Agshin Mehdiyev Azerbaijan has never opposed the right of nations for
self-determination, Azerbaijan’s representative in UN Agshin Mehdiyev.

The UN permanent representative office in Azerbaijan has voiced
attitude towards the resolution on the rights of nations for
self-determination adopted at the 64th session of the UN General
Assembly.

Azerbaijan and Armenia are the co-authors of the resolution along with
50 other states. Azerbaijan’s representative in UN Agshin Mehdiyev
said the resolutions on this topic are adopted every year:

"This has become a tradition. We have always been the co-authors
of this resolution because Azerbaijan has never spoken against the
rights of nations for self-determination.

The Armenian Foreign Ministry has launched an artificial agitation
campaign in connection with the document adopted in UN. The
resolution confirms the general application of the right of nations
for self-determination and calls on the countries to pay attention to
the violation of this right. Official Yerevan considers the adopted
resolution an achievement in the Karabakh conflict settlement.

Yet the document of the UN General Assembly does not say anything
about the use of rights of nations for self-determination in definite
conflicts. Mehdiyev considers that the resolution lacks any moments
that are rejoicing official Yerevan.

"Azerbaijan has never opposed the right of nations for
self-determination. We have always said that this right bears
no attitude to Karabakh Armenians, as Armenians have already
self-determined. There is a sovereign state of Armenia and that’s all.

How many times can one and the same nation self-determine? Armenian
authorities are holding a false agitation campaign. In fact, this
resolution has nothing to do with Nagorno Karabakh".

Official Baku has repeatedly voiced its position on the principle of
self-determination. In particular, it was said that this principle
cannot be basic in the Karabakh conflict settlement. Official Baku
considers that this right does not mean that self-determination can
be used with damage to the territorial integrity of Azerbaijan.

Azerbaijan takes a firm stance on this issue and the conflict can
be settled only within the framework of the territorial integrity
of Azerbaijan.

/PanARMENIAN.Net/ New "British-Nagorno Karabakh All-Party Parliamentary
Group" was launched in Committee Room 2 of the House of Lords,
British Parliament.

The instigator is Viscount John Desmond Waverley, a former member of
the British-Armenian All-Party Parliamentary Group, who is engaged now
in creating a Parliamentary Group for a country to which he cannot
gain entrance but was able to visit in 1996 only when he posed as
a dedicated member of the British-Armenian All-Party Parliamentary
Group and was welcomed by the Karabakh Authorities , upon the Armenian
Group`s recommendation .

In the British Parliament, hundreds of Parliamentary Groups are
founded by Parliamentarians who declare their interest in the
most varied issues. By initiating the British-Nagorno Karabakh
All-Party Parliamentary Group , Lord Waverley and Baroness Symons
have acknowledged the existence of the Republic of Nagorno-Karabakh ,
obviously aware of the fact that during a Referendum in 1991 the people
of Nagorno-Karabakh declared their independence and have , since then,
held five presidential and four parliamentary elections confirmed
by International Observers to be in compliance with International
Electoral Standards and with utmost transparency.

It is of grave concern to the Armenian Group that Baroness Symons and
Lord Waverley have contacted neither the Elected Representatives of
Nagorno Karabakh, nor the Armenian Embassy in UK nor the Committee
Members of the Armenian Parliamentary Group to receive accurate
information about the situation in that country. By not including
the Karabakh Authorities participation, all their future statements
will lack accuracy and will create a unique precedent in the annals
of the British Parliament: initiating a Parliamentary Group without
its subject being involved in the process!

Lord Waverley and Baroness Symons must bear full responsibility
and face the consequences of the great danger that any inadequately
informed statement by their Group might harm, delay or jeopardize the
current process of peaceful settlement advocated by the International
Organizations who are engaged in the possible resolution of this
very complex conflict. Organizations to which Britain is an active
and concerned Member.

The Armenian Group would welcome the cooperation of this newly
formed Group with its Members, with the Members of the Parliament of
Nagorno-Karabakh and the Diplomatic Corps of the Armenian Embassy
and would encourage active correspondence, exchange of policy
and information by facilitating a visit to Karabakh of British
Parliamentarians (including Members of the Karabakh Group), where
they will be able to obtain the true understanding of that country,
its culture, history and aspirations.

The girls of Hollyscoop Diana Madison , Nora Gasparian and Ani
Esmailian will host the 2009 ARPA International Film Festival closting
gala at the Egyption Theatre this Sunday October 25, 2009.

More than 20 nations including Armenia, Venezuela, Turkey, Brazil,
France, Peru, Canada, Mexico, Malawi, Israel, Spain, China, Bhutan,
India, and Iran are represented among the feature films, shorts,
documentaries, music videos and animations that will screen during the
festival. `Our programming department tracked the global film market
for the last year and singled out the exemplary films relating to
Arpa’s mission ` to present the works of filmmakers exploring such
issues as war, exile, genocide, and environmentalism,’ says Arpa

This year’s recipient of Arpa International Film Festival’s Armin T.

The Observatory for the Protection of Human Rights Defenders, a joint
program of the World Organisation Against Torture (OMCT) and the
International Federation of Human Rights (FIDH), along with the Civil
Society Institute, the Helsinki Citizens’ Assembly Vanadzor Office,
the Helsinki Committee of Armenia, the Collaboration for Democracy
Centre, Transparency International the Anti-Corruption Centre and the
Foundation Against Violation of Law, express their deep concern about
the ill-treatments against human rights defender Arshaluys Hakobyan
while arbitrarily detained since June 5, 2009.

On May 31, 2009, Mr. Arshaluys Hakobyan a member of the Armenian
Helsinki Association and press photographer of the official website
of the organisation (), had monitored the elections for
the Mayor of Yerevan together with a group of observers. In their
capacities as observers representing the Helsinki Association,
Mr. Hakobyan and the group visited polling station N° 8/23 in
Malatia-Sebastia district, Yerevan.

The members and head of the electoral commission blocked their way
preventing them from carrying out the monitoring process. The group
was eventually taken outside the polling station and the doors were
locked. The observers were subsequently threatened with corporal
punishment.

Following the aforementioned incidents, Mr. Hakobyan filed a complaint
with the Special Investigation Department. On June 5, 2009, he was
summoned by the Investigation Department to give testimonies.

Nevertheless, he refused going there and stated that he would only
go to the Investigation Department provided they would hand over an
official summons. Later on, two police officers went to Mr. Hakobyan’s
with a "summons", which nevertheless contained no information about
the criminal case or the reason as to why he was being summoned.

Mr. Hakobyan refused to sign the paper alleging it was not
valid. However, after pressuring him, the police officers eventually
forced him to sign. Mr. Hakobyan, who was not wearing his contact
lenses at that time, signed in the wrong place, which made the
police officers angry. In spite of asking the police officers to
leave, the officers asked for police reinforcement, and took him
to the Police Department of Kentron District, in Yerevan, where he
underwent beatings and other ill-treatments and was denied access
to a lawyer. He was handcuffed and then taken to the Investigation
Department of Kentron District. He was subsequently charged with
"violence against a Government representative", under Article 316
part 1 of the Armenian Criminal Code.

Following questioning, he was taken to a pre-detention cell. As of
issuing this press release, Mr. Hakobyan remains detained in the
Nubarashen penitentiary institution.

On June 6, 2009, the Court of First Instance for Kentron and
Nork-Marash districts confirmed Mr. Hakobyan’s arrest as a
preventive punishment. The date of his trial is still not known as
the investigation is ongoing.

Mr. Hakobyan currently is allowed to have contacts with his family
and was granted access to a lawyer. On June 11, 2009, members of the
"prison monitoring group", composed of various representatives of
civil society, visited Mr. Hakobyan in the Nubarashen penitentiary
institution, and reported numerous injuries on different parts of
his body (legs, hands, back and head). Such injuries were reportedly
registered in a medical folder upon his arrival in this penitentiary
institution.

Our organisations express their deep concern about Mr. Arshaluys
Hakobyan’s arbitrary arrest and firmly condemn the above-mentioned acts
of ill-treatment against him, which seem to merely aim at sanctioning
his human rights activities, and call upon the Armenian authorities
to guarantee in all circumstances his physical and psychological
integrity, in conformity with the 1998 United Nations Declaration
on Human Rights Defenders, with the Declaration of the Committee of
Ministers on Council of Europe action to improve the protection of
human rights defenders and promote their activities, and with the
2007 Resolution of the OSCE Parliamentary Assembly on Strengthening
OSCE Engagement with Human Rights Defenders and National Human Rights
Institutions.

Our organisations further urge the Armenian authorities to
release Mr. Hakobyan immediately and unconditionally, to order a
thorough, immediate, effective and impartial investigation into the
above-mentioned facts, the result of which must be made public,
in order to identify all those responsible, bring them before a
competent, independent and impartial tribunal and apply to them the
sanctions provided by the law and, more generally, to put an end to
all acts of harassment against all human rights defenders in Armenia.

Our organisations also call upon the Commissioner for Human Rights
of the CoE to act in accordance with operative paragraph 4 of
the CoE Declaration on Human Rights Defenders with regards to this
situation. We further urge the European Commission Delegation as well
as European Union (EU) Member-States embassies in Armenia to call upon
Armenian authorities to comply with the relevant international norms
and standards and take action on the above-mentioned human rights
violations, in line with the EU Guidelines on Human Rights Defenders.

Tariffs of up to 60% on imports of Chinese candles by EU states is
cited as an anti-free trade measure by the World Bank

Europe has been accused of going back on world leaders’ pledge to
avoid exacerbating the recession by throwing up new barriers against
international trade, just a month after the London G20 summit.

Brussels will slap tariffs of up to 60% on imports of cut-price Chinese
candles this month, in one of four measures ­identified by the World
Bank president, Robert ­Zoellick, on a blacklist of anti-free trade
decisions taken since the summit.

Haunted by the example of the 1930s, when leading powers became
locked in a tit-for-tat protectionist battle that is widely blamed
for precipitating the Great ­Depression, world leaders at the G20 in
London promised to "refrain from ­raising new barriers to investment
or to free trade in goods and services" and "rectify promptly any
such measures". But the World Bank believes Europe is among several
G20 members, ­including the US, Russia and India, which have taken
trade-restricting steps since then.

Britain’s retailers are furious about the import tax on candles,
which will cost up to 60% of the value of the products. They say the
measure protects German and Polish candle-makers – and estimate that
the sanction, which will stay in place for five years, will cost
retailers up to £10m.

"What’s extraordinary is that they sign these things at the G20, and
a week later they sign off on duties on candles," said the British
Retail Consortium’s Brussels spokesman, Alasdair Gray.

The EU has also imposed temporary "anti-dumping" taxes, which are
meant to protect against cut-price subsidised imports, on three other
products: Chinese wire, iron and steel pipes, and aluminium foil from
Armenia, Brazil and China.

Gray said he feared the European commission’s commitment to free
trade had been diluted since Lord Mandelson gave up his position as EU
trade commissioner to return to Westminster and join Gordon Brown’s
cabinet, bringing a number of senior members of staff with him. "The
trade commission needs to hear both sides of the argument," he said.

However, Lutz Gullner, spokesman for Mandelson’s successor, Baroness
Ashton, insisted that the anti-dumping measures were actually a
defence of free trade. He said: "Any allegation that we are turning
towards protectionism is without any grounds."

Gary Campkin, international spokesman for the CBI employers group,
said firms had become increasingly worried about creeping protectionism
around the world. "We hosted the G20 business summit and the message
from all the businesses was that we are concerned about protectionism,"
he said. A new international trade agreement has been stalled for
almost a year, since tal ks in the long-­running Doha round of
World Trade Organisation negotiations broke down acrimoniously last
summer. Leaders at the G20 expressed enthusiasm for resuscitating
the talks, but so far there has been little movement among trade
negotiators at the WTO’s headquarters in Geneva.
