ArmInfo. Orange tariffs are not dumping and are no threat for
ArmenTel, Director General of ArmenTel Igor Klimko told journalists,
Friday, when commenting on yesterday’s launch of services of Orange,
the third cellular operator of Armenia. "The expectations for
ultra-low prices from the new operator have fallen short. If you
attentively look at the tariffs offered by our competitor, you’ll see
that they are not dumping, but on the contrary, reasonable with
respect to the other two operators. But I wouldn’t be mistaken if I
say that ArmenTel has been the trendsetter in the field of mobile
communication for a long time. I think the tariff plans "For you" and
"For you – exclusive" offered by us are the most interesting tariff
plans for each consumer today",- Klimko said.

"As for the prices for internet offered by Orange, I don’t think they
seriously threaten our position in the market. Just compare our
pricing facilities. Our new competitor offers a USB-modem for 1 AMD,
one-time fee for connection is 35 thsd AMD, monthly payment is 9 thsd
AMD. ArmenTel’s internet costs 12.5 thsd AMD, and the modem costs 18
thsd AMD. I think our offer is quite attractive",- Klimko said.

ArmenTel (Beeline trademark) is a subsidiary of VimpelCom OJSC. The
company is an operator of fixed and cellular communication and
provider of broadband internet. Orange Armenia is a subsidiary of
France Telecom. The official entry of the company to the Armenian
market took place on November 5. The company provides mobile
communication and broadband internet.

/PanARMENIAN.Net/ A senior U.S. diplomat urged Turkey on Friday to act
"in consistence" with United States’ and Europe’s attitude on Sudan.

"What we hope is that Turkey’s message with the Sudanese government is
consistent with ours and with our European friends’," said Philip
Gordon, State Department’s assistant secretary for European and
Eurasian Affairs, during a press briefing at the Foreign Press Center
in Washington.

Gordon was responding to a question on Sudanese President Omar
al-Bashir’s prospective visit Turkey for an international meeting in
Istanbul. Al-Bashir is expected to participate in a meeting of the
Standing Committee for Economic and Commercial Cooperation (COMCEC) of
the Organization of the Islamic Conference (OIC) in Turkey, Anatolian
News agency reported.

A cart ahead of a horse: What implications are awaiting Armenia unless
its borders with Turkey are opened?

One can live with hopes for a much better life for a certain
timeframe. But no one can live only with expectations for whole life
especially, when those hopes are less likely to come true. If to view
attentively the process of normalizing Turkish-Armenian relations it
is much similar to a case when a cart is drawn ahead of a horse.

Turkish-Armenian protocols signed in Zurich made soon after many
ordinary Armenian citizens hopeful for the soonest opening of
Turkey-Armenia border and swift rescue of Armenian economy. They
hoped Armenia to be saved of collapse. However, this optimistic mood
is leaving gradually even the most optimists in Armenia.

Now it seems that everyone in the country has realized a light is at
the end of the tunnel: opening of borders with Turkey to save the
collapsed Armenian economy can occur only after Armenia liberates
the occupied territory of Azerbaijan.

The Armenian leadership has not made it public, but only for the time
being. Meanwhile, Armenia’s economic indicators well mirror that the
country’s government will hardly be able to delay the confession.

People cannot be fed by promises for better future life. People should
see just a fragmentary demonstration, whilst the Armenian authorities
are very much tense for it.

Meantime, the Armenian parliament is discussing a draft budget which
differs from the current one for its modesty. Even the 2008 budget
was bigger than the 2010 budget. So, the Armenian residents will have
to tighten their belts again. Of course, some people will be willing
to tighten those belts around the neck of country’s leaders. One can
understand the Armenian citizens quite easily: 15 years have passed
since Azerbaijan and Armenia signed a ceasefire agreement, but so
far no country in the world has announced intention to recognize
independence of the puppet "Nagorno-Karabakh Republic".

Therefore, all these years could be described as years of not only
missed opportunities to build a normal life, but also empty hope that
Nagorno-Karabakh will be recognized by the international community
and also destitute which Armenian citizens have to face because of
their leadership.

Part of Armenian population has regained sight. Now they see clearly a
crucial decline in the number of population to 1.3 – 1.5 million from
3.6 million of people fixed in Armenia in a run up to the collapse
of the Soviet Union. Tired of promises by the Armenian authorities
pending for their implementation Armenians are voting by their feet
leaving the country forever.

Here is another statistic figures. Armenia has the greatest decline
in birth rates in the Commonwealth of Independent States. The number
of newborns in 2008 was two times less than in 1986. This once again
testifies that Armenian citizens’ confidence in the future has reduced
to a great extent.

But this is just top of the iceberg. Negative developments in
Armenia will reach their critical point after process of opening
the Turkish-Armenian border protracts, which will never open without
liberation of Armenian-occupied territories of Azerbaijan, as even
the most zealous advocates of the current Armenian authorities admit.

Regular calls of Armenian authorities to their own citizens to wait
a little longer are doomed to a very nervous perception with hard
implications. Killing a hope is the most terrible killing. Even though
this hope is built on blood and grief of neighboring people, for the
sake of which the residents of a country yielded to persuasions of
the successive heads of state and over a dozen years were denied an
opportunity to build a normal happy life.

President Serzh Sargsyan received the President of Orange Telecom
Didier Lombard, Vice President Olaf Swantee, Executive Director of
Orange Armenia Bruno Duthoit, and the Ambassador of France to Armenia
Serge Smessov, President’s Press Office reported

The second cell operator Orange Armenia launched its activities in
Armenia. Orange is a brand of the French France Telecom Company and
will be providing cell operating and internet services in our county.

Welcoming the France Telecom delegation to Armenia, President Sargsyan
said, "It’s been less than a year that we were discussing Orange’s
entry into Armenia. I am glad, that it became possible to implement in
such a brief period of time let’s say, one phase of the program. We
are keenly interested in the entry to the Armenian market of world
brands and companies and I am confident that in our country Orange
will influence positively not only the area of telecommunications but
also business climate as a whole." The President of Armenia expressed
readiness to continue to assist Orange Armenia in providing affordable
and high class services to our people.

The President of Orange Telecom Didier Lombard said that this is an
exceptional day for France Telecom. "We have able to accomplish in a
short period of time everything that we had reached agreement with
you about back in January. Today we are launching the mobile cell
communication net, and it wouldn’t be possible without your assistance
and your support," stressed Mr. Lombard and added, "In addition to the
cell phone net, it is also the internet connection. We are striving
to bring to Armenia every novelty, every innovation."

The sides agreed that it is a mutually beneficial enterprise: it is
good for the Armenian economy and it is good for Orange business. "We
want the Company to provide more affordable and high quality services,"
the President of Armenia stressed.

Noting, that he was quite satisfied with the works Orange Armenia
Company’s Armenian team, the President of France Telecom presented
Company’s competitive advantages and the innovative solutions that
it offers and spoke about the Company’s forthcoming plans.

The President of Armenia Serzh Sargsyan left today for a two-day
state visit to the State of Kuwait.

This is the first visit of the President of Armenia to a Gulf state
since Armenia’s independence.

At the international airport of Kuwait, the President of Armenia will
be welcomed by the Emir of Kuwait Sheikh Sabah al-Ahmad al-Jaber Al
Sabah, the Crown Prince of Kuwait Nawaf Al-Ahmad Al-Jaber Al-Sabah,
and other members of the country’s leadership.

On the first day of the visit, the President of Armenia will meet
with the Speaker of the National Assembly of Kuwait Jassem Mohammad
al-Kharafi and the Prime Minister of Kuwait Nasir Al-Muhammad Al-Ahamd
Al-Jaber Al-Sabah. President Sargsyan will also meet with the Chairman
of the Kuwait Investment Authority Bader Muhammad Al-Sahadin and the
Chairman of the Economic Development Fund Abdulwahab Ahmad al-Bader.

In the end of the day the President of Armenia and the Emir of Kuwait
will have a meeting, after which the Republic of Armenia and the State
of Kuwait will sign a number of documents on bilateral cooperation. At
the conclusion of the day, the Emir of Kuwait Sheikh Sabah al-Ahmad
al-Jaber Al Sabah will give a state dinner in honor of the President
of Armenia.

On the second day of his visit, the President of Armenia will visit
the Science Center of Kuwait and will meet with the President of the
Commerce and Industry Chamber of Kuwait Ali Mohammad Thunian al-Danim.

In the afternoon, the delegation headed by the President of Armenia
will return to Yerevan.

Washington basically set a firm ultimatum to Azerbaijan, making it
understood that "should Azerbaijan attempt to take military action
in Nagorno-Karabakh, the U.S. will recognize Nagorno-Karabakh’s
independence," announced Azerbaijan’s opposition party Yeni Musavat
Tuesday, noting this information on its website, reports Russian news
source newsru.com.

In Baku, they insist that the U.S. Deputy Assistant State Secretary
Tina Kaidanow recently responded to Baku’s oft-stated military
statements. In addition, according to the same sources, the Americans
insist that they know that Azerbaijan is preparing for war.

In observers’ opinions, Azerbaijan’s military rhetoric is connected
with the fact thatAzerbaijan’s territorial integrity is not discussed
during negotiations on the Nagorno-Karabakh conflict, as it is demanded
by Ilham Aliyev.

fact: Tina Kaidanow before taking her present post was U.S.
