Commons of the United Kingdom Bob Blackman, David Duguid, Bob Seeley, Matthew Offord, Dan Poulter, members of the House of Lords – Lord Risby, Lord Sheikh, Lord Kilcluney, Lord Hossein, Lord Evans, Baroness Manzur and Lord Flight had joined the initiative.

During the first Karabakh war, on Feb. 25-26, 1992, the Armenian Armed Forces, supported by the 366th infantry regiment of Soviet troops, stationed in Khankendi city, committed an act of genocide against the population of the Azerbaijani town of Khojaly.

As many as 613 civil residents, including 63 children, 106 women, and 70 old people were killed in the massacre, 1,000 people were injured, and 1,275 were taken, hostage.

“Special Representatives for the normalization process between Armenia and Turkey, respectively, the Deputy Speaker of the National Assembly of Armenia Ruben Rubinyan and Ambassador Serdar Kılıç held a meeting today (February 24) in Vienna.

The Special Representatives confirmed that the ultimate goal of the negotiations is to achieve full normalization between Armenia and Turkey, as agreed during their first meeting in Moscow.

They exchanged views on possible concrete steps that can be mutually undertaken to that end and reiterated their agreement to continue the process without preconditions,” the Foreign Ministry said.

He mentioned that they will continue to support the search for peaceful settlement of the issue.

The statement was made by the high-ranking White House official the day after Russia announced its recognition of Donetsk and Luhansk.

Hovsepian recalled how Mayor Garcetti made the beautification of Little Armenia one of his top priorities, visited Armenia with the ANCA-WR, established the Yerevan-Los Angeles Sister City, hired talented, trusted, and committed staff from the Armenian Community as part of his administration, welcomed high-level officials with open arms to City Hall from the Republic of Armenia and the Republic of Artsakh, spearheaded the cancellation of a huge lobbying contract between the City and the Gephardt Group, which was notorious for its pro-Turkey and anti-Armenian work, and marched alongside the Armenian Community each year during Armenian Genocide Remembrance Day, even ensuring that the City incurred all the expenses on the occasion of the Centennial of the Armenian Genocide March for Justice in 2015.

“Eric Garcetti’s commitment to our community and to our Cause has been consistent, steadfast, reliable, and unwavering even in the face of intense political pressure from our enemies,” stated Hovsepian. “Mayor Garcetti has always listened to our concerns with a level of understanding and empathy that we don’t often find, encouraging our community to become more civically engaged, advocating for and securing Armenian language election ballots and materials to help accomplish that goal; helping to find much-needed funding for community services offered by the Armenian Relief Society, Homenetmen, Armenian Youth Federation, Armenian Bone Marrow Registry, and many other worthy programs,” she continued.

Hovsepian then invited ANCA-WR Board members to join her in presenting a Dove of Peace sculpture made by Michael Aram, a token of appreciation and gratitude to Mayor Garcetti for his years of friendship and solidarity with the Armenian Community and Cause.

Accepting the award, Mayor Garcetti thanked the ANCA-WR for the evening and spoke about his long-standing relationship with the Armenian community. Garcetti specifically thanked all Armenian-American staffers who have worked with him over the years and his friends at the ANCA-Hollywood Chapter who have been working with him since his time as a Councilmember. He reminisced about his trip to Armenia with the ANCA-WR, and thanked those who “make sure that Mount Hollywood and Mount Ararat are forever linked together.” Staring at his Dove of Peace sculpture, he recalled the story of when he “visited Khor Virab, and in the shadow of Mount Ararat,” remembered that a dove came to tell humanity that the flood was over. “The dove reminds me that the Armenian nation has been a light in this world and is a testament that this nation cannot be destroyed,” he reflected. Mayor Garcetti also spoke about how he has had the privilege of hosting several elected officials from the Republics of Armenia and Artsakh, and mentioned how important it is “for the City of Los Angeles and the United States to always affirm its support and to exercise our power to defend the truth and our friends,” he continued. He added that “the Armenian community has built a glorious Diasporan community and makes this city magnificent.”

At the end of the ceremony, Anna Mouradian, Chief of Staff of Supervisor Kathryn Barger’s Office, presented a commendation certificate on behalf of the Los Angeles County Board of Supervisors. Throughout the night, pictures of Mayor Garcetti at community events and with Armenian community leaders were displayed on-screen.

Asbarez: Baroness Cox Calls Destruction of Cultural Sites ‘War Crime’

Caroline Cox, a member of the British House of Lords and a decades-long advocate of justice for Artsakh, in an open letter, voiced her “deep concern,” about the threat to Armenian churches in Artsakh from Azerbaijani forces.

In an open letter, Baroness Cox, as she is officially known, pointed to Azerbaijan’s intentionto remove symbols of Armenian Christian heritage. This includes, she wrote, “161 churches, including the historic monastery at Dadivank, Ghazanchetsots Cathedral in Shushi, the ancient city of Tigranakert, Azokh Paleolithic Cave and the Nor Karmiravan tombs.”

Earlier this month Azerbaijan announced its intention to set up a government working group to “remove fictitious traces written by Armenians on Albanian religious temples”.

“The destruction of cultural and religious heritage is a war crime under international law,” Baroness Cox said.

In her letter, Baroness Cox reminder that in December 2021, the International Court of Justice said Azerbaijan should “take all necessary measures to prevent and punish acts of vandalism and desecration affecting Armenian cultural heritage, including but not limited to churches and other places of worship, monuments, landmarks, cemeteries and artifacts.”

YEREVAN, FEBRUARY 18, ARMENPRESS. An online coordinating meeting of the heads of the parliamentary delegations of the CSTO member states took place on February 18 at the OSCE Parliamentary Assembly. As ARMENPRESS was informed from the press service of the parlaiment of Armenia, the meeting was chaired by Eduard Aghajanyan, Chairman of the National Assembly Standing Committee on Foreign Relations, Head of the Armenian parlaimentary delegation to the OSCE PA.

Representatives of Russia, Belarus, Tajikistan, Kazakhstan, as well as the CSTO PA Secretariat took part in the online meeting.

Welcoming the participants of the meeting, Eduard Aghajanyan spoke about the coordination of foreign policy activities of the parliamentary delegations of the CSTO member states at the OSCE Parliamentary Assembly.

Touching upon the goals of the working meeting, Eduard Aghajanyan stressed the need to coordinate joint positions on international political and security issues, mutual assistance, and the need to take into account the interests and obligations of the CSTO member states.

According to the head of the Armenian delegation, as the format of the OSCE PA winter sessions does not envisage voting on resolutions or adoption of any report, general views will be presented at today’s meeting, as well as the parties’ positions on the problematic issues of the forthcoming 21st OSCE PA winter session will be harmonized.

It was noted that the information on this meeting, the work of the delegations in the winter session and its results will be included in the agenda of the regular sitting of the CSTO PA Standing Committee on Political Affairs and International Cooperation. The sitting is planned to be held on March 11, 2022 in Yerevan.

In his speech on the coordination of the activities of the CSTO member states in the international arena, the Deputy Foreign Minister of the Russian Federation Alexander Pankin spoke about the effectiveness of the use of flexible mechanisms of parliamentary diplomacy. The coordinated work of the CSTO PA delegations in various international structures was highlighted, taking into account the interests of the member states as well.

Afterwards, the participants of the remote discussion touched upon the issues of the forthcoming 21st winter session of the OSCE PA and exchanged views on current issues. They spoke about the need to develop and adopt a number of model laws.

Georgian Imedi TV apologizes for anti-Armenian captions of photos

The Georgian Imedi TV has apologized for anti-Armenian captions on photos during the “Chronicle” program aired on Wednesday.

During the program dedicated to the ban on the export of Armenian dairy product matsun through Georgia the TV showed pictures of the product with the containers marked with the words “Karabakh is Azerbaijan” and “Dolma is also Azerbaijani.”

Imedi says it was a technical issue, and the photo displayed during the program does not match the original one. The TV station said in a statement it “regrets and apologizes for the mistake,” noting that the episode will be removed from all social media platforms.

The Armenian Embassy in Georgia contacted Imedi TV immediately after the program was aired and requested clarification.

Opposition MP: Armenia lagging behind its enemy in military reforms

The lack of a concept for reforms in the Armenian army hampers serious changes in the defense system, according to MP Tigran Abrahamyan from the opposition With Honor faction.

“In this regard, Armenia is also lagging behind its traditional enemy [Azerbaijan], which embarked on military reforms last year,” he wrote on Facebook on Wednesday.

“The Armenian defense minister claims that in the near future the reforms will be discussed and made public, meanwhile adding that he still has reservations about the developed concept.

“In Armenia, it’s constantly talked about the development of the military-industrial complex, but the system has had no leader for 1.3 years, with the industry left in a strange situation.

“The promises and assurances sound nice, but they have little to do with reality,” Abrahamyan said.
