Nonpartisan Grigor Melkonyan was elected the head of Ararat
village on October 12 beating his ARF Dashnaktsutiun contender
Khoren Sargsyan. The only candidate running for the head of Aralez
community, nonpartisan Martik Tevonian got 987 votes for, 13 against
and no abstentions.

Non-party Surik Grigorian won the local election in the community of
Avshar with 2554 votes for and none against.

YEREVAN, OCTOBER 8, ARMENPRESS: Government of Armenia approved today
at its session the suggestion on signing memorandum of understanding
between Armenian and Indian governments on creating an Armenian-Indian
Information Telecommunication Technology Excellence Center.

Minister of Economy Nerses Yeritsian explained that the signing of the
agreement will give an opportunity to develop IT sphere in Armenia,
create new jobs, involve scientific potential in the works, prepare
high-quality specialists of IT sphere.

According to the minister, in IT sphere certain steps have already
been undertaken in consolidating Armenian-Indian cooperation in IT
sphere, particularly the sides signed a memorandum of understanding
on Cooperation in the IT and Services sphere.

The specialists of the Indian IT center who visited Armenia in 2007,
studied the opportunities of establishing such center in Yerevan and
as a result worked out and presented the above mentioned memorandum.

On 6-10 October a conference devoted to 100th anniversary of William
Saroyan will take place. Panorama.am has been informed by the Ministry
of Culture that the mission of the conference is to reveal and present
the world various sides of Saroyan’s heritage. 50 literary critics,
writers from USA, UK, France, Russia, Syria and Georgia arrived in
Armenia to take part in the conference.

The organizers of the conference are the Ministry of Culture, the Union
of Writers’, the State Linguistic University named after V. Brusov,
Russian-Armenian Slavonic University, American University of Armenia
and Armenian company of cultural cooperation with foreign countries.

"Bitlis" cartoon is produced by state order devoted to the jubilee
anniversary of the writer, books and collections have been published,
a web site is created specialized on the writer’s life, etc.

"Those in Georgia are glad that Armenia differentiates between
the concepts of ‘strategic partner’ and ‘close neighbor,’"
Georgian political scientist Soso Tsiskarashvili said today
during the Yerevan-Tbilisi space-bridge. According to him, the
latest visit of Armenian President Serzh Sargsyan to Georgia was
urgent and expected, because Georgians had concerns connected with
Armenia’s attitude towards "Georgian secessionist" states. At
the same time Tsiskarashvili noted that the construction of the
Batumi-Akhaltskha-Akhalkalak-Gyumri-Yerevan highway and granting
of "new passports" to Javakhki Armenians could put an end to the
cooperation between the two countries, since Georgia does not need
a new secessionist movement in Javakhk.

In response to that political scientist Alexander Iskandaryan noted
that Armenians understand the concerns of Georgians in the context
of latest transformations in the South Caucasus. In his words, it was
important for Armenian authorities to dispel those concerns. Alexander
Iskandaryan added that different forces have exerted influence on
Armenia to recognize or not recognize Abkhazia and South Ossetia,
and in general there are forces in the outer world, for which it is
beneficial to provoke clashes between Armenians and Georgians. However,
according to th e political scientist, Armenia and Georgia have always
managed to maintain normal friendly relations.

Adviser to Georgian President Van Baiburt declared that the latest
Sargsyan-Saakashvili meeting and the agreements reached were important
for both peoples.

YEREVAN, OCTOBER 6, ARMENPRESS: "Orange" daughter company of the
"France Telecom" presented the highest financial offer in the tender
of the third phone operator in Armenia – 51 million 500,000 euros.

Andranik Manukian, the head of the tender commission, presented today
at the Armenian Transport and Communication Ministry the financial
offers of the three companies which passed the pre-qualification
round. Thus, the Swedish "Tele 2" company’s financial offer was 45
million 600,000, Irish-English "Digicell"’s was 31 million 660,000
euros.

Armenian Transport and Communication Minister Gurgen Sargsyan said
that during three days the name of the winner will be announced.

He said until December 15 the winner company will get a final license
and from that moment will start functioning and during the 6 months
it will be able to provide services.

Within two years "Orange" must make 200 million euros’ investment. "The
experience showed that the entrance of the second phone operator
decreased the existing tariffs and promoted the increase of the level
of services of the mobile phone operators. I think that the entrance
of the third mobile phone operator will do it too," G. Sargsyan said.

The tender was announced June 27. Six companies presented application
for participation, three of them passed the pre-qualification round.

Tehran, Oct 2 (IANS) Iranian President Mahmoud Ahmadinejad Thursday
rejected the allegations of discrimination towards religious minorities
in Iran, saying the whole Islamic country is a big unified family,
the official IRNA news agency reported.

‘Religious minorities enjoy full legal rights in Iran,’ Ahmadinejad
said in a meeting with Majlis (parliament) deputies representing
religious minorities in Iran.

‘We all are Iranian and our relations are based on humanitarian
principle. Religious minorities have lived in peace with us and even
they have dedicated martyrs to the Islamic Revolution.’

‘We are a big and unified family and seditious plots of the enemies
cannot affect our relationships,’ the Iranian leader said, dismissing
the charges by the West of discriminatory policies by Iran towards
religious minorities.

‘The enemies (of Iran) play some games by claiming discord between
Iran and religious minorities but these games will have no impacts
as we are all part of the grand Iranian family,’ he said.

Shia Muslims constitute the majority of Iran population, while
Christian Armenians, Zoroasters, Assyrians and Jews are acknowledged
as the religious minorities in the country.

The minorities also have five seats in the parliament, two for
Armenians and the remaining three for Zoroasters, Assyrians and Jews.

Among the minorities, Jews have biggest challenge in Iran because
of the country’s anti-Israeli stance and its denial of the historic
dimensions of the Holocaust during the Second World War.

YEREVAN, OCTOBER 1, ARMENPRESS: The international congress entitled
"Urgent Surgery" started today its works in Yerevan State Medical
University after M. Heratsi.

Famous surgeons who arrived in Armenia from France, Russia and other
countries will discuss current problems of surgery with their Armenian
colleagues by October 3. During the congress the specialists will
present reports on "Urgent Surgery of Baby Age in Armenia: Reality and
Prospects of Development", "The Urgent Baby Surgery and Traumatology
Today", "Research of the Immediate Reaction System during Disasters
and Emergent Situations", "The Main Directions and Improvement of
Medical Assistance during the Road Accidents" etc.

During the discussions Armenian specialists will get acquainted with
the international experience. The works of the congress will be held
in Yerevan State Medical University and in the mother and child’s
health protection research center.

Armenian Prime Minister Tigran Sargsian greeted the participants of
the congress and wished them fruitful work.

Armenian health minister Harutyun Kushkian also addressed the
participants of the congress. According to the minister, Armenia
has obvious achievements in the sphere of surgery gained due to the
educational work. The work has always been highly appreciated by the
leadership of the country. Nevertheless, medicine needs permanent
development. According to H. Kushkian, it is impossible to ensure
these developments without involving new ideas based on international
researches.

Ara Babloian, the head of the NA’s permanent committee on social,
health and nature protection affairs, said that the frequent
organization of suchlike events is a necessity thanks to which modern
surgery develops and it becomes possible to overcome the challenges
the sphere faces.

Congressman Adam Schiff and ANC Activists discuss Human Rights Issues

Pasadena, CA – ANC activists Gegham Manukyan, Robert Khachikyan, Armen
Donigian and Razmik Khachikyan recently met with Congressman Adam
Schiff (D-CA) at the Raytheon office in Pasadena, CA to thank him for
his continuous support of the Armenian American Community,
specifically regarding House Resolution 106, the Armenian Genocide
resolution introduced to Congress in 2007.

"We realize the importance of communicating our concerns on behalf of
our community to our Congressional leadership, and we are appreciative
of the response," stated Razmik Khachikyan. "The efforts for
recognition of the Armenian Genocide continue in order to preserve
historical integrity and protect human rights issues worldwide," added
Gegham Manukyan.

Robert Khachikyan spoke with the Congressman regarding the status of
H. Res. 106. The adoption of the resolution by the House Foreign
Affairs Committee on October 10, 2007 sparked a firestorm of media
coverage over the Turkish government’s threats to retaliate against
America if the measure were approved by the full House of
Representatives. Congressman Schiff reiterated his support for the
Armenian American community and reassured that he will once again
support the Armenian Genocide Resolution when it is introduced in
Congress.

Armen Donigian thanked the Congressman for his support and
participation during the Days of Advocacy earlier this year when
hundreds of members from the Genocide Intervention Network and ANC
chapters across the nation met in Washington, DC to advocate human
rights issues pertaining to Darfur and the Armenian Genocide.

The ANC of Pasadena advocates for the social, economic, cultural, and
political rights of the area’s Armenian American community and
promotes increased Armenian American civic participation at the
grassroots and public policy levels.
