SOUTH FLORIDA ANC ACTIVISTS REACH OUT TO ELECTED OFFICIALS

— Urge Senator Nelson to Support Genocide Resolution, Strengthen
US-Armenia Relations

FT. LAUDERDALE, FL – Florida ANC activists joined with ANCA national and
regional staff in a meeting, today, with representatives of Senator Bill
Nelson’s (D-FL) district office to discuss issues of concern to the Armenian
American community in the Sunshine State, reported the Armenian National
Committee of Florida.

The meeting is among the first in a series of activities involving Members
of Congress and the Florida Armenian community during a 10-day trip to the
region by ANCA Eastern Region Director Doug Geogerian and ANCA Government
Affairs Director Abraham Niziblian.

Over a dozen Florida Armenians participated in the meeting Sen. Nelson’s
Broward County Regional Office Director Willowstine Lawson. Activists
joining Niziblian and Geogerian were ANC South Florida Chairman Bedo
Der-Bedrossian, Rev. Vasken Bekiarian, Pastor of St. Gregory Armenian Church
of South Florida, Marilyn Vaboolian McClean, Sonya Toumayan, Gloria Toroyan,
Michael Toumayan, Arlys Koushakjian, Naomi Davitian, Eugenie Megherian
Rodrigues, Sevag Tokatlian, and Siran Der-Bedrossian. Michael Toumayan
recently finished an eight-week internship at the ANCA national
headquarters, during which time he met with Senator Nelson and his
Washington, DC staff.

During the hour-long meeting with Lawson, community participants urged the
first term Senator to take an active role on a number of key Armenian
American concerns including Congressional reaffirmation of the Armenian
Genocide, stronger US-Armenia bilateral economic and political relations,
and a lasting and equitable resolution to the Nagorno Karabagh conflict.
Der-Bedrossian specifically asked that the Senator cosponsor S.Res.164,
legislation marking the 15th anniversary of US implementation of the
Genocide Convention. The resolution, introduced by Senators John Ensign
(R-NV) and Jon Corzine (D-NJ), currently has 40 cosponsors. Der-Bedrossian
also briefed Lawson about activities planned in commemoration of the 90th
anniversary of the Armenian Genocide next year in South Florida and invited
Senator Nelson to join the Armenian American community in marking this
solemn occasion.

Participants urged the Senator’s support for S.1557, which would ensure
permanent normal trade relations between the US and Armenia. The ANC
activists will be meeting personally with Senator Nelson regarding these and
other pressing issues later this week.

Geogerian and Niziblian arrived in Ft. Lauderdale this past weekend, where
they joined the South Florida community in celebrating the Feast of the
Ascension and the Blessing of the Grapes at St. Gregory Armenian Church.
Last night, Niziblian and Geogerian gave an update on Armenian American
advocacy efforts in Washington, DC and around the nation to local activists
at a public forum hosted by the ANC of Florida. Over the next seven days,
they will be traveling throughout the state, meeting with Members of
Congress and local Armenian American activists in an effort to strengthen
the community’s political advocacy efforts in Florida.

The Armenian National Committee is the largest Armenian American grassroots
political organization in Florida and nationwide. The ANC actively advances
a broad range of issues of concern to the Armenian American community.

Putin To Meet Ukrainian And Armenian Presidents In Sochi

MOSCOW, Aug 16 (AFP) – Russian President Vladimir Putin is scheduled
to meet with his Ukrainian and Armenian counterparts this week in the
Black Sea resort of Sochi, where he is currently on holiday, the
Kremlin said Monday.

Putin is due to hold talks Wednesday with Ukrainian President Leonid
Kuchma and Friday with Armenian President Robert Kocharian, a Kremlin
spokeswoman told AFP Monday.

Putin’s meeting with Kuchma comes on the heels of a decision by
Ukraine to sign a three-year contract with the Russian-British oil
company TNK-BP to carry Siberian oil through the Odessa-Brody
pipeline.

The move thwarted European hopes that the pipeline would export oil
from Central Asia and the Caspian Sea to Europe, but was welcomed by
the Kremlin.

Analysts said the move was the latest in a series that have seen the
former Soviet republic lurch back toward Moscow, after spending most
of the post-Soviet years reaching out toward the West, ahead of
presidential elections in October 31.

ARMENIAN ECONOMY CONTINUES TO TOP GROWTH EXPECTATIONS

Armenia’s Gross Domestic Product (GDP) grew by more than nine percent in the
first half of 2004, the National Statistics Service reported this week.
While below the record-high 2002-2003 growth of 12 and 14 percent
respectively, the increase was well above the six to seven percent
anticipated by the government and international financial institutions
earlier this year.

Significantly, this year’s robust growth comes after completion of
infrastructure projects funded by the U.S.-based Lincy Foundation, as well
as an 11 percent decrease in diamond-processing and jewelry production,
which had been one of the fastest growing sectors in recent years.
Industrial output was up 4.5 percent, driven by growth in generation of
energy (up 17 percent) and mining and metallurgy (up 46 percent). Textiles
production was up 2.2 times, with garment / leather and rubber / plastics
up 1.4 times each. Investments in construction increased by 12 percent, with
agricultural production up 8.5 percent.

In January-June 2004, the volume of Armenian exports grew by over 7 percent
to $340 million and imports by 4 percent to $625 million. Dependence on
outside supplies of energy and fuel, and raw materials imported for
processing in Armenia, kept the trade deficit large. The list of main export
destinations for Armenian goods continued to be topped by Belgium (19
percent of all goods), Israel (12), Russia (11), the United States (10),
Germany (9) and Switzerland (6). Most imports arrived from Russia (18
percent), Belgium (11), the United States (8), Israel (7) and Great
Britain (6).

The Armenian government also reported to be on track with a projected
increase in revenue collection to reach $450 million this year. Combined tax
and customs revenue in the first half of 2004 reached $211 million, up 17
percent year-on-year. Nevertheless, the State Taxation Service chief
estimated that the so-called shadow sector continued to account for 30
percent of economic activity, with an equivalent portion of profits and
incomes remaining officially untaxed. At the end of June 2004 the average
private sector monthly salary was estimated at $100, up 28 percent
year-on-year, while average public sector wages stood at a meager $50,
despite a 46 percent increase. The unemployment rate remained largely
unchanged at 9.3 percent of the adult population. (Sources: Armenia This

Project description and objectives: The proposed project envisages an
equity investment in Armeconombank. The project will strengthen
Armeconombank’s capital base to be used for anticipated growth in
lending and development of its infrastructure. Management guidance and
institution building is envisaged through technical assistance and
EBRD’s seat on the bank’s Supervisory Board.

Transition impact: This project will be the first equity participation
in an Armenian-owned financial institution. The combination of
additional capital and institution building through technical assistance
is expected to support strengthening of a key player in the Armenian
banking sector. By promoting competition and consolidation in the sector
the project will contribute significantly to the development of the
banking sector in Armenia. The project is also expected to provide a
demonstration to other market players of the benefits of having an
international institutional investor as a shareholder.

The client: Armeconombank is one of the largest banks in Armenia at 31
December 2003 with total assets of US$ 33.4 million. The bank is based
in Yerevan and has a network of 24 branches. The bank offers all major
services currently available on the market.

requirement that the bank complies, at a minimum, with national and
local health, safety and environmental regulations and standards and
public consultation requirements. Armeconombank will submit annual
environmental reports to the EBRD.

Technical cooperation: The bank has benefited from access to a
Japanese-funded credit advisor tied to a loan under the Multi-bank
facility for Armenian banks. This has assisted in all aspects of
screening, approving and monitoring of potential borrowers and sub-loans.

It is proposed that this equity investment be made together with
technical assistance for institutional development. Funding is expected
to be provided under the 2002 Action Program for the EU-EBRD Investment
Preparation Facility. EBRD approval will be sought in 3q2004.

BAKU: European bank funds companies operating in Karabakh

Azeri paper says European bank funds companies operating in Karabakh

Ekho, Baku
10 Aug 04

The European Bank for Reconstruction and Development is still
financing companies engaged in the development of gold and copper
mines in Nagornyy Karabakh, Azerbaijani newspaper Ekho has said. In
2003 the bank issued an official denial that it was involved in
funding economic projects on separatist territory, saying that it
ensured that its funds were spent only on projects in Armenia. The
following is an excerpt from N. Quliyeva and N. Aliyev’s report in
Azerbaijani newspaper Ekho on 10 August headlined ” European Bank
gives economic support to separatists” and subheaded “Armenian
companies use EBRD money to drain natural resources from Nagornyy
Karabakh”; subheadings have been inserted editorially:

The European Bank for Reconstruction and Development continues
financing companies engaged in the development of copper fields in
Nagornyy Karabakh. The EBRD is the main creditor of the Vallex group
of companies, which has operated in Armenia for seven-and-a-half years
and invested 20m dollars in the economy. Members of the group – the
open-type joint-stock company Base Metals, Vallex Mining and the
closed-type joint-stock company Mining and Metallurgy Institute – are
engaged in the development of copper and gold deposits in Armenia and
Nagornyy Karabakh.

Thus, the first company is developing the Drmbon copper-gold mine in
Karabakh, the second is carrying out geological exploration on the
gold-pyrite-ore mine in Tandzut, while the third is engaged in
scientific research, projecting and geological exploration
work. Judging by Armenian press reports, the company’s operations were
boosted after it got an EBRD loan and the bank “expects the company to
embark on new projects”.

The president of Vallex, Valeriy Medzhlumyan, is still describing the
business environment and the legal framework for such extensive
investment activities in Armenia as unfavourable.

“Namely, the legal framework is well ahead of the views and the
perceptions of those it is actually supposed to serve. Suffice it to
mention that the state does not refund excess VAT payments to
exporters,” he said.

Meanwhile, Vallex has managed to win licences for the development of a
number of mines to date. Among these are the already mentioned Drmbon
(Karabakh) and Tandzut mines, as well as Tekhut, Kashen (Karabakh),
Aykadzor and the temporarily frozen Alaverdi mines.

As for the Kashen mine located in the village the Armenians call
Tsakhkashen in Karabakh, Vallex is at the project stage. However, if
the economic viability of the project is confirmed, the company
intends to construct an enterprise there within one-and-a-half years,
build roads, set up living quarters, run electricity lines, establish
waste storage, etc. In other words, it hopes to do what, according to
the Armenian mass media, has already been done in Drmbon. It is the
very village where the Azerbaijani mine Qizil Bulaq is located.

Exploration by Azerbaijani geologists

As Ekho already reported, back in the Soviet times Azerbaijani
geologists did a lot of work to explore the mine. They prepared the
feasibility study to develop it, proved its reserves to a state
commission in Moscow and were preparing to build a mining enterprise
there. At the same time, the scientists were aware that the project
would not be profitable, but were trying to secure its implementation
in order to ensure employment of the local population which was
predominantly Armenian.

Incidentally, the Armenian mass media, which tend to react negatively
to Ekho publications, did not leave those publications unanswered. For
them, Qizil Bulaq is not an Azerbaijani but a Turkic name of the
mine. They acknowledge the fact that in the 1980s Azerbaijan started
geological exploration work on the mine which was completed in 1990.

At the same time, Armenian newspaper Golos Armenii said: “It was
supposed that it would only be worth commissioning the copper and gold
deposits once the Armenian population had been banished during the
war. It was precisely for this reason that the documentation on the
gold reserves at Qizil Bulaq (13.5 t) was presented to the USSR state
commission for mineral reserves and protected in 1991, which was a
most difficult year for the people of Nagornyy Karabakh. Here one
should remember that the authorities of Soviet Azerbaijan, who had no
doubts about the swift deportation of the Armenians, insisted on a
return for the use of the mine and the foundation there of a dressing
combine in disregard of the position of the state commission which
claimed that there was already a similar factory in the region in
Ararat, and there was no need for another one.”

Passage omitted: details of how the commission eventually arrived at
the decision

EBRD’s 3m-dollar loan

The Armenian press says that the situation was rectified by Base
Metals which received a loan from the EBRD. The money helped the
company implement the project and this, in turn, gave the opportunity
to improve the economic situation in the village. It is reported that
630 people currently live in the village, half of whom are mining
specialists invited from Armenia.

“The economic development of Drmbon, of course, annoys Azerbaijan. In
particular, the head of the National geological surveying service of
the Azerbaijani Ministry of Ecology and Natural Resources, Saxbaddin
Musayev, has said more than once that Armenians should be grateful to
Azerbaijan for carrying out the geological survey work in the Soviet
period and the idea of creating the plant’. At the same time, of
course, he forgets to name the true reasons for Baku’s jealousy
regarding the start of the project at the beginning of the 1990s. He
also draws attention to the scandalous ecological situation in the
region, which is the consequence of using cheap technology’. A
different view is held by specialists, including specialists from
abroad visiting the mine, who are not afraid of telling Baku that the
technology of the Drmbon mine meets all modern criteria,” this is also
a quote from the Armenian press posted on Golos Armenii newspaper’s
web site on 27 July .

Therefore, the EBRD-funded project economically supports
separatists. Ekho warned about this in early 2003, when information
that the bank was involved in this kind of activity and had signed a
loan covenant with the Armenian Copper Programme (ACP) to the tune of
3m dollars for two years had just emerged.

Then the EBRD issued a statement denying any involvement in financing
any operations in Nagornyy Karabakh.

“The bank has issued a 3m-dollar loan to the closed-type joint-stock
company Armenian Copper Programme which was founded and is functioning
in Armenia. It is owned by an entrepreneur from Yerevan, Valeriy
Medzhlumyan, who has different commercial interests in Armenia and
Russia. He is also the owner of another company based on the territory
of Nagornyy Karabakh with which the EBRD has no business. In addition,
the EBRD is making sure that the loan allocated under this project is
not used to finance any operations on the territory of Nagornyy
Karabakh,” the bank’s statement said.

Passage omitted: minor details

EBRD knows where its money goes

“It is known that the EBRD thoroughly examines all projects before
allocating loans and, of course, it knows for sure what the money will
be spent on,” economist Qubad Ibadoglu has told Ekho. According to
him, it is ruled out that the bank may be unaware that the loan is
used in Karabakh.

At the same time, the EBRD is important for the Azerbaijani economy as
well.

“We should not forget that the bank has financed a number of
strategically important projects in Azerbaijan: the supply of Baku
with drinking water, construction and reconstruction of power
stations, restoration of the Baku seaport, railways. Finally, the EBRD
is one of the main creditors for the Baku-Tbilisi-Ceyhan project,” the
economist said.

Passage omitted: minor details of other EBRD projects in Azerbaijan

“However, all these do not mean that Azerbaijan is dependent on this
institution in any way. On the contrary, cooperation within these
projects allows us to influence the bank as well, especially since our
cooperation programme is designed to last till 2015-20,” Ibadoglu
said. He said that it is necessary to stop the bank from issuing loans
to projects in Nagornyy Karabakh.

MP Mikhail Zabelin has told Ekho that he is outraged by reports of
cooperation between international bodies, including the EBRD, and
separatists.

“We sometimes seem strangely helpless. It is not the first time this
kind of information has reached us. I think that both the Foreign
Ministry and the Milli Maclis parliament have to be more active and
raise these issues with international organizations,” Zabelin said.

Padre Announcer Vasgersian to Lead Olympics Baseball Softball Covrg.

The San Diego Tribune, August 3, 2004

Don’t adjust your set. Padres telecasts will have a different sound for
the next four weeks.

Matt Vasgersian, the team’s play-by-play voice on Channel 4 San Diego
for the last 2½ seasons, won’t call his next game until Aug. 31 in St.
Louis. But he has a good excuse.

He’s leaving tomorrow for Athens, where he will work the Summer Olympics
for NBC as the lead announcer on baseball and softball.

And, while he’s been eagerly awaiting the experience for several months,
Vasgersian leaves with a slight sense of regret, thanks to the success
the Padres have enjoyed this season.

“I kind of wish the Olympics had been in the summer of ’02 or the summer
of ’03,” Vasgersian said. “We all would have looked forward to missing
out on a month of that. But this year has been so much fun . . . For the
first time since I’ve been here, we’re thinking about right now instead
of, ‘This is going to be an OK player down the line.’ ”

Still, it’s not as if he thought about calling NBC and asking out of the
Olympics. He’s expecting an unforgettable experience and plans to keep
up with the games he’s going to miss via the Internet.

“It’s a great opportunity for Matt, and I wanted to be supportive of
him,” said Dan Novak, Channel 4 vice president of programming and
executive producer. “I’m confident we’ll still put a great telecast on
the air. I think it’s a good chance for Mark (Grant) to really refine
his skills as well.”

With Vasgersian gone for 22 telecasts starting with tonight’s home game
against Philadelphia, Grant will shift into the play-by-play role, one
he has filled occasionally the last few years. Rick Sutcliffe will be
the analyst for the next three weeks before former Padres player and
coach Tim Flannery takes over the week of Aug. 23.

“As much as I love to talk, I’m not going to talk too much,” Grant said.
“I’m looking forward to working with Sut and Flan; it will be a couple
of ballplayers just talking about the game. It’s going to be fun.

“Play-by-play is a totally different monster. I’ve learned some stuff
from Matt, but I’m not going to be Matt and I’m not going to be Vin
Scully or Jon Miller. I’ll try to be myself. I’m sure I’ll make a few
mistakes, maybe more. But having a long stretch like this hopefully will
enable me to get into a groove.”

Vasgersian has worked previously for NBC, most notably during the 2001
disaster known as the XFL. But he made a good impression, according to
David Neal, executive vice president, NBC Olympics.

“Through everything that he did with us with the XFL and other things,
he’s never been anything but an absolute pro,” Neal said. “He’s always
