Georgian “alibi” in Europe. Why did Pashinyan remind that Tbilisi-EU is frozen?

When the Prime Minister of Armenia speaks about the country’s European aspirations from the podium of the European Parliament, why does he point to the frozen relations between Georgia and the EU as the main obstacle? Is this a simple diplomatic gesture, an agreement to advance Georgian lobbying, or a calculated “alibi” to justify possible delays on the way to European integration and soften Europe’s skepticism?


VERELQin a conversation with a political analyst Hakob Badalyan decodes Nikol Pashinyan the footnotes of the speech, discussing the deep interconnectedness of the complex Armenian-Georgian logistical nodes, regional interests, and domestic political and pre-election agendas.

VERELQ: What do you attribute to RA Prime Minister Nikol Pashinyan’s speech in the European Parliament, where he, as if speaking on behalf of Georgia, clearly emphasized that the biggest obstacle to Armenia’s integration into the European Union is the frozen relations between Georgia and the EU? Why did he speak about it in such an open text for the first time? 


Hakob Badalyan. Considering that just a few days before the speech, he was on a working visit to Georgia, we can assume that this statement was pre-agreed, because otherwise it would at least sound strange. Even if agreed upon, the statement is somewhat strange. Armenia-EU relations are primarily about the acceptance and enforcement of standards, and in the foreseeable future, or at least at this stage, they do not imply a question of a physical road. It is extraordinary in itself to arrange Armenia-Europe relations with a third country, in this case Georgia, as a physical route. Therefore, I also tend to think that it was a pre-agreed move with Georgia.


I think that Georgia, in turn, contributing to Armenia-Azerbaijan communication (which is very important for Nikol Pashinyan from the point of view of pre-election campaign), expects that in return, Pashinyan will carry out a kind of Georgian lobbying in Europe. On the other hand, in my opinion, there is another context for Pashinyan here. He perfectly understands and imagines that Armenia’s great drive towards European integration and EU membership is not in demand in Europe itself.


From this point of view, the mention of the Georgian factor is a unique alibi for Nikol Pashinyan. He realizes that there is no great political prospect for the settlement of Georgia-EU relations for now. Therefore, this circumstance is a suitable excuse for him to explain the delay of some steps in the relations with the European Union in the future or to face the possible demands and doubts arising from the EU. The Georgian topic becomes a very good alibi in this respect.


VERELQ: In other words, the message is that we want to integrate with Europe, but there are problems and physical obstacles in our way, so don’t ask us more than we are able to give.


Hakob Badalyan. I think the relations with the European Union have the following logic. It is simply not in Europe’s interest to assume too much responsibility towards Armenia.


VERELQ: Of course, it is logical.


Hakob Badalyan. Based on this, the European Union will always try to question Nikol Pashinyan’s steps and will express this skepticism in different formats (both in plain text and in contexts). In response to this, Pashinyan, in turn, needs a counter-argument and a playing card. In my deep conviction, Europe-Georgia relations are used as such a card and an alibi, and raising the issue had this very purpose.


VERELQ: As you already mentioned, before that Nikol Pashinyan was in Tbilisi. We all know that in Armenian-Georgian relations there are cargo transportation and other logistical problems. Did his gesture towards Georgia also aim to contribute to the settlement of these issues? And according to you, as a result of the visit, were those logistical complications alleviated or resolved at least to some extent?


Hakob Badalyan. It is difficult for me to say clearly, because people who are directly related to these problems should talk about it, evaluating the presence or absence of solutions. In this regard, I do not have exhaustive information, but there is no doubt that they have become the subject of discussion. Especially in the conditions of the military tension created around Iran, when it is objectively expected that Iranian logistics will have problems, the importance of the northern routes for Armenia increases dramatically.


As I mentioned, the Azerbaijan component is particularly important for Nikol Pashinyan in the context of pre-election campaigning. For example, we see that Georgia announces the establishment of a symbolic price for the transit of Azerbaijani gasoline. It is noteworthy that no such privilege is established for fuel imported from Russia or other places. This suggests that the gasoline coming from Azerbaijan is one of the essential components of Pashinyan’s “peace propaganda”. From this point of view, all issues are interrelated. Georgia, for its part, is undoubtedly trying to use the current dynamics of Armenia-EU relations, expecting that Yerevan will try to protect and represent Georgian interests on that platform.

Relations between Armenia and the European Union have entered a completely new stage in terms of strategic partnership, Interior Minister Arpine Sargsyan said.

“The visa liberalization process is not only about facilitating travel from a visa perspective; it is also a very important strategic approach for us to continue and strengthen the reform agenda that the Republic of Armenia has currently adopted in terms of migration strategy, integrated border management, human rights protection and other areas,” the minister said.

Sargsyan reaffirmed the commitment of the Armenian government to fully implement each point included in the action plan within the framework of the visa liberalization dialogue.

She assured that Armenia is implementing the entire process through an institutional mechanism. A number of mechanisms have been created so that the action plan does not remain a plan of actions determined by a single person.

“For us, visa liberalization is about people. It is about empowering people and establishing a new level of cultural and social ties and people-to-people contacts. We have already made progress in various areas, both within the framework of the visa liberalization dialogue and beyond, in terms of Armenia-EU relations.”

“We note that Armenia-EU relations have moved to a completely new stage in terms of strategic partnership. I am confident that the topic of visa liberalization will also allow us to expand our partnership and achieve new results in bilateral relations, including for our citizens,” Sargsyan said.

The minister thanked EU partners for the programmatic and financial support provided.

Another cyclone is approaching Armenia from the regions of the Mediterranean Sea.


Gagik Surenyan, deputy director of the hydrometeorology and monitoring center of the Ministry of Internal Affairs, announced this on his Facebook page.


“The penetration of the cyclone will begin on the night of March 13-14 and it will operate in Armenia until March 16 inclusive.


Thus, on the night and morning of March 13-14, on March 15-16, precipitation is expected in most regions, in the form of snow in mountain and foothill zones, and in the form of wet snow and rain in valley zones.


From March 17, precipitation will temporarily stop for 2 days,” Surenyan said.


The air temperature will not change significantly during the day for the next 5 days, but there will be an increase in the temperature at night.

Authorities Issue Cryptic Warning About Foreign Election Interference

Armenia’s Foreign Intelligence Service on Tuesday issued a cryptic statement that warned of threats of foreign interference in the upcoming June 7 election.

The intelligence agency issued the announcement to the state-run Armepress news agency, saying that “various actors” are attempting to interfere in the elections, without specifying the said “actors.” The statement alleged that the so-called “actors” are using pressure on Armenians abroad to support certain political parties in Armenia.

“The Foreign Intelligence Service receives intelligence that, in a foreign country, various actors—presenting themselves as representatives of that country’s special services—are attempting to exert pressure on individuals of Armenian origin and the citizens of the Republic of Armenia who are engaged in economic activities in that country, in order to induce them to undertake actions supporting certain political forces that have declared their intention to participate in the upcoming parliamentary elections in Armenia. These actions include, but are not limited to, the provision by the said businesspersons of financial and organizational support to those political forces,” the Foreign Intelligence Service said.

A few hours after the statement was issued, the Interior Ministry said that the Armenian police have already looked into the FIS statement and submitted a relevant “report of an apparent crime” to Armenia’s Investigative Committee.

Vahakn Aleksanyan, the Vice-President of Prime Minister Nikol Pashinyan’s Civil Contract Party, took to social media later Tuesday to hint that the country in question in the FIS report was Russia, which allegedly had elaborate plans to interfere in the elections, including ordering Armenians living abroad to travel to Armenia to vote in the polls.

During a campaign rally in Gyumri over the weekend, Pashinyan also mentioned rumors that “they will be bringing people from Russia” to vote for the opposition.

“Let them bring [such people] because 84.5 percent of those who will come, according to the polls we have conducted there, will vote for us,” Pashinyan said.

Political scientist Vazgen Hovhannisyan is of the opinion that a regional war could have disastrous consequences for Armenia.

“This is a possible scenario. we are not ready for that scenario, because our Foreign Intelligence Service, created by Pashinyan, in its latest report, in connection with the elections, is again a “hybrid war”, some people are directing, etc.

Do you understand that in this case of a threat to national security, the Foreign Intelligence Service is reporting things that are contrary to logic, assumptions without being based on facts, and the primary security problem is that the existence of your state can be called into question very much, because a serious military conflict is taking place in the region, and the countries that are a serious threat to your security, Azerbaijan and Turkey, are carrying out military operations, to which they have no answer, he emphasized.

According to the political scientist, it can be assumed from the report of the Foreign Intelligence Service that the processes taking place in Nikol Pashinyan’s regime are not so interesting. “For example, if Azerbaijan imposes military arrest, who will prevent it?”

Regarding the government’s propaganda that the implementation of TRIPP will guarantee the existence of RA, Vazgen Hovhannisyan noted that it will actually increase the challenges.

“Azerbaijan receives the Zangezur Corridor, whoever wants to explain it.” Azerbaijan says that it has received the “Zangezur Corridor”, that is, we see the principled approach of the stronger side to this issue and cannot adequately resist it.

And the direct rejection of that project, without clear balancing, is just a minefield, that is, we have already agreed that Azerbaijan should have a way, you refuse, Azerbaijan can take it by military means. AYF holds Washington, D.C. protest commemorating anti-Armenian pogroms in Sumgait and Baku

WASHINGTON, D.C. – The Armenian Youth Federation – Youth Organization of the Armenian Revolutionary Federation (AYF-YOARF) Washington D.C. “Ani” Chapter organized a protest in front of the Azerbaijani embassy on Sunday afternoon, , in commemoration of those who were killed during the anti-Armenian pogroms of 1988 and calling for justice in the wake of the Artsakh genocide of 2023.

In late February nearly 40 years ago, the Armenian population of Azerbaijan faced a brutal and merciless massacre organized and committed by ordinary Azeri citizens. In Sumgait, mobs of Azeris gathered to attack helpless Armenian families; meanwhile in Baku, dozens to hundreds were killed, raped and brutally injured by similar mobs. Every year since these ambushes, Armenians around the world commemorate those we lost during the pogroms.

Although decades have passed since the annihilation of Armenians from Sumgait, Baku, Kirovabad and Maragha, Armenian Americans and supporters demonstrated that they have not forgotten this miscarriage of justice, spending a cold Sunday afternoon passionately chanting their pleas to “stop threats of war” and “recognize the Artsakh genocide.” 

AYF D.C. “Ani” Chapter member Hovsep Seferian, who last year shared his family’s story of survival from Azerbaijan’s murderous attacks in Baku, roused the crowd with his speech condemning Azerbaijan’s genocidal ethnic cleansing of Artsakh Armenians and warned of further aggression against Armenia. “Aliyev has made his intent to take Syunik very clear and has gone so far as to claim Yerevan as historic Azerbaijani territory. Make no mistake, that’s where he’s going next,” stated Seferian. He urged Armenian Americans to “answer the call of our homeland in what will become its darkest hours if we don’t act.” He emphasized the need to pass the “Armenian Protection Act of 2024 and the 502B legislation in the House and Senate [to] cut American aid from Azerbaijan and keep American taxpayer dollars out of the hands of dictators like Aliyev and Erdogan.”

Like the genocide of 1915, they were premeditated.” Spotlighting the existential threat facing the Armenian homeland, Hamparian explained, “Having emptied Western Armenia, then Nakhichevan and now Artsakh, they’ve turned their sights on Syunik. Their goal: an Armenia emptied of Armenians. Their weapon: terror and violence.” 

AYF D.C. “Ani” Chapter member Sune Hamparian warned, “Having emptied Western Armenia, then Nakhichevan and now Artsakh, they’ve [Azerbaijan/Turkey] turned their sights on Syunik. Their goal: an Armenia emptied of Armenians. Their weapon: terror and violence.”Armenian National Committee of America (ANCA) Executive Director Aram Hamparian followed, urging congressional action to sanction Azerbaijan, send assistance to survivors of the Artsakh genocide and ensure their dignified and safe return to Artsakh. “If you all show up, if you all turn out, we can get our congressional delegations on board,” stated Hamparian.  ANCA Executive Director Aram Hamparian outlines Armenian American demands from U.S. leaders, including sanctions on Azerbaijan, expanded aid to Artsakh Genocide victims and efforts to ensure the secure and dignified return of Artsakh Armenians to their indigenous homes.

AYF D.C. “Ani” vice-chair Matt Girardi then closed the gathering with brief remarks reminding Armenians that “[while] some see our struggle as a burden, I see it as a sign of life, because we have much to fight for!” Then he added, “Artsakh will return to us, Nakhichevan will return to us, and we will leave future generations of Armenians with peace, prosperity and security in a free, united and independent Armenia.”

Azerbaijan raises uproar over Armenian Army reforms, yet buys billions of dollars worth of weapons- Pashinyan

    Armenian-French cooperation not directed against anyone – defense minister

    YEREVAN, FEBRUARY 23, ARMENPRESS. The Armenian-French cooperation in the military sector is being done for Armenia and is not aimed against any country, Armenian Defense Minister Suren Papikyan has said.

    “It is our right to cooperate with both France and Iran, and everyone should take note of this,” Papikyan said at a joint press conference with French Defense Minister Sébastien Lecornu. “Our French partners respect the cooperation with those partners, and Iranian partners likewise respect this cooperation,” Papikyan said, urging Russian and other partners to do the same, because Armenia doesn’t’ have any taboo in terms of cooperating with different countries for the benefit of Armenia.

    The cooperation is being done for Armenia’s territorial integrity and it is not directed against any country, he said. “I think there’s no reason for anyone to be concerned,” Papikyan said.
