President Abdullah Gul will send neighboring Armenia a conciliatory
message wrapped in a warning over regional isolation when he visits
the Turkish-Armenian border next week.

Gul will visit Ani, an uninhabited medieval Armenian city in the
province of Kars on the Armenia border, on July 23, during a visit
to the region to attend a ceremony to inaugurate the construction
of the Turkish part of a regional railway passing through Turkey,
Georgia and Azerbaijan; the line excludes Armenia. The presidents of
Azerbaijan and Georgia will also attend the inauguration ceremony,
scheduled for July 24.

Despite Turkish efforts to deepen cooperation with other regional
countries at the expense of landlocked Armenia, Gul’s visit to Ani
is a sign of readiness to improve ties with Yerevan. Armenia wants
Turkey to restore medieval churches in Ani and Turkish authorities
began renovation works in the city early this year.

The president’s visit to Kars comes as the two estranged neighbors
exchange warm messages, raising hopes for dialogue. Foreign
Minister Ali Babacan yesterday appeared to confirm a report in the
Turkish media that Turkish and Armenian officials had secret talks
in Switzerland earlier this month. The report in the Hurriyet daily
said the officials met for a few days starting on July 8 and that a
senior Foreign Ministry official headed the Turkish delegation.

"Such talks are held from time to time," Babacan told reporters. In a
statement, the Foreign Ministry also said there had been occasional
contacts between Turkey and Armenia — noting that Turkey had
recognized the neighboring state since it declared independence from
the now-defunct Soviet Union in 1991 — but warned that no specific
conclusion should be drawn from them. "Meetings between members of the
foreign ministries of the two countries are part of these contacts. We
believe no different meaning should be attributed to these meetings."

In 2005, Turkish and Armenian officials were reported to have had
similar meetings. Turkey recognizes Armenia but severed its diplomatic
contact with the landlocked country after it occupied Nagorno-Karabakh
in Azerbaijan. Ankara says normalization of ties hinges on Armenian
withdrawal from Nagorno-Karabakh as well as Armenian recognition of
the current border and a change of Yerevan’s policy on claims of an
Armenian genocide at the hands of the late Ottoman Empire. Ankara
denies claims that Armenians were subject to genocide and says
both Armenians and Turks died in a civil conflict that erupted
after Anatolian Armenians revolted against the Ottoman Empire for
independence during the World War I years.

"We have problems about current issues and disagreements about the
1915 events. It is essential that these problems are handled through
dialogue," Babacan said.

Armenian President Serzh Sarksyan proposed "a fresh start" in relations
with Turkey in an article published in The Wall Street Journal earlier
this month. "The time has come for a fresh effort to break this
deadlock, a situation that helps no one and hurts many. As president
of Armenia, I take this opportunity to propose a fresh start — a new
phase of dialogue with the government and people of Turkey, with the
goal of normalizing relations and opening our common border," he said.

Sarksyan also invited Gul to a World Cup qualifying match between
Armenian and Turkish teams in September. Officials say the invitation
is still under consideration and that the president will decide
according to developments.

In the absence of a solution to problems with Armenia, Turkey has
taken steps to deepen regional cooperation on energy, transportation
and trade with Azerbaijan and Georgia. The planned Baku-Tbilisi-Kars
railway will link the three countries and revive the historical Silk
Road by connecting Central Asia and the Far East to Europe via Turkey.

Construction of the Georgian section of the railway, expected to begin
operation in 2011, began in November. Gul joined Georgian President
Mikhail Saakashvili and Azerbaijani President Ilham Aliyev at the
inauguration ceremony then. Some 1.5 million people and 6.5 million
tons of cargo are expected to be transported through the railway in
the first year following its launch. The project is estimated to cost
$450 million.

Gul: Sarksyan’s invitation being considered

President Abdullah Gul has said he is contemplating Armenian President
Serzh Sarksyan’s formal invitation to visit Yerevan for a soccer
match in September.

When Gul received Iranian Foreign Minister Manouchehr Mottaki in
Ankara on Thursday, journalists asked if he would go to Yerevan,
and Gul replied: "You will see when the time comes. The offer is
being considered." Armenia and Turkey will play against one another
in the Armenian capital on Sept. 6 in a qualifying match of the 2010
FIFA World Cup, which will be held in South Africa.

Sarksyan’s call to Turkey to launch "a fresh start" in relations
between the estranged neighbors has been met with a positive response
in the Turkish capital.

However, sources said Ankara’s response greatly depends on Yerevan’s
attitude regarding resolutions in other countries’ parliaments to
consider the killings of Armenians by Ottoman Turks during World War
I as "genocide." If Armenia continues to support such resolutions,
relations will remain strained, the same sources noted. İstanbul

A number of documents related to the filed of military cooperation
will be discussed and signed.

The sitting of the Defense Ministers of the Collective Security
Organization will also take place in the framework of the visit. The
issue of appointing the First Deputy Chief of the Joint Command of
the CSTO will be discussed.

The CIS Defense Minister will be received by the President of the

YEREVAN, May 21. /ARKA/. The Armenian banking system’s representation
and advertising expenses totaled 377.3mln AMD in the 1st quarter of
2008 – a 14.64% decrease as compared with the corresponding period
last year.

An analysis made by the ARKA News Agency on the basis of the banks’
financial reports showed that one bank’s representation and advertising
expenses averaged 17.2mln AMD in January-March 2008 against 21mln
AMD in the corresponding period last year. Thus, one bank’s monthly
advertising and representation expenses averaged 5.7mln AMD.

The ACBA Credit Agricole Bank recorded the largest representation and
advertising expenses – 57.2mln AMD or 15.15% of the banking system’s
total advertising and representation expenses. On the other hand,
the bank’s representation and advertising expenses proved to be 46.76%
less in January-March 2008 as compared with the corresponding period
last year.

The Unibank recorded the second largest representation and
advertising expenses – 52.5mln AMD (13.91% of the banking system’s
total advertising and representation expenses). The bank increased
its advertising and representation expenses by 4.825 as compared with
January-March 2007.

The Anelik Bank recorded the third largest representation and
advertising expenses – 40mln AMD (a 46.56% decrease as compared with
January-March 2007). The Areximbank and Armeconombank rank 4th and 5th
– 37.6mln AMD and 30.23mln AMD respectively. The first leading banks’
advertising and representation expenses constituted 57.67% of the total
advertising and representation expenses of Armenia’s banking system.

The BTA Investbank recorded the largest share of advertising expenses
in other operating expenses. It is followed by Areximbank (41.72%)
and Unibank (36.1%).

Despite a general decrease in advertising and representation expenses
recorded in Armenia’s banking system, many banks considerably increased
their expenses. Specifically, Armimpexbank increased its advertising
and representation expenses 5.29 times up to 2.5mln AMD, Inecobank
2.64 times up to 16.4mln AMD, BTA Investbank 2.52 times up to 16.9mln
AMD, Armeconombank 2.12 times up to 30.3mln AMD. In absolute terms,
Armeconombank recorded the largest increase in its advertising and
representation expenses – 16mln AMD, followed by Inecobank (a 10.2mln
AMD increase) and BTA Investbank (a 10.2mln AMD increase).

Eleven banks recorded decrease in their advertising and representation
expenses.

The advertising and representation expenses of the Byblos Bank
Armenia totaled 4.7mln AMD in January-March 2008 – 32.63% of the
amount recorded in the corresponding period last year.

Ardshininvestbank’s advertising and representation expenses totaled
9.5mln AMD (33.91%).

TURKEY’S parliament has approved a law permitting Christian and
Jewish foundations to reclaim property seized by the state.

The proposed law will allow religious minorities to redeem a portion
of the £75 billion in property seized by the state in the wake of
political disturbances following the 1974 Turkish invasion of Cyprus,
and meets some of the conditions set by the EU for Turkish membership
in the organization.

The law also will permit Muslim groups to receive financial support
>From overseas groups.

Nationalists denounced the vote as an affront to Turkish sovereignty,
while secularists fear the lifting of the ban on foreign money will
strengthen the growing Islamist movement in Turkey, with activists
now able to draw upon financial support from Saudi Arabia to further
their political ambitions.

The Feb 20 vote passed Parliament by a vote of 242-72 and is expected
to be signed into law by President Abdullah Gül, a political ally of
Prime Minister Recep Tayyip Erdogan and his Islamist-leaning AKP
party.

EU Enlargement Commissioner Olli Rehn applauded the move saying `the
adoption of the new law on foundations is a welcome step forward.’

`This is an important issue for Turkey, and one that all EU
institutions have regularly highlighted as important to ensure
fundamental rights and freedoms for all Turkish citizens,’ he said.

However, Rehn said, "It is implementation that will be the test of
Turkey’s progress in ensuring rights and freedoms."

A similar law was passed by Parliament in November 2006, but was
vetoed by the secularist president Ahmet Necdet Sezer.

An Istanbul think tank, the Turkish Economic and Social Studies
Foundation, (TESEV) noted Turkey’s entry into the EU would likely be
blocked if it did `not ensure the return or indemnification of the
seized assets of non-Muslim foundations.’

However TESEV’s analysis of the bill said it failed to address a host
of problems, including the issue of restitution, especially for a
number of properties that have been re-sold to a third party
following government expropriation. It also entrenches the legal
disabilities of non-Muslims under Turkish law, it concluded.

"The present text of the draft is not acceptable because it violates
the fundamental rights and liberties of non-Muslim citizens which are
guaranteed under the Turkish constitution, the European Convention on
Human Rights and the 1923 Treaty of Lausanne," TESEV stated.

The bill also calls for the government to consider the `the
international principle of reciprocity’ before returning Church
lands, a reference to Turkish demands that the Greek government
liberalize its treatment of its Turkish minority.

A spokesman for the Armenian Patriarchate said that Church was uneasy
with the proposed law. `We are ethnic Armenians, but we are Turkish
citizens, we are not foreigners. So, applying the principle of
reciprocity to us would amount to discrimination,’ he said.

In 1974, the Turkish Supreme Court of Appeals (Yargitay) ruled that
religious foundations cannot acquire property, unless this
possibility is specifically mentioned in the declarations they were
obliged to submit to the government in 1936.

Properties acquired by Christian Churches and Jewish organizations
after 1936, either through purchase or through donation, were
expropriated by the state. The European Court of Human Rights (ECHR)
in 2007 adjudicated a case brought by an Istanbul Greek Orthodox
school in 1996, whose property—acquired in 1952—had been
nationalized by the state.

The ECHR ruled Turkey’s treatment of its Christian and Jewish
minorities’ property rights Article 1 of Additional Protocol 1 of the
European Convention On Human Rights (protection of property), and
called upon Turkey either to return the property to its legitimate
owners or pay damages. The Turkish government has so far not complied
as it is not bound by rulings of the ECHR.

the National-Democratic Union (NDU) Vazgen Manukian addressed his
electors today, "the number of which is far higher than the official
data state".

Mediamax reports that the statement of Vazgen Manukian, in particular,
reads:

"The anti-national system, the bases of which were established in
1995, once again held elections with violations very familiar to us
(the volume and the possibility of proving which are being examined
by us). Today, the establishers of the given defective system have
announced an irreconcilable war to the people, who use the given
system, and many individuals, who honestly think that this is a
struggle for the future of the country, are also involved in that
war. I believe that the organizers of the given struggle aim at
obtaining the power at any price on the wave of hatred. This war will
benefit neither our state, nor our people".

NDU Leader urged the people, who strive to reach freedom and justice,
not to give up.

"Our struggle is yet ahead, and we are full of determination to change
the conscience of the society towards the real national and all-human
values. Only in that case it will become possible to build new Armenia,
based on national and democratic principles", the statement of Vazgen
Manukian reads.

According to the preliminary data of CEC, Vazgen Manukian gained 0.7%
of the electors’ votes in the presidential elections of February 19.

A year after the killing of Turkish-Armenian journalist Hrant Dink, the
BBC’s Sarah Rainsford in Istanbul finds that the Turkish nationalism he
challenged remains a potent force.
"Why was I chosen as a target?"

That is the now prophetic-sounding title of an article written by Hrant
Dink some time before his murder.
The Turkish-Armenian writer was referring to his trial and conviction
for "insulting Turkishness".

A year later Hrant Dink became a physical target, when he was shot and
killed in the street. A teenage nationalist, now on trial, has admitted
killing him.

To mark the first anniversary of his murder on 19 January, 19 Turkish
celebrities have recorded a selection of his articles onto tape.

They are now part of an audio exhibition in an Istanbul side-street,
where photos of Hrant Dink gaze down from all the walls.

"The best way to make people know about Hrant Dink is to let him talk
himself, with his articles," explains Sibil Cekmen.

She is one of a group of young Turkish Armenians who organised the
event.

"I think what’s most important is that we remember Hrant Dink not only
by crying every 19 January, but by remembering why he was killed and
what he was saying. By taking his legacy and carrying it to the
future," she says.

‘We’re all Hrant Dink’

It was Hrant Dink’s stance on the mass killing of Ottoman Armenians by
Turks in 1915 that led to his murder.

Armenia and more than 20 other countries say it was genocide; Turkey –
equally adamant – denies that.

Hrant Dink believed – and wrote – that Turkey must confront and examine
that chapter of its past for the sake of all its citizens, including
the Armenians.

To some Turks, that was intolerable.
Hrant Dink was shot from behind in broad daylight, just a few metres
from the office of his Turkish and Armenian language newspaper, Agos.

A teenage boy from northern Turkey is on trial for murder.

The writer’s killing provoked a mass protest in Istanbul.

Tens of thousands of Turks took to the streets. As the coffin passed
they shouted "We’re all Hrant Dink, we’re all Armenian!"

It was an unprecedented act of solidarity with Istanbul’s tiny Armenian
community.

Hrant Dink’s close friend, Karin, calls that a miracle in the current
nationalistic climate in Turkey.

But she does not feel that spirit has since spread.

"Let’s look. There are more trials; there was a song praising the
murder. There are all these attacks against Christian clergy. Do we
have anything to be positive about?" Karin asks.

"It was one of the darkest years, but what can we do? We have to go on.
But I have no reason to be hopeful."

Like many, Karin believes Hrant Dink was singled out for murder after
his trial for "insulting Turkishness", under the now notorious Article
301 of the penal code.

"It was the beginning of the end," she says. "It was a sign – this man
is a target, do what you want. That was the message, and the message
was understood."

Scars of history

Under pressure from the EU to guarantee free speech, the government has
pledged repeatedly to amend the law.

So far it is just talk.

Article 301 was used against at least 55 more people in 2007, according
to a new report from the organisation Bianet, which monitors press
freedoms.
"In Turkey everyone knows they can talk about sensitive issues, but
they also know they will probably end up in court," says Bianet editor
Erol Onderoglu. "It’s a high price to pay."

"We want just to speak and write freely. If people like Hrant Dink want
to say what happened in 1915 was genocide, then it’s not necessary to
stop the debate with a stupid article of law," he adds.

But Hrant Dink has not been silenced.

At the exhibition where his articles are displayed this week there is a
notebook in one corner.

Inside, visitors have written him messages.

An Armenian man describes how he was taught to keep quiet about the
events of 1915.

"Now I am clear in my thoughts, but I can’t voice them," he writes.
"When will I be able to speak out?"

And a couple of pages on, there is a message from a Turk.

It is addressed to "Brother Hrant".

"They can kill you, but they cannot kill your ideas – your thoughts,"
Onur writes. "They can’t stop those of us who agree with you expressing
your views, unless they kill each and every one of us.

"We miss you. Sleep in peace."

Last week marked a new high for the world of Russian fashion as well
known designers and models flocked to the capital for the tenth annual
Russian Fashion Week. For one week – October 14-21 – more than 50
domestic and foreign designers wowed the fashion-savvy crowds with
their new collections.

The assorted events took place at locations around Moscow, which
marked a new innovation for Russian Fashion Week. The Smirnov mansion
on Tverskoy Boulevard, the "Arma" factory Art Angar, the musical
theater of Stanislavsky and Nemi­rovich-Danchenko, the State Central
Museum of Contemporary History of Russia, and TSUM were all grouped
into the so-called "Fashion Ring of Moscow." Traffic around these
points proved heavy, but fashion watchers from the media and industry
were transported with little hassle via shuttle buses between the
various shows.

Just five brief years ago, few people associated fashion with Russia.

But this year’s anniversary proved that it does exist, and moreover,
it is flourishing. Industry statistics show that a whopping seven
percent of annual turnover in the fashion industry is based on profits
from Russia.

The opening of the week kicked off in the Musical Theater, where MAX
Chernitsov’s collection was given its turn down the catwalk. His hot
new collection was devoted to fire and firemen.

The second day began with the work of Armenian designers, Arevik
Simonyan and NUR. The former presented a light summer collection,
full of femininity and the fresh mood of spring. During the show,
a dark-skinned boy beat out traditional Armenian tunes on a drum. The
"Armenian line" was very visible in the collection: a wide assortment
of light and pastel colors, nicely offset with deep, vivid hues. Many
of the details – bright crystals and colorful, chunky jewels –
immediately brought to mind the wonderful land of Armenia.

Next up, talented artist NUR presented his stunning jewellry
collection, which complimented outrageous costumes consisting of
cosmic evening dresses and immense hats. The show was bewitching,
and feastured a girl who resembled singer Plava Laguna from The Fifth
Element movie. The singer, who was accompanied by other models on
stage, possessed a profound and sweet voice.

There were quite a large number of shows that presented beautiful
collections brimming with the spirit of youth. They include one by
Teplov, "shine – by Julia Dalakian," and "romanticism," in which
Catherine Malandrino tried to capture the spirit of Paris.

On Saturday in the Smirnov’s mansion on Tverskoy Boulevard there was
Veronika Jeanvie and Paco Rabannne’s show. This place itself was a
setting full of aristocratic magnificence. Within the walls of this
noble house in the center of Moscow, decorated in various architectural
styles, perfect and truly beautiful dresses were presented. Moving
from hall to hall was a really good and fresh idea – there was a
‘circle’ around the house that models followed presenting dresses to
the audience.

Then the fashion parade changed its location and Nicky Hilton’s
collection "Nicholai" was presented in the Art Angar. On the stage, her
collection offered light chic. Her models were dressed in comfortable
clothes, which seemed to exactly represent her own position – she is
a young, talented and stylish woman.

It featured wonderful music, and ended with Nicky modestly
waving a hand to the audience – that was a really nice gesture,
not over-the-top, and left an airy and stylish impression of her
appearance in Moscow.

Many of the designers presented wonderful accessories – big bags with
shining gloss surfaces. That appears to be a new trend, because this
gloss was seen on other accessories like shoes and jewels.

On Sunday, there was a great after-party at the popular club
"Diagilev," which was an official sponsor of the week’s event.

The fashion parade and fashion circulation organized in Moscow
during these October days brought together lots of famous people,
representatives of the Russian beau monde. They attended fashion week
either in search for publicity, or out of curiosity to understand
new fashion trends in the upcoming season.

All in all, the week’s event proved once again that Moscow remains
an important stop on the international fashion circuit.

statement himself in Yerevan to a press conference August 2. He assured
the sell of stocks is in no way connected with far-fetched financial
difficulties. "I sell stock not because I need money, I have them,
but because I need guarantees that the train-ferry will function long
time. Sooner or later the railways through Abkhazia and Azerbaijan
will be opened and I need to be sure that even in case of reopening
the railway communication between Russia and Armenia the train-ferry
will function," Hakim Matchanov underlined expressing assurance that
in 2-3 years Yerevan and Baku will establish relationship. At the same

In its part the Armenian forwarder of cargo transportation said it
cannot purchase stocks of SMAT because of financial situation, since

can obtain the train-ferry, since it is profitable from the economic
point of view. But because of their uncertainty in tomorrow they do
