YEREVAN, MARCH 28, NOYAN TAPAN. In response to the question of ArmInfo,
according to which the Azerbaijani side has declared that it has
sent a letter to the OSCE Secretariat for the purpose of calling
back the co- chairmen of the OSCE Misk Group or studying the change
procedure, Tigran Balayan, the Spokesperson of the RA Ministry of
Foreign Affairs, said: "The letter Azerbaijan has sent to OSCE is
directed at dissolving the Minsk Group and that was done before the
ballot of the draft resolution presented by Azerbaijan to the United
Nations General Assembly. This once again proves that the claims and
steps of the officials of Azerbaijan have nothing to do with their
commitment to continue the process of the peaceful regulation and
are rather peculiar to a false and demonstrative errand. The fact
that the Azerbaijani side ruined the meeting of the RA newly-elect
President and the President of Azerbaijan in the NATO’s Summit, which
was scheduled for April, without any serious grounds is another proof."

During the pre-election stage most of our readers have most probably
heard from their pro-oppositional friends or kinsmen or maybe they
have also thought: "Who should we vote for? I don’t see any candidate
who deserves my vote."

The citizens disapproved of the authorities didn’t pin their hopes upon
on Serge Sargsyan’s rivals. At present there isn’t any personality
in the political sphere who could have complied with the average
demands of the disapproved, who could have been able to confront the
authorities based on the wide social support.

It’s worth mentioning that by saying "opposition" we don’t mean Levon
Ter-Petrosyan’s group, for well-known reasons, because it is not a
political power, but a sect. Because we speak about real opposition.

There is no ideological struggle in our elections. There is a struggle
of promises, where the authorities have lots of advantages.

What the pro-oppositional powers can promise is – to increase the
pension ten times, but it will have less influence on the electorate,
than the promise made by the authorities to increase the pension
"only" by 50%. That is why the pro-oppositional powers chose the
strategy of influencing the emotions.

If we observe the political audience, not the political stage, we
will see that the people gathered there are yawning and waiting when
will all this finish, because they don’t anticipate anything new.

Why did Vazgen Manukyan and Artashes Geghamyan, for example, lose the
big part of their traditional electorate during the recent years? Of
course we can link it with the insidiousness of their friends from
both the pro-oppositional and pro-governmental camp, but this will
be part of the truth. The main reason is, like the most part of the
political long-lived, they have also surpassed the culmination of
the social anticipations.

It reminds us of the novel about a doctor in an American city where a
terrible epidemic broke out. Every day he used to tell the citizens
gathered in front of his balcony that very soon he would find the
remedy against the disease. In the beginning the whole city was
gathering there to listen to the doctor, but little by little their
number decreased and everything had a very sad end.

What is charisma? It is the gift of an individual to make people
unconditionally believe in his/her "exclusive" capacities. The
pro-oppositional leaders are at the stage of their "age" crises
of charisma, because only their fanatic supporters unconditionally
believe in them (and they are very few) all the others would like to
see new stars, bright and attractive, in the political dome.

Of course it is possible to understand this desire but very difficult
to perform it. It is a wide spread consideration that the authorities
are the ones to hinder the appearance of these political talents. But
it is far not like that. The new personalities having the capacity to
seriously compete with the leaders are being annihilated in their won
parties. Green light is only for the fighters of "the regime" who will
arouse surprise among the citizens, far from the political kitchen.

We don’t have any intentions to accuse the pro-oppositional leaders
who fear inter-party rivalry and to justify the power. The latter one
is also guilty, because at present they do their best to suppress
the desire of the young people who feel potential in themselves,
to manifest this potential.

They have two options either to serve the authorities or to take to
the streets. Some of them choose the streets, which was evident during
the recent developments. It would have been very naive to think that
the radical youth gathered in the Theatrical Square consisted only
of Levon Ter-Petrosyan’s supporters. Absolutely! The young radicals
grew spontaneously, and by the way, on the ground fertilized by
the authorities.

What do we have as a result? From the exiting pro-oppositional
powers no one is able to have serious influence on the President, the
government or the parliament, in any issue of social importance. They
can’t do it even jointly, because they are too different to merge. Let
alone their affectations.

The electoral season is over and there is a long period of time for
the next one. The overwhelming majority of the people don’t have time
to think whether we have or we will have a real opposition in our
country. We will remember about it only during the next elections. And
at that time yet again we will lament: "Oh my God, who should I vote
for? None of them deserves my vote."

YEREVAN, MARCH 26, NOYAN TAPAN. Yerevan Water company has decided to
take large-scale actions on April 1-4 with the aim of final dismantling
of illegal connections. According to a press release submitted to NT,
Yerevan Water has encountered a number of problems during its work
aimed at improving the water supply in the south and west sections
of Yerevan. Among other sources, No 1 and 2 main water-pipes, as well
as No 4 and 5 water-pipes of "Araratian" pumping station supply water
to these sections of the city. The company found illegal connections
on these water-pipes, in the section between the pumping station and
the city, with the volume of intake growing notably in 2006-2008. In
particular, in 2006 the illegal water intake from water-pipes No
4 and 5 made 300 liters per second, which amounted to 9 mln cubic
meters annually. In 2007, the intake made 400 liters per second, or
12.5 mln cubic meters, while in February 2008 – 500 liters per second.

Until now Yerevan Water has found 24 illegal connections of a total of
270 l/sec, while in case of additional 250 l/sec it would be possible
to increase the water supply duration in Yerevan’s south and west
sections by 3-4 hours.

According to the press release, the company’s attempts to dismantle
such illegal connections gave various results: 2-3 days after the
dismantling, connections were again restored in the same places and
the working teams were prevented from taking any measures. During
the dismantling, employees of Yervan Water met with resistance of
local residents.

format of the Nagorno-Karabakh conflict settlement talks be changes
the most correct format will be 3 + 3 + 1. The first three will
include the NKR, Armenia and Azerbaijan. The second three are the
OSCE Minsk group Co-Chairs, Iran may be added to them~T, the IA DE
FACTO political editor Levon Melik-Shahnazarian stated in the course
of a conference initiated by the ARF Dashnaktsutyun Youth Union,
devoted to the 20th anniversary of the Karabakh movement.

Levon Melik-Shahnazarian believes Iran has the experience of
mediatory activity between the NKR and Azerbaijan, it has political
memory and being an Islamic country it maintains good relations with
Armenia. ~SUnder such conditions I think Iran is a state acceptable
for both the Azerbaijani and Armenian parties~T, the political

At the same time he added he considered the change of format of

YEREVAN, March 25. /ARKA/. Financial and economic problems in
Armenia can be solved, Tigran Sargsyan, chairman of the Central Bank
of Armenia, said Monday in an interview with Rossiyskaya Gazeta,
while commenting Millennium Challenges $235-million program possible
suspension due to the state of emergency in Yerevan.

"Of course, this program would help Armenia very much, but we would
rather rely on own economic capacity. Armenia will move ahead by
implementing market reforms", he said in his interview.

Sargsyan said Armenia will retain its achievement, and this will
make American colleagues to reconsider their decision and resume
the project.

"Thanks to the firm fundament of our relations with Russia, we’ll
manage to overcome some difficulties we face now, including temporary
suspension of financial assistance under Millennium Challenges
program", he said.

On February 20, Armenian opposition headed by former president Levon
Ter-Petrosyan launched protests in Yerevan’s Libery Square disputing
the results of the recent presidential election and insisting that
the election was fraudulent.

The police attacked protesters Saturday night. Protesters gathered
in the square near France’s embassy and city hall.

The police department says one policeman and seven civilians were
killed and 131 injured in clashes.

President Kocharyan imposed a 20-day state of emergency on March
1.

Deputy-Minister of Culture Gagik Giurjian informed the reporters about
the schedule of culture events in Armenia through March-April 2008.

On March 25, by the initiative of the Culture Ministry of Armenia of
the Embassy of China in Armenia, the "Chinese Bronze" exhibition is
to be opened at the National Historic Museum.

The art of bronze forging has always been a part of the 5000 year-old
culture of China. The Chinese craftsmen have shaped over 10000 bronze
items over those ages, which are rightfully considered chefs d’oeuvres
of fine art.

Statues, ritual vessels and decorative plates – all those items were
unique and priceless. In later centuries it was decided to make the
copies of them, so that the foreigners could marvel at the beauty of
the Chinese arts. Numbers of copies of those rarest antique items
were made with great skill, and from time to time exhibited by the
initiative of the authorities of China.

The copies of 46 such bronze items are to be exhibited in the National
Historic Museum, Yerevan. According to Armenian and foreign experts,
even the copies, which are to be demonstrated at the coming exposition,
are of great cultural value. Among the masterpieces represented
on the exhibition, there is a statue of a horse, with the detailed
description of horse riding engraved upon it and a ritual vessel,
with an inscription containing the records of the greatest deeds of
eight Chinese emperors.

LOS ANGELES, MARCH 21, NOYAN TAPAN – ARMENIANS TODAY. The Syatem of
a Down rock band with Serj Tankian at the head will have a concert
in the Salt Lake City in the near future. The Armenian American rock
band has not broken up, it is just on a hiatus.

It should be mentioned that since 1998 the band has released five
platinum albums, including three albums, which have landed at No.1
on album charts.

"Today we can’t say that Armenia has little water resources, but
we have wrong management of it," said Volodia Narimanyan the deputy
director of the water resources management agency within the ministry
of Environmental Protection.

According to him the major part of the earth (70%) is covered by
water. He mentioned that every one inhabitant of the earth gets
7000sq. meters water annually. In Armenia that figure is only 3000,
in Georgia it is 11 thousands and i9n Azerbaijan 3800.

with EU Special Representative for the South Caucasus Peter Semneby
and the delegation led by him, the RA MFA press office reported.

The officials focused on the post-election situation and measures to
be taken for restoration of popular solidarity. They also referred
to the Azerbaijani resolution adopted by the UN General Assembly on
March 14, the Armenian-Turkish relations and some regional problems.

The parties underscored that maintenance of stability in Armenia
will guarantee development of the republic and implementation of
regional programs.
