YEREVAN, DECEMBER 17, ARMENPRESS. Vice Speaker of Parliament of Armenia Alen Simonyan says snap parliamentary elections must be held as soon as possible when it is technically and physically possible.

“We will go to elections when we are ready. I think that the elections should take place”, the Vice Speaker told reporters in the Parliament, stating that the citizens of Armenia should be granted with an opportunity on making a decision.

Asked when the elections will take place, he said he wants it as soon as possible. “As soon as possible, when it will be possible both technically and physically. I think there cannot be any other opinion”, he said.

Alen Simonyan emphasized that the power will be formed only by the people, the decision will be made by the people.

YEREVAN, DECEMBER 15, ARMENPRESS. Citizens demanding the resignation of Prime Minister Nikol Pashinyan are marching in the streets of Yerevan in a procession called “March of Dignity”. The march is organized by the Homeland Salvation Movement – originally created by 16 political parties (1 parliamentary and 15 non-parliamentary). The procession began near the Sasuntsi David station.

The movement officially declared ex-PM Vazgen Manukyan as their candidate for Prime Minister who they say will organize early general elections.

But Prime Minister Nikol Pashinyan ruled out his resignation for now, saying on December 14: “I have clearly stated that I can abandon the status given to me by the people only based on the credible results of the people’s _expression_ of will. As long as such an _expression_ of will hasn’t taken place, I will continue fulfilling my functions of prime minister and I have obliged to do so honestly.”

Russian peacekeepers suppressed ceasefire violation in Karabakh, commander says

Russian peacekeepers on Friday suppressed a ceasefire violation in Nagorno-Karabakh, the situation in the region returned to normal, commander of the Russian peacekeeping contingent, Lieutenant General Rustam Muradov told reporters today, TASS reports.

“A ceasefire violation was registered on December 11, in the vicinity of the settlements of Khtsaberd and Hin Tagher of the Hadrut region, which was suppressed by the actions of the Russian peacekeeping contingent,” Muradov said.

The Lieutenant General stressed that at present “the situation in this area has returned to normal.” Russian peacekeepers are constantly monitoring the situation and keep in contact with representatives of the Armenian and Azerbaijani sides, Muradov added.

On the eve of the Russian Defense Ministry reported the first case of violation of the ceasefire in Nagorno-Karabakh. Earlier on Saturday, the Armenian Defense Ministry had announced the start of offensive actions of the Azerbaijani army in the direction of the villages of Hin Tagher and Khtsaberd in the south of Karabakh.

As of Sunday the ceasefire is again observed in Nagorno-Karabakh, the Russian Defense Ministry says.

Armenia should decisively counter Turkey’s, Azerbaijan’s statements – expert

The recent statements of Azerbaijani president Ilham Aliyev show his expansionist aspirations towards Armenia, Expert on Turkish studies Ruben Safrastyan said at a press conference in Armenpress, stating that Aliyev, in fact, is telling the whole world about his aggressive policy.

“When the war started, I was already saying that Azerbaijan’s and Turkey’s goal is not only to attack and capture Artsakh, conduct genocide against Armenians of Artsakh, but also to weaken the Republic of Armenia. In fact, Erdogan is trying to continue the genocidal policy adopted by Young Turks, by using Azerbaijan”, Ruben Safrastyan said, adding that the whole people in Azerbaijan are under influence of fake history propaganda.

The expert said Armenia should resolutely counter that statements. It should counter using both the historical facts, as well as revealing the main essence and goals of that dangerous, aggressive policy of Azerbaijan and Turkey. Safrastyan said it’s highly important to make it clear that the recent war unleashed by Turkey and Azerbaijan against Artsakh was out of all rules of war operations. They committed numerous crimes against humanity, which should be punished, according to the expert.

Armenia downgrades general mobilization to partial

FM: Armenia hopes Azerbaijan will not disrupt exchange of POWs in line with ‘all for all’ principle

Armenia is ready to exchange prisoners of war (POWs) with Azerbaijan according to the “all for all” principle and hopes for a similar position in Baku, Armenian Foreign Minister Ara Ayvazian told a joint news conference with his Russian counterpart Sergey Lavrov after the talks in Moscow on Monday.

Thankful for the warm reception and the constructive dialogue, Ayvazian highlighted the fact that this was his first visit to Moscow as Armenia’s foreign minister.

“I am convinced that today’s talks will be a new impetus for the further strengthening and development of our allied relations,” the minister said.

Ayvazian said the meeting with Lavrov, naturally, focused on the discussion of the regional situation in recent months in light of the November 9 statement.

“Russia played a key role in stopping the Turkish-Azerbaijani aggression against the people of Nagorno-Karabakh, which lasted for more than six weeks,” the FM said.

In Ayvazian’s words, the deployment of Russian peacekeepers in Artsakh creates conditions for restoration of peace and stability in the region and guarantees for prevention of provocations by Azerbaijan, its regional sponsor Turkey and terrorist groups recruited by them.

“In the context of humanitarian issues, the immediate and unconditional exchange of prisoners of war and captives, as well as the return of remains is a key priority. We expressed our readiness to conduct an exchange in line with the “all for all” principle and expect that Azerbaijan will not make any attempts to disrupt the process,” he underlined.

Ara Ayvazian also called attention to the inhuman treatment of Armenian prisoners of war and civilians held in Azerbaijani captivity.

“Our POWs, civilians who did not manage to flee their homes, were brutally tortured and beheaded. The manifestations of vandalism and sacrilege against the Armenian monuments, religious sites, churches and temples of Artsakh are also widespread,” the minister stated.

He noted that Turkey, as the main instigator and inspirer of the Azerbaijani aggression against the people of Karabakh, continues to pursue a policy that is detrimental to the region.

“Turkey must withdraw its armed personnel and its affiliated terrorist groups from the Nagorno-Karabakh conflict zone and the South Caucasus in general. There are no clear signs of the withdrawal of foreign terrorist fighters from the conflict zone yet. On the contrary, there is reliable information on Azerbaijan’s plans to expand the geography of deployment of militants, terrorists and mercenaries and to resettle them to the occupied territories of Artsakh. During today’s talks, it was once again outlined for the restoration of all rights of the 150,000 population of Artsakh,” Ayvazian said.


Azerbaijan Says Nearly 3,000 Troops Killed in Nagorno-Karabakh Fighting

BAKU – Azerbaijan has revealed the number of casualties sustained by its military personnel during the recent 44-day war with Armenia over the breakaway Nagorno-Karabakh region.

The Interior Ministry said in a December 3 statement that 2,783 of its soldiers and officers were killed during the conflict, which the ministry described as the Patriotic War, adding that the number included bodies of 103 servicemen who are still being identified via DNA analysis.

According to the statement, more than 100 military personnel remain missing, and 1,245 servicemen wounded during the war — which started on September 27 and ended on November 10 with the restoration of Baku’s control over seven adjacent districts and some parts of the breakaway region — are currently receiving treatment at medical institutions.

On December 2, Armenian Health Ministry officials told RFE/RL that the remains of 2,718 servicemen killed in the war had been examined by medical personnel, adding that the bodies of Azerbaijani soldiers could be among the corpses.

De facto officials of the Nagorno-Karabakh region have said that 1,741 Armenian soldiers and officers killed in the war had been identified so far.

The office of Azerbaijani President Ilham Aliyev announced on December 3 that November 8, the day when Azerbaijani troops regained control over the key Nagorno-Karabakh city of Susa (Shushi in Armenian), will be marked each year as Victory Day.

A previous proposal to commemorate Victory Day on November 10, the day when the war was ended through a Russia-brokered truce, has been reconsidered as it coincides with the Ataturk Memorial Day in Turkey, the president’s office said. Ankara openly supported Azerbaijan during the war.

Nagorno-Karabakh is internationally recognized as part of Azerbaijan, but the ethnic Armenians who make up most of the population reject Azerbaijani rule.

They have been governing their own affairs, with support from Armenia, since Azerbaijan’s troops and ethnic Azeri civilians were forced out of the region in a war that ended in a cease-fire in 1994.

 

U.S., Armenia Explore New Defense Cooperation

Opportunities to give new impetus to defense cooperation between Armenia and United States were explored during a meeting between the U.S. Ambassador to Armenia and the country’s new defense chief, Vagharsahak Harutyunyan on Monday.

Harutyunyan met with Ambassador Lynne Tracy and briefed her on the implementations of the November 9 agreement, which ended the military operations in Karabakh.

As a priority, Harutyunyan highlighted efforts on the return of prisoners of war, search for missing in action and the bodies of the dead, as well as the activities of the International Committee of Red Cross, the Russian defense ministry and the Russian peacekeeping mission in Artsakh.

The Armenian defense minister also stated that currently they are analyzing the military operations and assessing the shortcomings which can lead to structural, decision-making, strategic and legislative reforms.

The two leaders agreed that additional discussions can lead to new areas of cooperation between the U.S. and Armenia in defense and security matters.
