over problems in Social Democrat Hnchak Party, as that may split up
the political force.

ANC is hopeful that Hnchakyans will be able to find acceptable decision
complying with law and party charter requirements. Before that, the
central pro-opposition force will consider Lyudimila Sargsyan-led
Hnchak party its partner. Sargsyan will continue her membership in ANC
central office, while Ararat Lazarian will represent the opposition
bloc, ANC press service reports.

terminated in Turkey’s 0:2 victory, head coach of Armenian football
team Vardan Minasyan expressed his regret over Turkish team’s not
making it to WC 2010 finals.

"I congratulate Turkish team their on victory. It’s a pity the team
did not make it to the finals. We knew the team to be a strong one
and had another change to make sure," Minasyan said.

As for the attitude of Turkish fans, Minasyan noted that such pressure
was expected. "Turkish team was the one to hold the initiative;
still I believe match results are fair," Minasyan noted, making
special emphasis on Turkish hospitality.

YEREVAN, October 6, /ARKA/. Armenian President Serzh Sarkisian had a
telephone conversation with U.S. President Barack Obama while visiting
Los Angeles, Sarkisian’s press office said in a statement. President
Sarkisian was in Los Angeles in the third leg of his pan-Armenian
tour of major Armenian communities to discuss and promote his plans
of normalization of relations with Turkey.

A joint statement issued late on August 31 by Turkey and Armenia,
together with mediators from Switzerland, said Ankara and Yerevan
will conduct six weeks of diplomatic consultations before signing
two protocols that establish formal diplomatic ties and help develop
bilateral relations.

The statement issued by the Armenian presidential press office said
the telephone conversation was initiated by Barack Obama. "During
the conversation Obama expressed his support for Armenian president’s
efforts directed towards normalization of Armenian-Turkish relations,’
the statement said. It also said that Obama has reconfirmed the United
States’ official position that Armenia and Turkey should normalize
their relations without preconditions and that it must not be linked
with the Nagorno-Karabakh peace process.

The statement said Armenian president thanked his U.S. counterpart
for his support for the Armenian-Turkish reconciliation process and
shared his impressions about his pan-Armenian tour.

"The president of Armenia stressed that the concerns of worldwide
Armenians over the reconciliation process is normal regarding that
Armenians were subjected to genocide by the Ottoman empire which
president Obama mentioned in many of his speeches,’ the statement said.

President of Armenia also thanked Barack Obama for the huge mediation
work being done by the USA within the frameworks of the OSCE Minsk
Group towards peaceful settlement of the Nagorno-Karabakh conflict,
emphasizing Armenia’s willingness to move on towards a peaceful
settlement of the conflict. The statement quoted Serzh Sarkisian as
saying that the decision of the people of Nagorno-Karabakh on their
final status through expression of their will is key to finding a
long-lasting and peaceful solution to the conflict, as it is spelled
out in the Madrid Principles.

Turkey and Armenia have had no diplomatic ties since Armenia became
independent from the Soviet Union in 1991. Turkey closed its border
with Armenia in 1993 in a show of support for its ally, Azerbaijan,
which had a dispute with Armenia over Nagorno-Karabakh, the ethnic
Armenian enclave of Azerbaijan.

There are several sensitive issues complicating the establishment of
normal relations between the two countries, particularly, Ankara’s
blatant support of Azerbaijan in the Nagorno-Karabakh conflict
resolution process and Turkey’s refusal to acknowledge the mass
killings of Armenians in20the last years of the Ottoman Empire as
a genocide.

The thaw in the strained relations began in 2008 September after
Turkish president Abdullah Gul arrived in Armenia, at his counterpart’s
invitation, to watch together with Serzh Sargsyan the 2010 World Cup
qualifying football game between the two countries’ national teams.

During that visit the two presidents discussed prospects for engaging
in dialogue and normalization of relations.

"Head of foreign ministry has to say that Yerevan’s officials are
normalizing Armenian-Turkish relations with Ankara upon condition
of recognition the Armenian Genocide by Turkey and international
community," Agvan Vardanyan, a member of Armenian Revolutionary
Federation-Dashnakcutyun said at today’s conference.

According to him, if Armenia’s FM does not make such a step, it may
only mean that there is any precondition in the Armenian-Turkish
negotiations.

"The reopened Armenian-Turkish ties of last year proofed that the
recognition of Armenian Genocide was stopped,’ he said.

Returning to the issue of published in August, 31, the two protocols
Swiss-participated between Turkey and Armenia, A.Vardanyan concerned
over the absence of paragraph according to which Armenian-Turkish
negotiations should be conducted without preconditions.

ARFD’s member told the party had prepared its own version of joint
Armenian-Turkish agreement which would be published.

As for the ratification of protocols by Armenia’s Parliament,
according to A.Vardanyan ARFD will vote against it if their proposals
are not accepted.

Politician said he was sure that "Dashnakcutyun" would be supported
in Parliament not only by members of "Heritage" but by members of
authorities as well.

Even though ARFD doesn’t manage to defeat the ratification, the
party will go on working in National Assembly following the new
tactics. ARFD’s representative didn’t tell anything about the new
tactics, "times will show," he said.

process, Hrant Margaryan, ARFD Bureau representative told media
on Tuesday.

"Signing the documents circulated in the Armenian-Turkish negotiation
process we will refuse from the rights of our next generations, from
our achievements, Hay Dat’s efforts to achieve justice in investigation
of the crimes of 1915," he said.

Therefore, Margaryan is sure that Armenians worldwide must consolidate
irrespective of which political party they belong to come out against
normalization of the Armenian-Turkish relations in the form it is
perceived and developed at present.

On August 31 the Republic of Armenia and the Republic of Turkey agreed
to start their internal political consultations on the two protocols –
the "Protocol on the establishment of diplomatic relations" and the
"Protocol on the development of bilateral relations" – which have been
initiated in the course of their efforts under Swiss mediation. The
political consultations will be completed within six weeks, following
which the two Protocols will be signed and submitted to the respective
Parliaments for the ratification on each side.

Shorewood couple charged with faking balances to get SUVs

An immigrant couple in Shorewood used several credit cards with falsely
inflated balances to buy two BMW SUVs that they told a dealer they
intended to ship to Russia, according to federal court records.

Sergey Mikayelyan, 49, and Rita Grigoryan, 47, fraudulently raised the
balances on credit cards in their names by sending to their accounts
payment using convenience checks from other credit card accounts,
checks that exceeded the available balances on those credit cards,
a scam known as a bust-out scheme, according to a criminal complaint.

The two were arrested Friday and made an initial appearance in federal
court Saturday, when Grigoryan was ordered released.

Mikayelyan was held until Monday, when a judge ordered him released
on his own recognizance after hearing that he has family in the
United States, including his two children, and had applied for asylum
after coming to the United States from Armenia six years ago. But
Mikayelyan was ordered not to have any credit cards or make any
purchases on credit.

According to the complaint: The couple bought two BMW X3s from
Autosource Motors in Cudahy late last month for a total of about
$32,000, using seven credit cards, and made other large purchases
not described in the complaint.

The case apparently came to the attention of the U.S. Secret Service
last week with a call from a fraud investigator with Citibank, one
of the banks that issued credit cards to the defendants.

Both Mikayelyan and Grigoryan were involved in the purchase of the
two BMWs, the dealership’s general manager, Nathan McFadden, told
investigators, and they had Wisconsin driver’s licenses that showed
they lived in Shorewood. Each had permanent resident alien immigration
status, according to court records.

On Thursday, Mikayelyan returned to the dealer to request new tires for
one of the BMWs because he planned to ship it to Russia. The second
BMW was already in a shipping container in Chicago, also headed to
Russia, he told McFadden, who declined to discuss the sales on Monday.

According to the affidavit in support of the criminal complaint,
banking experts told the Secret Service that credit card bust-out
schemes often are employed by foreign nationals before they intend
to permanently leave the U.S. Both Mikayelyan and Grigoryan were out
of work, and they had given notice to their landlord that they were
leaving, a prosecutor said.

But at Monday’s detention hearing, U.S. Magistrate Judge William
E. Callahan Jr. also heard that the couple had just put down a deposit
on a bigger apartment in Milwaukee and that Grigoryan had been let
go from her last job, not quit.

Certain Azerbaijani news outlets have used the case of an Armenian
soldier who fell into the hands of Azeri forces along the NKR line
of contact to launch a new campaign designed to convince Armenian
soldiers to defect.

The RoA National Security Service issued a statement in response,
refuting Azeri claims that the Armenian soldier defected due to hunger
and the long-term goal of moving to Europe.

The statement also alleges that a certain Azeri expert has called
on NKR forces to defect in whole units since this way it will be
easier to relocat6e them to Europe. It labels these Azeri calls as
"figments of the imagination".

The statement goes on to say that Azerbaijan has even offered Armenian
soldiers advice on making their way through mine fields and how to
hand themselves over to Azeri forces.

During the past few years, eight Azeri soldiers have defected to
the Armenian side. Six of these eventually were relocated to a third
country via the auspices of the United Nations and the International
Red Cross.

BAKU, Azerbaijan _ The recent visit by the president of Israel to
Azerbaijan, and the outrage it inspired in Iran, shows just how complex
international relations have become in this volatile part of the world.

President Shimon Peres’ visit to Baku in late June was the first
time a high-ranking official from the Jewish state has visited this
overwhelmingly Muslin nation. During his stay, the two countries
signed an agreement dealing with cooperation in the fields of science,
education and culture, as well as a pact related to information and
communication technologies.

The two countries have long maintained cordial relations: Israel
has maintained an embassy in Baku since the early 1990s, soon
after Azerbaijan declared independence from the collapsing Soviet
Union. Azerbaijan has yet to open an embassy in Israel.

Local analysts note that maintaining close ties with Israel presents
difficulties for a country like Azerbaijan, which has a large Muslim
population.

"Azerbaijan is a secular state, but most of the population is Muslim
and overfriendly relations with Israel might be misinterpreted by
allies in the Organization of the Islamic Conference as a breach of
Muslim unity," said Boyukaga Agayev, head of South Caucasus Research
Center.

That was clearly what happened in Tehran, which expressed outrage
over the visit.

"Tehran actively objects to us opening an embassy in Israel, as well
as to the visit of officials from that country to Baku," Agayev said.

The day before Peres arrived, Iran sharply reminded Azerbaijan of its
feelings, urging Baku to close the Israeli embassy and describing the
visit of the Israeli head of state as an insult to the Islamic world.

Azerbaijan’s foreign minister, Elmar Mammadyarov, replied that Baku
would do no such thing, and reminded Tehran that Baku had its own
grievances with Iran.

"Iran’s declaration about the need to close the Israeli embassy in
Azerbaijan is surprising," he said, noting that Iran continued to
"receive officials from Armenia at the highest level." Azerbaijan
and Armenia remain locked in a decades-long dispute over the region
of Nagorny Karabakh.

Tehran eventually recalled its ambassador to Baku "for consultations"
while Peres was in the country.

What became clear though the incident is that ties between Azerbaijan
and Israel have become increasingly important to both countries.

The value of trade between the two nations has risen to $3.6 billion
a year, due in large part to Azerbaijani oil exported to Israel.

Political scientist Rasim Musabayov says commercial relationships
will trump ideology every time.

"Israel is interested in a relationship with a secular Muslim country,
which is at the same time an energy supplier," Musabayov said. "Israel
is already the third largest buyer of Azerbaijan’s oil in terms of
volume." And there may be more trade ahead.

"Israel wishes to export agricultural products and technology to
Azerbaijan and, as it emerged during Peres’ visit, military equipment
as well," Musabayov said.

And the fact that tens of thousands of Azeri Jews have migrated to
Israel in recent years further serves to bind the nations together
culturally, as well as economically.

"The economic and political relationship [between the two states]
makes the partnership of Azerbaijan and Israel inevitable _ in spite
of the possibly negative reaction of the OIC and Iran above all,"
said analyst Agayev.

Of course, not everyone welcomed Peres’ visit.

Haji Ilgar Ibrahimoglu, a Muslim scholar and head of the Center for
Protection of Freedom Conscience and Religion, said he reacted "very
negatively from the point of view of Muslim unity" to the Jewish
president’s visit.

But few others followed his lead, and Peres’s trip went off peacefully,
leaving Iran further isolated, and Israel with an unlikely friend.
