YEREVAN, MARCH 28, ARMENPRESS. The Ministry of Foreign Affairs of Armenia is pleased to note that the OSCE Minsk Group Co-Chairing countries gave a clear assessment to the latest escalation in Nagorno Karabakh, stating that it is a consequence of the Azerbaijani troops movements, the Ministry of Foreign Affairs said in a statement.

“The Ministry of Defense of the Russian Federation said that it called on the Azerbaijani side to pull back its army units. And on March 27 the Ministry of Defense of the Russian Federation released a statement saying that the Azerbaijani side has withdrawn its units from the Parukh settlement of Nagorno Karabakh. Nevertheless, we have to note that the Azerbaijani units’ invasion into the area of responsibility of the Russian peacekeeping contingent in Nagorno Karabakh still continues, which is reflected in the attached maps. We expect the peacekeeping contingent of the Russian Federation in Nagorno Karabakh to take concrete measures to stop the invasion of the Azerbaijani units into the area of responsibility of the peacekeepers and to withdraw the Azerbaijani armed forces. We emphasize the importance of a proper investigation into the actions of the peacekeeping contingent during the entire period of the Azerbaijani military invasion and for answers to a number of questions to be given,” the foreign ministry added.

The deployment locations of the Russian peacekeepers shown in the maps is taken from the Russian Defense Ministry website.

The map describing the situation as of March 24, 2022 clearly shows that there are no Azerbaijani posts in the area of responsibility of the Russian peacekeepers. However, the map as of March 28 shows Azerbaijani posts in the area of responsibility of the Russian peacekeepers.

YEREVAN, 1 APRIL, ARMENPRESS. Minister of Defense of Armenia Suren Papikyan on April 1 received the Ambassador of the Federal Republic of Germany Viktor Richter.

As ARMENPRESS was informed from the Ministry of Defense of Armenia, the interlocutors discussed the situation in Armenian-Azerbaijani border zone and the situation in Artsakh. The Minister of Defense of Armenia mentioned that the actions of Azerbaijani side endanger the fragile stability of the region, expressing conviction that for prevention of the escalation of the situation it is necessary for the international community to take measures.  

Ambassador Richter confirmed that the German side supports the de-escalation of the existing situation and efforts of peaceful resolution of the issues.

During the meeting issues related to cooperation in bilateral and multilateral formats were discussed.

Azerbaijan puts Russian MP on international wanted list

The Azerbaijani Prosecutor General’s Office has opened a criminal case against Mikhail Delyagin, a member of the Russian State Duma, for his remarks about Azerbaijan and has put him on the international wanted list, RIA Novosti reported on Wednesday.

On March 28, during a program aired on the Russia state TV, the Russian lawmaker called for the “punishment” of Azerbaijan for its aggressive actions in Nagorno-Karabakh and suggested hitting its oil industry with nuclear weapons.

Kremlin spokesman Dmitry Peskov said that his statement “does not correspond to the official policy line of the Russian Federation.”

Gas supply restored in Artsakh

YEREVAN, MARCH 28, ARMENPRESS. Gas supply in Artsakh has been restored, ARMENPRESS was informed from its sources in Artsakh.

The gas supply to the Republic of Artsakh was stopped on the night of March 7-8 due to damage to the gas pipeline entering to Artsakh from the Republic of Artsakh. A few days later, the gas supply was restored, but on the evening of March 21, the Azerbaijani authorities again disrupted the gas supply to Artsakh, depriving the population of Artsakh of the heating resource in very cold weather conditions. The Artsakh authorities issued a statement stating that talks with the Azerbaijani side are underway to restore gas supplies with the support of Russian peacekeepers.

(Reuters) – Azerbaijan on Sunday denied pulling out its forces from a zone policed by Russian peacekeepers in the Nagorno-Karabakh region, contradicting a statement by Moscow which had accused Baku of violating a peace agreement by entering the area.

“There has been no change in the positions of the Azeri army in the village of Farrukh, which is part of the sovereign territories of our country,” the Azeri defence ministry said.

Moscow on Saturday accused Azerbaijan of violating a 2020 peace agreement by entering the zone and striking positions of Nagorno-Karabakh army with drones, although Azerbaijan refuted Russia’s version of events.

On Sunday, the Russian defence ministry said that after negotiations Azerbaijan had withdrawn its forces from the area.

“The information about the withdrawal of units of the Azerbaijani Army from those positions does not reflect the truth. Our army is in full control of the operational situation,” Azerbaijan’s defence ministry said in a statement.

Two killed as Azerbaijan reportedly takes Nagorno-Karabakh village

 

An Armenian-inhabited village in Nagorno-Karabakh has reportedly been taken over by Azerbaijani troops. Authorities in Stepanakert (Khankandi) report that two Armenian soldiers were killed and that Azerbaijani drones were deployed in nearby clashes. 

Azerbaijani troops reportedly crossed the line of contact separating Armenian and Azerbaijani forces on the evening of 24 March and took control of the village of Parukh (Farukh). Local residents have been evacuated.

According to Tigran Grigoryan, an independent journalist from Nagorno-Karabakh, after recent tensions near Parukh, Russian peacekeepers negotiated an agreement according to which both sides would withdraw troops from Parukh and would be replaced by a contingent of Russian peacekeepers. 

Upon the withdrawal of Armenian troops, Grigoryan said that Azerbaijani forces ‘captured the village without any actual resistance from the Russian side’.

OC Media has not been able to independently verify the account. 

Additionally, the Nagorno-Karabakh Defence Army has reported clashes between Armenian and Azerbaijani forces near the village in the early hours of 25 March. Officials in Stepanakert have accused Azerbaijan of using armed drones during the fighting. 

As of publication, five Armenian soldiers were reportedly wounded, and two killed. The Azerbaijani Ministry of Defence has not released any information about possible injuries or fatalities among Azerbaijani military personnel. 

The Armenian Foreign Ministry denounced Azerbaijan’s reported incursion as a violation of the tripartite peace declaration that brought an end to the Second Nagorno-Karabakh  War.

Azerbaijan’s actions, they wrote, in combination with recent shelling of villages in Nagorno-Karabakh, and the disruption of gas supplies to the Armenian population in the region, amounted to an attempt at ‘ethnic cleansing’ that ‘seriously endanger regional stability and peace’.

In turn, the Azerbaijani Foreign Ministry released its own statement, in which they referred to events on the line of contact as a ‘clarification’ of the ‘positions and locations in the region’. 

‘There is no reason for any hysteria’, the statement reads, further accusing Armenia of engaging in ‘disinformation’ by ‘artificially exaggerating the issue’. The ongoing disruption of gas supplies to Nagorno-Karabakh, they wrote, were a result of ‘technical problems’ due to ‘severe weather conditions’.

Some in Azerbaijan have also explicitly called for escalation. Elman Mammadov, an MP from the ruling New Azerbaijan Party called for ‘the separatists and terrorists living [in Nagorno-Karabakh], and the [Nagorno-Karabakh] military’ to be ‘cleansed’. 

‘The Armenians living in those areas before 1988 and their descendants must adopt the laws of Azerbaijan. Otherwise, Armenians who are not our citizens cannot live in our territories’, he said.

As of yet, Russia’s peacekeeping mission have also not released a statement.

There was a swift, if characteristically diplomatic, comment from the US State Department on recent events, who published a tweet expressing concern about  ‘gas disruptions and Azerbaijan’s troop movements’ and calling for an immediate de-escalation. 

Armenia’s Defence Minister Suren Papikyan also announced that he spoke with Russian Defence Minister Sergei Shoygu, who ‘assured’ him that Russia was following the ‘situation’.

 For ease of reading, we choose not to use qualifiers such as ‘de facto’, ‘unrecognised’, or ‘partially recognised’ when discussing institutions or political positions within Abkhazia, Nagorno-Karabakh, and South Ossetia. This does not imply a position on their status.

COVID-19: Over 20 new cases, 1 death in Armenia

1 patient died from COVID-19 complications, bringing the death toll to 8608.

64 people recovered (total recoveries: 409,757).

2406 tests were administered (total tests: 2,964,598).

Prosecutor General’s Office files criminal case over actions directed to violating territorial integrity of Artsakh

YEREVAN, MARCH 25, ARMENPRESS. The Office of the Prosecutor General of Artsakh filed a criminal case by Article 313 of the Criminal Code – actions directed against the territorial integrity, and sent it to the Investigative Committee for conducting preliminary investigation.

In a statement, the Office said that on March 24, at around 16:00, a group of servicemen of the Azerbaijani armed forces illegally entered into Parukh community in Askeran region, an area located in the responsibility zone of the Russian peacekeeping forces, occupied it by using weapons and threatening to use them and captured the hill close to it, thus violating the territorial integrity of the Republic of Artsakh.

Armenia opposition MP: Authorities’ steps are bringing war even closer

The steps of the Armenian authorities are bringing the war even closer. Tigran Abrahamyan, an MP from the opposition “With Honor” Faction in the National Assembly of Armenia and a security expert, stated about this during a discussion Tuesday.

According to him, what the Armenian authorities are talking about, and what Azerbaijan is harmoniously presenting, contains more threats of war rather than the possibility of peace.

Abrahamyan expressed a conviction that in reality there is a wrong opinion that there is a peace agenda for Armenia, and in the public perception there is an impression that there are forces that are for and against peace.

He reminded that after the proclamation of the “era of peace” the sovereign territory of Armenia was subjected to Azerbaijani military aggression, and a part was occupied. According to him, Azerbaijan demands more and will demand more.

Abrahamyan stressed that the Armenian authorities are now trying to fit into the agenda proposed by Azerbaijan and Turkey. He considered the absence of visits of Armenia’s high-ranking officials to Artsakh (Nagorno-Karabakh) a targeted policy of alienation of Artsakh, so that in the future there would be the lowest possible level of resistance in Armenia to solve their issues.

Tigran Abrahamyan noted that Artsakh is in serious danger, whereas Armenia’s authorities do not seek to eliminate it, or at least reduce the risks.
