Requirement for workers to take PCR tests at their own expense ‘unconstitutional’, Armenian top court rules

The Constitutional Court of Armenia ruled that the requirement for workers to undergo Covid-19 testing at their own expense is “unconstitutional”.

The matter concerns the August 20 order of Health Minister Anahit Avanesyan obliging employees to either get vaccinated against Covid-19 or take PCR tests at their own expense every 14 days.

The verdict, read out by Constitutional Court Chairman Arman Dilanyan on Thursday, says that the phrase “at their own expense” in the order runs counter to Parts 1 and 2 of Article 6, as well as Article 39 of the Constitution.

The Hayastan opposition faction in the parliament applied to the top court, challenging the legality of the minister’s decision late in September. Now the Constitutional Court has ruled that employees cannot be required to take periodic coronavirus tests at their own expense.

Armenia receives ten more captured soldiers from Azerbaijan.

MOSCOW, Dec 19 (Reuters) – Following talks last week between both sides and European Council President Charles Michel, Azerbaijan handed over ten captured Armenian soldiers to Armenia on Sunday for the second time this month, the two countries said.

On November 1, Armenia and Azerbaijan agreed to a ceasefire along their shared border.

Following the deadliest clash since a war last year, Russia urged them to take a step back from confrontation.

After the worst fighting since a 44-day war between ethnic Armenian forces and the Azeri army over the Nagorno-Karabakh enclave last year, which killed at least 6,500 people, Armenia had asked Russia for assistance.

The State Security Service of Azerbaijan said in a statement that it had handed over 10 Armenian soldiers detained on Nov. 16

It also let go of ten soldiers in December.

Russia acted as a go-between in that situation.

The names of the second group of ten prisoners of war handed over were published by Armenia’s Armenpress media outlet, citing Vahan Hunanyan, the Armenian foreign ministry’s press secretary.

Turkey, Azerbaijan FMs discuss cooperation within ‘3+3’ format

The foreign ministers of Azerbaijan and Turkey, Jeyhun Bayramov and Mevlut Cavusoglu, discussed on Sunday the implementation of the “3+3” regional cooperation platform (Azerbaijan, Armenia, Georgia – Russia, Turkey, Iran), TASS reported.

Their talk took place in the Pakistani capital Islamabad—and within the framework of 17th Session of the Emergency Meeting of the Council of Foreign Ministers of the Organization of Islamic Cooperation.

“The parties [in Moscow] discussed the results of the first meeting of the ‘3+3’ cooperation format, whose initiators are the leaders of Azerbaijan and Turkey. There is an interest in developing this mechanism of cooperation,” the respective statement reads.

Also, the ministers discussed the current situation in the South Caucasus, the implementation of the trilateral agreements on Nagorno-Karabakh (Artsakh), and the normalization of relations between the countries of the region in the post-conflict period.

The first session of the ‘3+3” regional consultative platform was convened—at the level of the deputy FMs of Armenia, Russia, Iran, Turkey, and Azerbaijan—on December 10 in Moscow.

President Harutyunyan told the Security Council members that the crisis problems of this year are mainly overcome, but noted that still a lot needs to be done to resist both the domestic and external challenges.

SYSTEM OF A DOWN singer Serj Tankian has called out the members of LED ZEPPELIN for commemorating the 14th anniversary of their concert for a charity formed by Atlantic Records founder and CEO Ahmet Ertegun, a man Serj says gave his philanthropic support to Turkey’s denial of the Armenian Genocide.

After ZEPPELIN guitarist Jimmy Page took to his Instagram on Friday (December 10) to share a few photos of the 2007 performance, Serj regrammed the post and added the following message: “Dear Mr. @jimmypage. Its very admirable that @ledzeppelin played a tribute show in 2007 for Ahmed Ertegun as the man who signed your band to Atlantic records. What you likely don’t know is that man spent millions of dollars on think tanks and chairs at various US universities all with the goal of denying the #ArmenianGenocide. There is absolutely no honor in that I’m sure you’ll agree.”

Earlier this year, Tankian, an Armenian-American vocalist whose grandparents were survivors of the Armenian Genocide, spoke to RT‘s “Going Underground” about his meeting with Ertegun, who was the son of a Turkish ambassador. He said (as transcribed by BLABBERMOUTH.NET): “I had a band that we had signed to my imprint, to my label, and there were a number of record companies interested in doing a distribution deal. So we met up with Universal RecordsAtlantic Records at the time, and a few others in New York with the band. And after the meeting, I remember the CEO of Atlantic saying, ‘Hey, do you wanna meet the old man? He’s still here. His office is right next door.’ And I’m, like, ‘Ertegun?’ I’m, like, ‘Yeah, I’d love to.’ He signed Ray Charles and LED ZEPPELIN and all these bands. So I went in and sat down with him and had a nice 10-minute chat.

“I can’t tell you anything else, but I got an inkling that he had some defensive aspect of me being Armenian,” he continued. “When I said, ‘Listen, just so you know, I’m Armenian. I grew up in Los Angeles,’ and this and that, and he kind of got defensive. And it didn’t really affect me much. So I got on Google and I typed ‘Ahmet Ertegun‘ and I typed ‘Genocide’ after, and I realized that he had been responsible for funding foreign policy institutes and chairs at universities who hired authors and writers that denied the Genocide. And that was an awakening for me.”

Tankian went on to say that he reconnected with Ertegun at a later date. “He called me, and he said, ‘I think the Armenian Genocide should be recognized,'” Serj recalled. “And I said, ‘Okay. Great. Why don’t you write it on a letterhead and send it to me? And I won’t publicize it unless my back is against the wall with my community.’ And he said, ‘I can’t do that, because I have homes in Turkey. I don’t know what would happen to that.’ And I’m, like, ‘Then don’t do it. I wouldn’t want any violence enacted upon you or your family or anyone else.’ But it was very clear that that was an incendiary issue. And even though he was very close, he said, to the prime minister and the government officials there, he didn’t wanna take that step.”

Shortly after Ertegun‘s 2006 death, Armenian-American writer Harut Sassounian revealed that he had met with Ahmet a couple of years earlier to discuss Armenian-Turkish issues. He also said that Ertegun was considering the possibility of issuing a public statement on the Armenian Genocide prior to his passing.

In 2019, both the U.S. House and Senate passed a bill declaring that the killing of 1.5 million Armenians by the Ottoman Turks was, in fact, a genocide.

President Sarkissian calls for unity as nation commemorates 33rd anniversary of Spitak earthquake

Human Rights Watch condemns human rights violations in Azerbaijan

YEREVAN, DECEMBER 4, ARMENPRESS. Azerbaijani police violently dispersed a peaceful protest in central Baku on December 1, 2021, and detained dozens of protesters. Among those detained was an opposition leader, Tofig Yagublu, Human Rights Watch said in a statement.

“Azerbaijani authorities have yet again demonstrated brazen contempt for people’s right to hold peaceful protests and used violence to quash dissent,” said Giorgi Gogia, associate Europe and Central Asia director at Human Rights Watch. “The authorities should conduct a prompt, impartial, and thorough investigation into law enforcement’s conduct and hold those responsible for abuses to account.”

Tofig Yagublu, who sustained multiple injuries in police custody, said police severely beat him while videoing him and demanding that he say on camera that he would stop criticizing Azerbaijan’s leadership.

“Yagublu’s horrific mistreatment was an attack on both an individual and the right to peaceful assembly,” Gogia said. “Given Azerbaijan’s poor record of addressing police abuses, the authorities need to ensure an effective, impartial investigation and hold to account those responsible.”
