RA President Serzh Sargsyan today received Unal Cevikoz, the special
envoy of the President of Turkey Abdullah Gul.

During the meeting reference was made to the visit of Turkey’s
President Abdullah Gul on the occasion of the football match to be
held between the national teams of Armenia and Turkey scheduled for
September 6 in Yerevan.

Assessing the visit of the special envoy of the neighbor country
as positive, President Sargsyan said it provides an opportunity to
speak about the normalization of bilateral relations, exchange views
on regional developments and problems. According to the Armenian
President, the events in the Caucasus that worry the whole world
require great responsibility and pose serious problems and tasks.

The interlocutors discussed Turkey’s initiative of forming a
Stability and Cooperation Platform in the Caucasus. Noting that
Turkey’s President has undertaken a hard but important task, President
Sargsyan said he stands for speaking and discussing any issue. "Armenia
has always welcomed all the efforts targeted at the reinforcement of
trust in the region, deepening stability, security and cooperation,"
the President underlined.

"The stability and security of Caucasus is of vital importance to all
countries of the region", said Turkish Foreign Minister Ali Babajan
in a press conference after the negotiations in Istanbul with the
Russian Foreign Minister Sergey Lavrov.

"The situation in Caucasus was one of the main topics of our talks. It
is necessary to contribute to guaranteeing of stability and security
in the region. It is a matter of vital importance to all the countries
in the region", mentioned Babajan

The Turkish Minister reaffirmed Ankara’s position on Georgia-South
Ossetia conflict. "The principals of Georgian territorial integrity
and sovereignty are fundamental to us. The available problems should be
solved in the framework of the international law. Armed confrontation
should not be allowed", announced Babajan adding that Lavrov and
he have also discussed the issue of creation of a "Stability and
cooperation platform in Caucasus".

European Union Not To Impose Sanctions Against Russia

conclusions of extraordinary summit held in Brussels on 1 September,
2008. The statement says,

1. The European Council is gravely concerned by the open conflict
which has broken out in Georgia, by the resulting violence and by
the disproportionate reaction of Russia. This conflict has led to
great suffering on both sides. Military action of this kind is not a
solution and is not acceptable. The European Council deplores the loss
of human life, the suffering inflicted on the population, the number of
displaced persons and refugees, and the considerable material damage.

2. The European Council strongly condemns Russia’s unilateral decision
to recognize the independence of Abkhazia and South Ossetia. That
decision is unacceptable and the European Union calls on other States
not to recognize this proclaimed independence and asks the Commission
to examine the practical consequences to be drawn. It recalls that
a peaceful and lasting solution to the conflict in Georgia must be
based on full respect for the principles of independence, sovereignty
and territorial integrity recognized by international law, the Final
Act of the Helsinki Conference on Security and Cooperation in Europe
and United Nations Security Council resolutions.

3. The European Council emphasizes that all European States have the
right freely to determine their foreign policy and their alliances,
while respecting international law and the principles of good
neighborliness and peaceful cooperation. It is also legitimate for
the security interests of each to be taken into account, so long as
the fundamental principles of respect for sovereignty, territorial
integrity and the independence of States are respected.

4. The European Council is pleased that the six-point agreement
achieved on 12 August on the basis of the European Union’s mediation
efforts has led to a ceasefire, improved delivery of humanitarian
aid to the victims, and a substantial withdrawal of Russian military
forces. The implementation of that plan has to be complete. The
European Council calls on the parties to continue the full
implementation in good faith of the agreement they have signed. The
military forces which have not yet withdrawn to the lines held prior
to the outbreak of hostilities must do so without delay. Besides the
provision of assistance to the victims, the urgent issue at the moment
is to finalise the international monitoring mechanism, in which the
Union is prepared to participate, and which is provided for in point
5 of the agreement, so as to replace the Russian additional security
measures in the zone adjacent to South Ossetia. It is also a matter
of urgency to begin the international talks provided for in point 6
of the agreement concerning the security and stability arrangements
in Abkhazia and South Ossetia.

5. The European Union is ready to commit itself, including through a
presence on the ground, to support every effort to secure a peaceful
and lasting solution to the conflict in Georgia. To that end,
the Member States of the European Union are making a significant
contribution to strengthening the OSCE observer mission in South
Ossetia, by sending observers and by making substantial material and
financial contributions. The European Union has also decided on the
immediate dispatch of a fact-finding mission with the task of helping
to gather information and defining the modalities for an increased
European Union commitment on the ground, under the European Security
and Defense Policy. The European Council invites the relevant Council
bodies to conclude all the necessary preparatory work in order that
a possible decision to commit such an observer mission can be taken
by the Council by 15 September 2008, depending on how the situation
develops, and in close coordination with the OSCE and the United
Nations. To this end the European Council requests the President of
the Council and the SG/HR to undertake all the necessary contacts
and discussions.

6. The European Union has already supplied emergency aid. It is
prepared to supply aid for reconstruction in Georgia, including
the regions of South Ossetia and Abkhazia. It is ready to support
confidence-building measures and the development of regional
cooperation. It also decides to step up its relations with Georgia,
including visa facilitation measures and the possible establishment
of a full and comprehensive free trade area as soon as the conditions
are met. It will take the initiative of convening an international
conference shortly to assist reconstruction in Georgia and requests the
Council and the Commission to start preparations for this conference.

7. The European Council notes with concern the impact which the current
crisis is having on the whole of the region. The European Union
considers that it is more necessary than ever to support regional
cooperation and step up its relations with its eastern neighbors,
in particular through its neighborhood policy, the development of the
"Black Sea Synergy" initiative and an "Eastern Partnership" which the
European Council wishes to adopt in March 2009; to this end it invites
the Commission to submit proposals in December 2008. In this context
the European Council stresses the importance of the forthcoming summit
between the European Union and Ukraine on 9 September.

8. The European Council decides to appoint a European Union Special
Representative for the crisis in Georgia and asks the Council to make
the necessary arrangements.

9. Recent events illustrate the need for Europe to intensify its
efforts with regard to the security of energy supplies. The European
Council invites the Council, in cooperation with the Commission,
to examine initiatives to be taken to this end, in particular as
regards diversification of energy sources and supply routes.

10. With the crisis in Georgia, relations between the EU and Russia
have reached a crossroads. The European Council considers that given
the interdependence between the European Union and Russia, and the
global problems they are facing, there is no desirable alternative
to a strong relationship, based on cooperation, trust and dialogue,
respect for the rule of law and the principles recognized by the
United Nations Charter and by the OSCE. It was for this reason that
we launched negotiations for a new framework agreement between the
Union and Russia last July.

11. We call on Russia to join with us in making this fundamental
choice in favor of mutual interest, understanding and cooperation. We
are convinced that it is in Russia’s own interest not to isolate
itself from Europe. For its part, the European Union has shown itself
willing to engage in partnership and cooperation, in keeping with the
principles and values on which it is based. We expect Russia to behave
in a responsible manner, honoring all its commitments. The Union will
remain vigilant; the European Council requests the Council, with the
Commission, to conduct a careful in-depth examination of the situation
and of the various aspects of EU-Russia relations; this evaluation
must begin now and continue in the run-up to the forthcoming summit
scheduled to take place in Nice on 14 November 2008. The European
Council gives a mandate to its President to continue discussions
with a view to the full application of the six-point agreement. To
that end, the President of the European Council will go to Moscow
on 8 September, accompanied by the President of the Commission and
the High Representative. Until troops have withdrawn to the positions
held prior to 7 August, meetings on the negotiation of the Partnership
Agreement will be postponed.

28 one of the leading Slovakian newspapers published the country’s
former Prime Minister Yan Carnogursky’s essay entitled "Nagorno
Karagakh Lives", which refers to his recent visit to Nagorno Karabakh.

The essay presents the everyday life and work of the people of
Nagorno Karabakh who has survived the Sumgait Massacre and declared
independence, the warm reception given to the Slovakian delegation and
Armenian hospitality, and a visit to the front line of the conflict.

"The Armenain people, who survived a genocide at the beginning of the
past century, rapidly repelled the attack of Azerbaijan, defending
its motherland and gained the right to declare independence," Yan
Carnogursky says, adding, "The day of the visit to the front line
surprisingly coincided with Georgia’s attack on Southern Ossetia,
making all of us speak loudly of Nagorno Karabakh and remember its
current state." The former Prime Minister underlines with surprise
the fact that "Karabakh defends that difficult border alone, without
the help of foreign peacekeeping forces."

Y. Carnogursky also mentions with delight that "the program of
Slovakian businessmen’s investment proposals received an exclusively
positive response: it will be implemented in the coming months."

It is noteworthy that the leader of the above-mentioned delegation was
Ashot Grigorian, Chairman of the Forum of Armenian Unions of Europe.

Armenian President Serzh Sarksyan is scheduled to pay an official
visit to Russia today at the invitation of his Russian counterpart,
Dmitry Medvedev, the Kremlin announced yesterday in a brief statement.

The timing of Sarkysan’s visit is widely found to be meaningful, as
it comes only days ahead of an expected visit by Turkish President
Abdullah Gul to Yerevan. While Gul said over the weekend that he was
still considering whether to accept an invitation from Sarksyan to
watch together a World Cup qualifying game between the Armenian and
Turkish national soccer teams on Saturday in Yerevan’s Hrazdan Stadium,
Prime Minister Recep Tayyip Erdogan indicated, also over the weekend,
that Gul would respond positively to the invitation.

Last week, Sarksyan’s office announced that he would depart for Sochi
on Tuesday for a working visit. "During the meeting the parties will
discuss the future development of the Armenian-Russian strategic
partnership and will dwell on issues of Armenia’s forthcoming
presidency of the Collective Security Treaty Organization [CSTO]. The
interlocutors will also discuss regional and international issues,"
his office also said then.

Also this week, probably after Russian Foreign Minister Sergey Lavrov’s
talks with Turkish Foreign Minister Ali Babacan today in İstanbul,
a Turkish Foreign Ministry delegation will visit Yerevan to discuss
a proposed platform for the troubled Caucasus. The Caucasus Stability
and Cooperation Platform, proposed by Turkey as a mechanism to develop
conflict resolution methods among the Caucasus countries, is planned
to be made up of Turkey, Russia, Georgia, Azerbaijan and Armenia.

Prime Minister Recep Tayyip ErdoÄ?an has indicated that
President Abdullah Gül will go to Yerevan next week to watch a
World Cup qualifying game between national teams of the two countries,
but Gül remains cautious on the matter, saying he is still
considering whether to accept the invitation from his Armenian
counterpart, Serzh Sarksyan.

ErdoÄ?an was speaking to reporters about the Caucasus Stability
and Cooperation Platform, a scheme that calls for new methods of
crisis management and conflict resolution, on Saturday evening at a
reception held by the General Staff command at Gazi Orduevi in Ankara
for Victory Day. Ankara aims at bringing Armenia, Azerbaijan, Georgia
and Turkey around the same table via this platform.

"Why did we call this [initiative] the ‘Caucasus Stability and
Cooperation Platform’? Why is Armenia included in this, why is Georgia
included in this? Because we chose [them] for inclusion [in the
platform] on a geographic basis. We have to succeed in this so that
the region will become a region of welfare and ease," ErdoÄ?an
was quoted as saying by the Anatolia news agency.

Following these remarks, ErdoÄ?an was asked whether he wanted
Mr. President to go to Yerevan for the match, in an apparent reference
to Sarksyan’s invitation to Gül to watch the World Cup
qualifying game between the national teams of the two countries on
Sept. 6.

"I hope it will be good," ErdoÄ?an said, adding, "The Armenia
dimension ¦ our foreign minister will accompany him [President
Gül] and a meeting will take place there," in remarks
interpreted as Gül having decided to go to Yerevan and that
Foreign Minister Ali Babacan would also accompany him in order to have
talks there concerning Armenia’s participation in the Caucasus
Stability and Cooperation Platform.

At the same reception, however, when asked whether he would go to
Yerevan, Gül reiterated what he has been saying for the past
few weeks, stating that his evaluation of the issue is still ongoing.

Turkey closed its border with Armenia and severed formal ties after
Armenia occupied Nagorno-Karabakh. Normalization of ties depends on
Armenian withdrawal from the Azerbaijani territory, Yerevan shelving
support for Armenian diaspora efforts to win international recognition
for Armenian genocide claims and formal recognition by Armenia of the
current border with Turkey.

Azerbaijan, Turkey’s regional and ethnic ally, is likely to be
offended by any rapprochement between Turkey and Armenia. But the
recent crisis in the Caucasus may force a rethinking of regional
balances. The Russian operation in Georgia raised questions about the
security of regional transportation and energy transfer lines. With
its Armenian border closed, Turkey relies on Georgia as an outlet to
the Caucasus.

strengthen democracy and rule of law in Azerbaijan where presidential

Dick Cheney will visit Azerbaijan on 3 September within his tour to
the South Caucasus region to begin on 2 September.

In addition to the discussion of recent events in Georgia,
counterterrorism will also be discussed, a report by White House said.

`Azerbaijan has been an important partner in the war on terror, not
only through its cooperation on counterterrorism, but in contributing
troops in both Afghanistan and Iraq. The Vice President will express
America’s appreciation for that assistance,’ a report said.

The energy issues will also be discussed in Baku. `The importance of
working with Azerbaijan to help its people develop their energy
resources and reliably bring them to market is a very strong common
interest, not just for the United States but for all the nations of
Europe, as well, as they plan for their own energy futures,’ a report
said.

PACE Pres condemns Russia recog of S. Ossetia, Abkhazia Independence

PACE President strongly condemns Russia’s recognition of the
independence of South Ossetia and Abkhazia

Strasbourg, 26.08.2008 – Lluís Maria de Puig, the President of the
Council of Europe Parliamentary Assembly (PACE), has strongly condemned
Russia’s recognition of the independence of the Georgian territories of
South Ossetia and Abkhazia.

"When it became a member of the Council of Europe, Russia promised to
respect the sovereignty and territorial integrity of its neighbours.
With today’s announcement, that promise is in tatters," the President
said.

"This is a clear and deliberate violation of international law and
consciously flouts a basic principle of the Council of Europe. This
action, far from saving lives, only inflames the situation further and
creates additional obstacles to resolving this conflict peacefully.

The Assembly will now assess the consequences of this action at its
forthcoming session (29 September-3 October)."

Arabkir Residents Do Not Expect Vital Changes

Elections to self-government body are due in Yerevan’s Arabkir district
on September 7. The posters of two candidates, Hovhannes Shahinian
and Albert Eritsian, are already placed on building facades. Although
the acting district head Hovhannes Shahinian runs in the election one
can see the posters of non-partisan Albert Eritsian in the central
streets of the commune. Note, the latter runs "Father and Brother
Eritsians" Ltd.

Unlike the two candidates, the others, Zoya Tadevossian and Ashot
Mnatsakanian, members of the "Heritage" and "Progressive" parties
respectively, have no posters.

Residents of Arabkir district seem indifferent to the upcoming election
and the future district head.

"We have no expectations. It is a mere farce, a show. Nothing will
change after the election," 47-year-old Vardan said during a poll
conducted by A1+. Vardan says recently some guys looked in to collect
their passport data. "They had no programme and urged my family
members to vote for Eritsian."

"I know none of the candidates. During the election I shall make
a random choice after getting acquainted with the candidates’
booklets. Will the next district head do anything? So far I have seen
no work done," said 49-year-old Albert.

There were people who sounded content with the acting district
head. "Shahinian is our district head. I am much pleased with him. I
am a pensioner and have always received his attention. I am grateful
to Shahinian. I have nothing else to say," said grandma Gayane.

People mostly complain of garbage and street illumination. "The
district has turned into a real dump," said grandpa Jora.

Children want to have playgrounds and green areas. "The district
head can hardly do anything as people want to erect objects in the
territory," said a mother of two children.

Most residents don’t know the candidates. "I know only Eritsian. He
is a decent man, a businessman ad I have great expectations from him,"
said 44-year-old Hovhannes.

"Surely, I shall vote for the Heritage candidate," said 47-year-old
Vardan.

CBA Bans Armenian Banks From Participating In "Western Union"

CBA BANS ARMENIAN BANKS FROM PARTICIPATING IN "WESTERN UNION"

YEREVAN, AUGUST 25, NOYAN TAPAN. At the August 22 sitting conducted
by the CBA chairman Arthur Javadian, the Central Bank of Armenia
(CBA) Board made a decision to ban the Armenia-based banks from
participating in the Western Union (WU) money transfer system.

According to the CBA PR service, the banks were instructed to cancel
their agreements with WU in the order envisaged by these agreements.

The decision was made with the aim of reducing the riskiness of the
banks as there have been cases of ungrounded violation of provisions
of the agreements that WU had signed with Armenian banks. For example,
provision of services was discontinued in branches of some banks, which
may disrupt the normal operation of banks, affect their financial state
and create unforeseeable situations in the money transfer system,
as well as to affect the economic, financial and real sectors of
the country.
