YEREVAN, MARCH 20, ARMENPRESS. State Minister, Minister of Finance of the Republic of Artsakh Grigory Martirosyan received Armenia’s Minister of Labor and Social Affairs Mesrop Arakelyan on March 19, the Office of the Artsakh State Minister told Armenpress.

The meeting focused on the solution of social problems caused by the recent war.

The State Minister of Artsakh thanked the Armenian government for the social assistance programs, stating that these measures have greatly contributed to the restoration of normal life of the Artsakh people.

Minval.az: Azerbaijan opens new military unit on border with Armenia

A new Azerbaijani military unit (borderline patrol service) was opened in the territory of Sanasar (Kubatlu) on the border with Armenia, Minval.az reported.

Deputy Head of the State Border Service, Lieutenant-General Azad Alekperov transmitted to the personnel the congratulatory message of Head of the State Border Service, Colonel-General Elcin Guliyev on the occasion of the launch of operation of the new military unit.

Minval.az also reported that the activities of the fourth military unit in those territories were organized shortly after the occupation of Artsakh (Nagorno-Karabakh).

Senate Foreign Relations Committee Chairman, Senator Bob Menendez calls for U.S. leadership in securing Azerbaijan’s release of Armenian POWs – still illegally held (and openly abused) by Baku more than 100 days after the end of fighting, ARMENPRESS was informed from the Armenian National Committee of America.

”We must help the people of Armenia and contribute to the efforts aimed at the return of the Armenian war prisoners kept in Azerbaijan. We must do what the previous administration failed to do”, Menendez said, adding that all efforts should be made for the return of all the war prisoners.

We will look to help the people of Armenia,  and help to facilitate the release of prisoners of war that the Azerbaijanis have,” Senator Menendez said.

“It’s a violation of international law, we need to speak out,  which the previous Administration did not,” he added.

YEREVAN, FEBRUARY 26, ARMENPRESS. Demonstrators demanding the resignation of Prime Minister Nikol Pashinyan stayed on Baghramyan Avenue in front of the parliament building overnight February 25-26. The protesters set up tents on the street.

The Homeland Salvation Movement – the initiator of the demonstrations – said they will hold a rally outside the parliament building at 13:00, February 26.

Early in the morning the movement’s leader Vazgen Manukyan was seen visiting the venue of the demonstration.

Azerbaijan Loses Three Human Rights Cases in One Day

Azerbaijan lost three cases in front of the European Court of Human
Rights last week and will have to pay 282,850 euro (US$344,122) to the
plaintiffs for violating their rights.
In one case, the government was ordered to pay 234,000 euro ($284,690)
to 18 people whose gardens have been years ago unlawfully sold to
President Ilham Aliyev’s then relatives.
In 2007, a year after Aliyev’s eldest daughter Leyla married pop-star
Emin Agalarov, a presidential order dismantled the so-called Garden
Exploitation Department which leased plots of land to residents.
The city of Baku then handed over 30 hectares of seafront land the 18
plaintiffs had leased in the Nardaran neighborhood of Baku to the
municipality, disregarding the contracts the 18 had signed years
before with the dismantled institution.
The municipality then sold the land to the Crocus Group, a company
owned by Emin’s father, Azerbaijani-born Russian billionaire Araz
Agalarov, who was the president of the company, while Emin was the
vice-president. Emin and Leyla divorced in 2015 but Emin’s company
meanwhile built a luxurious resort called Sea Breeze at the disputed
land.
The 18 residents took their complaints to the court and after
years-long procedures in Azerbaijan, the case ended up in 2009 at the
Strasbourg-based Court of Human Rights. Judges ruled on Thursday that
the rights of the plaintiffs were violated and ordered the government
to pay each of the 18 residents 10,000 euros ($12,166) in material
damages and 3,000 euro ($3,649) in moral damages.
Lawyer Sevinj Aliyeva wrote on her Facebook page that she was
approached by a representative of the Crocus Group who offered to
reward her if she drops the case.
“It is true that the sum of the compensation is not so big compared to
what Crocus Group earned with Sea Breeze, but for poor families,
especially during this pandemic, the compensation will be welcome,”
she wrote.
The other case Azerbaijan lost to two political prisoners, Mammad
Azizov and Shahin Novruzlu. The two were members of NIDA, a
non-governmental organization, and were arrested in 2013 on drugs,
weapons and rioting charges after a series of demonstrations against
deaths of soldiers in the Azerbaijani army in non-combat situations.
Azizov was in 2014 sentenced to seven years and six months and
Novruzlu to six years in prison, but both were released the same year
following a presidential pardon.
The court in Strasbourg ruled that the government has to pay 43,500
euros ($52,913) to them as compensation for illegal pre-trial
detention.
The third case concerns a man who has been illegally detained after
the pre-trial detention the court ordered ended. Ildar Rustamovich
Fayzov is to get 5,350 euros ($6,505) from the government, according
to the ruling.

YEREVAN, FEBRUARY 19, ARMENPRESS. Through the collective efforts of the Armenian Assembly of America the anti-Armenian and anti-truthful billboard on Philadelphia’s I-95 was removed, the Assembly said on social media.

“Thank you to everyone who contacted Lamar Advertising Company!” the Assembly said.

The billboard stated: “Azerbaijanis (and Turks) are ready to live in harmony with Armenians. ‘How about Armenians?’”

The billboard was sponsored by MUSIAD USA organization [Turkish American Business Association].

Timber frame homes being built in Artsakh

Houses with timber frame are being built under Artsakh Government’s pilot program, the Ministry of Urban Development informs.

“One will soon get a final look, the interior decoration has been completed. The contractor “Shen Artsakh” company was chosen because it has experience in designing and building such houses,” the Ministry said in a Facebook post.

According to the company’s deputy director Mher Derdzyan, a specialized group of five people can build a three-room house in one month and put it into operation. Depending on the volume of orders, the price will range between $200-300 per square meter.

With a 70-year warranty, the houses have two entrances, one of which is the main one, and the other is the exit to the land plot.

The walls of the houses are soundproof and have a surface made of heat-retaining materials.

Wooden parts are not visible inside or outside the house.

It is also planned to have an area of 1000 square meters of land next to the house.

The government is carrying out the large-scale project with support from the Hayastan All-Armenian Fund.

President of Artsakh Arayik Harutyunyan together with the Director of the National Security Service of Armenia, Colonel Armen Abazyan and Commander of the Russian peacekeeping units in Artsakh, Lieutenant-General Rustam Muradov met with an Azerbaijani official representative in the territory controlled by the Russian peacekeepers on February 12, Lusine Avanesyan, spokesperson of the President of Artsakh, told ARMENPRESS.

‘’Return of POWs, searches of missing in action and other humanitarian issues were discussed’’, Avanesyan said, adding that the sides also discussed the fates of those missing since the war in 1990s.
