TAN: "ANKARA EXPECTS MORE CONCRETE STEPS FROM THE EU"

Speaking to reporters at his final press conference before taking his
post as Turkey’s ambassador to Israel, Foreign Ministry spokesman
Namik Tan evaluated the recent state of Turkish-European Union
relations. Stressing the EU’s letter of invitation to begin accession
talks on the chapter on industry and organizations, Tan said that
Ankara had expected to begin talks on four chapters and so the current
situation falls short of meeting its expectations. "We hope that the
bloc will take more concrete steps in the coming days," the spokesman
said. Commenting on the Iraq issue, Tan said that Turkey has never
intended to interfere in Iraq’s domestic affairs. In addition,
concerning the revival of Armenian efforts in the US to pass a
so-called genocide resolution, Tan said that Turkey expected the US
to act with common sense. Tan will begin his tenure in Tel Aviv after
presenting his letter of credentials to Israeli President Moshe Katsav
on Jan. 22.

"Turkey follows with regret the efforts of the Armenian lobbies
seeking to win votes to exploit political developments in the United
States," Turkish Foreign Affairs spokesman Namik Tan told a weekly
news conference in Ankara on Wednesday.

Asked to comment on a bill on the Armenian Genocide, claimed to be
discussed at US Congress and on the recent statements of the Armenian
executives, Tan said, "We have observed that there were expectations
of the Armenian circles about adoption of so-called Armenian Genocide
after the elections held in the United States in November."

Tan said relations between Turkey and the United States were "multi
dimensional" and "strategic," and indicated that the relations included
comprehensive topics.

"The United States has been pursuing a commonsensical approach so
far. We believe that US administration will maintain the relations
with the same understanding. Relations between Turkey and the United
States have importance beyond this small expectations," he added.

YEREVAN, DECEMBER 26, NOYAN TAPAN. As a result of checkings conducted
by RA State Language Inspection in 2006, 59 economic entities were
called for administrative liability due to having signboards in foreign
languages. As Lavrenti Mirzoyan, Head of the State Language Inspection,
reported on December 26, in 2006 the total amount of fines was nearly
4 mln 40 thousand drams (nearly 12 thousand USD), which is less by 1
mln 450 thousand as compared with the previous year. In L.Mirzoyan’s
words, some economic entities motivate this by not being familiarized
with the legislative field. In the words of the inspection head, this
is their omission. Spelling and Terminologial Manual was published
for the purpose of improving the situation. In the manual laws
regarding the sphere were presented by a separate part. Nevertheless,
in L.Mirzoyan’s words, as a result of periodical checkings the number
of signboards and advertisement boards in foreign languages reduces
year by year. In L.Mirzoyan’s words, worship of foreign things prevails
in all spheres today in Armenia, but everything should be done for the
people to realize that RA state language is Armenian and we should
respect our native tongue. "Purity and preservation of the language
is the task of every Armenian," L.Mirzoyan said.

On 7th November 2006 Archbishop Goriun Babian, Catholicosal Representative
of the Diocese of Kuwait and the Arabian Gulf countries (based in Kuwait
City) arrived in Abu Dhabi on a special mission.

Accompanied by Der Aram Deyirmenjian, pastor of the United Arab Emirates
(UAE) Armenian community and members of the representative and executive
bodies of the Abu Dhabi Armenian community, His Eminence paid an official
visit to "Qasr Al Bahr" Palace, where he met with the Director of the
Presidential Affairs His Excellency Ali Salem Obaid Al Kaabi. The purpose of
this visit was to express gratitude for the recently issued decree by the
Crown Prince of Abu Dhabi granting 2.500 square meters land to the Armenian
community in the vicinity of Abu Dhabi to build a church and community
complex.

Archbishop Goriun evoked the memory of the late President of the UAE, Sheikh
Zayed bin Sultan Al Nahyan. Two Catholicoses of Cilicia (Karekin II and Aram
I) had the opportunity to meet with the late President in 1995 and 1998
respectively. During both meetings a request for providing a piece of land
for the Armenian Church was put forward. It is worth mentioning that Sheikh
Zayed granted US$ 100.000 in 1998 to the Armenian community, as part of his
support to the foreign communities in the Emirate of Abu Dhabi.

Archbishop Goriun thanked the Government of Abu Dhabi for bringing the long
time dream of the Armenian community closer to reality and said, "with your
noble act, you inspired us hope that in the near future the members of our
Church will have their own place of worship and community center". His
Eminence briefed Al Kaabi on the activities of the Catholicosate of Cilicia
and the structure and mission of the Diocese of Kuwait and the Arabian Gulf
countries, highlighting the fact that throughout history the Armenians have
lived in brotherly and peaceful terms with the Arabs. He reminded the noble
Arab stance towards the Armenian refugees who escaped the Genocide and found
in the Arab societies the perfect environment for revival and full-fledged
involvement and contribution into the economic progress of their new
habitants.

Referring to the limited financial resources of the small Abu Dhabi Armenian
community, Archbishop Babian expressed hope that the Government of Abu Dhabi
would provide economic and moral support for the success of the
aforementioned project, in the same way it did in the past. He took the
opportunity also to elaborate on the special role of the Catholicosate of
Cilicia, under the leadership of His Holiness Aram I, in creating channels
of dialogue with all religions and especially between Islam and
Christianity. In this context Archbishop Babian expressed his willingness to
repeat what has been already achieved in Kuwait during the visit of His
Holiness Aram I, in the from of press conference and other academically
attributed activities with the participation of scholars and official
representatives.

Al Kaabi highly appreciated the visit and announced that "through such
encounters we come to know the Armenian community far better and our
relationship moves smoothly forward". He congratulated the Armenian
community for receiving the church plot and expressed hope that the
Government of Abu Dhabi will be able to provide further support for the
overall success of the project. Referring to the Christian communities in
the United Arab Emirates Al Kaabi noted that "the UAE Government does not
practice any sort of discrimination between Muslims and Christians. We all
live here in an atmosphere of mutual friendship and respect. Our State is
against any kind of religious extremism. I have known Lebanon through my
frequent visits. Particularly in these days it is very important to create
an ambiance of cooperation between the two religions and their followers by
utilizing the spirit of dialogue. We need the advice of spiritual leaders of
your caliber in order to facilitate this dialogue and to reach to positive
results. The Americans and the West do not know us in the proper sense and
they have misconception about what Islam and the Arabs represent. We need to
work together to correct this ideas".

Al Kaabi promised to undertake all measures necessary to arrange a meeting
for the Armenian side with the Crown Prince and the President of the UAE in
the future.

Visit to the Embassy of the Republic of Armenia (09 November 2006)

As in all previous visits to Abu Dhabi, His Eminence Archbishop Goriun
Babian paid a visit to the Embassy of Armenia. H.E. Ambassador Vahagn
Melikian, who has been appointed to this position since May 2006 (following
a five year tenure by Ambassador Arshag Poladian), showed a warm welcome.
Archbishop Babian briefed the Ambassador on the present day status of the
Armenian communities in the Gulf countries and gave a synopsis of the
accomplished achievements and other projects under process. In his turn, the
Ambassador gave an account on the future projects related to the Embassy.
His Eminence expressed interest to visit the construction site of the new
Embassy in order to observe the ongoing construction works on the piece of
land granted by the UAE authorities. The visit was materialized on 11
November 2006, accompanied by Vahe Toukhmanian, Chairman of the Council of
the Abu Dhabi Armenian Community. After witnessing the serious work that has
been done so far, Archbishop Babian thanked the chief architects Berj
Aprahamian and Salah Hariri for their volunteer designing work and
supervision of the project. The two architects informed him that the
construction of the two main buildings will be over in six months time.

Visit to the weekly school

In the afternoon of the same day (11 November 2006), Archbishop Babian
visited the weekly Armenian school of Abu Dhabi, which has recently
celebrated its 25th anniversary. Veteran Head of School Tamar Der Ohanesian
welcomed the Catholicosal Representative and informed him that the number of
the students who are following Armenian language, religion and history
lessons in the school was 50, covering all stages from Kindergarten to the
eight grade.

Meeting with the members of legislative and executive bodies in Abu Dhabi

On the same evening Archbishop Babian held a consultative meeting with the
members of the legislative and executive bodies in Abu Dhabi, during which
the following two subjects were discussed:

1- Bearing in mind that the four-year period of the Representative Council
(Temagan Joghov) in Kuwait and the other Arabian Gulf countries will come to
its end in December 2006, it is necessary to form an Election Committee
which will supervise the election process of the new Council. Following a
brief exchange of views, two probable dates were set forward but the final
one would be decided upon consultation with the Councils of Kuwait and the
Northern Emirates (Sharjah – Dubai).

2- The construction of the church in the newly granted piece of land was
discussed. It was decided to do some preliminary research at the present and
leave the concluding decisions to the discretion of the new Council’s
(post-election) meeting. Archbishop Goriun visited also the site of the
future church and explored the possibilities of constructing adjacent
buildings. Holy Mass was performed in the Greek Orthodox Saint Nicolaos
Church on 10th November 2006 during which Archbishop Babian reminded the Abu
Dhabi Armenians that they are witnessing important developments in the
history of the community, stressing that the decades long dream of having
own church is coming true with the collective efforts of all the members of
the community.

Armenia Bans Turkish Foodstuffs Imports

ARMENIA BANS TURKISH FOODSTUFFS IMPORTS

Foodstuffs imported into Armenia should be subjected to obligatory
marking in Armenia, head of the Standardization and Compliance of
the Trade and Economic Development Ministry Robert Dayan announced
at a news conference on December 21.

According to him, since January 1, 44 groups of foodstuffs are
subjected to obligatory marking in Armenian, the rest types of
foodstuffs will undergo such procedure since July 1. The country
producer, date of produce and ingredients should be typed on
the package or labels of goods. Robert Dayan noted that traders
were informed about the obligatory marking and goods, particularly,
seed-oil from Greece, eggs from Iran are already being imported with
necessary marking. The goods that have been already imported and have
no marking in Armenian will be sold freely until their expiration date.

The official noted that many foodstuffs imported from Turkey do
not meet Armenian standards and, taking into consideration that the
question cannot be settled because of absence of diplomatic relations
with the country, Turkish foodstuffs imports were banned. All imported
goods should be certified, but Turkish foodstuffs are not.

"Turkish food sold in Armenian markets are smuggled," Robert Dayan
said.

On December 20, U.S. Charge d’Affaires Anthony F. Godfrey held a
lunch with Armenian human rights defenders in honor of Human Rights
Day. During the lunch, Charge d’Affaires Godfrey recognized the
important contributions of human rights defenders throughout the
world who risk harassment, beatings, detention, imprisonment and even
death to practice or seek to secure fundamental freedoms. He noted
that human rights defenders and non-governmental organizations are
critical to the success of free nations, and remarked that without
a vibrant civil society, democracy is incomplete.

At the lunch, Charge d’Affaires Godfrey told Armenia’s human rights
supporters, "In Armenia, the United States stands in solidarity with
you–the country’s brave men and women who are doing such essential
work as supporting a free press, fighting against trafficking in
persons, advocating for freedom of religion, and supporting women’s
rights. We thank you for your efforts to further Armenia’s democratic
reforms, and for your dedication to fighting for those people who
often don’t have a voice."

The United National General Assembly adopted the Universal Declaration
of Human Rights following World War II on December 10, 1948. The
Declaration affirms the inalienable rights of people everywhere and
upholds basic freedoms including the freedoms of speech, assembly,
association, and worship. It is based on the belief that human rights
defenders raise awareness, expose abuses, push for reforms, and hold
governments accountable. The Declaration proclaims the right of men
and women around the world to shape their own destinies.

to Armenpress, Karel de Gucht, Belgian foreign minister and the
outgoing Chairman-in-Office of the OSCE said some positive movements
have been made on the question of the protracted conflicts in 2006,
in particular concerning Nagorno-Karabakh, where the prospects look
considerably better than a year ago.

"The negotiations in 2006, in particular the latest meeting between
the two Presidents in Minsk on 28 November, have brought the sides
closer to an agreement on the basic principles for the settlement of
the conflict. It is my wish that the coming year both presidents will
redouble their efforts to finalize these basic principles as soon as
possible," Karel de Gucht said.

In response to a question how he could assess the efforts of the OSCE
Minsk Group co-chairmen during the Belgian chairmanship of the OSCE,
Mr. de Gucht said," The efforts of the co-chairmen of the OSCE Minsk
Group are extremely valuable, in particular their proved creativeness
in developing "basic principles" for the settlement of the conflict.

As I already mentioned, the negotiations facilitated by the co-chairmen
of the Minsk Group and supported by the CiO have brought the sides
during 2006 closer to an agreement on the basic principles for the
settlement of the conflict." He also said the recent basic principles
being discussed between the two sides are very reasonable and a good
basis for further progress.

"I do believe in the possibility of having an agreement on the basic
principles in the upcoming year," he said.

Militante des droits de l’homme, elle a revele que sa grand-mère
etait armenienne, rescapee du genocide de 1915. Un cas pas si isole.

Des lettres et des courriels continuent d’arriver par centaines a son
bureau installe a Kadikoy, faubourg en voie de boboïsation de la rive
asiatique du Bosphore, a Istanbul. Des gens l’arretent dans la rue
pour la feliciter ou surtout pour lui raconter leur propre histoire,
la remerciant de se sentir moins seuls grâce a elle.

"Jamais je n’aurais imagine qu’il y ait autant d’interet et aussi
peu de polemiques après la sortie de mon livre, ce qui montre que
le tabou est brise", raconte Fethiye Cetin, 56 ans, avocate turque
de renom et militante des droits de l’homme, qui a ecrit d’un trait
pour se liberer enfin de son secret, celui d’une grand-mère armenienne
rescapee du genocide de 1915. Des phrases jetees sur le papier avec
la boule au ventre parce qu’elle n’est pas ecrivaine et parce qu’elle
savait obliger ainsi ses concitoyens a affronter un passe refoule.

Publie il y a deux ans et devenu aussitôt un best-seller, ce livre
a change sa vie et celle de dizaine de milliers d’autres Turcs
qui gardent en eux le meme secret. Ordonnes par le gouvernement
jeune-turc, les massacres et les deportations ont aneanti la plus
grand partie de la population armenienne de l’Empire ottoman. Il y eut
aussi de nombreuses fillettes ou jeunes filles, enlevees, adoptees et
converties a l’islam. Les Turcs les appelaient "kilic artigi" ("restes
de l’epee"). Elles se sont mariees et ont fait des enfants, tournant
en apparence la page afin que "ces jours terribles s’en aillent et ne
reviennent plus jamais". Mais elles n’ont jamais oublie leurs origines.

"Ces histoires sont restees enfouies dans les familles et elles se
murmuraient a l’oreille, de femme en femme parce que les hommes sont
plus soumis aux contraintes du pouvoir", explique Fethiye Cetin,
nee dans une famille turque de la classe moyenne, avec un père
fonctionnaire aux convictions republicaines et laïques. Forte femme et
pilier de la famille, sa grand-mère Seher, que tous adoraient, semblait
etre une paysanne turque comme une autre, originaire d’un village de
l’Est anatolien. Mais il y avait aussi des choses etranges que Fethiye
n’a compris qu’après. Elle se souvient d’engueulades où la grand-mère
grondait contre son mari lancant a chaque fois un enigmatique "bre
musurman" ("oh ! toi, le musulman"). Elle se rappelle aussi sa surprise
"quand [elle vit sa] grand-mère qui ne lisait ni n’ecrivait le turc,
aider ses arrière-petits-enfants a faire leurs devoirs". A 25 ans,
elle apprit la verite. C’etait a Ankara dans l’appartement familial
alors que des invites se pressaient dans le salon. La vieille femme
la fit venir dans sa chambre, prit ses mains dans les siennes et lui
dit : "Tu sais, ma mère, mon père et mon frère vivent en Amerique. Si
quelqu’un peut les retrouver, c’est toi." Grand-mère Seher s’appelait
en realite Heranus, fille d’Hovanes et Isquhi Gadarian, famille
armenienne d’un riche village de la province anatolienne de Maden.

Ce moment, Fethiye ne l’a jamais oublie : "J’etais sous le choc
avec le sentiment qu’on me mentait depuis toujours." Dès lors, sa
grand-mère n’a plus arrete de parler. "Nous avions developpe une
relation specifique. Elle voulait se decharger du fardeau qu’elle
avait dû porter seule et en meme temps elle avait peur que ces secrets
puissent me mettre en danger", explique Fethiye. Jour après jour,
ses mains serrees dans celles de sa grand-mère, "dont le regard
lointain semblait fixer un point du tapis", elle ecoutait les recits
de l’horreur. L’ordre de deportation qui arrive au village parce que
les autorites soupconnent les Armeniens de pactiser avec l’ennemi
russe. Les hommes massacres après avoir ete separes des femmes, des
enfants et des vieillards, qui sont deportes. La faim et la peur. Les
enfants noyes pour abreger leurs souffrances. Et ceux qu’on laisse
enlever par des villageois kurdes ou turcs en esperant que cela leur
sauvera la vie. Heranus fut ainsi arrachee a sa mère par un gendarme,
Huseyin, "un homme bon et sans enfant", qui l’adopta. "Les poèmes
sur notre passe glorieux, que je recitais avec tout l’elan de mon
coeur, se brisaient desormais sur ces images d’enfants effrayes et
de rivières coulant rouge pendant des jours", ecrit Fethiye Cetin.

"Je decouvrais ce sang armenien en moi et je ne savais meme pas ce
que cela voulait dire car a l’epoque la chape de silence sur ces
evenements etait totale", explique l’avocate, qui, depuis, s’est
toujours sentie en porte-a-faux face aux nationalismes. Etudiante
a la faculte de droit d’Ankara, elle s’engage dans tous les combats
democratiques, ce qui lui vaudra d’etre arretee après le coup d’Etat
militaire de septembre 1980. Liberee en 1984 grâce a une amnistie,
devenue avocate, elle continue cette bataille pour les droits de
l’homme qui est toute sa vie. Elle n’a pas d’enfant, comme devoree
par cette memoire dont elle est devenue la depositaire.

Il lui faut tenir la promesse de retrouver la famille de sa
grand-mère. Avec l’aide d’une amie anglophone, elle multiplie les coups
de telephone outre-Atlantique et retrouve les traces d’Horen, le petit
frère d’Heranus, mais il meurt peu après d’une crise cardiaque. Le coup
de telephone d’Amerique qu’attendait Heranus n’arrivera jamais. Après
la mort de sa grand-mère, Fethiye publie un encart dans Agos,
l’hebdomadaire armenien d’Istanbul. Quelques mois plus tard, elle
apprend par le journal qu’un cousin d’outre-Atlantique, Richard
Bedrosian, cherche a la contacter. Ils commencent a correspondre,
echangent des photos, puis c’est la première rencontre a Istanbul. Il
ne parle pas le turc et elle parle mal l’anglais. Ils sanglotent
longtemps dans les bras l’un de l’autre.

"Avant de pouvoir un jour rire ensemble, nous, Turcs et Armeniens,
devons d’abord apprendre a pleurer ensemble", assure Fethiye. Dans son
livre, elle n’utilise jamais le mot genocide. "Il y a eu des centaines
de milliers de morts, mais se fixer sur la qualification juridique de
ces massacres qui sont incontestablement un crime contre l’humanite ne
fait que bloquer le debat historique qui commence enfin en Turquie",
explique l’avocate. Elle est reticente quant au projet de loi francais
penalisant la negation du genocide tout en comprenant "le besoin des
Armeniens d’une pleine reconnaissance de la tragedie subie".

Fethiye a commence a apprendre la langue de sa grand-mère. Elle
multiplie les rencontres avec les communautes armeniennes
de la diaspora pour raconter son histoire et oeuvrer pour la
reconciliation. Le mois dernier, elle etait en France, parlant
devant des salles combles. Un jeune Armenien confiait, bouleverse :
"Pour la première fois, j’ai realise que, comme beaucoup d’autres
Armeniens de l’exil, j’ai peut-etre moi aussi une famille turque."

Children’s Disability Makes 0.9% In Armenia

CHILDREN’S DISABILITY MAKES 0.9% IN ARMENIA

YEREVAN, DECEMBER 18, NOYAN TAPAN. Currently children’s disability
makes 0.9% in Armenia. Disability of 70% out of 8000 registered
disabled children is conditioned by moving, neuropsychological and
hearing disorders. 66% of disabled children are teenagers aged
10-17. Karine Saribekian, Head of Mother’s and Child’s Health
Protection Department of RA Ministry of Health, said this at the
roundtable dedicated to problems of disabled children in Armenia. She
said that starting 1995 the number of disabled children has been
increasing in the country. However, in K.Saribekian’s words, "this
is rather conditioned by change of criteria of children’s disability
made in 1995: the list was enlarged, which resulted in double growth
of the number of disabled children."

K.Saribekian said that formerly issues of disability were treated
only from medical point of view, while today by a united system –
healthcare, social, psychological, urban development, etc. She reminded
that Armenia has laws "On Social Protection of Disabled" and provisions
on ensuring a favorable environment for the disabled are included
in RA law "On Urban Development." Besides, strategy of protection
of mother’s and child’s health, conception of early revelation and
early treatment of children having disorders of development were
approved. Jemma Baghdasarian, Head of the Problems of Disabled and Old
People of RA Ministry of Labor and Social Issues, said that order of
providing favorable conditions for the disabled was adopted in 2006,
according to which the national criteria will be established by the
end of the year or at the beginning of the year. J.Baghdasarian also
said that necessary conditions are formed for disabled children at
schools repaired in Yerevan with funds of the Lincy foundation.

Systems" was founded in 2006 on the initiative of Ara Abrahamian,
President of the Sogalsie CJSC, President of the World Armenian
Congress (WAC). NT was informed from Soglasie CJSC that the consortium
aims to restore the scientific and technical surplus obtained under
the program Buran, including the superheavy aircraft-carriee AN-225
"Mria". According to the same source, the use of this aircraft
together with some adavanced design and technological solutions
ensures considerable operational and economic advantages compared with
traditional launching means in carrying out a wide range of space
tasks. Ara Abrahamian became the Consortium’s President. The ideas,
some of which are envisaged to be realized when performing the tasks
of the Consortium, were first expressed by Ara Abrahamian in his
story-essay "Space Odyssey of the 21st Century: Rescue Way", the
presentation of which in Russian and English will take place at the
international linguistic exhibition "Expolang 2007" in Paris in
January 2007. The manuscipt of the book is registered as an object of
intellectual property at the Russian Author Society in March 2006.
