YEREVAN, APRIL 18, NOYAN TAPAN. Another 9 local NGOs were accredited at
CEC on April 18 for carrying out monitoring mission at the forthcoming
parliamentary elections. Noyan Tapan correspondent was informed about
it by CEC Spokesperson Tsovinar Khachatrian.

So, at present, 28 local NGOs and 5 international organizations are
accredited at CEC. It is noteworthy that OSCE ODIHR, 42 observers of
which had been already accredited by CEC, submitted applications for
accreditation of another 89 observers.

Till the end of this year ArmenTel is ready to renounce all of its
monopolies, including the one over the fixed telephony, the director
general of ArmenTel, Oleg Bliznuk, said during a press-conference
today.

Presently, ArmenTel and the Commission on the Regulation of Public
Services are considering the terms of the renouncement. Bliznuk says
that the renouncement of monopolies will have no negative impact on
the company’s performance.

"By that time we will be ready for healthy competition," Bliznuk
said. Full liberalization of Armenia’s telecoms market was one of the
preconditions of the Armenian Government when it was selling its 10%
stake to VimpelCom.

Bliznuk noted that the fixed phone network is profitable, but gave up
to say how much profit it brought last year. He assured that ArmenTel
will fulfill all of its obligations for digitizing and modernizing
Armenia’s fixed phone network before its sale to another company.

To remind, on Nov 16 2006 OTE (Greece) sold 90% of ArmenTel’s shares
to VimpelCom (Russia) for 342mln EUR. ArmenTel still has a monopoly
over fixed telephony. The relevant license expires in 2009.

Russia will soon negotiate on constructing a big oil refinery on the
Iran-Armenia border.

Reportedly the facility will have the capacity to annually refine 7
million tons of oil exported from Iran to Armenia via a pipeline.

Meanwhile the petrol produced in the refinery will be shipped to Iran
through railway.

Apparently hundred millions of dollars are required for construction
of the 2 hundred kilometers pipeline and the railway.

Presently Iran and Armenia are not related by rail.

Assembly (PACE) Ganira Pashayeva addressed question to Fiorenzo Stolfi,
chair of the Committee of Ministers regarding the current situation

Stolfi said that Azerbaijan and Armenia undertook commitments on
peaceful solution to the conflict.

"Taking this into account we noted the possibility of solving the
conflict only in a peaceful way and dialogue," he said.

Fiorenzo Stolfi said that the meeting of the Foreign Ministers
[Azerbaijan and Armenia] in Geneva on March this year created hope
for the continuation of efforts for peaceful solution of the conflict.

He said that ‘referendum,’ ‘presidential elections’ in Nagorno Karabakh
hampers the settlement of the conflict.

"Council of Europe will never recognize such unilateral political

US Assistant Secretary of State on Europe and Eurasian affairs Daniel
Fried replied to ArmInfo correspondent’s question at the
press-conference in Washington that the USA thinks that Turkey ought
to open up the border with Armenia and restore normal relations.

"We’re pleased by recent steps Turkey has taken, like restoring the
Armenian church in Eastern Turkey, even if as a museum. That’s still
something," the American diplomat said. He also added that there is in
Turkish society a constituency for this kind of reconciliation.
"Hrant Dink was murdered by an extremist nationalist, but then 100,000
Turks were in the street saying we are all Armenians, we are all Hrant
Dink. It didn’t mean literally that they’re Armenians, but it means we
reject nationalism. We embrace a Turkish identity which is
tolerant. That’s very hopeful. That’s a very good thing. That’s what
we want to encourage," Daniel Fried said.

A rally attended by thousands of people was held at Charles Aznavur
Square in Yerevan to launch the Armenian Revolutionary Federation’s
election campaign.

Despite the bad weather people came to the rally from different
regions, from villages and different communities of Yerevan. They came
to prove that they are supporting the party that was created by the
people. And it is this support that has sustained the party for 117
years.

Representative of the ARF’s Bureau Hrant Margarian, Representative of
the ARF ‘s Supreme Body Armen Rustamian, member of the ARF’s Bureau
and Deputy Speaker of the National Assembly Vahan Hovhannissian and
the head of the ARF’s parliamentary faction Hrayr Karapetian made
statements during the rally.

`People trust the ARF as they would trust an old friend.’

`Welcome to a new era that I am sure we will start together on May
12,’ member of the ARF’s Bureau, Deputy Chairman of the National
Assembly Vahan Hovhannissian said. `We all came here today to prove
that we trust the ARF, we trust it the way we would trust an old
friend,’ Hovhannissian stated adding that the ARF’s goal is to ensure
that the government should treat the people as its friend. `What ARF
must do in the first place is to turn its face towards the people’.

The government that we will form together on May 12 shall do this.
Hovhannissian believes we can speak much about the party’s political,
social and economic platforms. The ARF goes for this elections relying
on its ideas, its supporters and goals and not on money and cheating.
Every single candidate included in the ARF’s proportional list
deserves the voters’ trust because there are no false biographies on
the list, and the candidates have nothing to add.

`We are strong because of the people’s trust. You can read our list
and you will see that it includes both members of ARF and people from
outside, it includes both young and old people, both men and
women. There is one thing that makes our list different from other
parties’ lists ` not ingle candidate from our list has anything to
hide in his past. If they are professionals and intellectuals, they
are true professionals and intellectuals, they have not bought their
diplomas. If they are freedom fighters, they have truly fought in the
mountains of Karabagh, and not on the asphalt.’

Hovhannissian said ARF is strong and is getting stronger and people’s
participation in the rally proves this. The people’s trust is the
guarantee that will take the party and the people towards victory on
May 12.

`ARF can look straight in people’s eyes.’

This is the third time that the ARF participates in the parliamentary
elections and it has become a nice tradition to launch the electoral
campaign with a rally. This rally is symbolical because only the party
that has nothing to be ashamed of and can look straight in the
people’s eyes can hold a rally like this. I am sure people will all
agree that after the last elections the ARF did much more that the
number of mandates it received allowed.

We had the same situation in 1999 when we had only 9 mandates. We
managed to correct our country’s development path towards national and
state goals. In 2003 we got 11 mandates but managed to keep this path
unchanged.

It is natural that the ARF’s strength and problem-solving capacity
will increase drastically if we receive more mandates after these
elections. The elections on May 12 will determine the upcoming
political regime because we will have presidential elections in a year
and the result of these elections will largely depend on the
parliamentary elections.

The significance of the upcoming elections cannot be
overestimated. Most importantly, we must ensure during the electoral
campaign that the voters too come to realize this.

They must understand that every voter’s passiveness will damage our
common interests. It is only through active participation in the
elections that we can accomplish our goals. We have two goals. First,
to ensure that our people feel safe and secure. This sense of security
is lacking because people do not feel that the state is taking care of
them.

The second important issue is that in this period we have had fragile
development, a fragile stability and balance and the ARF has often
been constrained not to disturb this fragile balance.

We have managed to make others take a more tolerant position with our
cautious approach. Today, it is possible to have a serious
breakthrough in the country’s development. ARF believes it is possible
to achieve a breakthrough in all spheres ` socio-economic,
demographic, human rights, by undertaking serious measures and not
merely making declarative statements.

The ARF is able to achieve this breakthrough. No matter how many
mandates we get in the National Assembly we will dedicate ourselves to
the solution of these problems. I wish we would gather here before the
next elections and speak about greater accomplishments. I wish we
would be able to look at the future with more confidence and leave the
Armenia of our dreams to our children.

`We are not a party created around an individual’

ARF’s only majoritarian candidate head of the ARF’s parliamentary
faction Hrayr Karapetian running in Arabkir community in Yerevan noted
that the ARF has always supported a fully proportional system when the
parliament is formed only from political forces. Karapetian will go
for the elections having the voters’ confidence and support for the
ARF.

Even in this constituency where almost all political parties are
represented the ARF will use only political means of campaigning and
expects the same approach from other candidates.

The ARF has enjoyed people’s support for 117 years and this time too,
the party will work collectively to achieve victory. `We are not a
party created around any individual,’ Karapetian said adding that
every single deputy elected to the National Assembly from the ARF has
always acted and will continue acting on behalf of the ARF
implementing the ARF’s programs.

Karapetian said there are people and political forces that want to get
into the parliament by all means with the purpose of gaining business
profits and using legislation for their personal interests and
needs. Such people use all possible means to get into the parliament.

`Today they manipulate your social conditions, the difficult economic
conditions. However, tomorrow when they get your votes and get into
the parliament they will first of all harm the most vulnerable groups
with their activities.’ They will harm the people because they do not
pay taxes and when there is no money in the budget it is not possible
to pay salaries and increase the pensions. It is not possible to
implement the programs that are included in the ARF’s platform.

`Meanwhile, the ARF knows how to increase the salaries and the
pensions. This increase should come from the shadow sector of the
economy, the sector where large tax payers do not pay taxes, where the
whole burden of taxes lies on the small and medium businesses.’
Karapetian said these people were the ones who opposed the draft law
on minimum living standard developed by the ARF’s faction. These
people were the ones who opposed the draft law on bodyguard
service. With the people’s support the ARF will be able to pursue the
ARF’s struggle for social justice, freedom and independence,
Karapetian concluded. ` Through the struggle of free individuals in
the truly independent country shall we have a Unified Armenia.’

Dear fellow citizens, The Armenian Revolutionary Federation Party is
starting its march towards the victory. A victory that will first of
all be the victory of the nation. A victory that we will accomplish
together.

We are expecting your participation in the elections. We are expecting

are looking forward to working diligently so that we can win together.

We are different from everyone. We are not going to spread hatred with
our campaign, we are not going to threaten or bribe our voters. We are
entering the political arena with our organizational capacity, our
work and our platform.

I am sure that our wise and cautious nation, our nation that has
dignity will ignore empty threats, temporary pressures and bribes and
will give its vote to the Armenian Revolutionary Federation. By voting
for the ARF you will ensure your victory.

organization in the Armenian political reality. ARF is a pan-Armenian

ideology, collective accountability and responsibility.

ARF is the party of true patriots and is the friend of the most
vulnerable segments of our nation. ARF was there in the liberation war
in Artsakh, ARF is there in the most recent processes of determination
in Javakhq. Gevorg Chavush, Aram Manukian, Levon Shant, Siamanto,
Daniel Varuzhan, Tatul Krpeyan, Artur Mkrtchian, Shahen Meghrian and
many many other outstanding patriots were ARF members.

When our organization was outlawed and exiled we did not accommodate
to the violence and overcame it through underground struggle. Then we
joined the government for the sake of our country and our nation. ARF
always saw the truth and called things with their names. ARF never
deviated from its proclaimed goals and never identified itself with
any negative phenomena. ARF always preserved its own identity and
adhered to its principles.

The people will trust the ARF, will unite around it and vote for it
because ARF is the political force that has a program and will to
implement that program, because the Armenian nation is the Alpha and
the Omega for the ARF. We want to govern the nation without ruling it,
we want to lead the nation.

Restoration of justice and creation of development opportunities for
all is our goal. ARF has the will and determination to realize this
because ideological strength and political will is needed to fight
corruption in the country. ARF is the force to do this because ARF
aims at conscious support of the nation.

ARF’s supporters are people with dignity, people who are ready for
struggle. No one should solve his problems through criminal
relation. No one should feel unprotected in the country. Everyone
should be equal in front of the law.

ARF has a vision of the future. It has a vision of organizing and

momentary interests of any individuals or groups. Political power is
not a means of solving personal problems and gaining personal wealth

ARCHBISHOP BARSAMIAN INTERCEDES WITH SOUTHERN METHODIST UNIVERSITY (SMU) TO
WITHDRAW THEIR SPONSORSHIP OF MONOLOGUE ABOUT TURKISH-ARMENIAN RELATIONS
UNDER GUISE OF DIALOGUE

Late Wednesday evening, April 11, 2007, His Eminence Archbishop Khajag
Barsamian, Primate (Chief Bishop) of the Diocese of the Armenian Church of
America (Eastern) was alerted to a hastily organized "International
Conference on Turkish-Armenian Dialogue" being co-sponsored by Southern
Methodist University (SMU) in Dallas, Texas. Alarmed that of the twelve
(12) panelists invited, not a single Armenian academic or Armenian-American
leader was asked to take part, except for the Armenian Archbishop of Turkey,
Archbishop Barsamian called upon SMU President Dr. R. Gerald Taylor to
withdraw the University’s support and sponsorship from the conference.

On Friday, April 13, Archbishop Barsamian was notified by SMU Vice President
Jim Caswell that the University’s Office of the Chaplain had withdrawn its
support for the event and had requested that the SMU Turkish Student’s Group
and other Turkish interest groups and foundations sponsoring the event to
remove SMU’s name and logo from their promotional materials and web sites.

Speedily organized for Saturday, April 14, 2007 without much notice to the
wider academic and greater Armenian communities, the "International
Conference on Turkish-Armenian Dialogue" included a panel of twelve (12)
academics and religious leaders, including Turkish scholars widely known as
Genocide deniers, despite world-wide acceptance that Ottoman Turkey
slaughtered some 1.5 million Armenian Christians between 1915-1918, a period
President Ronald Reagan, other world leaders and governments refer to as the
Armenian Genocide.

The only Armenian invited to participate in the conference panel was His
Beatitude Mesrob II Mutafyan, the Armenian Patriarch of Istanbul. The
Patriarch, who resides in the capital of Turkey, has a very limited ability
to freely to express his true thoughts and concerns because of oppressive
Turkish free-speech laws.

Throughout Thursday, the Primate was in communication with leaders of SMU
and academics from other schools scheduled to speak at the conference.
Additionally, ecumenical partners and their leaders, such as Dr. Bob Edgar
of the National Council of Churches, added their voices, calling for SMU to
withdraw their sponsorship of the conference that promised to be a
monologue, effectively excluding Armenians from the supposed dialogue.

On Friday, Archbishop Barsamian received additional notice that American
academics who had learned of how one-sided the panel was, withdrew their
names as participants.

Sadly, the SMU Turkish Student’s Group, a pro-Turkish foundation and a
Turkish run "interfaith" group still plan to go forward, despite the
universal academic condemnation of the event’s scope and organization.

Responding to the notice of SMU’s withdrawal, Archbishop Barsamian said, "We
thank the leadership of Southern Methodist University and applaud their
understanding of the importance of true dialogue, of helpful discussion, and
hopeful relations between the Armenian and Turkish people."

"There are countless Turks who are beginning to uncover the truth of the
Armenian genocide. Those Turks are beginning to understand the importance
of a true discussion on the issues surrounding the Genocide, and we welcome
such open, honest, and heart-felt talks," the Primate added. "However, this
conference is not such a dialogue, and, indeed, is no true dialogue at all.
It is, rather, an attempt to use the title ‘dialogue’ to persuade America’s
political class that the Armenian Genocide is not worth remembering or
recognizing."

Archbishop Barsamian has made clear to SMU, to other Turkish groups and to
Turkish academics and intellectuals that he remains ready to engage in
authentic dialogue. "I look forward to working with SMU, its student groups
and others of good will to organize a truly balanced panel capable of
discussing the Armenian Genocide and the future of the Armenian-Turkish
relations," added Archbishop Barsamian.

"I trust that saner voices will take up my invitation to engage in real
dialogue and this sad affair may come to some good after all," Archbishop
Barsamian added.

TURKISH SCHOLAR OF THE ARMENIAN GENOCIDE TANER AKCAM SPEAKS APRIL 18

The Genocide Intervention Network-Minnesota will host a talk by Dr.
Taner Akcam, visiting professor of history at the University of
Minnesota and a scholar of the Armenian genocide. Akcam’s talk,
free and open to the public, begins at 7 p.m. Wednesday, April 18,
in Room 100, McNeely Hall.

In 1976, Akcam was arrested and sentenced to 10 years’ imprisonment
as the editor-in-chief of a political journal. He escaped from
prison a year later, tunneling his way to freedom, and became one of
Amnesty International’s first "prisoners of conscience." He lived in
Germany since 1978 as a political refugee and continued his political
activities, studying at the Hamburg Institute for Social Research and
the University of Hannover in Germany on the topic of the Armenian
genocide.

Dr. Taner Akcam Akcam is under investigation in Turkey for asserting
that the deportations and deaths of nearly a million Armenians in
1915 constituted a genocide, which is denied by the government.

Speaking out against the Turkish government’s policy constitutes the
crime of "insulting Turkishness," for which Nobel laureate Ohran Pamuk,
novelist and professor Elif Shafak of the University of Arizona,
and Istanbul Armenian journalist Hrant Dink, recently murdered for
speaking out about the genocide, also have been targeted.

Akcam is the first Turkish specialist to use the word "genocide"
publicly in this context. The New York Times calls his new book,
A Shameful Act: The Armenian Genocide and the Question of Turkish
Responsibility, an "impressive achievement … [it] shines light
on exactly why and how the Ottoman Empire deported and slaughtered
the Armenians."

Akcam’s visit is sponsored by the All College Council, University
Lectures Committee, History Department, and the Ohanessian Endowment
Fund for Justice and Peace Studies of the Minneapolis Foundation.

At a fundraising reception on April 11, 2007, the U.S. Embassy in
Armenia helped the Armenian Red Cross raise over $4,000 for the fight
against landmines in Armenia, reports the press service of the US
Embassy in Armenia.

The reception was held as part of the "Night of a Thousand Dinners,"
a global event initiated in 2001 by the U.S. State Department under
the leadership of former Secretary of State Colin Powell. The purpose
of the reception was to increase awareness about the international
land mine crisis, and to raise funds for the Armenian Red Cross,
a local NGO that is working to reduce landmine casualties through a
mine risk education program. The event was one of many taking place
around the world in recognition of International Day for Mine Action.

While the scale of the landmine problem is hard to measure, the United
Nations Development Program reports that between 80,000 and 100,000
landmines remain buried in Armenia. These mines affect people living
in 60 communities, in five of Armenia’s eleven marzes. Over the past
decade, the United States has been the largest donor to landmine issues
and has spent over $1 billion dollars for mine action programs in
nearly 50 countries around the world. Since 2002, the United States
has provided more than $6.5 million dollars in humanitarian mine
assistance to Armenia.

During his opening remarks, U.S. Charge d’Affairs Anthony F. Godfrey
said, "The United States government is committed to addressing
the legacy and threat of persistent landmines and unexploded
ordnance:However, much more needs to be done, both by governments
and by concerned individuals and groups."

appointment of RA government’s members.

According to the information DE FACTO received at the RA President’s
Press Office, by the ordinance the following persons had been appointed
as RA government’s members: Aghvan Vardanian – Minister of Labor and
Social Issues Norajr Davidian – Minister of Health Karen Tchshmaritian
– Minister of Trade and Economic Development David Harutyunian –
Minister of Justice Vardan Oskanian – Foreign Minister Vardan Ajvazian
– Minster of Nature Protection David Lokian – Minister of Agriculture
Armen Movsisian – Minister of Power Engineering Manouk Topuzian –
Minister and Head of the Government Machinery Levon Mkrtchian –
Minister of Education and Science Hasmik Poghosian – Minister of
Culture and Youth Issues Hovik Abramian – Minister for Territorial
Governance Andranik Manukian – Minister of Transport and Communications
Aram Harutyunian – Minister of City Construction Vardan Khachatrian –
Minister of Finance and Economy.

The newly appointed Ministers held the same posts under former RA
PM Andranik Margarian. To remind, the government went out because of
Andranik Margarian’s sudden death.

April 4 Armenia’s President signed an ordinance on appointment of RA
new PM – Serge Sargsian, releasing him from the duties of RA Defense
Minister. At present Chief of General Staff of RA Armed Forces Mikael
Harutyunyan exercises the functions of RA Defense Minister.
