PM: ARMENIA IN NEED OF MORE VIGOROUS CRACKDOWN ON CORRUPTION

YEREVAN, November 12. /ARKA/. Armenian Prime Minister Serge Sargsyan,
whose candidacy was put up Saturday by Republican Party of Armenia
for presidential elections, said more vigorous crackdown on corruption
is needed in the country.

Speaking Saturday at the party’s 11th congress, he said that
psychological complexes must be overcome and atmosphere of intolerance
toward corruption created in Armenia for rooting out this phenomenon
and ridding the country of it.

"We mustn’t consider those people evading taxes as our friends and
fellow partisans", he said.

Sargsyan pointed out corrosive effect of corruption saying this is
the worst disease destroying the country.

"We will demand law enforcement agencies to intensify their combat
against corruption and will make solved crimes subjects of public
discussions", he said adding that this anti-corruption campaign must
be headed by the president.

The premier also said that prosecutor office’s as well as tax and
customs agencies’ activities must become more transparent.

ArmInfo. Prime Minister of Armenia Serzh Sargsyan has been elected
Chairman of the Republican Party of Armenia (RPA) Board, the 11th
Congress of the Republican Party of Armenia (RPA) declared, Saturday.

The Congress heard the report on RPA activity after the 10th Congress
held in July 2006. The Congress is to amend the party regulations,
elect the Board, as well as nominate RPA candidate for president in
2008. Moreover, the Congress is to approve 100 members of the Board.

European Neighborhood Policy To Be Discussed In Riga

will be discussed in Riga at an international conference with
participation of high-ranking Baltic and South Caucasus state figures,
said Azerbaijani Ambassador to Latvia Tofik Zulfugarov.

"Foreign Minister Elmar Mammadyarov will represent Azerbaijan at the
conference due in the Latvian capital November 23. He will address
the conference and hold a number of bilateral meetings," he said.

An event dedicated to the 10th birthday of GUAM will be also held in
the framework of the conference, the diplomat informed, Trend reports.

An emergency call was made at the hot line of the nature protection
ministry that allergic diseases have been observed among residents
living in the vicinity of Sovetashen landfill. The prevention and
supervision department of the ministry confirmed the information.

Panorama.am talked to state hygienic epidemiology center head
Lena Aghababyan on the problem. "We have made checks based on this
emergency call and we found out that it does not meet the reality." In
her words Sovetashen landfill is in an isolated area and, therefore,
is not dangerous for health.

There are 3 medical clinics in the area and a group of 16 doctors
worked after the emergency call. "We have worked additionally and
no case was reported," she said. In Aghababyan’s words Sovetashen’s
landfill is really concerning but "no cases of allergic diseases have
been reported so far."

Bush Vows Campaign With Turkey Against Kurdish Rebels

WASHINGTON (AFP) — President George W. Bush, vying to avert a
Turkish incursion into Iraq, Monday pledged to step up US military and
intelligence cooperation to aid Turkey’s fight against Kurdish rebels.

Turkish Prime Minister Recep Tayyip Erdogan welcomed Bush’s commitments
following crisis talks here between the two leaders, but said his
country had no plans to withdraw some 100,000 troops massed on the
border with Iraq.

Bush insisted that the United States stood shoulder to shoulder with
its NATO ally Turkey over a spate of deadly cross-border attacks by
the outlawed Kurdistan Workers’ Party (PKK).

"PKK is a terrorist organization. They’re an enemy of Turkey. They’re
an enemy of Iraq. And they’re an enemy of the United States," Bush
told reporters after the White House meeting.

The president announced a new three-way military partnership grouping
the United States, Turkey and Iraq to improve the sharing of real-time
intelligence on the PKK.

Washington was also looking at cutting off money flows to the Kurdish
rebels, and their ease of travel, he said.

As Pakistan sinks deeper into political crisis, Bush would be loath
to see any escalation in tensions between Turkey, another crucial
anti-terror partner, and US allies in northern Iraq’s autonomous
Kurdish region.

As the two leaders met, hundreds of banner-waving ethnic Kurds
including many in traditional dress rallied outside the White House
with chants of "stop the Turkish invasion."

"We are not after war. We have a mandate from the Turkish parliament
to conduct an (anti-PKK) operation," Erdogan said at Washington’s
National Press Club, describing himself has "happy" as a result of
his talks with Bush.

The prime minister said Turkey was awaiting concrete action following
assurances by Iraq’s government that it is clamping down on the PKK.

"And so I will trust this process and we will see what takes place
as this process moves along," he said through an interpreter, while
declining to say whether Turkey might now review its massed deployment
of troops on the border.

"We will continue to take those precautions," he said.

Ahead of his meeting with Bush, Erdogan warned "the Turkish people
have run out of patience."

But in an interview with the Italian daily La Stampa, Erdogan also said
Turkey could call off its threatened incursion if "the Iraq government
took urgent and permanent measures against the PKK in Iraqi territory."

Earlier Monday, Iraqi Kurdish regional prime minister Nechirvan
Barzani proposed four-party talks to end the PKK incursions —
with his government as one of the participants along with Ankara,
Baghdad and Washington.

"This is a transnational issue, complicated by ethnic ties, and
no party can find a solution on its own," Barzani wrote in the
Washington Post.

But PKK leader Murat Karayilan called on the Iraqi Kurdish leadership
to stand by its ethnic kin.

"No action (against the PKK) can be successful … as long as we,
the Kurds, preserve our unity," he told the Firat news agency,
considered to be a mouthpiece of the PKK.

Erdogan was being accompanied by Turkish Foreign Minister Ali Babacan
and Defense Minister Vecdi Gonul on his brief visit to Washington,
before he heads to Rome for talks with Italian Prime Minister Romano
Prodi.

Despite Iraq’s announcement of new steps to curb the PKK separatists,
Babacan said military options "remain on the table."

Some observers fear that US influence with Turkey has been undermined
by a push in Congress to label the Ottoman Empire’s World War I
massacre of ethnic Armenians as "genocide."

But fierce pressure from both Turkey and the White House appears to
have paid off for now, with its Democratic authors agreeing late last
month to shelve a House debate on the resolution.

"We view this with cautious optimism," Erdogan said, thanking the
Bush administration and House members who had spoken out against the
bill for fear of its damage to sensitive ties with Turkey.

"We are ready to settle accounts with our history, but our documents
indicate that no such genocide took place. In fact our values do not
permit our people to commit genocide," the Turkish leader said.

15th ANNIVERSARY OF ARMENIA’S MILITARY INTELLIGENCE SERVICE MARKED

YEREVAN, NOVEMBER 5, NOYAN TAPAN. Festivities took place on November
5 at Yerevan’s Nubarashen Regiment of Special Importance on the
occasion of the 15th anniversary of formation of the RA Armed Forces’
Intelligence Service.

In this connection, the RA minister of defence Mikael Harutyunian,
military attaches of various foreign embassies in Armenia, high-ranking
military, and foreign guests visited the regiment.

Young scouts, masters of hand-to-hand fighting, officers of the
special intelligence group of the NKR Defence Army and the Nubarashen
special regiment demonstarted their skills. The spectators saw
military exercises in enemy disarming, destruction of a sentry post
and in seizure of an ammunition truck and a building of the enemy,
as well as hand-to-hand fighting and jumps of parachute and landing
troops. At the conclusion of the festivities, a number of servicemen
of the special regiment were presented with medals and valuable gifts.

In his speech M. Harutyunian said that intelligence officers have made
a great contributiion to the prevention of dangers to Armenia. In his
words, during the Karabakh freedom fight, many of them carried out
their mission at the cost of their lives. Today they continue their
service, fully controlling the situtaion in the region and foreseeing
the enemy’s plans.

"There is a relative peace now but there is no quiet service for a
serviceman, let alone a intelligence officer," M. Harutyunian stated.

During a talk with reporters, he said that Armenian intelligence
officers have always done their job well, and he expressed confidence
that it will be so in the future as well. The minister also expressed
his satisfaction at the preparedness of the new unit (whose members
serve on the contractual basis) formed in the regiment six months ago.

RA President Robert Kocharyan will pay an official visit to Finland
November 5-7, President’s Press Office reports.

The delegation headed by President Kocharyan comprises Foreign
Minister Vartan Oskanian, Chairman of the National Assembly’s Standing
Committee on European Integration Avet Adonts, Minister of Trade
and Economic Development Nerses Yeritsyan, Mayor of Yerevan Yervand
Zakharyan, President of the Central Bank of Armenia Tigran Sargsyan,
other officials.

After the official welcome ceremony Presidents Robert Kocharyan
and Tarja Halonen will have a face-to-face meeting, followed by an
enlarged meeting of the official delegations of the two countries
and a press conference.

The Armenian President will make a speech at the Parliament of Finland,
and will have meetings with the country’s Prime Minister and heads
of business companies.

Robert Kocharyan will visit the City Hall of Helsinki and will speak

Lebanon Ambassador: Armenia Tourism Undergoing Unprecedented Upsurge

LEBANESE AMBASSADOR TO ARMENIA: ARMENIA’S TOURISM IS UNDERGOING AN
UNPRECEDENTED UPSURGE

YEREVAN, NOVEMBER 2, NOYAN TAPAN. The 7th international exhibition
"Country of Talking Stones" aimed at promoting the domestic and
regional tourism opened in Yerevan on November 2. The RA deputy
minister of trade and economic development Ara Petrosian stated that
this exhibition and other tourism-related events show that the
development of tourism in Armenia is an irreversible process. According
to him, significant achievements have been registered in tourism thanks
to cooperation of the state and private sectors, in particular, 381
thousand tourists visited Armenia in 2006, and this number is expected
to reach 450 thousand this year. In the words of the deputy minister,
the main task of the tourism sector is to develop tourism in the
country’s remote regions, especially those rich in historical and
cultural monuments.

The director of the USAID Competitive Armenian Private Sector (CAPS)
program Hayley Alexander said that there is much to do in Armenia’s
tourism sector as the competition in international market is
increasing. Armenia occupies only 0.08% of the European tourism market.

In the words of the Lebanese ambassador to Armenia Gabriel Geara,
Armenia’s tourism sector is undergoing an unprecedented upsurge due to
country’s sustainable development and internal stability. He said that
10 thousand Lebanese citizens (most of them – Armenians) visited
Armenia this year. "I urge Armenians to go to Lebanon’s seaside which
can be considered as the seaside of Armenians," he added.
