Azerbaijani press: Azerbaijani MP to participate in events in Israel dedicated to Khojaly genocide

Azerbaijani MP Sevil Mikayilova will leave for Israel on February 19 to participate in events dedicated to the Khojaly genocide, the Azerbaijani parliament told Trend.

The members of the Israeli Knesset and the public representatives will take part in the events organized by the AzIz Israel-Azerbaijan International Association within the “Justice for Khojaly” campaign.

During the events, the memory of the victims of the Khojaly genocide will be revered, the information on this genocide committed by the Armenian Armed Forces against the Azerbaijani civilians will be provided and the documents testifying the tragedy will be presented.

The MP intends to meet with members of the Azerbaijan-Israel inter-parliamentary group of friendship in the Israeli parliament during the visit.

The visit will end on February 23.

18 years have passed since Gurgen Margaryan’s brutal murder

Armenian army officer Gurgen Margaryan was brutally murdered in Hungary on this day 18 years ago.

On 19 February 2004, 26-year-old Lieutenant Gurgen Margaryan was hacked to death while asleep by Ramil Safarov, a lieutenant of the Azerbaijani army. Both were participants of an English language training course within the framework of the NATO-sponsored “Partnership for Peace” program held in Budapest, Hungary.

This is how Gurgen’s Hungarian roommate, Kuti Balash, remembers the evening before the murder: “Gurgen and I were sharing a room at the dormitory. The evening before the murder I was watching a football match between Armenia and Hungary, while Gurgen was sitting at the desk preparing his homework. He just came back from the gym.” Staying with them on the same floor were participants of different nationalities, including Ramil Safarov and another Azerbaijani officer. Balash mentions that there were no conflicts among any members of the group. The subject of international conflicts was discussed only once, during the first day of getting acquainted, but nobody spoke of it afterwards.

On the evening of February 18, Balash had tea and went to bed, as he had fever, while Gurgen Margaryan kept on studying. Around 9:30 p.m. Margaryan went to visit another program participant from Armenia, Hayk Makuchyan, who was staying in another room.

Balash does not remember when Gurgen came back, but early in the morning he felt that someone turned on the light. He thought it was Gurgen returning to the room, but after hearing some muffled sounds, he turned his head away from the wall and saw the Azerbaijani officer standing by Gurgen’s bed, with a long axe in his hands.

“By that time I understood that something terrible had happened for there was blood all around. I started to shout at the Azerbaijani urging him to stop it. He said that had no problems with me and would not touch me, stabbed Gurgen a couple of more times and left. The _expression_ of his face was as if he was glad he had finished something important. Greatly shocked, I ran out of the room to find help, and Ramil went in another direction.”

What happened next testifies that the murder had been planned in advance. It was not a crime of a personal motivations between Gurgen and Ramil. Immediately after murdering Lieutenant Margaryan, Ramil Safarov went to the room of the second Armenian officer, to finish with him as well.

That morning, after committing his first murder, Ramil went to Makuchyan’s room with an intention to kill him. In the corridor, meeting a classmate from Uzbekistan who came out of the room after hearing suspicious noise, Ramil offered him to come and assist him in killing the second Armenian. The Uzbek tried to calm the murderer down but did not manage to stop him.

Afterwards everyone confessed that they were frightened to approach Ramil with a blood-stained axe closer than at three meters. Approaching Makuchyan’s room, Ramil tried to open it by shaking its handle. As Makuchyan confessed, he usually had a habit of locking doors, unlike Gurgen, but that night he forgot to do it, and the door was locked by his Lithuanian roommate.

Being unable to open the door, Ramil started to shout out Makuchyan’s name in a threatening voice. Half asleep, Hayk went towards the door to open it, but his Lithuanian roommate managed to save him for the second time. He stopped Hayk from opening the door, as he thought that there was a real threat in Safarov’s voice and that he might be armed. To make sure, he phoned to another Lithuanian who lived at the same corridor asking him to check whether Safarov was armed and what was going on at all. Meanwhile, Safarov went to look for Hayk in the room of the Serbian and the Ukrainian roommates, showing them the blood-stained axe and stating that he thirsted for nobody’s blood but Armenian. Hayk Makuchyan was told afterwards, that Ramil ran to the room of another Azerbaijani officer, told him something in Azerbaijani, and then ran and stabbed the door of Makuchyan’s room three times with an axe. By that time the second Lithuanian and the police approached.

Safarov was sentenced to life in prison in Hungary for the brutal murder. In August 2012, he was extradited to Azerbaijan to allegedly serve out his sentence. Safarov was given a hero’s welcome in the country and was pardoned by Azerbaijani President Ilham Aliyev.

4 of 8 repatriated POWs are from Shirak, says Governor

YEREVAN, FEBRUARY 7, ARMENPRESS. 4 of the 8 Armenian prisoners of war who returned home are from Shirak province, the Governor of Shirak Nazeli Baghdasaryan said in a statement.

They will undergo medical examination shortly, she added.

“Four of the repatriated POWs are from Shirak Province: Tarzyan Sargis, Galoyan Gurgen, Kyureghyan Grigor, Maloyan Vagharshak,” Baghdasaryan said. She said she will soon contact their families. 

The Governor thanked the President of France Emmanuel Macron and the President of the European Council Charles Michel, as well as Armenian governmental agencies and international partners for the support in repatriating the POWs.

Zakharova has no information yet about the construction of an alternative road to the Lachin corridor

Official representative of the Russian Foreign Ministry Maria Zakharova has no information yet on the construction of an alternative road to the Lachin corridor, ARMENPRESS reports Zakharova said in a briefing, referring to the remark that a photo of a construction of a bridge has appeared in the Azerbaijani media, which, according to the reports, will become part of the alternative road to Lachin corridor. Zakharova was asked if the allegations that the construction was initiated by the Russian side are true.

“I do not have any information on this issue at the moment. I saw the message, we will keep that topic in focus. When there is information, I will share it. But at the moment they do not exist,” Zakharova said.

The trilateral declaration on November 9, 2020, stated that by the agreement of the parties, a project for the construction of a new route along the Lachin corridor would be decided within the next three years, which will provide a link between Nagorno Karabakh and Armenia.




Turkish press: New US ambassador presents credentials to President Erdoğan

The United States’ new ambassador to Turkey, Jeffrey Lane Flake, presented his credentials to President Recep Tayyip Erdoğan on Jan. 26.

Flake, a former Republican senator, arrived in Turkey on Jan. 7 , replacing David Satterfield, who will serve as the U.S. special envoy to the Horn of Africa.

Flake, a long-term Republican politician from Arizona, had been critical of former President Donald Trump and was rewarded by Democrat Joe Biden who took office at the White House after the November 2020 elections.

Flake’s nomination was approved at the Senate in October. He took his oath at a ceremony in early December with the participation of Vice President Kamala Harris. “I am happy to be here. I thank you very much for this nice reception,” Flake told reporters on Jan. 7.

In the meantime, Satterfield has been appointed as the U.S.’s new special envoy to the Horn of Africa, replacing Jeffrey Feltman.

Satterfield, one of the most experienced career diplomats, was serving in Ankara since August 2019.

“Ambassador Satterfield’s decades of diplomatic experience and work amidst some of the world’s most challenging conflicts will be instrumental in our continued effort to promote a peaceful and prosperous Horn of Africa and to advance U.S. interests in this strategic region,” U.S. Secretary of State Antony Blinken said in a message on Jan. 6.

Covid-19 regulations in Armenia

New coronavirus induced restrictions came into force in Armenia. From now on, it will be possible to enter restaurants, gyms, libraries, museums and theaters, and participate in any entertainment events only by presenting a QR code confirming vaccination or a negative PCR test.

At the same time, information security experts have warned that when scanning codes, personal data of people is displayed, which is not necessary to combat coronavirus. On January 26, the Ministry of Health urgently closed access to some of the information.

At the same time, the number of infected people is growing again in the country, and doctors explain it by the spread of the Omicron strain. However, low mortality rates are observed, and this is attributed to the fact that the percentage of vaccinated people has increased dramatically in Armenia.

The number of infections has already risen sharply over the past week, but Health Minister Anahit Avanesyan said the numbers will continue to rise in the coming days.

Over the past day, 1,931 new cases of coronavirus infection have been registered in Armenia, almost 600 more than the day before. One patient is reported to have died. In recent days, despite the increase in the number of infections, the death rate has dropped significantly – down to zero. The Ministry of Health explains this with the right tactics to combat the spread of the virus and the successful pace of vaccination.

According to the latest data published on the website of the Ministry of Health, as of January 23, 999,891 people received the first dose of the vaccine, 819,841 received the second dose, and 5,650 received a booster. The message does not indicate the percentage of citizens who have already been vaccinated.

Prime Minister Nikol Pashinyan has also received both doses of the vaccine. On January 26, it was reported that he had contracted the coronavirus, but was suffering from the disease without symptoms and would continue to perform his duties remotely.

Since January 22, new restrictions were introduced in Armenia to prevent the spread of coronavirus. The entrance of unvaccinated citizens to public places, concert halls, hotels is limited. At the entrance, it will be necessary to present a QR code about vaccination or a negative test result, carried out no earlier than 72 hours prior.

The restrictions do not apply to those under the age of 18 who present a certificate of contraindication to vaccination, pregnant women and those who have already recovered from coronavirus.

The vaccination QR code is available to all vaccinated people through the mobile application of the Armed electronic system.

Before January 25, when scanning the code, not only information about the receipt of the vaccine and the tests performed had been displayed, but also other personal data. Information security experts warned that this could lead to the leakage of personal data that has nothing to do with medical care.

In particular, media expert Samvel Martirosyan, on his Facebook page, expressed the opinion that this situation with checking codes will in no way affect the reduction in the spread of coronavirus, but will negatively affect the atmosphere in society. He stressed that measures must be taken to prevent the leakage of people’s personal data.

“If my QR code is scanned in every cafe, they will be able to see my first name, middle name, last name, date of birth and passport number. […] Who decided that my passport number is public information?”, Martirosyan wrote.

He ironically suggested adding other data as well – home address, phone numbers and social cards. As a result, the Ministry of Health listened to the opinions of experts.

It was urgently decided to remove some of the displayed data. Now the date of birth and the number of the identity document are not fully displayed when scanning the code.

Armenia ex-President Kocharyan: I am full of hope that the army will ultimately straighten its back again

Second President Robert Kocharyan on Friday issued a congratulatory message on the 30th anniversary of the Armenian Armed Forces. The message states as follows:

“Dear compatriots,

Congratulations on the occasion of Armenian Army Day. We mark this day in the direst conditions for the army. It is not difficult to understand the feelings of the people who have had a contribution to the fate of our army created during the first Artsakh [(Nagorno-Karabakh)] war [in the early 1990s] and developed step by step.

The [Armenian] army—the once guarantor of peace in the region, the guarantor of Artsakh’s security—itself needs protection today. I am full of hope that the army will ultimately straighten its back again and become the complete guarantor of our people’s security.”

Armenia reports 2556 COVID-19 cases in one day

YEREVAN, JANUARY 27, ARMENPRESS. 2556 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of cases to 358,218, the ministry of health reported.

7407 COVID-19 tests were conducted on January 26.

264 patients have recovered in one day. The total number of recoveries has reached 334,960.

The death toll has risen to 8035 (2 death cases in one day).

The number of active cases is 13,697.

Ruling Party ‘Still Undecided’ On New Armenian President

Prime Minister Nikol Pashinian and his political team have not yet decided whom 
they will install as Armenia’s new president, a senior member of the ruling 
Civil Contract party said on Thursday.
President Armen Sarkissian announced his resignation on Sunday, saying that his 
largely ceremonial powers prevent him from influencing political and economic 
processes in the country. His successor is to be elected the Armenian parliament 
controlled by Civil Contract.
Pashinian indicated on Monday that he will replace Sarkissian by a figure loyal 
to him. But he did not name any candidates for the post.
“There is no decision yet,” said Eduard Aghajanian, a senior lawmaker from the 
ruling party. “Different possible candidates are being discussed.”
“The discussions will continue until a decision is made within [legally] defined 
time frames,” he told a news conference.
Aghajanian did not confirm media reports saying that Pashinian wants his chief 
of staff and longtime loyalist, Arayik Harutiunian, to become the new president 
of the republic.
Some commentators have speculated that the vacant post could be offered to the 
leaders of other parties currently supporting the government in one way or 
another. Edmon Marukian of the Bright Armenia Party is said to be one of them.
Marukian insisted on Thursday, however, that he has not received such offers 
from Pashinian.
The two opposition parties represented in the current National Assembly are also 
allowed to nominate a presidential candidate. It is not yet clear whether they 
will do so.
Under the Armenian constitution, the president must have been a citizen of only 
Armenia and resided in the country for at least six years preceding his or her 
election.
An Armenian investigative publication, Hetq.am, claimed on Monday Sarkissian 
violated this requirement. It said that he remained a citizen of the Caribbean 
island country of Saint Kitts and Nevis “not long before being elected president 
in March 2018.”
Sarkissian, who reportedly left Armenia before his resignation, has not yet 
directly reacted to the report.
Government Not Planning More Restrictions Despite Omicron Surge

The Armenian government has no plans to impose additional restrictions despite a 
new wave of coronavirus infections sweeping across the country, Health Minister 
Anahit Avanesian said on Thursday.
The Ministry of Health said in the morning that 2,556 people tested positive for 
the coronavirus in the past 24 hours, the largest single-day number of cases 
registered in the last three months. The ministry had reported only 100-150 
cases a day in late December and early January.
Avanesian again blamed the sharp increase in infections on the highly contagious 
Omicron variant of the virus when she spoke during a weekly cabinet meeting in 
Yerevan. She indicated that the government will not toughen its sanitary rules, 
let alone impose lockdown restrictions, to cope with the surge.
The government scrapped mandatory mask wearing outdoors in December after weeks 
of a steady drop in infections. Armenians are currently required to wear masks 
only in shops and other enclosed areas as well as on public transport. Most of 
them ignore this rule.
Also, the government introduced on January 22 a mandatory coronavirus health 
pass for entry to cultural and leisure venues. Only those people who have been 
inoculated against COVID-19 or have had a recent negative test are now allowed 
to visit them.
The measure is meant to boost Armenia’s low vaccination rate. Less than a third 
of the country’s population has been fully vaccinated so far. According to the 
Ministry of Health, elderly people make up a disproportionately large percentage 
of unvaccinated Armenians.
“Our main objective now is to increase vaccination rates among citizens aged 65 
and older,” said Avanesian.
The minister seemed encouraged by the fact that only “5 or 6 percent of infected 
people need hospitalization” right now.
“At present, six medical centers are involved in treatment of COVID-19,” she 
said. “We will set up additional hospital beds if need be.”
Mining Giant Again Armenia’s Top Taxpayer

A mining enterprise based in southeastern Syunik province has again become 
Armenia’s number one taxpayer, contributing 48.8 billion drams ($100 million) to 
the state budget last year.
The taxes paid by the Zangezur Copper-Molybdenum Combine (ZCMC) accounted for 3 
percent of the Armenian government’s 2021 tax revenue, which rose by 14 percent.
Data released by the State Revenue Committee (SRC) shows that the national gas 
distribution company owned by Russia’s Gazprom giant was the second most 
important source of that revenue, followed by the Grand Tobacco cigarette 
manufacturer. The SRC collected 47.8 billion drams and 42.2 billion drams 
respectively from these companies in 2021.
Grand Tobacco topped the corporate taxpayers’ list in 2019 and 2020. Its tax 
payments fell by about 17 percent in 2021.
Armenia’s 20 leading businesses also include other tobacco and mining firms as 
well as fuel importers, telecommunication operators, a supermarket chain and a 
software company.
The Yerevan-based company, SoftConstruct, specializes in software solutions for 
online gambling and gaming. It has become in recent years a key player in 
Armenia’s burgeoning information technology (IT) sector employing an estimated 
20,000 people.

The SRC’s latest list of the 1,000 largest corporate taxpayers includes 36 tech 
firms. They paid last year a total of 38.7 billion drams in various taxes, 20 
percent less than was levied from ZCMC.
The mining giant employing about 4,000 people is based in Kajaran, a town in 
Syunik. It changed hands last fall following a government crackdown on its 
management and key shareholders who openly challenged Prime Minister Nikol 
Pashinian.
Russia’s GeoProMining group announced on October 1 that it has acquired 60 
percent of ZCMC and “granted” a quarter of that stake to the government. It gave 
no clear reason for the lavish donation.
Later in October, another Russian company, which holds a minority stake in ZCMC, 
challenged the legality of the takeover in an Armenian court.

The EU fully supports normalisation of relations and opening of communications between Armenia and Turkey as an important objective to ensure lasting peace in the region, EU Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar told NEWS.am about what are EU’s expectations from the Armenia-Turkey negotiations.

“We also support the upcoming resumption of flights between Yerevan and Istanbul and other high-level contacts between Armenian and Turkish officials, such as the contacts within the so-called ‘3+3’ platform and other possible contacts in the framework of the Antalya Diplomacy Forum,” Klaar stressed.

EUSR informed NEWS.am that during the last visit to Yerevan on January 21, 2022, with Deputy Speaker of the National Assembly / Special Representative Ruben Rubinyan he “had a very interesting exchange of views on these issues”.

“It seems to me that his (Ruben Rubinyan – ed.) first meeting with his Turkish counterpart held in Moscow on December 14, 2021 was commended by both sides. The EU welcomes this effort and is ready to contribute to any further positive development in this direction, provided the sides show corresponding interest.

As stated by several Armenian officials recently, including at the level of Prime Minister Pashinyan, we expect this process to bring stability and prosperity to the peoples in the region and we hope to see additional concrete steps in this direction in the near future. It is my hope that it will result in agreements for the long-awaited establishment of diplomatic relations and opening of the Turkish-Armenian border,” stressed Klaar.
