Iran to grant permission to open Consulate General in Armenia’s Kapan

During a session chaired by the President of Iran, the Council of Ministers agreed to permit China to open a Consulate General in the southern city of Bender Abbas, Mehr reports.

The Council of Ministers or the Cabinet of Ministers has approved the plan proposed by the Iranian Ministry of Foreign Affairs, in accordance with the Vienna Convention on Consular Relations.

In addition, in accordance with Principle 138 of the Constitution and relevant laws and rules and regulations, the Council of Ministers of Iran has agreed on the proposal of the Iranian Ministry of Foreign Affairs to grant permission to open a Consulate General in the city of Kapan of Armenia.

The National Defense Authorization Act (NDAA) signed by U.S. President Joe Biden into law includes important provisions aimed at holding Azerbaijan and Turkey accountable for the war crimes in Artsakh, Rep. Frank Pallone said in a tweet on Wednesday.

“The NDAA that President Biden signed yesterday includes important provisions aimed at holding Azerbaijan & Turkey accountable for the war crimes they committed in Artsakh,” he wrote.

“I will push to ensure the required reports are accurate in documenting these crimes,” Pallone said.

Cavusoglu: Turkey’s goal is to implement ‘Zangezur project’

The Turkish foreign minister once again touched upon the topic of normalizing relations with Armenia.

Mevlut Cavusoglu recalled that both Armenia and Turkey have already appointed envoys in this regard, and that they will meet in the nearest future, according to Hurriyet daily of Turkey.

Cavusoglu stressed that Turkey’s goal is to implement the railways and motorways, especially the “Zangezur project,” connecting the countries in the region.

“Turkey will do its best to implement these projects,” said Cavusoglu, adding, however, that Turkey will coordinate with Azerbaijan all its steps in connection with Armenia.

The first serious signal regarding the normalization of Turkey-Armenia relations came at the dinner given by President Recep Tayyip Erdoğan for foreign mission chiefs on Aug. 25, 2021, on the 950th anniversary of the Manzikert victory. In the meeting, Erdoğan stated that Turkey has taken many steps to resolve the tensions through both words and actions peacefully. He said that with the end of the Armenian occupation on Azerbaijani lands, a new window of opportunity was opened for permanent peace in the region, and Turkey would do what is necessary if Armenia considers normalization. Two days later, Armenian Prime Minister Nikol Pashinian said at a government meeting that Yerevan would respond to positive signals from Ankara with positive signals. In the new government program announced by Pashinian, the lack of diplomatic relations between Armenia and Turkey and the closed borders were highlighted as negative factors in terms of regional stability and peace.

In the following period, positive statements were made again and again. Recently, Foreign Minister Mevlüt Çavuşoğlu said that special representatives will be mutually appointed by both countries, while Armenian Foreign Ministry spokesperson Vahan Hunanyan stated that Armenia is ready for the process of normalizing relations with Turkey without preconditions.

Yes, the main reason for the tension between the two countries is obvious: Armenia always keeps the 1915 claims on the agenda and still demands land from Turkey in its constitution. Just imagine, Yerevan uses Mount Ararat, located within the borders of Turkey, in its official coat of arms.

Armenia’s populist-nationalist rhetoric, which is used to cover up the country’s real problems, also deepens the deadlock. And no Turkish government can tolerate such abusive approaches. Turkey cannot be expected to entertain the territorial claim or the term “genocide” regarding the 1915 events. Let’s be realistic, Ankara’s basic dynamics would never allow this.

Nevertheless, Erdoğan, who also displayed today’s goodwill in 2008-2009, is a leader who takes many political risks to unravel the deadlock. For example, on April 24, 2015, (the 100th anniversary of the 1915 events), Erdoğan sent then-EU Minister and Chief Negotiator Volkan Bozkır to the ceremony held at the Armenian Mother Mary Church in Istanbul, hosted by the Istanbul Armenian Patriarchate, to convey a sincere written message. Bozkır was also the first Turkish minister to attend such a ceremony. It was undoubtedly a revolution!

If the politicians in Armenia care even a little about their own rights, Erdoğan will not miss the opportunity to help. So far, Armenia’s official genocide discourse based on direct hostility toward Turkey has only served to make the country a pawn in the hands of imperial states seeking regional benefits. That discourse, meanwhile, also brings in money and status for the diaspora. It’s sad but true that the very approach has done nothing but harm to the poor people of Armenia – with the lucky ones having moved to Turkey to earn a living.

If the current Armenian administration dares to improve basic conditions, such as opening all transport routes for regional cooperation, it will go down in history. It can transform the entire Caucasus into a region of peace, stability and prosperity by strengthening cooperation between the countries of the region, including Armenia. In fact, this rationality accelerates the process of eradicating the traces of the national collapse created by the military and political defeat in Shusha.

Use or threat of force to resolve border disputes unacceptable – OSCE Minsk Group

The OSCE Minsk Group co-chair countries released a joint statement on Tuesday, expressing support for the resumption of direct dialogue between Armenia and Azerbaijan under the auspices of the Minsk Group mediators. The full text of the statement is provided below.

“U.S. Secretary of State Antony Blinken, Minister of Foreign Affairs of the Russian Federation Sergey Lavrov, and French Minister for Europe and Foreign Affairs Jean-Yves Le Drian, representing the OSCE Minsk Group Co-Chair countries, express support for the resumption of direct dialogue between Armenia and Azerbaijan under the auspices of the Minsk Group Co-Chairs.  The Co-Chair countries call on the sides to continue the dialogue between the foreign ministers of Armenia and Azerbaijan begun at meetings held in New York in September and Paris in November, as well as to continue contacts at the leadership level to promote a lasting and sustainable peace in the region.  

The Co-Chair countries call on Armenia and Azerbaijan to refrain from inflammatory rhetoric and provocative actions and to implement in full the commitments they undertook on 9 November 2020 and reconfirmed on 26 November 2021 in statements made by the President of the Republic of Azerbaijan, Prime Minister of the Republic of Armenia, and President of the Russian Federation and other jointly agreed ceasefire arrangements.  The Co-Chair countries call on Armenia and Azerbaijan to continue their engagement under Co-Chair auspices to make concrete progress on humanitarian issues — including, inter alia, detainees, demining, missing persons, voluntary return of displaced persons, and the protection of historic and cultural sites, and to work constructively to resolve other outstanding issues, such as border delimitation and demarcation and the restoration of economic and transportation links.  The Co-Chair countries also note with concern recent incidents on the non-demarcated Armenia-Azerbaijan border and reaffirm that the use or threat of force to resolve border disputes is unacceptable.  The Co-Chair countries also remind Armenia and Azerbaijan of their obligation to comply with the requirements of international humanitarian law and urge the sides to lift immediately all restrictions on international humanitarian organizations accessing conflict-affected areas and populations. 

The Co-Chair countries encourage the sides to welcome the Co-Chairs to the region as soon as possible to allow them to assess the situation on the ground first-hand, to make tangible progress in implementing humanitarian initiatives discussed at the meetings noted above, and to reach agreement on an agenda for future engagements.  They also reiterate their strong support for the continuing work of the Personal Representative of the OSCE Chair in Office (PRCiO) in the region and encourage the sides to cooperate fully with his efforts.  

The Co-Chair countries of the OSCE Minsk Group reaffirm their commitment to working with the sides to find comprehensive solutions to all remaining issues related to or resulting from the Nagorno-Karabakh conflict in accordance with their mandate in order to promote a secure, stable, prosperous and peaceful future for the South Caucasus region.”

Azerbaijani forces open fire at Armenian combat positions – MoD

Late in the evening of December 8, units of the Azerbaijani Armed Forces opened fire from different caliber firearms in the direction of the Armenian combat positions located in the eastern part of the Armenian-Azerbaijani line of contact, the Armenian Ministry of Foreign Affairs reports.

The enemy’s fire was silenced by retaliatory actions. No casualties are reported from the Armenian side.

The Ministry of Defense of the Republic of Armenia calls on the Ministry of Defense of Azerbaijan to refrain from provocative actions aimed at aggravating the situation.

Armenia has new Minister of Environment

The respective decree has been signed by the President of the Republic.

Prior to the appointment Simidyan was serving as chief advisor to the Prime Minister.

The Azerbaijani authorities have nothing to do here, State Minister of Artsakh Artak Beglaryan said in a press conference at ARMENPRESS media hall, commenting on the announcements of Azerbaijan over the individuals who visited Artsakh.

“That’s totally unacceptable for us. Anyone, especially an Armenian, can and should visit Artsakh only in agreement with our Government. The Azerbaijani leadership has nothing to do here. Any Armenian official is free to visit Artsakh. I cannot say what démarches Azerbaijan is carrying out in return, but it is obvious that they are very nervous. If Azerbaijan wants to resolve the conflict, I think it must avoid these convulsions, it must accept that we have our rights, our own homeland”, Beglaryan said.
