ARMENIAN NU PARTY CALLS FOR INTERNATIONAL OBSERVATION OF ELECTIONS

YEREVAN, February 9. /ARKA/. Armenian National Unity party turns with
a request to the OSCE, Council of Europe, CIS countries and their
accredited ambassadors to Armenia to carry out a long-term observer
mission during the election campaign.
In its statement the party points out that the necessity is accounted
for by the obstacles aimed to prevent opposition parties’ access to
TV channels – too high prices and corruption of the authorities.
"We attach importance to a long-term mission, as the polls prove that
97.8% of the population are sure that free and fair elections are the
main precondition for rule of law and battle against corruption in
the country," says the statement.
The Party states its readiness to take leading stands in this
struggle supporting those who are concerned about the future of the
Armenian nation.
Parliamentary elections in Armenia are scheduled for May 12, 2007.

RA State Budgetary Revenues From Capital Operations Grow By 29.3% In

RA STATE BUDGETARY REVENUES FROM CAPITAL OPERATIONS GROW BY 29.3% IN 2006

YEREVAN, FEBRUARY 8, NOYAN TAPAN. In 2006, the state budgetary
revenues of the RA from capital operations made about 16 bln drams
(about 38 mln 458 thousand USD), 14.6 bln drams of which was received
from alienation of lands – state property, and 1.4 bln drams – from
sale of fixed assets. Revenues from capital operations secured 109.8%
of the programmed annual index. According to the RA Ministry of Finance
and Economy, state budgetary revenues from capital operations grew by
about 3.6 bln drams or 29.3% in 2006 on 2005, which was due to revenues
from sale of lands in Yerevan. Last year the state budget’s official
transfers amounted to 12.3 bln drams, which was by 33.7% more than
the programmed annual index. More than 5 bln drams of this sum was
provided by the Dutch government under the World Bank’s Second Credit
Program on Poverty Reduction Support, and about 4.8 bln drams – under
the EU’s Food Security Program. The British government allocated 863.3
mln drams as budgetary assistance for poverty reduction in Armenia. The
UK provided another 384.3 mln drams for implementation of regional
development programs in Gegharkunik and Tavush marzes. 606.8 mln
drams was allocated by the Japanese government. Official transfers
of 644.2 mln drams were made to extra-budgetary accounts of state
institutions. In 2006, the grants transferred to the RA state budget
increased by 25% or about 2.5 bln drams.

Delegation Shocked With ‘Do Not Come’ Message"

A Turkish National Assembly delegation was planning to visit the United
States in an effort to prevent the adoption of the Armenian bill
[bill on alleged genocide of Armenians by Turks]. First, there was
a crisis over the formation of the delegation. Then, the delegation
received a shocking message by Foreign Minister Abdullah Gul saying,
"Do not come."

Gul sent the message, which indicated that things were not going well,
to Justice and Development Party [AKP] Duzce Deputy Yasar Yakis,
who is expected to head the delegation. It was planned that the
delegation would be made up of AKP deputies Mehmet Dulger, Murat
Mercan, Erol Cebeci, and Egemen Bagis.

The delegation would tell the members of the House of Representatives
and other officials about Talat Pasha, who was killed in the street
just like Hrant Dink. Republican People’s Party Deputy Chairman Onur
Oymen said, "We were not invited."

MIXING UP NATIONALISM WITH RACISM

There is no question the murder of journalist Hrant Dink has put
the nationalism issue in Turkey under a bright spotlight; not least
because the alleged killer reportedly disclosed he had shot Dink
because of supposed "insulting" statements against Turkishness —
in other words because of the gunman’s nationalist feelings.

Slogans chanted in street protests after Dink’s murder saying, "We
are all Armenians," disturbed some nationalist circles, claiming an
"assault on national values" igniting a flurry of polemic and debate.

Wanting to condemn Hrant Dink’s murder and its immediate causes
and aftermath, but not wanting to seem soft on "national values," a
common view holds that nationalism and racism are mixed up in Turkey
and unfortunately racism seems to be on the rise.

Bugun’s Nuh Gonultaº complains that nationalism has come to mean
racism in Turkey. He says the rapidly spreading neo-nationalism and
nationalism among the youth in Turkey actually corresponds more to
racism. Gonultaº explains that racism was a late injection into the
veins of the Turkish public because Turks, having thousands of years
of history, never adopted racism — either before Islam or after,
but rather created a wonderful culture by reconciling positive
nationalism with their religion. "Nobody has the chance to choose
their race, nation, or even their parents before they are born. It is
foolish to assume something we did not choose ourselves as a reason
for superiority," he remarks. He urges that racism is also on the
rise in the western countries like Austria, France, Germany and the
US. Gonultaº says that Turkey is being affected by this world racist
trend thanks to the Internet. According to him, racist hatred is the
major cause of assassinations, bomb attacks and other incidents in
the recent history of these countries.

Yeni ªafak’s Mehmet Ocaktan also complains about the rising nationalism
in Turkey which is based on racism, which does not welcome "peace and
brotherhood" and cannot bear to see Turkey as a democratic and lawful
state. "Those who killed Hrant Dink and those who posed for photos
with the alleged killer after his arrest are all the products of this
racist mentality," remarks Ocaktan. He says that an understanding of
patriotism built on racism unfortunately has resulted in the appearance
of killers and hate in this country.

Ocaktan thinks it will not be possible to rid Turkey of this
malediction before the youth of this country are taught the virtue
of living with others who think or believe differently.

Vatan’s Okay Gonensin outlines the historic development of radical
nationalism in Turkey and says the roots of racist nationalism date
back to first years of the Turkish Republic. However, he clarifies
that this movement became more collective and influential in the
1960s. He says in the 1960s and 1970s radical nationalism was
intensively supported to counter the "rising communism threat" in
parallel to the rising left. Gonensin holds the terrorist Kurdistan
Workers’ Party (PKK) and Kurdish nationalists also partly responsible
for increasing radical Turkish nationalism. He also urges that it is
not only right-wing people, but also leftists and Kemalists who are
experiencing conflicting concepts of nationalism today, for example
nationalism mixed up to the point of patriotism committing murder.

"In a society in harmony with the world and itself, radical nationalism
cannot be influential, but it seems that it will continue to be
influential in Turkey for a long time," adds Gonensin.

Foreign Minister Abdullah Gul said he was optimistic that there would
be progress made concerning the continuing presence of the terrorist
group the PKK in northern Iraq.

Speaking after meeting with US Vice President Dick Cheney at White
House late Monday, Gul told reporters there might be some developments
regarding the PKK that would meet Turkey’s expectations.

Gul also separately meet with the US National Defence Advisor Stephen
Hadley on Tuesday. "Both meetings went very well," Gul said. "As you
know the significant topics were the future of Iraq, the Armenian
bill and issues over combating terrorism."

When asked whether he had been given any concrete promises over steps
to be taken to combat the PKK, such targeting their camps in northern
Iraq, Gul responded by saying, "Would tell that they will go and hit
on this date?".

He added that he was shown a very serious approach and a very open
one which made him feel that the meetings went well.

When Gul was asked about Ankara’s approach on calling to postpone the
upcoming referendum in the oil rich city of Iraq, Kirkuk, Gul said
that for Turkey the integrity and peace of Iraq was very important.

"The current sectarian conflict unfortunately has reached very great
dimensions. This should spark into another shape. Kirkuk is a Iraqi
city. It is very important that everyone in peace and safety in there,"
Gul said.

YEREVAN, February 7. /ARKA/. RA Deputy Foreign Minister Gegham
Gharibjanyan held a meeting with the newly appointed Syrian Charge
d’Affaires Mamun Khariri.

Gharibjanyan wished his success in his mission and expressed the
confidence that the sides are willing to intensify the Armenian-Syrian
relations, the Press and Information Department, RA Foreign Office,
reports Gharibjanyan stressed that the issues discussed during his
recent visit to Syria and the agreements reached are an important
stimulus to the development of bilateral relations. He pointed out
effective cooperation in the education sphere.

In his turn, Khariri expressed his satisfaction with the traditionally
friendly Armenian-Syrian relations, pointing out the importance of
intensifying the steps to develop bilateral trade and economic
relations and Armenian-Syrian cooperation in international
organizations.

The sides also discussed the issues related to the 4th meeting of
the Intergovernmental Commission to be held in Damascus.

The bill on criminalizing the negation of the Armenian Genocide will
be included in the agenda of the French Senate after parliamentary and
presidential elections, at the end of spring or in June. "Marmara"
newspaper reports that Secretary General of the Socialist faction
Bernard Munie – the author of the document – said they do not hurry
to present the bill in the Senate.

YEREVAN, FEBRUARY 6, NOYAN TAPAN. Microsoft intends to conduct
scientific studies in Armenia. Grigor Barseghian, Director of Microsoft
RA company – Microsoft’s Armenian representative, stated this at the
February 6 press conference. Responding to NT correspondent’s question,
he said that at first Microsoft will cooperate with Armenian software
companies. It is not ruled out that in the future Microsoft will form
its team of programmers in Armenia. According to G. Barseghian, about
50 ethnic Armenians work with Microsoft. Most of them are qualified
experts and work at the head office of the company.

YEREVAN, FEBRUARY 5, NOYAN TAPAN. Three-day seminar dedicated to
the reforms in the sphere of RA defence opened on February 5 in
Yerevan. The seminar entitled "Introduction of Civil Element into the
Defence System and Amendments to RA Law "On Defence" was organized
by RA Defence Ministry and George C.Marshall European Center for
Security Studies.

As RA Deputy Defence Minister, Colonel-General Artur Aghabekian stated,
it is planned that the reforms starting in 2007 will be completed in
2015. Their main goals are modernization of Armenian armed forces and
raising of their fighting efficiency, provision of country’s military
security, cooperation with international structures.

In A.Aghabekian’s words, National Security Strategy has been already
worked out and will be adopted soon. Soon the Defence Ministry will
start to work out the defence doctrine, which will be completed in
late 2007. He stated that after the parliamentary elections the newly
elected National Assembly will implement legislative reforms in the
defence sphere. A.Aghabekian said that as a result of amendment of RA
law "On Defence" and adoption of law "On Special Civil Service" it will
become possible to replenish the Defence Ministry with a civil staff.

Programs of territorial optimalization of military units, raising
of management efficiency of subdivisions will be implemented in
2008-2010. A.Aghabekian attached importance to the construction
of a new building of Defence Ministry, which will enable to
centralize all subdivisions of the military department, including the
general headquarters, in one territory. It is planned to finish the
construction of the building proceeding under the Minister’s direct
control in 2007 autumn.

A.Aghabekian said that experts of Lithuania, Estonia, Romania, U.S. and
NATO participating in the seminar will present experience of defence
reforms in other countries. In his words, Armenia has it peculiarity,
as it has to implement the reforms in conditions of keeping the army
in fighting preparedness.

Answering journalists’ questions, the Deputy Minister said that
no task of aiming the reforms at joining NATO has been set before
Armenia. In A.Aghabekian’s words, the issue of Armenia’s membership
to NATO will not be discussed in the nearest future. "Armenia carries
on complementary policy, which is also manifested in the sphere of
defence. We aim our cooperation with CSTO and NATO at modernization
of our army and counteracting to the threats," the Deputy Defence
Minister declared.
