BAKU (A.A) -Turkey’s President Abdullah Gul said on Wednesday that he
hoped Karabakh issue between Azerbaijan and Armenia would be solved
through dialogue, understanding and mutual talks.

Holding a joint press conference with Azerbaijani President Ilham
Aliyev in Baku, Gul said that they discussed bilateral and regional
matters.

Gul said that relations between Turkey and Azerbaijan were perfect
in every aspect. "Turkey has always supported Azerbaijan in political
issues; and will continue to do so," he added.

Gul gave Baku-Tbilisi-Ceyhan oil pipeline and Baku-Tbilisi-Kars railway
projects as examples to good economic relations between Turkey and
Azerbaijan.

Gul said that they assessed the new situation in Caucasus during the
meeting and he also briefed Aliyev about his meeting with Armenian
President Serzh Sargsian.

Gul said that Aliyev’s Caucasus vision and his realist analysis about
Caucasus impressed him very much.

in the region that it is rather difficult to orient oneself,"
Ruben Tovmasian, the First Secretary of Central Committee of the
Communist Party of Armenia, said in his interview to Noyan Tapan
correspondent. Armenia, according to him, should carry on very
cautious and balanced policy towards neighboring Georgia at the
same time not damaging Armenian-Russian centuries-old friendship. As
regards the issue of recognition or non-recognition of independence
of South Ossetia and Abkhazia, Russia has left it to each state’s
expediency. Today the accent of Armenia’s foreign policy, according
to the leader of the Communist Party of Armenia, is absolutely right,
forever together with Russia. He emphasized that the main guarantee
of Armenian people’s security is Armenian-Russian friendship.

"Some people try to lower the issue of recognition of independence
of South Ossetia and Abkhazia to the level of market relations saying
that let Russia recognize Nagorno Karabakh and we will recognize the
above mentioned two.

There is no such infantile way of thinking in diplomacy," R. Tovmasian
said.

d’affaires in Armenia Ms. Melanie Mortman introduced the newly
apponited military attache in Armenia, Colonel Bruno Paulus to the
Armenian minister of defence Seyran Ohanian.

NT was informed by the RA ministry of defence that congratulating the
military attache on his appointment, S. Ohanian expressed a hope that
the bilateral military cooperation will develop even more during the
tenure of B. Paulus and that the attache’s residence will soon be
based in Yerevan.

During the meeting S. Ohanian said that the bilateral cooperation is
quite efficient especially in the field of military medicine and in
this connection he welcomed the visit of Lieutenant General K. Natak
of Bundeswehr’ medical service to Armenia in 2009.

The sides also attached special importance to cooperation in military
education, in particular, to the courses envisaged for top officers
and to the participation of the representatives of the German armed
forces in "Cooperative Lancer/Longbow 2008" Exercises to be held in
Armenia this autumn.

The interlocutors discussed the reforms being implemented in Armenia
under the joint programs with European structures, in particular,
within the framework of the NATO’s IPAP, saying that the defence
reforms in Armenia should be implemented in line with Euroatlantic
standards. In this connection S. Ohanian underlined the importance of
the upcoming visit of the German defence ministry’s expert on civil
service issues to Armenia which is scheduled for October.

INTERNATIONAL CONFERENCE DEDICATED TO 150th ANNIVERSARY OF BIRTH OF GERMAN MISSIONARY JOHANNES LEPSIUS HELD IN YEREVAN

YEREVAN, SEPTEMBER 8, NOYAN TAPAN. An international conference
dedicated to the 150th anniversary of the birth of the German
missionary Johannes Lepsius was held at the RA National Academy of
Sciences on September 8 on the initiative of the Armenian Genoide
Museum-Institute. Speeches were made by Armenian scientists, as well
as foreign ones, including independent expert Artyom Ohanjanian of
Austria, Rubina Pirumian from the U.S. and others.

According to the director of the Armenian Genocide Museum-Institute
Hayk Demoyan, J. Lepsius was a faithful friend and defender of the
Armenian nation. During the first large-scale massacres of Armenians
in 1894-1896, he used all the oppostunities to help the genocide
survivors. Orphanages, hospitals and schools were founded with his
direct assistance.

In 1912-1914 J. Lepsius took part in the development of a project of
Armenian reforms. In 1919 he published "Germany and Armenia 1914-1918",
a collection of German documents on the Armenian Question and the
Armenian Genocide.

H. Demoyan said that the Armenian Genocide Museum-Institute announced
2008 a Year of Lepsius. On this occasion a corner about the life
and activities of the German missionary has been created in the
museum hall.

Soccer is never only soccer

The famous saying `Soccer is never only soccer’ has once again been
been proven true by a visit paid by President Abdullah Gül to
Yerevan, where he watched a game between the Turkish and Armenian
national soccer teams.

A leading Justice and Development Party (AK Party) figure who notes
that they would like to make Turkey one of the rare countries that
have good ties with neighboring countries underlines that this time
soccer has been used to achieve this goal. Stressing that Gül’s
visit was a first in Turkish history, he also said: `These are two
countries that have no formal diplomatic relations we are talking
about; the border gates are closed. They have long-standing issues
that have remained unresolved for 85 years. Soccer has played a unique
and influential role by bringing these countries together.’

The final score (2-0 for Turkey) at the game was overshadowed by the
diplomatic influence of soccer. Armenian President Serzh Sarksyan
gravely and courageously responded to the courtesy of Gül, who
paid this visit despite the great risks involved. Noting that they
agree that direct relations should be relied upon to resolve bilateral
issues, Sarksyan said: `We will resolve these issues; we will not
postpone them for future generations,’ implying that they hold a
positive view of the Caucasian Stability and Cooperation Platform.

Turkey, which aims to contribute a great deal to international peace
through the platform, also wants to make sure the project will make
all countries in the region win. Of course, wins require small
compromises. According to the Republican People’s Party (CHP) and the
National Movement Party (MHP), Turkey made a compromise from its
official stance by making this recent gesture, which was totally
unnecessary. But it should be recalled that improvement in the
standard of living of the people in the region is a colossal
gain. Such an improvement requires regional stability and peace. Many
of the politicians to whom I spoke about this matter are pretty
excited.

To this end, Gül’s visit to Yerevan holds great
importance. True, Turkey has started with a compromise. Armenia will
secure substantial advantages through improved relations with
Turkey. If they act responsibly and wisely, these advantages may help
Armenia end the isolation they have been suffering. For this reason,
it will have the opportunity to change its image as an invading
country, if it responds positively to Turkey’s proposals on
Nagorno-Karabakh. Meanwhile, Azerbaijan will have a chance to resolve
one of its major problems because of reliance on diplomatic means and
tools.

Fruitful results from the initial steps will make the platform more
concrete and viable. This will also make positive contributions to the
resolution of issues between Russia and Georgia because the project
will serve the national interests of both countries. Above all Russia
will be pleased if the crisis does not grow further. Likewise, Georgia
needs the crisis to remain in abeyance to maintain its territorial
integrity.

Peace and stability that will be achieved by making small compromises
in return for the prevention of serious crises will make the region
more stable. All countries in the region will benefit significantly
from implementation of the project.

President Gül has left a very fruitful year behind. He started
his second year in office with as important a diplomatic move as a
visit to Yerevan. Hopefully, other countries in the region will act
reasonably and responsibly.

Will Toptan ever be forgiven?

A recent initiative by Parliament Speaker Köksal Toptan, who
made a call to political parties for the establishment of a commission
to draft a constitution through compromise, has led to varying
interpretations and comments.

While some greatly appreciated the initiative, skeptics argued that
Toptan was attempting something impossible.

A deputy who is a lawyer by profession recalls that the Constitutional
Court’s decision on amendments to Articles 10 and 42 of the
Constitution violated the authority of Parliament. He further recalls
that Toptan demonstrated a poor performance during that process,
failing to protect the dignity and integrity of the
legislature. Stressing that Toptan made visits overseas to ensure that
he would be absent while developments were taking place, the deputy
comments that Toptan wants to make up for his mistake through this
initiative.

Toptan, who called on political parties to appoint members to the
suggested commission, made his point by making reference to the
political conditions in Turkey. Noting that the previous political
environment had hampered creation of a commission of compromise,
Toptan said, `I am of the opinion that this is the right time.’
However, the first negative response came from the CHP. Furthermore,
the AK Party does not like the membership composition — the number of
members assigned to each party in the proposed commission. His future
attitude vis-à-vis the obstacles and problems he encounters
will show whether he is trying to make up for his mistake in the past
or he is just acting responsibly.

Security Treaty Organization (CSTO).

`One of the most important outcomes of the session is a unanimous
position on the situation in Caucasus,’ Russian President Dmitry
Medvedev told a news conference.

`All the member countries condemned Georgia’s aggression against South
Ossetia and supported Russia’s counterblow,’ he said. `Russia stands
for political and diplomatic resolution of all conflicts but it will
firmly defend its interests.’

For his part, Armenian President Serzh Sargsyan said, `We are all
members of this Organization and we must strengthen our military
cooperation and coordinate activities.’

South Caucasian region after the latest events in Georgia: there were
three states in the region before it, while now together with South
Ossetia and Abkhazia their number is five. Sergei Shakariants, an
independent expert on regional issues, stated at the September 4 press
conference. However, in his opinion, formation of new states is only a
visible change. Other changes are also expected that will take place as
a result of a confrontation between NATO and Russia.

According to S. Shakariants, new dividing lines appeared in the region
after the Georgian-Russian confrontation, as the U.S. provided support
to the Georgian side in the assault of Tskhinval. "In this case
Americans played the same role to Ossetians as Austrian-Hungarian and
German officers played to Armenians during the Genocide," he stated.

As regards Turkey’s initiative of creating a "South Caucasian
platform," S. Shakariants said that no security plan will act in the
region without including Iran in it, which has always played a
significant role in preservation of stability and security in the
Caucasus.

It should be mentioned that the idea of the "South Caucasian platform"
implies development of regional cooperation in the format of Russia,
Turkey, and three South Caucasian countries.

U.S. charge d’Affaires in Yerevan Joseph Pennington has hailed the
establishment of contacts between Armenia and Turkey.

The United States welcomes Armenian President Serzh Sargsyan’s
decision to invite his Turkish counterpart Abdullah Gul to Yerevan and
is glad that the Turkish president accepted the invitation, Pennington
told Interfax on Thursday.

This visit is particularly welcome considering the current tensions in
the Caucasus and will be a good example of how regional leaders can
handle problems independently, he said.

For a long time, the United States has encouraged Armenia and Turkey
to take steps towards trust-building and reconciliation, the diplomat
said.

Gul, who will arrive Yerevan on September 6 to attend a football match
between the Armenian and Turkish national teams, will become the first
Turkish head of state to visit Armenia. He received an invitation for
the match from the Armenian president in August.

Meanwhile, Armenia and Turkey have no diplomatic relations. The
Armenian-Turkish border has been closed since 1993 at Ankara’s
initiative.

Turkey suggests analog of the OSCE for the Caucasus

FOREIGN MINISTERS OF RUSSIA AND TURKEY DISCUSSED THE SITUATION IN THE
CAUCASUS; Foreign ministers of Russia and Turkey met in Istanbul and
discussed the situation in the Caucasus.

Foreign Minister Sergei Lavrov visited Turkey and met with his
opposite number Ali Babacan in Istanbul. Their conversation was
centered around the situation in the Caucasus and the ways and means
of dealing with the consequences of the Georgian aggression against
South Ossetia. Along with everything else, Lavrov and Babacan
discussed prospects of the Turkish initiative suggesting the
establishment of the Caucasus Stability and Cooperation Platform.

"The situation in the Caucasus was one of the central items on our
agenda. Stability and security in this region need our contribution,"
Babacan said afterwards.

Prime Minister Recep Tayyip Erdogan suggested the establishment of a
regional structure by the name of the Caucasus Stability and
Cooperation Platform this August. "The platform needs a regional
basis," Erdogan said. "It should promote peace and security in the
region and allow for the advancement of economic cooperation and
energy security." Membership in the structure was suggested for five
countries – Russia, Turkey, Azerbaijan, Georgia, and Armenia. Erdogan
suggested that the structure emulate OSCE guidelines.

Russian diplomatic circles found the idea quite interesting and
promising. As far as Moscow is concerned, the Platform will provide
cooperation between the countries of the region without any external
influence and this is what makes it so attractive.

Lavrov meanwhile promised a continuation of the Russian-Turkish
consultations. He said Russia shared the eagerness to design a
mechanism that would inhibit conflict potential of the region and
boost stability but added that it was necessary to set up proper
conditions for it first and that meant dealing with the consequences
of Georgian aggression.

The Montreaux Convention and its observance by Turkey was another
subject discussed in Istanbul. Moscow believes that Turkey violated
the Montreaux Convention when it allowed so many NATO ships to steam
into the Black Sea.

Azerbaijani MPs protest against the Turkish President Abdullah Gul’s
Armenia visit.

" Turkey establishes relations with Armenia not for its own will,
but for the will of the European Union (EU), the United States and
other foreign countries," MP Sabir Rustamkhanli, the chairman of the
opposition Civil Solidarity Party (CSP) told Trend News on 4 September.

President Gul will leave for Armenia to watch a football match between
Armenia and Turkey to be held in Yerevan on 6 September.

There are no any diplomatic relations between Armenia and Turkey
with Armenia-Turkey border being closed since 1993 at the initiative
of official Ankara. Ankara calls on Armenia to give up the policy of
recognition of "Armenian genocide" allegedly committed during Ottoman
Empire on the international level, to recognize Turkey’s borders and
free occupied lands of Azerbaijan.

According to Rustamkhanli, Armenians do not take any step as a result
of policy pursued by Turkey. Such condition will create serious
problems for Azerbaijan, the MP said.

Turkey is a big state and should keep its promise. Processes in
Caucasus showed that the Turkish foreign policy was hands of weak
statesmen. In this case, relations between Azerbaijan and Turkey will
cool and Azerbaijan will lose its faith to Turkey. At the same time,
believe Turkey’s promise reduces. Anybody cannot insure that if some
powerful forces dictate anything, Turkey will not take this step,"
Rustamkhanli said.

Official Ankara must not forget events Armenia committed against
Turkish and Azerbaijani people, MP Gular Ahmadova, representative of
the ruling New Azerbaijan Party (NAP) told Trend News.

"You should not forget lessons of the history," Ahmadova said.

According to the MP, at present Armenia is holding propaganda against
Azerbaijan and Turkey, as well.

"Despite this, Gul’s Armenia visit cannot break up relations between
Azerbaijan and Turkey. I am as most of Azerbaijanis, met the news on
Gul’s Armenia visit with regret," Ahmadova said.

Panah Huseyn, member of the opposition Musavat MP group believes
that it is impossible to assess unambiguously the Turkish President’s
Armenia visit: "It is a too risky visit."
