Dr.Atamyan’s candidacy expected to follow Gibrahayer September 12,
2005. A prominent community activist – a dentist by profession –
with an impeccable track record in community affairs is bidding
to become the next Armenian representative in the Cyprus House of
Representatives, in the by-elections that will take place on Sunday
October 9, 2005.
Besides his current position as Chairman of the Armenian National
Committee of Cyprus – a post which he has continuously held for the
past eight years – Dr.Antranik Ashdjian has been on the Editorial
Board of the Artsagang Armenian language monthly since its founding
ten years ago.
He has on many occasions participated in conferences, seminars and
discussions in Cyprus, Armenia, Brussels and elsewhere, addressing
issues concerning the Armenian nation, the Armenian Cause, the Armenian
Church, and the Armenian Community in Cyprus as well as minority
rights. Together with the late representative Bedros Kalaydjian, he
played a key role in formulating the Armenian community’s positions
and visions regarding its status in a post-solution Cyprus.
He has written numerous articles on these issues which have been
published in Cypriot (Greek and Armenian language) and Diaspora
publications.
Dr.Antranik Ashdjian – a graduate of the Semmelweis Medical University
of Budapest – speaks and writes Armenian, Greek, English and Hungarian
fluently.
With his perfect knowledge of the Greek language he has – on numerous
occasions over the years – appeared and advocated on Armenian related
issues on national TV and all local printed and electronic media.
In 1998 he was ordained a Deacon in the Armenian Apostolic Church of
Cyprus which he has been serving since childhood.
Dr. Ashdjian has been a member of the Diocesan Committee for the
1700th Jubilee of the Proclamation of Christianity as State Religion
in Armenia and numerous delegations of the Catholicosate of Cilicia
in Ecumenical meetings and conferences.
He has also been active in the Armenian Youth Federation (AYF) and
served for several terms in the AYMA/HMEM committee.
In AYF’s first International jamboree held in Armenia in 1997, he met
his wife Aline – a Kuwaiti Armenian whom he married in 1999. Aline
works as an IT professional in PricewaterhouseCoopers, and is an active
member of The Armenian Relief Society (HOM) of Cyprus, Hamazkayin
Oshagan Cyprus Chapter and The Nareg School Parents and Teachers
Association. Their daughter Alik aged five, currently attends first
grade in Nareg Armenian School.
Dr. Ashdjian has been instrumental in the publication of the coloured
tri-lingual album titled “The Armenian Apostolic Church in Cyprus”,
as well as the Armenian-Greek-English booklet containing the Armenian
Liturgy aimed at bringing non-Armenian speaking families closer to the
Church and the community. He is also responsible for the publication
of “Keghart” – the periodical of the Armenian Prelacy of Cyprus and
assists in the publication of “Ardziv”, a literary weekly published
in Lebanon.
Although no other official candidacy has been announced to
the press to date, it is speculated by community circles that
Dr. Ashdjian’s candidacy will not be the last. Nareg School’s Committee
Chairman Dr. Vahakn Atamyan’s name is certain to join the name of
candidates. Dr.Atamyan is the President of the Ararat AGBU Futsal
team and has served for several years on the School Board of the
Melkonian Educational Institute.
A TENNIS PLAYER FROM ARMENIA LANDS IN CYPRUS
A top ranked 15 year-old tennis player, Zaruhi Harutyunyan from
Armenia has landed in Cyprus.
She has decided to stay in Cyprus and travel the tennis circuit. To
that end, community officials offering assistance to the talented
girl have already arranged for her to train with the Cypriot National
Tennis team at the Federation’s National Tennis center and work is
under way to arrange issues related to her accommodation and support
team who are going to help her make her mark on the tennis circuit.
Harutyunyan decided to stay in Cyprus after the Aphrodite Cup – a
world ranking Junior tournament – in which she lost to -three years
her senior – world number 228 Zuzanna Likhova of the Czech Republic.
With limited possibilities and opportunities in Armenia, she is hoping
that her risks away from home will soon be rewarded.
As a nine year old, Harutyunyan won the Palm Springs – California Under
12 tournament and subsequently won tournaments in Bulgaria, Germany,
Holland, France, England in the under 14 and the under 16 categories.
Like every community undertaking, this too needs generous community
support.
With the 6,000 subscribers reading Gibrahayer e-magazine every week,
I am certain that Armenians from across the globe will offer their
assistance too.
Let us all give it to her.
With her practice schedule and physical training already planned and
taken care of by interested parties in Cyprus, the community can show
its assistance in several other ways.
She will soon go on the world tour. She needs support for travel
and accommodation, sponsors for clothing, a budget for her initial
take-off, where she will be attempting to break the tennis scene.
You would be amazed with the seemingly little things that are important
right now.
She is 15 and does not have a driving license and needs rides to and
fro the practice grounds every day… twice.
She needs to “replace” her family vacuum, of a widowed mother from
a car accident, and a four your old sister.
Take a moment to think about the needs of this brave young girl who
has given up everything we often take for granted
With her kind of potential I am certain she will give back to her
homeland what our homeland is unable to give to her right now.

the decision of the AGBU to shut down Melkonian school …
OUR OPINION To realise and reinforce the fight to save Melkonian, it
is important that all parties involved as well as all individuals
connected to the administration and running of the school and
decision-making processes of the last decades, come out of their
shelters and account for the reasons they perceive as to why Melkonian
was shut down.
Until today, this has not been done.
Only blaming the AGBU central board for a decision which was the
final piece to a puzzle, is both wrong and unethical.
It also shifts blame to the wrong-doings of the people who in the
past ran the school as a political bastion, and benefited from the
funds and leverages the school provided.
AGBU central board no doubt have their part of the blame. They too
should account for their wrong doings.
Who are the brave to stand on the ashes of Melkonian and account for
the biggest blow on our community after the Turkish invasion?
Gibrahayer e-magazine – September 6, 2005 â~@¢25 Turkish journalists
will shortly pay a “working visit” to Yerevan on the initiative of
the Turkish Foreign Ministry. The Star newspaper (Turkey) reports that
the visit will take place in the framework of the events preceding the
Sept 23-25 Istanbul Armenian Conference, an event that is to consider
alternative opinions on the Armenian Genocide and to establish contacts
for developing ties between Armenia and Turkey.
â~@¢A public conference scheduled for September 22 will address
Turkey’s violations of basic rights as it prepares to begin accession
talks with the European Union (EU) on October 3. Organized by the
European Armenian Federation, the conference, “December 2004–October
2005: Has Turkey Changed?” is supported by the largest political group
in the European Parliament, the EPP-ED–the Group of the European
People’s Party (Christian Democrats) and European Democrats in the
European Parliament.
â~@¢Cyprus escalated a row over Turkey’s refusal to recognize it,
suggesting on Thursday an emergency European Union ministerial meeting
just one week before Ankara is due to open membership talks. EU
president Britain said it hoped to avoid such a foreign ministers’
meeting, which would leave little time to agree on a negotiating
mandate before the planned October 3 start of talks.
â~@¢ The Armenian government approved on Thursday $200,000 in
assistance to victims of Hurricane Katrina. Deputy foreign minister
Arman Kirakossian said the money will be released from government’s
reserve fund and will be transferred on a special US government bank
account early next week.
â~@¢Armenia’s defense ministry denied Azeri news reports that an
Azeri soldier had been killed in a skirmish with Armenian forces in
Mountainous Karabagh on September 7. The Azerbaijan ANS channel had
reported that Azeri army positions near a village in the northern
section of the frontline around had Karabagh came under ‘intensive’
automatic gunfire from Armenian troops.

DENIED CITIZENSHIP
LOS ANGELES (AP) — A federal appeals court ruled Tuesday that a
judge did not err in granting U.S. citizenship to two Armenian men
convicted more than 20 years ago of planning to bomb the Turkish
Consulate in Philadelphia.
The decision by the 9th U.S. Circuit Court of Appeals ends a long
struggle by Viken Hovsepian and Viken Yacoubian, who plotted to bomb
the consulate in retaliation for the massacre of Armenians by Turks
in 1915. The Turkish government denies a massacre occurred.
The men, who have been out of prison since the early 1990s, now have
doctorates, have renounced violence and volunteer many hours a week
in the Los Angeles Armenian-American community, said Mathew Millen,
an attorney who helped handle the immigration portion of their case.
Federal law currently forbids convicted terrorists from becoming
citizens.
But anyone convicted of an aggravated felony before November 1990 can
be granted citizenship if they have been “of good moral character”
for five years prior to their application, Millen said.
The men were in their early 20s when they and two others were
arrested in 1982 after authorities tape-recorded them planning the
bombing. Authorities at the time said they were linked to the Justice
Commandos of the Armenian Genocide.
Hovsepian was sentenced to six years in prison in 1984, while Yacoubian
was sentenced to three years in prison and 1,000 hours of community
service.
Yacoubian is now principal of the Rose and Alex Pilibos Armenian
School in Los Angeles’ Little Armenia and has obtained a doctorate
in counselling psychology from the University of Southern California,
according to court documents.

TURKEY’S WAR WITH HISTORY
September 8, 2005 LA TIMES EDITORIAL – Orhan Pamuk, arguably Turkey’s
most famous novelist, knew it was risky to ask what had happened
to hundreds of thousands of Armenians killed during the era of the
Ottoman Empire. But the threats didn’t silence him.
Pamuk wondered out loud about the fate of Turkey’s Armenian community,
and the more recent killings of 30,000 Kurds in a war against armed
separatists that began in 1984, during a February interview with a
Swiss newspaper.
Seven months later, and one day before European Union ministers were
scheduled to discuss Turkey’s bid to join the union, a Turkish public
prosecutor charged Pamuk with insulting his country.
In Turkey, it is a crime to “denigrate” Turkish identity, punishable
by up to three years in prison. It is up to government authorities
to define the meaning of “denigration.” Pamuk is scheduled to go to
trial on Dec. 16.
The timing of Pamuk’s prosecution suggests a deliberate attempt by
conservatives within the Turkish government to derail the country’s
EU negotiations.
It clearly violates the conditions set for Turkey’s EU membership,
such as guaranteeing free-speech rights.
In spite of a plethora of evidence gathered by Henry Morgenthau,
the U.S.
ambassador in Constantinople from 1913 to 1916, that detailed how
the Turkish government engaged in the systematic annihilation of
Armenians, the Turks still refuse to admit culpability. Instead,
they argue that Armenians who collaborated with the invading Russian
forces were deported to Syria and that many of them died of exposure,
famine and disease on their journey.
Pamuk, whose book, “My Name Is Red,” has been translated into more
than 20 languages, and other Turkish intellectuals have called for
a public debate on their country’s past.
Last May, Turkish academics organized a conference in Istanbul on
the fate of Ottoman Armenians. Justice Minister Cemil Cicek postponed
the conference the day before it was supposed to open.
These skirmishes are part of a bigger battle between traditionalists
and those who favor European-style modernization.
Prime Minister Recep Tayyip Erdogan should order a halt to Pamuk’s
prosecution, and his government needs to foster more freedom of
expression and thought in Turkey. Striking arbitrary laws that give
the government the right to imprison “critics” of Turkey would be a
start. So would an open debate on the fate of the country’s Armenian
population in the early 20th century.

Coincidences or Simultaneous occurrences are puzzling phenomena. Most
people have experienced them, and some on many occasions – when you
would be thinking of a person, and suddenly he/she appears (“speak
of the Devil” they say), or the telephone rings and there he/she is
at the other end of the line.
Folk wisdom ascribes it to the powers of the Devil, while scientists
scratch their heads for an acceptable theory.
On one occasion, I picked up the telephone to ring the London
Iranian-Armenian poetess, Mrs. Shoghik Minassian, only to find her at
the other end of the line without the telephone having yet rang… she
had picked up the telephone to make a phone call herself. In even more
of a complex and extremely unlikely version of this – I have dialled
the London based Painter from Armenia, Artour Oshakantsi’s number,
to discover him at the other end of the line having picked up the
telephone with the intention of telephoning me!
Coincidences are the chance occurrence of two unlikely events,
seemingly connected, sometimes the same, happening simultaneously,
often at the same time, overlapping, and even if not, still unlikely
to occur, let alone out of the blue, for no logical reason at all –
it is how Matter behaves at the subatomic Quantum level that scientists
are still unable but struggling to explain…

DEREK SHERINIAN His latest album, released on the 9th of November
2004, features a number of high-profile guests such as Zakk Wylde,
Steve Stevens, Simon Philips, Marco Mendoza, Brian Tichy…
Currently he is on tour with Billy Idol Alice Cooper on Derek
Sherinian: “There are a few people on this world who are born rock
stars, he is one” Derek was born Laguna Beach Calif. – an hour south
of LA. He started playing the piano at the age of 5, During his school
years, Derek got offered a scholarship to the prestigious Berkley
School of Music in Boston, where – from his junior year on in 1982-
he jammed with the likes of Will Calhoun who went on to play the bass
guitar with Megadeth and others…
After three semesters at Berkley Derek felt he had what it took to
get up on the big stage, and he got a phone call from his Berkley
buddy Pitrelli, who had just been named musical director of the Alice
Cooper band, they were looking for a keyboard player… He auditioned
and got it.
Then Sherinian played with Kiss and Dream Theater alongside other
bands, he even formed a band of his own: Planet X, which was supposed
to be the name of his first solo album. Planet X released four
albums. Derek himself has released four solo albums… the number
which is the astonishing one is the number of albums he has been in,
and as a band member, essential, is 19!!!

Argentinean David Nalbandian lost to world number one Roger Federer
3-0, while Andre Agassi managed to win a set in the finals of the
same event. Federer won US$ 2.2 million dollars for 15 days of work
on the courts.

Tal Grig Yerevan needed an Emil Mesropyan goal, three seconds from
time to keep them on track for qualification from the four-team UEFA
Futsal Cup preliminary round mini-tournament. The Armenian champions’
successful spot-kick ensured a last-gasp 5-4 victory against Dinamo
Tirana of Albania .

Cup Champions League from 8-13 October, in a round robin tournament
that will take place in Bucharest. Bidding for qualification are the
Albanian, Armenian and English teams, while Aramis of Hungary and
Benefica of Portugal will be teams the Armenian Cypriot team will be

it to the semi finals of the doubles event and challenged the second

BAGHDASSARYAN TOOK PART IN WORLD SUMMIT OF PARLIAMENT HEADS

Baghdassaryan has taken part in the World Summit of Parliament Heads in New
York. The session discussed issues referring to the challenges like poverty,
corruption, fight against terror. All those addressing the meeting noted the
importance of participation of parliaments in the solving of those issues.
During a discussion of the role of parliaments in promoting democracy the
chair of the Armenian Parliament made a statement. Advancing `strong
parliament, strong democracy’ slogan, A. Baghdassaryan noted the importance
of the role of parliaments in promoting democracy. He also held a number of
bilateral meetings. In the course of a meeting with Russian State Duma
Chairman Boris Gryzlov Armenian-Russian relations, as well as matters of CIS
reform were discussed. A. Baghdassaryan and Chairman of the Italian
Parliament Ferdinando Casini discussed matters of interparliamentary
cooperation, as well as that within international organizations. With
Speakers of Belgium Ann-Marie Lizin, Slovakia Pavol Hrusovsky, Georgia Nino
Burjanadze matters of their coming official visits to Armenia on A.
Baghdassaryan’s invitation were discussed. The Armenian Speaker also met
with Lithuanian Parliament Chairman Arturas Paulauskas, Belarus Speaker
Vladimir Konoplyov, Kyrgyz Parliament Chairman Oburbek Tekebayev, Israeli
Knesset Chair Reuven Rivlin. Bilateral cooperation matters were discussed in
the course of those meetings.

September 5- Coinciding China’s celebration of the 40th anniversary
of the so-called ” Tibet Autonomous Region”, the Tibetans in exile
on September 2nd celebrated the 45th anniversary of the establishment
of Tibetan Democracy in high spirit and optimism.
In New York, the Tibetan communities from New York, New Jersey and
Connecticut celebrated the Tibetan Democracy Day on September 3rd
(Saturday) at Armenian Church with the initiative of the Regional
Tibetan Youth Congress of New York and New Jersey. About 600 Tibetans
assembled to observe the day with speeches and Tibetan cultural
performances. The morning program began with offering of the mandala
to the portrait of His Holiness the Dalai Lama by the North American
Chithue Mr.Tenzin Choeden and the RTYC President Mr Gyatso. This was
followed by the speeches by the Chief guest Mr.Tenzin Choeden, Mr.
Gyatso, and our special guest Mr.Bai Quiao Tang, the Director of the
Chinese Citizen Forum in New York. Mr.Gyatso made an introductory
note on the significance of the occasion and urged the Tibetans to
shoulder more responsibilities in order to upgrade the system of
Democracy in exile. Mr Choeden also highlighted on the importance of
the democratic system which the Tibetans in Tibet are deprived of,
and further urged the people to avail the opportunity of right to
Vote in the forthcoming elections. He further suggested that it is
high time that fresh qualified candidates should not hesitate to seek
nominations in the forthcoming Chithue elections. He also requested
Tibetans to be aware and keep update of the developments on Tibetan
issues all the time. Mr.Tang also expressed his appreciation of the
democratic system prevailing around the world. He pointed out that
Chinese government has actually misled the world by stating that
Tibet is a part of China. He also expressed his doubt that Tibetan
issue will be resolved that soon unless and until China becomes a
democratic nation. The Representative of H.H the Dalai Lama, however,
was not present as he was away to India.
In the afternoon, Mr.Choeden had about one n half hour question/answer
session with the audience on number of subjects ranging from the
Tibetan political situation to the matters pertaining to Tibetan Green
Book. This was then followed by the Tibetan songs and dance items
from Cholsum troupe, and other individual and group performances. The
afternoon program also included the presentation of the trophies
and certificates to the winners and runners up of the recently held
‘the Pawo Thupten Ngodup Memorial Basketball Tournament. The audience
witnessed for the first time the women teams receiving the Basketball
Tournament Trophies, a matter of great pride and a big boost for future
women participation in the tournament. Tibetan Women Association also
drew the raffles and announced the three winning numbers. The day’s
program concluded with word of thanks by Mr.Tenzin Kalden, the Vice
President of RTYC of NY and NJ.
In the evening, the people as usual got together to perform ‘Gor-zshe’
(Hand in hand Tibetan folk dance) which was followed by the evening
Fund raising dance party.

Armenian defense minister Serge Sargsian told his Latvian counterpart
during his working visit to Latvia that Armenia’s armed forces do
not match the NATO standards perhaps because of lack of finances but
getting higher to NATO standards is Armenia’s goal. Sargsian stated
that Armenia plans to reform its army by the year of 2015. Latvian
prime minister Aigars Kalvitis expressed readiness to assist Armenia

BAKU, Sep 5 : Azerbaijan’s exiled ex-president was registered to
run in parliamentary elections due later this year which are seen
as crucial to proving the ex-Soviet state’s progress on democracy,
a political ally said today.
The previous registration of another exiled opposition head, ex-speaker
Rasul Guliyev, was seen by his allies as a concession to foreign
pressure for a fair poll although prosecutors have said both figures
will be arrested if they return home.
Ayaz Mutalibov, who led the oil-rich state from 1990 to 1992 when
it gained independence from Moscow, is charged with failing to
prevent Armenians from seizing control of the breakaway region of
Nagorno-Karabakh. Guliyev is charged with massive corruption.
“Today the electoral commission made out a candidate registration
in the name of Ayaz Mutalibov. We start his political campaign from
September 8,” said Araz Alizade of Mutalibov’s Social-Democratic Party.
“I do not think that Mutalibov can be arrested.” The elections are set
for Nov. 6 and are being closely watched for popular demonstrations
like those that overturned the governments of Georgia and Ukraine.
President Ilham Aliyev, who succeeded his father two years ago in
the former Soviet Union’s first dynastic succession, has said such
a revolution is impossible despite opposition threats to depose him
if the polls are rigged.
International organisations have previously condemned Azeri polls
as well short of international standards, but the Organisation for
Security and Cooperation in Europe (OSCE) — the continent’s top
vote-monitoring organisation — praised the country’s progress today.
“The Azerbaijan authorities are taking steps to fulfil the
recommendations of international organisations and can resolve all
outstanding problems by November. Azerbaijan’s democratisation is
ongoing,” said OSCE chairman Dmitrij Rupel.
The polls will not be conducted in Nagorno-Karabakh, which Azerbaijan
claims but has failed to assert any control over since a conflict
over the territory in the early 1990s. All efforts to resolve the
region’s status have failed.

Armenian Church Convenes Meeting to Study Sainthood for Victims of the
Armenian Genocide
>From September 3 through 6, 2005, the Armenian Church Committee for the
Study of the Canonization of the Victims of the Armenian Genocide convened
its inaugural meeting in the Mother See of Holy Etchmiadzin.
The members of the committee are:

His Grace Bishop Yeznik Petrosian, Co-Chairman (Catholicosate of All
Armenians)

Prior to their meeting, the members of the committee were received by His
Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, who

wishing them success in their endeavors.
His Grace Bishop Yeznik Petrosian introduced the members of the committee to
His Holiness, and asked for his blessing. His Eminence Archbishop Sebouh
Sarkissian transmitted the fraternal greetings and best wishes for success
of His Holiness Aram I, Catholicos of the Great House of Cilicia.
During their meeting, the members exchanged ideas and viewpoints, and
following substantial discussion, established the main task, the framework
for analysis, the working timeline and underscored the fundamental statement
of the question.
The first working session of the committee will take place from November 8
to 12, 2005, in the Mother See of Holy Etchmiadzin.

ARS PROJECTS IN JAVAKHQ

The Armenian Relief Society’s Javakhk Assistance Committee started
working in 2001. The aim of the Committee’s activities is to launch
healthcare, educational, cultural, economic and spiritual activities
among the Armenians of Javakhk.
We talked to chairman of the Javakhk Assistance Committee Bagrat
Sargsian about the Committee’s current and future activities. He
noted that the Committee has implemented a number of projects and
is currently working in three directions – healthcare, youth affairs
and economics.
Some representatives from Canada, East and West Coasts of the US
and Beyrut have joined this committee devoted to the preservation
of Armenians.
The Javakhk Assistance Committee is planning to open youth centers
in Akhalkalak, Akhaltskha, Ninotsminda and Poka. “We have a building
to use as a youth center in Akhaltskha. We already have the cost
estimations for renovation works and we have arranged with construction
companies to start the renovation in a couple of days. We are creating
the youth centers to give better education opportunities for the
youth and to contribute to their Armenian upbringing.”
The centers will have internet clubs and special courses on languages,
history of the Armenian Nations and the Armenian language will be
organized for young people since teaching history of the Armenian
nation has been banned in Georgia and the graduation exam on the
Armenian language has been cancelled. In spite of this, a special
class for the history of the Armenian nation will soon be created at
school #3 named after Tumanian in Akhaltskha.
Students will be able to attend lectures on history of Armenia
and watch relevant films which will greatly contribute to the
consolidation of patriotism among them. These are working measures
to connect the Armenian youth to their homeland and to maintain the
existing connections,” Sargsian said.
The youth centers will also have sports facilities. Some entertainment
activities will also be organized. The two-floor building that was
formerly used as a clinic will be allocated for the youth center in
Akhalkalak. The adjacent territories of the building will be turned
into a park with fountains. In the future, smaller youth centers will
be created in other strategically important locations.
Poka village loses its Armenian population
Bagrat Sargsian believes it is especially important to open a youth
club in Poka village located on the eastern shore of lake Parvana.
This village is situated at the division line between Armenian and
Georgian influences. “There is a Georgian center on the shore of Lake
Parvana – a new Georgian church has been constructed and a number of
spiritual leaders and nuns work there to spread Georgian influence in
this village that is considered Armenian. One of the village streets
is already completely populated with Georgians.
As opposed to this, the Armenians that used to live in this
homogenously Armenian village have started leaving because of the harsh
economic conditions and the pressure from the Georgian side. Poka has
a strategic importance since if we lose it we make the entire Gandza
vulnerable for attack,” Sargsian explains.
Clinics in 16 communities
A diagnostic center was opened in Javakhk a couple of years ago
equipped with modern medical equipment and supplies. The center was
very important for the Armenians in Javakhk since before that they did
not have access to diagnostic services and had to travel to Tbilisi
or Yerevan.
“The opening of the diagnostic center stimulated a new wave of
confidence in their home country among the population. This was a
convincing proof for them that Armenia is not indifferent towards their
problems and this inspired hope for progress and encouraged them. The
project on construction and renovation of clinics and provision of
medicines, medical equipment and furniture to 16 villages in Javakhk
had a similar effect,” Sargsian comments.
This project has already been completed in 10 villages. Construction
and furnishing of the clinics have been completed in Damala, Tsurut
and Azavred villages of Akhaltskha region, Mets Gomburda, Kartsakh
villages in Akhalkalak region, Radionovka, Samsar, Gondura and
Satkha villages in Ninotsminda region and Nardivan village in Tsalka
region. In two of the six remaining villages there are no facilities
to be used as clinics so the Committee will have to use temporary
houses as clinics. It is planned to provide ambulance vehicles to
the clinics in the future.
Sargsian acknowledged the assistance provided by the Canadian
Javakhk Assistance Committee which has sent a large number of medical
supplies, equipment and medicines and provided funds to furnish the
clinics. Member of the American West Coast Committee Haykush Cohler
Keghinian has had a significant contribution. Together with students
from medical colleges in the USA she has been engaged in charity
activities to benefit the Armenians in Javakhk.
“We have settled the issues with human resources at the clinics. When
the diagnostic center was created we organized free training of
doctors at the National Healthcare Institute in Yerevan. In the
villages we work with the local young specialists. Director of the
union of medical workers of Akhalkalak Alexander Torossian has helped
us in this respect.
A contract is signed with the specialists that the equipment and
furniture, as property of the Armenian Relief Society, is transferred
to him or her for use free of charge and with no time limits. All
the issues are settled in accordance with laws and with the consent
of the parties involved,” Sargsian says.
Educational facilities are renovated
Several projects are implemented in the sphere of education. Regular
competitions of essay writing (with topics like “I Am Armenian”),
painting, handcrafts are organized at schools. 25 winners of the last
year’s competitions were given a prize – a one week trip to Artsakh.
The chairman of the Committee assures that the visit to Artsakh
has been of a great cognitive importance for the children. All the
participants were filled with gratitude since they saw that the
Armenians in Javakhk are not left alone with their problems and that
their homeland is there to support them.
Internal finishing works at the school in Ghado village in Javakhk are
currently in progress (the renovation works have been completed). The
renovation has been implemented with funding provided by the Armenian
community in Rasht city in Iran.
The academic year in Georgia starts on September 19 and the renovated
school will be opened on September 10. The school has about 110
students. All the necessary stationery and other supplies will be
provided to these students. The Committee is working to furnish the
schools after renovating them.
Economic perspectives
The projects aimed at the preservation of the Armenians cannot
be expected to achieve their goals where the families are facing
economic hardships and have problems earning their living. This is
why the Javakhk Assistance Committee prioritizes the gradual solution
of the unemployment problem among the Armenians of Javakhk.
“We are working to assist the development of farming and we have
already had one successful project in this sector. A cheese production
plant will be created in Zhdanovakan village which will employ the
population of 4 adjacent villages and give them income generation
opportunities.
We have 9 similar projects. We are planning to arrange them in such a
way as to ensure income generation opportunities for the populations
of the villages adjacent to those where we implement our farming
projects,” Sargsian said noting that small plants will be constructed
and cattle breeding farms will be created through these projects.
In Kartsakh village it is planned to create a cattle breeding
farm with the purpose of creating a sausage production unit in the
village. Sargsian believes that well-organized, realistic and tangible
efforts will make it possible to establish an attachment between the
Armenians in Javakhk and their homeland.
In addition to the above-mentioned projects, additional assistance,
such as collective baptizing, has been provided to socially vulnerable
families. The leader of the Armenian Church in Akhalkalak Babken
Salbiyan contributed greatly to the preservation of the Armenian
spirit and consolidation of the Apostolic faith. The Armenian Church
in Javakhk closely cooperates with the Javakhk Assistance Committee.
Obstacles for integration
The poor road connection is a serious problem for the Armenians in
Javakhk. “The internal roads in the towns of Javakhk as well as the
roads connecting Akhatskha and Akhalkalaq, Ninotsminda and Akhalkalak
have been renovated. The roads as well as some buildings in Akhalkalak
and Ninotsminda are currently being renovated.
The European Union has provided Georgia with 100 million euros and the
Georgian government has allocated 3 million to Akhalkalak. The road
from Ninotsminda to Tbilisi is in a terrible condition – it connects
Javakhk to Tsalka. You will never think that this road takes to the
capital city – it resembles an impassable mountain path. President
Saakashvili has promised to renovate it. Let’s wait and see what will
happen,” Sargsian continues.
Electricity supply is another problem for Javakhk. Some measures
have been undertaken in this respect. With funding provided by the
American West Coast Committee 9 villages in Javakhk get electricity
supply from Armenia. In some of these villages there used to be no
electricity supply while in others it was available for only 2-4 hours
per day. The villages included in the electricity supply project are
located along Lake Parvana.
Customs problems
Irrespective of any targeted activities, for many Armenians in Javakhk
the connection with Armenia is fostered through visits to the country
and the Armenian side is causing serious problems in this respect. In
the past, people were mostly complaining about problems caused by
the Georgian side while now the activities of the Armenian customs
officials have an adverse impact on the Armenians from Javakhk that
want to enter Armenia.
Meanwhile, it could be expected that the Armenian side should be
interested in improving the conditions of the Armenians living in the
border regions. The problems start right at the border. The vehicles
with Georgian license plates have to pay very high customs fees when
entering Armenia irrespective of the nationality of their owner.
“It is very important to undertake measures at the state level to
contribute to the integration of Armenia and Javakhk. The existing
customs code hinders the integration process.
The customs fees for export of agricultural products from Armenia are
very high. Meanwhile, because of the climate in Javakhk people are
mostly engaged in cattle breeding and sometimes it happens so that
people don’t get fruits, vegetables and other agricultural products
in the mountain villages. This is because of the unfavorable customs
regulations,” Sargsian explains.
So it turns out that right at the entry point to the country we are
creating obstacles for the Armenians of Javakhk. Moreover, in the past,
some agricultural and milk products produced in Javakhk were imported
to Armenia while now, due to the unfavorable customs regulations in
Armenia, the Armenians in Javakhk are deprived of this opportunity
to sell their products. The absence of any privileges causes poverty
among them.
To counter emigration
Sargsian assures that all of the projects implemented by the ARS
Javakhk Assistance Committee are sustainable in the long run. In
other words, once the project is completed, monitoring and future
activities continue – for instance the Committee continues monitoring
the activities of the created enterprise or continues providing
medical supplies and equipment to the clinics.
The difficult socio-economic conditions in Javakhk have resulted
in mass emigration particularly among the young people. With
the above-mentioned projects the Committee aims at countering the
emigration of Armenians from Javakhk or at least minimizing it. For
this purpose it is necessary to create adequate conditions for the
population’s daily lives.
Sargsian believes upbringing of the Armenians, preservation of the
national spirit and faith and ensuring adequate social-economic
conditions are crucial to achieve this. This is the guarantee of
preservation of the unity of the Armenians in Javakhk, their attachment
to the homeland. The ARS Javakhk Assistance Committee is working to
achieve these goals.
