On behalf of the Italian cabinet, Chairman of Council of Ministers of
Italy Romano Prodi congratulated Tigran Sargsyan on his appointment to
the post of RA Prime Minister. His message states, in part:

"On behalf of the Government of Italy and myself, please accept my most
sincere congratulations on your appointment as Prime Minister of the
Republic of Armenia.

I am confident that the excellent relationship between our two
countries will be given further opportunities for development in the
political, economic and cultural spheres.

I wish you personal well-being and every success in this new post of
high trust."

MONTH-LONG SAROYAN PROJECT CELEBRATES FRESNO CULTURE

I was young, 11 or 12, reading my way through another hot Virginia
summer. He was already in his late 50s, dividing his time between
Fresno and Paris.

Actually, William Saroyan never knew I existed. And l didn’t know
about him until I read "The Human Comedy," which my brother, Paul,
and I discovered among the stacks of books my librarian mother would
bring home.

Paul and I felt like we’d discovered fire. I can’t even remember
all the reasons, but we thought Saroyan was just about the greatest
author ever. Somehow he just knew how the world looked to kids, in
all its sadness, adventure and sweetness. Authority figures could be
bewildering in their stupidity. Adult relatives could be funny and
even crazy, but within a safe, extended family framework.

We’d never heard of Armenians before, but as we learned a little
about Saroyan, we thought they must be just like Southerners, only
a lot more interesting, and apparently louder.

If I’d known then what I’ve learned from the stories we’ll publish
in The Bee and on fresnobee.com for the rest of the month, I would
have been even more enchanted. And if I’d read "Follow," the novella
we begin publishing in installments today about a strong-willed
teenager who strikes out to find his place in the world, I’d have
been completely hooked.

It’s my fervent wish that other kids now will make the same discoveries
I have. Saroyan is cool, and so is Fresno. Because in many ways,
I’ve come to see as a transplant the past 11 years, the more you
learn about one, the more you know about the other.

Saroyan was a poor immigrant kid who turned out to have a lot more
going on than people suspected. He wasn’t much of a student, and truth
be told, was a square peg who gave up on mainstream education fairly
young. But he devoured books and looked and listened. He was funny,
earthy, independent and resourceful.

Unlike Fresno, which suffers from a chronic inferiority complex,
Saroyan had an ego as big as the Sierra. Like Fresno, but in a
different way, he was decidedly hot! Just check out the picture on
the front page of today’s paper. He wasn’t always the mustachioed
eccentric most often depicted these days.

I hope that our month-long Saroyan project sparks a revival of interest
in the author. I’d guess that even in Fresno, to a lot of kids Saroyan
is just a name on a theater or an elementary school. If they’d read
his work or even about him, they’d not only have a great time, but
they’d develop a new respect for the place where they live.

For the Saroyan project, reporters Donald Munro, Guy Keeler and
Don Mayhew are writing about Saroyan’s life, celebrity and literary
legacy. Reporter Doug Hoagland will write about the discrimination
experienced by Armenian immigrants, which Saroyan refers to in
"Follow."

and old Fresno, with help from the Pop Laval Foundation, the Fresno
Armenian Society and historian Bill Secrest Jr. of the Fresno County

Then there are the audio clips taken from an interview with Saroyan,
first broadcast in 1976, on KFCF, FM 88.1.

One of the most interesting quotes is about his hometown:

"Fresno is a good place. It’s the world, and how good can the world
be in any case, wherever you go? How much different from Fresno is
Paris? If you’re there, you’re there, and you can see and feel a
culture, and you can see and feel a culture in Fresno, too."

It makes sense. In the end, culture is about people and their stories,
ideas and feelings — all the things Fresno is lush with. Read
Saroyan’s novella, browse through the pictures online, listen to
him talk about Fresno, and think about how much more this soil has
nurtured over the years than grapes and peaches.

It’s a mystique that definitely captured the imaginations of a couple
of kids in Virginia 40 years ago.

Armenia: Time for a change on Karabakh?

ARMENIA: TIME FOR A CHANGE ON KARABAKH?

Amid calls from President Serzh Sarkisian for a more "pro-active"
policy, Armenia’s parliament has adopted a statement that some
observers say toughens the country’s position on the Nagorno-Karabakh
conflict.

The statement, adopted on April 29, calls for Armenian President Serzh
Sarkisian and Foreign Minister Eduard Nalbandian to create policies
that will enable Yerevan to assume the initiative in "settling the
Nagorno-Karabakh problem," and to provide the legal basis for Armenia
to act as the official guarantor of the breakaway region’s
security. Negotiations with Azerbaijan on Karabakh’s status are termed
the only acceptable way to resolve the territorial conflict.

In recent months, the two countries have experienced a rise in
rhetorical jostling over everything from the format of negotiations to
alleged cease-fire violations and Azerbaijan’s $2 billion military

same time, several instances of intensive fighting along the contact
line separating Armenian and Azerbaijani forces have occurred in

Within the context of rising tension, the parliamentary statement
appeared designed to send Baku a signal that Yerevan won’t be bullied,
and it won’t remain inactive in the face of expanding lobbying efforts
by Azerbaijan. During a speech to parliament, the statement’s author,
Parliamentary Speaker Tigran Torosian, declared that "[t]he Armenian
side has for a long time overlooked the fact that full and truthful
information about the origin and development of the conflict must be
presented to the international community."

"It seems to Azerbaijan that it can solve the Nagorno-Karabakh problem
by means of war," continued Torosian. "Azerbaijan even began to
blackmail different international organizations, as well as against
the Minsk Group co-chairmen [who oversee negotiations] and,
unfortunately, we have to admit that it has had its certain
influence."

Foreign Minister Nalbandian will hold his first meeting with
Azerbaijani Foreign Minister Elmar Mammadyarov in Strasbourg on May
6. The encounter has been billed merely as a get-acquainted session,
although Nalbandian has told Armenian media that he hopes that the
meeting could lead to a resumption of talks between the two countries.

For now, Azerbaijan has dismissed the Nagorno-Karabakh statement as
nothing new. "We call on Armenia to be constructive," Azerbaijani
foreign ministry spokesperson Khazar Ibrahim was quoted as saying by
the APA news agency. "Such types of statements have not influenced the
negotiation process positively."

In recent months, Azerbaijani President Ilham Aliyev and other top
Azeri official have tweaked Armenian leaders and experts with a series
of provocative statements, such as advancing a claim that Yerevan is
"an old Azerbaijani town" that needs to be returned to Azerbaijan. On
occasion, the claim has extended to all of the Republic of Armenia.

"We react to [the claim] ironically, but it may have serious
consequences," commented independent analyst Levon
Melik-Shahnazarian. He termed Armenia’s April 29 statement on Karabakh
"the first step" towards responding to these allegations.

One influential political force in Yerevan criticized the statement
for not going far enough. MPs belonging to the Heritage Party, the
only opposition force in parliament, voted against adopting the
statement. Party leader Raffi Hovannisian, who supports recognition of
Karabakh’s independence, called the document "toothless" and
"unprincipled." His preference is for government recognition of
Karabakh’s independence.

ISTANBUL, APRIL 30, ARMENIANS TODAY – NOYAN TAPAN. The regular court
hearing of the murder case of Hrant Dink, the former editor-in-chief
of the weekly Agos, finished in the court of Istanbul on April 26.

As the Turkish press reports, the next court hearing of the murder case
will take place on July 7, 2008, which, in all probability, will not
pass behind closed doors as Ogun Samasti, who has killed Hrant Dink,
will become 18 in June. Up to today all the court hearings passed
behind closed doors on account of Samasti’s being a teenager.

YEREVAN – Armenia is ready to start dialogue with Turkey on improving
relations if Ankara does not set preconditions to talks, Armenia’s
new prime minister said Sunday.

The two neighbors have no diplomatic links after Ankara severed ties
in protest against Armenian occupation of the Nagorno-Karabakh region,
over which Armenia fought Turkey’s ally Azerbaijan in a war in the
early 1990s.

"I confirm the readiness of the government of Armenia to engage in
constructive dialogue and establish relations without preconditions,"
the press office of the Armenian Prime Minister Tigran Sarksyan said
he wrote in a letter to Turkey.

An Armenian-backed administration controls the Nagorno-Karabakh
region. Armenia and Azerbaijan are still officially at war over the
mountainous area.

Last week Turkey’s foreign minister said he had sent a letter to
Armenia calling for dialogue. Armenia is a mainly Christian state
of around three million on the edge of the Caucasus which hosts a
pipeline pumping oil to Europe from Asia.

Armenia also accuses Turkey of genocide during the violence at the
end of World War I. Turkey denies the accusations and says that both
Christian Armenians and Muslim Turks died in the fighting.

"I assure you that our efforts will be aimed at ensuring peace,
tolerance and stability in our region," Sarksyan told Turkey in
the letter.

Sarksyan took over as prime minister earlier this month. He had
previously been central bank chief.

The United States will assign over $3,000,000 for different programs,
aimed at fair and transparent elections in Azerbaijan.

The due announcement was made by the US Ambassador to Azerbaijan
Anne Derse.

She noted that these programs will aim at:

-strengthening of political parties; -observation of elections and
their monitoring; -conduction of political debates; -conduction of
various trainings; -conduction of an exit-poll.

"Our assistance is aimed not to separate parties or politicians but
for strengthening of democratic values in Azerbaijan. The coming
elections offer a unique opportunity to Azerbaijan to demonstration
the strengthening of these values. The United States want Azerbaijan
to attain its goal in development of modern democratic state and the
leader of the region. I think our programs will promote attainment
of these goals.

At the same time, Anne Derse noted that democratic development
primarily depends on the will of the state and people. She expressed
hope that the coming elections will be fair and transparent and the
events, which occurred in Armenia, will not repeat.

Five Armenian free-style wrestlers will participate in the 2nd Olympic
Qualifying Tournament to be held in Poland on May 1-3. the Armenian
team includes Mihran Jaburyan (55 kg), Martin Berberyan (60 kg), Ruslan
Kokoev (74 kg), Edgar Yenokyan (96 kg) and Ruslan Baviev (120 kg).

Two Armenian free-style wrestlers have already qualified for Beijing
2008.

The head coach of the team is Hrant Yenokyan.

On April 26, representatives of the American-Azerbaijani Council
(AAC)-Javid Huseynov, Aidan Mirza and Elchin Mirzayev took part in
the Muslim -Jewish Seder in Los Angeles by invitation of the American
Jewish Committee, the most influential organization of the Jewish
community in the United States.

The event, arranged on the occasion of the anniversary of the Passover
(exodus of Moses and Jews from Egypt) for the purpose of a dialogue,
cooperation and peaceful co-existence of representatives of two large
religious confessions, was attended by representatives of various
Muslim and Jewish communities of Los Angeles, as well as mayor of
the city Antonia Viyareigos, famous for his pro-Armenian outlooks.

During the meeting, the AAC representatives met with the Los
Angeles mayor and informed the visitor about the history of peaceful
co-existence of the Jewish community in Azerbaijan, continuing till
present. AAC president Javid Huseynov also reminded the mayor that
Azerbaijan is the only secular Muslim country, after Turkey, which
supports friendly relations with Israel and said that tolerance and
respect to different religious confessions is the basis of Azerbaijani
national culture,

The event was also attended by Elman Abdullayev, vice-general consul
of Azerbaijan in Los Angeles.

NECESSARY INITIATIVES UNDERWAY ON TEXT BACKING ARMENIAN ALLEGATIONS, FOREIGN MINISTRY

ANKARA – Turkish foreign ministry spokesman said on Friday that
necessary initiatives were underway pertaining to the new text adopted
by the Argentine Senate supporting Armenian allegations regarding
1915 events.

The spokesman said Turkish State Minister Mehmet Aydin cancelled his
visit to Argentine upon this development.

Aydin was to attend "Alliance of Civilizations Initiative" in Argentina
between April 28th and 29th.

The spokesman said, "decision of the Argentina Senate contradicts
historical facts and violates principles of international law."

Turkey has long been facing a systematic campaign of defamation
carried out by Armenian lobbying groups. The Armenian diaspora has
lately increased its organized activities throughout the world for
the recognition of their unfounded allegations in regard to the events
of 1915 as "genocide" by national and local parliaments.

Until today the parliaments of Argentina, Belgium, France, Netherlands,
Switzerland, Italy, Canada, Lebanon, the Russian Federation, Slovakia,
Uruguay, Greece, the Greek Cypriot administration, Poland, Germany,
Lithuania, Chile, Venezuela and the European Parliament passed either
resolutions or issued statements. In addition, some local parliaments
in the USA, Canada, Britain, Australia, Argentina and Switzerland
passed similar resolutions.

Turkey is of the view that parliaments and other political institutions
are not the appropriate fora to debate and pass judgments on disputed
periods of history. Past events and controversial periods of history
should be left to the historians for their dispassionate study and
evaluation.

In 2005, Turkey has officially proposed to the government of Armenia
the establishment of a joint commission of history composed of
historians and other experts from both sides to study together the
events of 1915 not only in the archives of Turkey and Armenia but also
in the archives of all relevant third countries and to share their
findings with the public. Unfortunately, Armenia has not responded
positively to this initiative, yet. Turkey`s proposal is still on
the table.

/PanARMENIAN.Net/ The European Union (EU) stressed on Monday the
significance of international coordination on Kosovo, in particular
during the transition period.

At a meeting of the EU Troika with the delegation of the Organization
for Security and Cooperation in Europe (OSCE), Slovenian Foreign
Minister Dimitrij Rupel, whose country holds the rotating EU
presidency, said the OSCE mission should continue to work and cooperate
with the EU police and justice mission EULEX, as well as the special
EU representative to be deployed to Kosovo by the EU.

Rupel, who chaired Monday’s meeting, also spoke highly of the role
the OSCE mission played in Kosovo, especially to the interests of
the Serbian community.

Besides Kosovo, the South Caucasus, the Transnistrian region and
Afghanistan were the main topics of the meeting.

The OSCE delegation was led by Finnish Foreign Minister Alexander
Stubb, who presides over this organization in 2008.

Rupel stressed that both the EU and the OSCE should endeavor to ensure
peace and stability in all these areas, and that cooperation between
the organizations is of utmost importance while regular meetings
contribute to this objective.

Concerning the situation in the South Caucasus countries, Rupel
confirmed the EU support to OSCE Minsk Group efforts for a peaceful,
lasting and fair resolution of the Nagorno Karabakh conflict.

He further expressed hope for a meeting between the Foreign Ministers
of Armenia and Azerbaijan in the near future, Xinhua reports
