and that’s why there exists a policy of self-affirmation, which
supposes nationalism, member of the Republican Party of Georgia,
political scientist Paata Zakareishvili stated to the PanARMENIAN.Net
journalist. He said, generally it exists on everyday level,
but Georgians need an image of enemy and Armenians became such an
image. "But the matter is not in Armenians, the matter is in Georgians
themselves, in Georgian mentality. They treat bad Azeris too. It’s
true that now nobody speaks like the times when Gamsakhurdia was
the president of the country, "Georgia for Georgians", but still
some traces of those times remain. Only the Georgian government is
guilty in the Javakhk problem. I think there is nothing dangareos
in granting autonomy, including to Javakhk. The notion of "autonomy"
supposes only self-government," Zakareishvili underlined.

The Georgian political scientist reminded that the Georgian society
suffers from phobia towards autonomies. "It is quite explainable
taking into account separated autonomies of Georgia – Abkhazia and
South Ossetia. We view all steps taken by Armenians of Javakhk towards
receiving autonomy as efforts for full separation, but this is not
the case. The cause of phobia is in the reason that we do not know
each other. We must seat and discuss what Armenians of Javakhk want
and what Georgia can offer them," Paata Zakareishvili said.

First Deputy Prime Minister Sergei Ivanov on Wednesday praised the
imminent opening of a ferry route that will open up transportation
links between Russia and Armenia.

The ferry will start work "any day now," the Armenian government said
in a statement Wednesday.

The ferry, from the Russian Black Sea port of Kavkaz to Georgia’s Poti,
is also a second step toward relaxing Russia’s ban on transport links
with Georgia. Over the Easter weekend, authorities allowed flights from
Tbilisi to land in Moscow in what they said was a humanitarian gesture.

Russia last fall imposed a full transportation, trade and postal
blockade on Georgia after a spying scandal soured relations between
the countries.

A landlocked country with its borders already blocked by neighboring
Azerbaijan and Turkey over a long-running territorial dispute,
Armenia was also hit hard by the blockade of Georgia.

The ferry service, able to carry up to 50 rail wagons, will effectively
remove the blockade and "cut this Gordian knot," Ivanov said,
Interfax reported.

Ivanov made his comments during a one-day visit to Yerevan, where
he met with Armenian President Robert Kocharyan and Prime Minister
Serzh Sarkisyan and discussed trade, transport and nuclear energy.

An official accompanying Ivanov said no deals were signed Wednesday.

with Russia’s First Vice Premier Sergey Ivanov, the RA leader’s press
office reports. The parties discussed the Armenian-Russian cooperation,
specifically in the economic sector. Dynamic development of bilateral
cooperation resulted in constant increase of Russian investments
and growth of commodity turnover, they said. Robert Kocharian and
Sergey Ivanov also referred to exploitation of enterprises conveyed
to Russia within Property for Debt treaty, transport communications
and regional cooperation.

International Red Cross Committee (IRCC) met with Azerbaijani soldier
Samir Mammadov, who was captured by the Armenians in 24 December 2006.

According to Samir’s uncle, Vidadi Mammadov, the IRCC representatives
informed the Mammadovs residing in the city of Barda of the occasion.

The representatives delivered a letter to Samir from his family. They
stated that his health is good; however they did not bring a letter
from him.

Mammadov said that the family had sent 13 letters to Samir and had
received five from him.

Samir Mammadov was conscripted for military service by the Military
Commissariat of the region of Barda. He was captured by the Armenian
military on the Gazakh-Ijevan border 15km away from the military unit.

YEREVAN, APRIL 10, ARMENPRESS: A top police officer urged yesterday
his country fellows, non-governmental organizations and political
parties to scrutinize voters lists and report all inaccuracies,
if they find such, to police departments which are in charge of
compiling these lists.

Deputy chief of police Ararat Mahtesian said the police and several
other government agencies had done a great deal of job to specify
voter lists, but admitted that findings of some non-governmental
organizations and the March 25 mayoral election in the town of Armavir
demonstrated that these lists are still far from being perfect.

Mahtesian said police has opened two hot-line telephone numbers for
reporting voter list inaccuracies.

The majority of these inaccuracies, he said, are presence in the voter
lists the names of deceased peoples and young men who are called up
to mandatory military service.

YEREVAN, APRIL 9, NOYAN TAPAN. At the first sitting of regular four-day
session that started on April 9 RA National Assembly adopted 18 bills
and legislative packages discussed previously. With the exception of
the bill "On Investigation Activity" adopted in the second reading,
another bills were adopted in the final reading and completely. The
prevailing majority of the latters related to making amendments and
additions to the acting laws.

"I think this parliament did its important mission and completes its
activities with efficient votings," RA NA Speaker Tigran Torosian
stated adding that in fact, the four-day session finishes ahead of
the schedule due to lack of issues on the agenda.

noticed among incidents on the ground of xenophobia compared with
the same period of past years, Director of Human Rights Moscow Bureau
Alexander Brod stated to a press conference on Monday.

"According to our monitoring, 49 cases on the ground of xenophobia have
been registered in the first quarter of 2007. 13 people were killed
and 50 were wounded," Brod said. He told during the same period in
2005, 22 attacks were registered, and 19 – in 2006; two people died
and 30 were wounded. Such figures show that crimes on the ground of
xenophobia have increased in Russia this year.

Brod underlined by number of crimes "in general large Russian cities
are leaders, among which are Moscow, Saint Petersburg, Nizhni Novgorod,
Voronezh and Yaroslavl". And generally immigrants from Azerbaijan,
Uzbekistan, Armenia, Georgia, North Korea and representatives of
African states become targets for nationalistic attacks.

He said, in 2007 "nationalistic parties" have started to actively
prepare for participation in elections.

"Xenophobia resource is being actively used and has been used during
regional elections on March this year, and it will be used during
elections scheduled for December 2007," he stated. According to
Brod, literature of xenophobia character is being published like
before. Three such books have been already published this year,
and currently they undergo an examination, Interfax reports.

YEREVAN, APRIL 6, NOYAN TAPAN. The 57th sitting of Council of
Commanders of Frontier Troops of CIS member-states will be held on
April 10-13 in Tsakhkadzor. As Noyan Tapan was informed from the
Press Service of RA National Security Service, at the Council sitting
they will discuss CIS program of fighting international terrorism
and extremism, issues of settlement of crisis situations, illegal
migration, narcobusiness, smuggling, issues connected with cooperation
aimed at counteracting to transportation of arms, ammunition through
the territory of CIS.

Representatives of CIS Executive Council, Secretariate of Defence
Ministers Council of CIS member-states, Collective Security Treaty
Organization, Secretariate of Integration Committee of Euroasian
Economic Cooperation, Anti-terrorism Center of CIS member-states have
submitted applications for taking part in the sitting.

Working meetings of experts of frontier departments of CIS
member-states will be held, sitting of Council on frontier affairs of
European Economic Cooperation member-states will be held on April
10-11. The general meeting of founders of Club of Heads of CIS
Member-States’ Frontier Departments will also take place.
