Turkey- UN security council candidate for 2009-2010

Turkey is a candidate for a non-permanent seat on the U.N. Security
Council for 2009-10. There were about 60 founding members and 30
newly independent states when Turkey was a non-permanent member of
the Security Council in 1951-52,1954-55 and 1961. Today, the U.N.

has 192 member states and membership to the Security Council is more
complicated. Austria and Iceland are the other two candidates in the
same group with Turkey. Iceland has never been a member, yet is a
handicap for us; besides, these countries may get European and North
American support, which will make membership a bit more difficult
for us. However the odds can be overcome if the government meets the
candidacy requirements adequately.

The current approach, though, gives the impression that the government
regards the membership as a matter of prestige rather than of being
a responsible international actor. Lobbying activities conducted in
countries that will vote in the upcoming General Assembly this autumn
give a feeling that Turkey considers the issue from a purely bilateral
perspective, as though being selected to the Security Council is one
thing and compliance with U.N. principles is something else.

Bilateral endeavors versus multilateral failures

Turkey is on the way to becoming a new donor country as its foreign
aid record is becoming meaningful.

Contributions in cash and in kind are gradually mounting up through
the Turkish International Cooperation and Development Agency
(TIKA) and other sources. The figure for 2006 stands at around $1
billion. Although there are no clear-cut statistics about donations,
Turkey makes quite a name for itself.

However, the system is closely based on bilateralism.

What is critical here is that the government is having difficulty
matching these lobbying activities with its international obligations
within the U.N. system. Let me give you four key examples:

The international community describes the human sufferings taking
place for years in Darfur as genocide, with the exception of Khartoum,
its faithful oil customer Beijing and Ankara! Indeed Prime Minister
Recep Tayyip Erdogan, in a trip to Sudan in 2005, said the massacres
of African Muslims were not genocide.

And Sudanese President Omar al-Bashir,who is boycotted internationally,
recently had a red-carpet reception in Ankara. How on earth can
countries of Africa forget such arrogance while we lobby the
U.N. General Assembly for a vote in our favor?

Secondly, despite promises made since 2004, Turkey still has not
ratified the Rome Statute of the U.N. International Criminal Court
(ICC) by saying cases would possibly be filed in the ICC against
Turkish military commanders as part of counter-terrorism efforts. A
very influential international non-governmental coalition there will
lobby for the approval of the Rome Statute.

Thirdly, Turkey has not ratified the Kyoto Protocol, a U.N. initiative
to stop climate change. Its involvement in the meetings for a
post-Kyoto agreement that will take effect after 2012 was quite
low-key. By and large the government falls short of showing interest
in environmental issues, contrary to the rising awareness and concern
of the international community.

And the Human Rights record of Turkey is the fourth
handicap. Evidently, Turkey is having a hard time complying with
the requirements of the International Labor Organization (ILO)
conventions as well as the U.N. Human Rights conventions.Turkey’s
track record is not so bright on the issues that the international
community is very sensitive about, such as refugees and internally
displaced persons. The most startling example here is the extremely
harsh attitude the government adopted against the Iraqi refugees who
were trying to hold on to their lives

In fact, the government’s problematic multilateralism is quite similar
to the approach of the oil-rich Middle Eastern governments toward the
U.N. and international organizations, regarded as the fifth columns
of the hostile West, thus undermining them.

It is in fact not easy to act "international," despite pretensions
to becoming a central actor in world affairs. In order to deserve to
have a seat on the U.N. Security Council, Turkey has to say "better
to lose the saddle than the horse," adopt proactive pro-U.N. policies
and complete half-finished works in the course of this year.

In his words, appeal to the U. N. and subsequent approval of the
resolution on the situation in the Nagorno-Karabakh presented by
Azerbaijan testifies to the fact that Baku intends to renounce the
format of the OSCE Minsk group for the conflict settlement.

"The attempt of refusal from the Minsk group can be regarded as
Azerbaijan’s preparation for power settlement of the Karabakh issue.

However, I do not think it is a lost option", Manoyan stated,

met Armenian president-elect Serzh Sarkisyan on Monday.

Zubkov congratulated Sarkisyan on his victory in the presidential
elections in Armenia. "During the meeting, the sides confirmed mutual
interest in intensifying trade and economic cooperation, including
the implementation of joint major infrastructure projects in the
energy sector, transport and telecommunications," the government
press service reported.

political affairs of ARF Dashnaktsutyun Kiro Manoyan told journalists.

He expressed uncertainty that in this case, when the process will have
to start from the ground up, change of the format of negotiations
will entail Armenia’s compulsory participation in it. "Most likely,
creation of a new format in the negotiation process will attract
the Karabakh party to the process, that will postpone the conflict
settlement", K. Manoyan said.

Yerevan, 21 March. The Republican Party of Armenia (RPA), Orinats
Yerkir (OYP) [Law-Governed Country], the Prosperous Armenia Party (PAP)
and the [Armenian Revolutionary Federation -] Dashnaktsutyun signed a
four-sided agreement in Yerevan today on forming a political coalition.

Mediamax reports that the agreement was signed by the leaders of the
parties – Serzh Sargsyan, Artur Baghdasaryan, Gagik Tsarukyan and
Armen Rustamyan.

Speaking at a briefing after the signing ceremony, Serzh Sargsyan
described the agreement as "unprecedented".

"The formation of a political coalition aims at realization of
large-scale and serious reforms in Armenia," Serzh Sargsyan stated,
adding that the government needs wide public support for this.

Armen Rustamyan said that the coalition agreement document registers
all the urgent tasks of Armenia as by solving then the country will
step by step move along the path of real reforms and preservation
of stability.

"The sides, which signed the given agreement, take upon themselves
political responsibility for the activities of the authorities,
which is one of the most important peculiarities of the agreement,"
Artur Baghdasaryan stated.

bin Zayed Al Nahyan received a note from Armenian President Robert
Kocharyan, in which he extended an invitation to Sheikh Khalifa to
visit Armenia.

Armenian Ambassador to UAE Vahagn Melikyan delivered the note Wednesday
to UAE Foreign Affairs Minister HH Sheikh Abdullah bin Zayed Al Nahyan
at his office. Sheikh Abdullah thanked the envoy for the invitation,
hailing the existing relations between the UAE and Armenia, and
stressed the UAE leadership would boost the relations between the
UAE and Armenia in different fields.

The Armenian Library and Museum of America (ALMA) and Armenia Tree
Project (ATP) are organizing a juried exhibition of photographs of
Armenia’s natural environment. The exhibition, entitled "A Photographic
Journey of Armenia’s Natural Treasures," will be displayed in ALMA’s
Contemporary Art Gallery from Sept. 11 through Oct. 9. The exhibition
will run concurrently with a series of weekly events that highlight
the exhibition’s theme and raise awareness of Armenia’s environmental
challenges.

Anyone with photographs of Armenia’s landscape or natural environment
is encouraged to enter their work for a chance to have it on display
and available for purchase in this exhibition. Entrants need not be
of Armenian descent or trained artists so long as their work is of
sufficient quality.

Images must adhere to the exhibition’s theme of depicting Armenia’s
ecological heritage. The images need not be of present-day Armenia,
but submissions should depict both Armenia’s natural beauty and the
current challenges to Armenia’s environment. Photographs entered for
judging should be in digital format, but hard copies are acceptable.

Originals will not be returned.

Entrants must review and complete the entry form, available
at Up to 20 digital or hard copy
photographs may be submitted for review. The submitted images must
be titled/labeled and accompanied by a price list. Photographs that
are chosen for exhibit will be shown in 16×20 simple black frames.

Artists who want their photography to be in a different sized frame
will be responsible for providing the frame and responsible for picking
up their work at the end of the exhibition should the work not sell.

MPs of the National Assembly of the Republic of Armenia a special
sitting has been convened at 18:30 after the regular sittings of the
parliament on March 17.

The bill on making amendments and addenda to the law on "Holding of
meetings, rallies, marches and demonstrations" is on the agenda. This
statement was made by Tigran Torosian, the Speaker of the National
Assembly, in the NA morning sitting, mentioning that the decree is
already signed.

OSCE Minsk group Russian co-Chair Yuri Merzlyakov announced that the
co-Chairs support the idea of the meeting between the Presidents of
Armenia and Azerbaijan in the framework of NATO summit in Bucharest in
the begging of April.

In response to the question regarding the similarity of Kosovo and
Karabakh conflicts Merzlyakov said: ` If I spoke from the point of view
of not the Minsk group co-Chair but a Russian citizen, then you are
well aware of our position. It is universal and can be a precedent for
all the conflicts. Our principle is that the conflicting sides must
come to mutual agreement and try to find mutually beneficial solutions.
As for the co-Chairs, we will support it, we will also help find the
solution and will appear as guarantees of this agreement.’
