"I do not this that my part affiliation or being a deputy is number
one political issue in Armenia," Viktor Dallakyan, independent deputy,
told Panorama.am.

Speaking about the rumors that Viktor Dallakyan has applied to
Prosperous Armenia to become a member but was rejected, the deputy
said, "I follow that funny rumors in the status of an observer."

Speaking about participation in parliamentary election, Dallakyan said,
"My constituency will decide whether I will run for election. If
they think it expedient and apply to me, then I will think and make
a decision."

Turkish and Azerbaijani journalists intend to launch a new
anti-Armenian action. Azeri media report that the league of independent
correspondents intends to create a center to investigate "the crimes
of Armenians against the Turkish nation." "The aim of the center is to
inform the society about the facts of crimes perpetrated by Armenians,"
the press release says. The authors of the initiative intend to publish
the results of their investigations in Azerbaijani, Turkish, English,
French and other languages and send to international organizations
and representations of the Azerbaijani community abroad.

The center also intends to create an "Armenian researches" magazine.

It can be concluded that most part of the "researches" will be simply
falsified by "journalists of the two brother countries."

A stamp dedicated to the memory of the editor-in-chief of the Agos
daily Hrant Dink has been issued in France.

The stamp includes a mention of the day of assassination of Dink,
instead of the seal it is written: "slain journalist," Turkish "Sabah"
informs. On the left of the stamp issued by two Armenian citizens it
is written "1.5 million +1" which symbolizes the number of the Armenian
population massacred during the events of 1915 and Hrant Dink’s death.

EU Special Envoy for the South Caucasus Peter Semneby declared at
a press conference in Baku that "the time has come to normalize the
relations between Azerbaijan and Nagorno Karabakh, and at this point
the European Union is trying to create trust between the parties."

Turning to the statement of the OSCE Minsk Group Co-Chairs that
discussion of the issue in the framework of other organizations hamper
the resolution of the Karabakh conflict, Semneby noted that he does
not think the activity of the EU is directed against the work of the
OSCE Minsk Group. "The European Union backs the activity of the OSCE
Minsk Group," he said.

The EU Special Envoy also mentioned that these have been moments
in the negotiations on the Karabakh conflict settlement which were
inspiring optimism, but were yielding no results." Among these Semneby
pointed out the meeting of the Presidents of Armenia and Azerbaijan
in Minsk and the recent talks between the Foreign Ministers of the two
countries." No progress was achieved as a result of these negotiations,
but I hope the question will find its solution and the EU will have
its contribution," said the EU Special Envoy, adding that "after the
settlement of the issue, the European Union has much do in the region,"

PETES’ ROOKIE STEEPED IN FOOTBALL TRADITION

By all rights Zach Bogosian should be playing football instead
of hockey.

The Bogosian family from upper state New York has a rich tradition
in football, starting with Zach’s grandfather Ike Bogosian Sr. who
played football for St. Lawrence University not far from the family’s
hometown of Massena, N.Y.

Zach’s father Ike Jr. captained the Syracuse University football
squad after transferring from Boston College. A running back who later
switched to free safety, Ike Jr. set rushing records for Connecticut
prep schools.

Zach’s uncle Steve was an All-American two years in a row at West
Point Military Academy.

The family lived and breathed football, yet, Zach, 16, and brother
Aaron, 20, who plays for the USHL’s Cedar Rapids Roughriders,
chose hockey.

"I’ve always wanted to play football and still kind of do sometimes,"
Zach, the Petes first-round draft pick this season, said. "I have a
love for the game growing up with my dad and him showing me how to
throw a football."

However, his father, whose football career was ended by a serious
knee injury, wasn’t keen to rush them into football especially after
they started hockey.

"With all the knee injuries going on in that sport my parents didn’t
really want me to risk my hockey career so I pretty much played the
standard hockey, soccer and lacrosse," said Zach.

He says his father and brother are the two greatest influences in
his life. He describes his father as a fun-loving man who also can
be strict and demanding. He says his brother is just like his father.

"My great-grandfather was born in Armenia and he came over and pretty
much started from scratch. He was a hard working, hard-nosed guy.

That’s the way my whole family is. Ever since I can remember, my dad
was always hard on me but hard on me in a good way. He still let me
have my freedom but he always made sure I was training and staying
out of trouble. He’s really helped me with that. He’s pretty much
been my idol my whole life. Him and my brother."

Aaron and Zach left home together two years ago to play hockey at
Cushing Academy, a prestigious Boston prep school. His brother was
his mentor and looked out for him, he said.

"If I didn’t have him, I wouldn’t be anything I am today," Zach said.

What he is today is one of junior A hockey’s brightest young stars.

He’s already ranked by International Scouting Service as a potential
high first-round pick for the 2008 NHL Entry Draft.

He’s done something this year few underage defencemen do in earning
top line icetime while playing power play and penalty kill. On a team
that has given up 49 more goals than it’s scored, Bogosian’s plus-five
plus-minus rating is more than respectable. Only six players currently
on the Petes roster have more than Bogosian’s 27 points.

It wasn’t an easy decision for Zach to choose OHL hockey rather
than follow his brother to Cedar Rapids, Iowa in hopes of a college
scholarship.

"It was a big part of my hockey career playing with him for two
years," said Zach. "It was a big decision. If I’d gone out there,
I would have played with him for a couple of more years."

However, Bogosian is certain he’s made the right decision. Despite
the team struggling to make the playoffs, he says the experience has
been all positive.

"It’s been everything I thought it would be," he said. "I love it. I
didn’t think I was going to be where I am right now from where I
was last year. My development has been so much better here. They’ve
helped me out so much and thrown me into every situation to help me
learn my way. It’s helped me a lot and I’m sure it’s going to help
in the long run."

In the long run, he expects the team to do well, too.

"Some people might have their doubts on us but I think we’ll prove
some people wrong," he said. "Even this year, people are saying they
don’t think we’ll make the playoffs. I really think if we keep playing
hard we can come through and surprise a few people and slip into the
seventh or eighth spot. I think we can surprise some people even this
year to give us some confidence for next year."

CANCELLATION: Peterborough Petes had a last-minute cancellation for
the Brick Birthday Box and it has come available for tomorrow’s game
against Kingston.

Armenia’s parliament Tuesday adopted a bill allowing dual citizenship,
paving the way for naturalisation of Armenia’s massive foreign diaspora
as well as easing matters for Armenian immigrant workers in Russia.

Foreigners who are at least 18 years old, can speak Armenian and
know the constitution, as well as those with an Armenian spouse or
of Armenian origin, could benefit from the new law, Justice Minister
David Harutiunyan told parliament.

Armenia took the first step toward adopting this law in 2005, when a
referendum struck from the country’s constitution an article forbidding
dual citizenship.

The Armenian diaspora numbers up to nine million people by some
estimates and consists mainly of those who fled the Ottoman Empire’s
massacres of Armenians in 1915-1917, and their descendants.

These massacres were recognized as "genocide" by numerous historians
as well as the European Parliament and France, with Ankara hotly
protesting the appellation.

"The resolution of the Karabakh conflict during this year is
not ruled out, but the existing optimism is cautious," RA Foreign
Minister Vartan Oskanian said during a joint press conference with
the German Foreign Minister Frank-Walter Steinmeier. According
to Vartan Oskanian, the document on the bargaining table inspires
hope that, but there are still unsolved problems. In the Minister’s
words, there will be a window of opportunity for the settlement of
the issue after the parliamentary elections in Armenia, and if the
parties demonstrate necessary political will, it will be possible to
achieve serious progress during this year. "I do not rule it out, but
the optimism is cautious, since we have been engaged in the process
for 13-14 years. There were moments that we thought the resolution
of the question was close, but nothing yielded any results," said
Vartan Oskanian.

Frank-Walter Steinmeier also expressed hope that on the basis of the
documents worked out recently it will be possible to reach long-term
settlement of the question. Among others, the Karabakh issue was
discussed during the German Foreign Minister’s visit to Azerbaijan.

>From his meetings in Armenia and Azerbaijan Steinmeier got the
impression that the parties consider the existing documents a good
basis for continuing the negotiations. He expressed hope that with the
mediation of the OSCE Minsk Group Co-Chairs the talks will reach the
level after which it will be possible to inform the societies, who are
gradually preparing to comprehend the ways of resolution of the issue.

with Turkey without preconditions, stated Armenian President Robert
Kocharian at the interview to French "Le Figaro". He rejected
Turkey’s offer to create a joint commission of historians in order
to clarify the events of 1915 and called upon Ankara to establish an
inter-governmental commission. "Normalization of bilateral relations
is a prerogative of governments not historians," stressed the head
of the Armenian State. He also added the Armenian side is ready to
establish diplomatic relations without preconditions, to establish
an inter-governmental commission in order to discuss all, even the

YEREVAN, FEBRUARY 19, NOYAN TAPAN. "The RA authorities attempt to push
out of the pre-electoral struggle the political forces not enjoying
their favour by using electoral pledge reaching honourable sizes and
by other material obstacles. " Arshak Sadoyan, the Chairman of the
National Democrates’ Alliance (NDA) party, National Assembly deputy
made such a statement at the February 19 press conference. In his
words, the cost of one-minute political TV advertisement surpasses
the cost of 20-30 seconds of the commercial advertisement, what,
according to A.Sadoyan’s qualification, is simply a crime in the
present conditions of serious social polarization. The NA deputy added
that even businessmen can not financially assist opposing parties
today, as in the case of similar steps they will have problems with
the authorities: up to "closing of their business."

A.Sadoyan stated that the NDA welcomes readiness of democratic
countries and international organizations for financially assisting
holding of free and fear elections in the RA. He reminded as an
example the statement of Condoleezza Rice, the U.S. Secretary of State,
to allocate 6.5 mln U.S. dollars to Armenia for that purpose.

In A.Sadoyan’s words, lease of everyday broadcast of a TV channel
having possibility of state broadcast is envisaged by the all-embracing
program of the NDA, so their party will address "to a number of
democratic countries and international organizations" expecting
financial assistance. A.Sadoyan did not specified which countries
and organizations he concretely ment. He expressed a hope that
other opposing forces of Armenia, particularly "Azgayin Miabanutiun"
(National Unity) will join their proposal.

DEADLINES OF RURAL COMMUNITY DEVELOPMENT FIXED

Press services of the foreign ministry of Armenia told
Panorama.am that the management of Hayastan All
Armenian Fund met with community organization involved
in rural development in Armenia and Karabakh.

Representative of Hayastan All Armenian Fund from
France, USA, Canada, Iran, Argentina, Switzerland were
present. The sides discussed issues on rural
development. Deadlines and implementation mechanisms
are set.
