New Delhi: The Armenian government accords the highest importance to the bilateral relations between India and Armenia, said Armenian minister for labour and social affairs Narek Mkrtchyan told Firstpost.

Mkrtchyan is part of the biggest-ever delegation of the Armenian government that has so far visited India.

“The government of Armenia accords the highest importance the bilateral relations between India and Armenia. Armenian communities have historical roots in India. We settled in major Indian cities such as Agra, Chennai, Lucknow, Surat, Mumbai etc,” the minister said laying down the context for India-Armenia relations.

The delegation, after the conclusion of Raisina Dialogues in New Delhi would be moving to Mumbai as several corporations and companies are part of the Armenian group.

The centre of India-Armenia dialogue has been, Mkrtchyan said, labour migration mobility and skilling of labour. “We have signed an MoU with the Skill Ministry of India for upskilling of labour. Also, we intend to institute a similar ministry in our own country with India’s help.” The Armenian minister met his Indian counterpart Bhupender Yadav.

The Armenian and Indian labour ministries have also decided to institute a working group to work out the modalities of cooperation between the two countries in this field.

“With the Indian help, we plan to institute India-like labour tribunal in Armenia,” Mkrtchyan added.

NSDC has signed an MoU with the Ministry of Labor and Social Affairs of the Republic of Armenia to exchange labour market analysis and facilitate knowledge sharing around policies and mechanisms to enhance workforce competitiveness. Through country-specific examples of skills demand forecast, exploring design techniques to reduce job-to-job transitions, discussing active labour market programs, and engaging the private sector in workforce upskilling, the collaboration seeks to scale up human capital development in India and Armenia.

“To set up a cooperative framework between the Ministry of Labour and Social Affairs of Armenia and Observer Research Foundation – organizer of prominent ‘Raisina Dialogue’ – I have signed an MoU with the ORF’s President Samir Saran,” Mkrtchyan said.

Chaarat reports gold equivalent production decline in Armenia in Q1, flags inflationary pressures

(Kitco News) – Chaarat (AIM: CGH) said today that in Q1 2022, the company produced 15,266 gold equivalent ounces at its Kapan polymetallic mine in Armenia, which represents a 6.9% decrease on Q1 2021 (16,174 ounces).

According to the company’s statement, production was lower due to reduced third-party processing and lower grade ore currently being mined; however, it said that performance was in line with plan based on the areas currently being mined.

All-in-sustaining cost was USD1,352 /oz compared to USD1,024 /oz in Q1 2021 (+32.0%) due to increases in energy prices, other raw materials costs and increased development work.

The company added that its preliminary unaudited standalone Kapan EBITDA contribution was USD7.6 million compared to USD6.9 million in Q1 2021 (+10.1%).

Chaarat said it remains on track to deliver on its AuEq 56-62koz guidance for the year including third-party ore production.

Third-party ore supply and mill throughput is expected to remain stable for the remainder of 2022 with the approximately 41 kt stockpile of own ore available for processing in the next quarters.

CEO Mike Fraser commented, “Kapan continues to operate on a steady state basis with the team focusing on value, not just volume, and managed to increase utilisation of equipment and efficiency. The on-site stockpile will give us improved operational flexibility in the coming quarters.

“At Tulkubash, the resource and reserve update including the 2021 drilling results will be available this quarter and feed into an updated economic model for the project.”

Chaarat is a gold mining company which owns the Kapan operating mine in Armenia as well as Tulkubash and Kyzyltash gold projects in the Kyrgyz Republic.

Armenian opposition leader urges people to join Sunday’s big rally

Ishkhan Saghatelyan, one of the leaders of the opposition Armenian Revolutionary Federation (ARF) party and an MP from the main opposition Hayastan faction, urged people to join a big anti-government rally to be held in Yerevan’s France Square on Sunday, May 1.

Armenia’s opposition groups started small-scale protests and marches in Yerevan earlier this week in preparation for mass demonstrations to topple Nikol Pashinyan and his cabinet.

“Dear compatriots, tomorrow we will embark on the decisive stage of our fight with a nationwide rally. The victory is near! Take to the streets! We’ve got work to do!” Saghatelyan said on Saturday.

In particular, it was decided that restrictions on the entry of the citizens of Armenia and Kyrgyzstan to Russia, as well as the citizens of Russia to those countries will be lifted.

According to the headquarters, the restrictions on regular and charter flights from Russian airports to Ecuador will also be lifted from May 16.

Expert: The Kosovo precedent can certainly be applied in the case of Artsakh

ArmInfo.. According to international law, the precedent of international recognition of  Kosovo’s independence can certainly be applied in the case of  Artsakh.  International law expert Ara Ghazaryan expressed a similar  opinion to ArmInfo.

” What does recognition of Kosovo mean? This is the recognition by  the international community of the absence of any international legal  norms prohibiting any community from declaring its own independence.   In other words, the court verdict recognizing Kosovo created the  antithesis of the international principle of the territorial  integrity of states. The antithesis, which later developed into the  status of an international rights,” he said.

According to Ghazaryan, given the indisputable observance of all  rights, from freedom of assembly to the right to elect and be elected  by the people of Artsakh, not a single country in the world has  questioned the regularity of Artsakh’s declaration of its own  independence to this day. This, of course, also applies to Kosovo. At  the same time, the expert stressed that the same international  community does not recognize the similar right of communities that  have declared independence in the face of violence, racism and  intolerance.

“In this light, the statements of political leaders of some countries  about the prevalence of the principle of territorial integrity over  the principle of the people’s right to self-determination proceeds  solely from political expediency, and in no way from fundamental  human rights. Armenia raised all these issues in the international  arena long before the recognition of Kosovo. And the latter, having  become a precedent, only strengthened our demands. And if the Artsakh  conflict had not been considered, including through the prism of the  right of peoples to self-determination, in the end, the OSCE Minsk  Group itself would not have been formed in 1992,” he stressed. 

According to the lawyer, Baku’s statements that the activities of the  OSCE Minsk Group are pointless, are conditioned by its attempts to  transfer the issue exclusively into the platform of the principle of  territorial integrity. But they are faced with the recognition of the  right to self-determination by all member states of the Minsk Group.  Moreover, he recalled that the European Parliament once adopted a  resolution on the need to specifically resolve the problem of Artsakh  on the basis of the Artsakh people’s right to independence.  

“Thus, Azerbaijan’s attempt to solve the problem by military-political  means did not finally resolve it in any way. Armenians live in Artsakh,  people who have rights live there, including the right to their own  self- determination. In other words, this fundamental right will  exist as long as there is a community there. In this light, it is at  least premature to talk about the final resolution of the Artsakh  problem. And not only the Prime Minister of Armenia, but also  international institutions, including the hegemonic country in face  of the United States are already saying that it has not been resolved  yet,” the lawyer concluded.

YEREVAN, APRIL 28, ARMENPRESS. Human Rights Defender of Armenia Kristinne Grigoryan is in Paris on a working visit, her Office said.

On April 27 the Armenian Ombudswoman met with Ambassador for Human Rights at the French Foreign Ministry Delphine Borione, French Co-Chair of the OSCE Minsk Group, Ambassador Brice Roquefeuil and the representatives of the French Foreign Ministry Continental Europe Directorate.

During the meetings Kristinne Grigoryan presented the mandate of the institute of the Human Rights Defender, the current challenges of her Office, as well as shared the priorities of the institute.

The Ombudsperson presented the ongoing pressures, including the psychological ones, by the Azerbaijani armed forces on Artsakh-Armenians. She also presented the details of her contacts with the relatives of the captured and missing persons, expressed her concerns over the fact that Azerbaijan is not fulfilling its international commitments and the commitment assumed by the trilateral statement relating to the immediate return of captives and other persons held.

Ambassador for Human Rights at the French Foreign Ministry Delphine Borione presented her mission in human rights during the meeting. She outlined the challenges existing now at a global level for the perception of the common nature of human rights, stating that, unfortunately, the current conflicts are the biggest challenges in that matter.

The sides also emphasized their readiness to cooperate in the agenda of women empowerment.

In his remarks the French Co-Chair of the OSCE Minsk Group expressed concerns over the humanitarian issues that still are unresolved after the war. He highly valued the Ombudswoman’s constant attention and support to various issues of the families of captives and missing persons.

During the meetings Kristinne Grigoryan also emphasized the necessity of engagement of international organizations in Artsakh and increase of international presence in general as an additional guarantee to the rights and normal life of Artsakh-Armenians.

ArmInfo. Important agreements have been reached in Moscow on the principles of unblocking regional communications. Armenian Prime Minister Nikol Pashinyan stated on April 22, at a government meeting, describing his two-day official  visit to the Russian Federation as productive. 

He expressed gratitude to his Russian counterparts led by President  Vladimir Putin.  According to him, during the Moscow meetings the  most key issues on the bilateral agenda were discussed, which is  reflected in the joint statement of the President of the Russian  Federation and the Prime Minister of Armenia. Particular attention  was paid to issues of regional stability and security. “Important  agreements have been reached on the principles of unblocking regional  communications, the similarity of the approaches of the Republic of  Armenia and the Russian Federation has been fixed,” he said.

In this direction, as Pashinyan pointed out, it is possible to fix  the commonality of approaches of all international partners. “I would  like to reaffirm the readiness of the RA to launch as soon as  possible the construction of a railway and a highway connecting East  and West through the territory of Armenia. I hope that in the near  future the trilateral working group at the level of the Deputy Prime  Ministers of Armenia, Russia and Azerbaijan will be able to develop  and agree on the necessary documents for process start”,the head of  government stressed.

Azerbaijan has created a new reality in the South Caucasus, Assistant to the President of Azerbaijan – Head of the Foreign Policy Department of the Presidential Administration Hikmat Hajiyev said, Trend reports.

Hajiyev made the remark at a panel meeting named “Tasks facing Azerbaijani diaspora in post-Soviet period, action plan/road map” within the framework of the 5th Congress on April 22 in Shusha city.

According to him, this new reality is the peace agenda of the region, and the five-point principles prepared by Azerbaijan [within a future peace treaty] were presented to Armenia.

“If Armenia and the Armenian people want to look to the future, they must appreciate these opportunities,” he explained.

The speeches of Azerbaijani President Ilham Aliyev during the 2020 second Karabakh war played a big role in preventing the information blockade, the president’s assistant said.

“In the post-Karabakh war period, the Armenian lobby continues to carry out anti-Azerbaijani campaigns,” he noted. “According to the resolution recently adopted by the European Parliament, Armenian material and cultural monuments were allegedly destroyed in the territories liberated from Armenian occupation [in the second Karabakh war].

“But why the European MPs who adopted this resolution don’t see the destroyed cultural and historical monuments of the Azerbaijani people?” Hajiyev asked.

Armenian, Lithuanian and Israeli boxing teams hold training camp in Tsaghkadzor

The national boxing teams of Lithuania and Israel have joined the training camp, the Boxing Federation of Armenia said.

One more training camp will be held before the championship kicks off.

YEREVAN, APRIL 20, ARMENPRESS. A protest march dedicated to the 107th anniversary of the Armenian Genocide took place in Jerusalem on April 20, ARMENPRESS reports the Chancellor of the Armenian Patriarchate of Jerusalem Archimandrite Koryun Baghdasaryan said, publishing photos from the march.

The participants of the march walked from St. Hakobyants Cathedral in Jerusalem to St. Gregory the Illuminator Church, where the intercession of the holy martyrs of the Armenian Genocide was performed. Afterwards, the marchers, who were carrying a banner reading “We walk for justice” and the flags of the Republic of Armenia, marched from St. Gregory the Illuminator Church to the Armenian Genocide Memorial, where a candlelight vigil took place.

A rally is scheduled for April 24 in front of the Turkish Consulate in Jerusalem. On the same day, in the evening, a commemorative event will be organized in the territory of Zharangavorats College.
