Beijing, 6 April: Senior generals of Chinese and Armenian armed forces
agreed on Thursday [6 April] to promote military exchanges.

“The Chinese armed forces value friendly ties with their Armenian
counterparts and there exists potential for cooperation in various
fields,” Vice-Chairman of the Central Military Commission Xu Caihou
said at a meeting with visiting Armenian Deputy Defence Minister Y.
Khachaturov.

Xu said China-Armenia relations have progressed smoothly since the
two countries established diplomatic ties in 1992.

“We would like to make concerted efforts with the Armenian side to
continuously promote the existing friendly relations and cooperation
between the armed forces on the basis of equality, mutual trust,
benefit and respect,” Xu said.

Y. Khachaturov, who arrived on Monday for a goodwill visit, said the
Armenian side holds a positive attitude on developing ties with Chinese
military and would like to boost the cooperation in various fields.

YEREVAN, APRIL 5, NOYAN TAPAN. The Armenian President Robert Kocharian
on April 5 visited ArmRusgasprom CJSC where he conducted a working
consultation with the company’s management. NT was informed about it
from the RA President’s press service. Pointing out that ArmRusgasprom
is a large infrastructural company that plays a key role in the
Armenian economy, R. Kocharian said that the purpose of his visit
is to summarize the work done by the company in 2005 and to become
acquainted with its activities to be carried out this year.

Karen Karapetian, Chairman of the company’s board, Director General,
made a report on the work done by the company last year. Noting that
the volumes of gas consumption are increasing each year, he said
that 1 bln 685 mln cubic meters of natural gas was imported into
Armenia in 2005, which is by 24.2% more than during the previous
year. ArmRusgasprom’s head explained this stable increase in gas
imports by the intensive implementation of the program on restoration
of gas supply, extension of the gas distribution system and the upward
tendency in gas consumption shown by the industry and trade sectors
of Armenia.

According to K. Karapetian, the number of Armusgasprom’s actual users
makes 360,634 as a result of the large-scale gas supply provision
process in Armenia. The company plans to complete the intensive stage
of the gas supply restoration program in 2007. The actual losses
of natural gas are declining in parallel with the growth in gas
supply and gas consumption volumes, as well as considerable efforts
are underway to solve the problems related to the in-house system’s
technical services and to safety of gas use. ArmRusgasprom’s head spoke
about the investments in the system in 2005, which were mainly aimed at
extending the gas distribution network, increasing the number of users,
reconstruction and re-equipment of the gas transportation system, and
enhancing the safety of the gas distribution network. K. Karapetian
noted that thanks to the complex measures taken over years, it has
become possible to make the company profitable and ensure its stable
financial activities, as a result of which ArmRusgasprom is now among
the biggest Armenian tax payers. He informed those present that the
company is implementing some educational programs aimed at training
of experts for the system. K. Karapeytian considered the completion
of gas provision process as one of the company’s priorities, noting
that this year it is envisaged to increase the number of users by
80-100 thousand.

He attached importance to construction of the Iran-Armenia gas
pipeline. He also indicated the maintenance and development of
capacities of the Abovian underground gas depot as one of the
main directions of the company’s investment policy. Summarizing
the consultation, R. Kocharian underlined the importance to the
efficient implementation of the presented programs. In his words,
these programs show that ArmRusgasprom has a good tendency for further
development. “The government is interested in ArmRusagasprom’s being
profitable and having an effective management,” the President pointed
out. He noted that the implementation of these programs will allow to
improve significantly the lives of people. According to the Armenian
President, time has shown that the choise of Gasprom (Russia) as a
strategical partner was a correct one. He expressed confidence that
the future joint programs will promote the company’s development.

Turkish-Azerbaijani relations can serve as an example for all
regional countries in terms of the spirit of friendship and fraternal
cooperation, the visiting Turkish President Ahmed Necdet Sezer said
in a meeting with his Azerbaijani counterpart Ilham Aliyev in Baku
on Tuesday.

The Turkish president’s second two-day visit started with a private
meeting between the two leaders which was followed by negotiations
in an expanded format. In his remarks, President Aliyev pointed to
the developing collaboration in all areas and welcomed the presence
of political dialog between the two countries. He said the trade,
economic and cultural relations were also burgeoning.

Sezer, for his part, touched on commercial contacts between Baku
and Ankara. He said while in 2004 the turnover between Azerbaijan
and Turkey was $550 million, it reached $795 million last year,
with prospects of bringing the figure to one billion this year. The
Turkish leader said his country’s businessmen had invested $4.5bn in
Azerbaijan, of which $2.5bn was channeled into the non-oil economy.

He reaffirmed his country’s interest in energy cooperation with
Azerbaijan.

In a joint news briefing shortly after the meeting, the two
presidents said they had also discussed prospects for future
cooperation. President Aliyev said international relations and regional
collaboration were high on the agenda.

“Both countries are implementing global energy projects and the energy
avenues being explored and developed will soon open up tremendous
opportunities for the entire world,” Aliyev said. He added that
the two heads of state had also exchanged views on the strategic
Gars-Tbilisi-Baku railway project and indicated that Baku and Ankara
were united on all issues surrounding the initiative.

Sezer told journalists that all issues of interest had been covered
in the negotiations.

“We consider it necessary to keep on improving our relations in all
directions. Turkey supports all economic projects Azerbaijan has
embarked upon.”

He reiterated his country’s position on the Armenia-Azerbaijan Upper
(Nagorno) Garabagh conflict, saying Turkey will always stand by
Azerbaijan on the issue. Sezer also thanked Baku for its support on
the Turkish Republic of Northern Cyprus issue.

President Aliyev said his country’s stance on the Garabagh dispute
remains unchanged.

“The conflict may be resolved strictly on the basis on international
law. Azerbaijan’s territorial integrity must be restored and occupation
ended, while Azeri citizens ousted from their homes as a result of
Armenia’s policy of ethnic cleansing must return to their native land.”

Sezer invited President Aliyev to attend the ceremony of launching
the Baku-Tbilisi-Ceyhan main export pipeline in Turkey in May.

The parties signed no documents during the Turkish president’s visit.

Although local media reported prior to the visit that the two leaders
were to discuss Turkish-Armenian relations and the tensions between
the United States and Iran, no information concerning these issues
was provided during the news briefing.

meet in Geneva May 11 to determine the venue of the selection matches
of the Europe-2008. UEFA Chief Executive Lars-Christer Olsson, who
paid a visit to Armenia the other day remarked that the meeting will
be held with the participation of a special UEFA committee that will
visit Baku and Yerevan. “Armenia and Azerbaijan can reach consensus
via constructive dialogue only,” the UEFA Chief Executive stated. At
the same time he noted that the availability of a political problem
created rather a complicated situation. To note, earlier Mr. Olsson
said the UEFA stands for the conduction of the matches in Baku and
Yerevan.

YEREVAN, APRIL 4, NOYAN TAPAN. On the initiative of the “Shoushi”
charity fund, electronic referendum () started on April
4, on the issue of turning Shoushi into the all-Armenian cultural
capital. As writer-publicist Bakur Karapetian, the founder of the
fund mentioned at the press-conference of the same day, at least 1
U.S. dollar or 1 evro transfered on the fund account number (“Unibank”
LTD, account number 241001541929) will be at the same time cosidered
one vote for the referendum. According to B.Karapetian, the fund
worked out the program of re-birth of Shoushi as the all-Armenian
educational-cultural and tourism center. Considering creation of
some productions in Shoushi not purposeful, he expressed hope that
the most correct thing is development of tourism there. B.Karapetian
reminded that in the 19th century Shouhsi was a cultural center equal
to Tbilisi with its meaning. It was also mentioned that 8000 people
lived in Shushi at the beginning of the Artsakh movement, and about
2500 people live there at present. With financing and assistance
of the Catholic community of Beirut, the “Shoushi” fund organized
archeological excavations in Shoushi plateau, as a result of what
an old castle of the 12th century was found. The Beirut Catholic
community gave 24 thousand dollars for first works in the direction
of excavations, measurements, study of cultural heritage. The fund
initiated gathering of the Artsakh struggle for existence: within
the framework of the program, the fund records evidences of all
participants of the struggle for existence to publish a many-volume
collection of books in future. B.Karapetian mentioned that the fund
has a goal to support cultural development and moral-spiritual ascent
of Shoushi as well, to turn the fortress city having been a stage of
wars constantly into a center of peace and culture.

Hideki Hayashida, the current grand master of the crown prince’s
household, will leave office on Thursday.

A native of Hiroshima Prefecture, Nomura, 65, joined the Foreign
Ministry in 1963. He has served as Japan’s ambassador to Russia,
Armenia, Turkmenistan and Belarus since 2002 after serving as
ambassador to Malaysia and Germany.

Nomura has close relations with Hisashi Owada and his wife Yumiko,
the parents of Crown Princess Masako.

Hayashida, who worked for the former Ministry of Education before
becoming the grand chamberlain of the crown prince’s household in
November 2001, became the grand master in May 2002.

ARMENIAN ARMED FORCES VIOLATE CEASE-FIRE 75 TIMES, SHOOT 6 SOLDIERS

Azerbaijani military men and wounded 6 ones in first quarter of
this year.

Armenian Armed Forces violated cease-fire in the frontline 75 times
during first quarter of this year.

APA monitored the information confirmed by the Defense Ministry and
published in the media that the most intensive cease-fire violations
have happened in March and sometimes in January. Armenian Armed Forces
fired on Azerbaijani Army’s positions and residential zones 10 times
in January, 14 times in February and 50 times in March.

Cease-fire was violated 48 times in March last year. The most violated
areas are Gazakh -32 times, Aghdam -14 times, Terter-12 times, Tovuz- 6
times, Fuzuli – 5 times, Jebrail- 2 times, Geranboy -2 times, Gadabey –
1 times, Khojavand – 1 times. Armenian violations were more active in
Gazakh-Tovuz frontline in early March and in Fuzuli-Jebrail frontline
in late March.

The “hot violation” areas of the frontline are: In the Azerbaijan’s
state BORDER- Mezem, Gizilhajili and Balajafarli villages in Gazakh
region; Hasangaya, Chayli, Jerabert and Gapanli villages in Terter;
Ashagi Seyidahmadli village in Fuzuli.

The OSCE monitored Azerbaijani-Armenian frontline 5 times within
the passed three months. One monitoring was postponed due to bad
weather, and one was postponed due to violation of the cease-fire by
Armenians. But OSCE managed to monitor three times without incidents.

Azerbaijani Armed Forces’ 18 military men were killed and 6 were
wounded. 4 of them were killed in fire, 5 in auto-accident, 1 committed
a suicide, 2 in avalanche and 6 were shot by the enemy.

5 of the killed are officer, 2 is ensign, 1 is sergeant the rest are
soldiers. 5 of them were killed in battle area. Totally, Azerbaijani
Armed Forces lost 11 military men in January, 2 in February, and 5 in
March. All the casualties are those who are serving under auspicious
of the Defense Ministry.

After buying the national air carrier Armavia from the Russian Siberia
last year, the president of Mika Limited Mikhail Bagdassarov has
begun to more often appear on TV, radio and in the press. His company
also owns the Mika Cement in Hrazdan, who has also been frequently
mentioned of late because of the forthcoming rise in the price of
gas and, consequently, of construction materials, especially as Mika
Limited is very successful in the construction business.

Bagdasarov’s companies have a quote for importing petrol into the
country and have a big network of filling stations. Bagdassarov has
kindly agreed to give an interview to ArmInfo:

Mr.Bagdassarov, do you expect growing cement prices following the
rise in the gas tariff? If yes – for how much will they grow?

Speaking of cement, we should first look at what cement prices our
neighbors have. The point is that our neighbors sell cement at much
higher prices than we do. Not that their costs are lower simply their
demand, especially in Azerbaijan and Iraq, is higher. Today their
cement price is $120 per ton, in Georgia it is $85-100 per ton. In
Armenia the price is $65-67. That’s why we have such a big export.

Today our plant exports 50% of what it gives. Formerly, we exported
only 10%. Following the last year’s growth in prices, we have
established good contacts with Georgia, and today the whole of that
country is working with Armenian cement companies. The regional
market is very big. In Iraq alone we have orders for 500,000-600,000
tons – a quantity we can’t carry on our own because of transport
problems. So, Iraq buys and carries it via Iran on its own. But
our car park and roads are improving, especially crucial for us was
the Sevan-Yeghegnadzor highway leading to Iran. So now the growing
demand and productivity will boost cement export prices. Naturally,
we should spend much money and effort to bring that productivity
to necessary level, we should invest in equipment, technologies,
mechanisms, certainly, in new mines. We yet have only one mine, which
makes it hard for us to supply the company with raw materials. We
have also obtained two limestone mines nearby and are carrying the
raw materials by trucks as the railroad has no necessary capacities.

I would like to say that the rise in the gas tariff has already
had an impact on the price of cement in Georgia and Azerbaijan. In
Georgia they have raised the price by 15%. We don’t want such a big
raise as it can lead to speculations. That’s why we are raising the
price gradually – $1 a week. Concerning the possible impact, as you
may probably know, the gas tariff will be much lower than predicted.

Besides, it is not the only factor: the cement price depends on the
prices of raw materials and also on the volume of investments. I don’t
think that we will have the same cement price as our neighbors do,
we will not allow this. But still it may grow by 7-8% – no more.

Your Hrazdan Cement Plant Mika Cement and Ararat Cement Plant
belonging to Multi Group have different technologies but almost similar
prices. Is it easy for you to come to terms with your rival in price
and sale policies?

The point is that we have no problems because everything we both
produce is sold. Everybody sells at whatever price he wants. If he
sells cheaper he loses. But still everything will be bought – if not
in Armenia, then in Georgia, if not in Georgia, then in Iran, if not
in Iran, then in Iraq – nothing will be left. If nothing is left,
there is no rivalry. You know well that there is a real construction
boom in our region and the whole CIS, and cement is the key material
for construction.

Will the cost value of the construction grow?

I don’t think it will, we will try not to allow rise in the cement
price by Apr 10. There may be just symbolical, if any, rise. We think
we will raise the price in mid May or even in June, but not a lot.

Some 3-4 years ago we could hardly imagine that two gigantic plants
would not be able to meet the whole demand for cement. Still our
plant can produce 4 times as much as it does today. We have a huge
capacities – a big strength factor – but this is not the only factor:
we should also ensure the necessary output of our raw materials,
we should ensure the necessary operation of our furnaces and, most
importantly, we should diversify pour transport routes.

Are the roads so big a problem?

The government has done a lot to improve them, they have invested
huge money in the roads. But still our roads are yet far from the
European quality. But we’ll solve this problem too. We’ll start
laying concrete slabs, covering them with a thin layer of asphalt
and we’ll get first-quality roads, especially as we have good soil,
not some marshes like they have in Moscow region. Of course, this
will be more expensive but this will also be for years and of very
high quality. Such roads are strategically indispensable. Already
today the government is considering this possibility and is carrying
out some pilot projects. To this end, we have started to produce a
special road cement.

Do you have plans, new projects in production, real sector?

We are planning to open a new production, a new plant that will be
launched in Feb 2007. I would better not say what kind of plant it
will be – this is a commercial secret yet. I can just say that what
we’ll produce is now imported into Armenia with big difficulties and
expenses. In a few months, when we get the tools, I will tell you
about this project.

What is going on in Armenia’s petrol market today? Are the imports
growing and what are the sources of petrol?

Even though Armenian transport is actively beginning to use gas as
an alternative to petrol, the petrol imports are growing. People are
getting richer, are beginning to buy cars, and all this is forcing us
to diversify the sources of petrol import into the country. Our key
sources are as before – Bulgaria and Romania. Now we are beginning
to import petrol from Russia and a little from Ukraine. We are also
considering the possibility of bringing petrol via Iran via the
well-known Caspian ferry route North-South and further by tank cars
to Armenia. The other option is Port Kavkaz-Poti train ferry, which
will reduce the length of transit via Russia. The possible reopening
of the Abkhazia railroad will solve many problems and will influence
the prices and volumes. This will be a real relief for us.

Acquisition of A-319 is the first big investment in Armavia air
company. The company is said to have some difficulties. What kind of
difficulties are these?

Of course, the company has some difficulties, but they are often
exaggerated by the people who leave the company as their work-style
doesn’t meet the interests of a private company. The public should not
be frightened that the people’s difficulties are connected with the
company’s problems. No, they have problems as they have been deprived
of an opportunity to replenish their own funds at the expense of
the company.

We have got almost a new A-319 aircraft made in 2004 on a financial
leasing, and we are going to take another in May. Very soon, the
company’s fleet will comprise 5 airbuses, 2 Yak-42 and 1 Yak-40
aircraft as well as 1 Il-86. Besides, we reached an agreement in
March to acquire another ultra-modern airbus, which will take a direct
course to Yerevan from the French Toulouse airbus plant. It will be
an A-320 airbus with plastic composite and wings. The companies we
deal with, for example “Siberia,” also acquire airbuses but not as
modern as ours. Their airbuses were produced about 10-12 years ago,
whereas ours are delivered either directly from the plant or in 1 –
2 years after production. Such planes, of course, will bring the
company a special quality and weight in the CIS market and will make
it competitive in Europe. I’d like to stress our good relations with
“Aeroflot.” Besides, our ties with “Siberia” has been improved and
stabilized. We enjoy very good relations with “Krasavia,” good ties
with KLM, and not bad relations with “British Airways” and “Lufthansa.”

These companies have made sure that Armavia has chosen the right way
and all the above talks did not correspond to reality. Our company
sees numerous new opportunities which will and already bring good
results. During the last months, especially the whole last week.,
we had no tickets to Moscow flights due to the liquidation of the old
practice of ticket reservation. All tickets are accessible to everyone
now. Besides, we announce special actions. Thus, every 100,000th
passenger gets a present, the 700,000th passenger wins a car “Pegeout,”
and the passenger No.1 million wins a “Mercedes.” We are expected the
passenger No. 100,000 already in May. I think the company has enough
possibilities today to enjoy good results. The company just has to win
itself. It is succeeds, it will become very strong and powerful. To
win itself, the company must liquidate the lacks which were globally
ruining the Armenian aviation for the last 10 years. The situation is
changing so sharply that I think, we will see revival of our national
Armenian civil aviation within the coming 6 months.

We also develop the route network. Israel has let us down. The Embassy
of that country is delaying the opening of the Consulate in Armenia,
which resulted in suspension of a new flight to Tel-Aviv. We intend
to open new routes to China and the USA (Los Angeles), but they
are still in the strategic plans. We will organize charter flights
to Antalya , Nicosia, Remini. “Armavia” tries to operate with the
European up-to-date technologies to ensure safety, reliability and
comfort of passengers. We have a great strength factor.

This Year Chemistry Mendeleyev 40th School International Olympiad To

THIS YEAR CHEMISTRY MENDELEYEV 40th SCHOOL INTERNATIONAL OLYMPIAD TO
BE HELD IN YEREVAN

YEREVAN, MARCH 31, NOYAN TAPAN. The chemistry Mendeleyev 40th school
international olympiad will be held on May 2-9 in Yerevan. 100
children from CIS, Baltic, and a number of East European countries
will take part in it. As Noyan Tapan correspondent was informed by
Vanik Misakian, chief specialist of General Education Department of RA
Ministry of Education and Science, three representatives of Armenia
returned with one gold and two bronze medals from this olympiad
last year held in the capital of Tajikistan Dushanbe. According to
V.Misakian, Georgia and Latvia did not take part in the school olympiad
on chemistry last year. According to him, the issue of Azerbaijan’s
participation is not clarified yet this year: it is not known whether
Azerbaijan will accept the invitation or not.

Bulgarian Parliament Declines Bill”On Recognition Of Armenian Genoci

BULGARIAN PARLIAMENT DECLINES BILL “ON RECOGNITION OF ARMENIAN GENOCIDE
IN OTTOMAN TURKEY”

SOFIA, MARCH 31, NOYAN TAPAN. The Bulgarian Parliament declined the
bill “On Recognition of the Armenian Genocide in the Ottoman Turkey”,
the Public Television of Armenia informs. “The Armenian cause” will be
hardly included in the agenda of the Bulgarian Parliament once more
as one of the influential parties of the Bulgarian parliament, the
Movement of Rights and Freedoms, has ethnic Turkish roots. Moreover,
this party makes part of the Bulgarian coalition government. According
to the Public Television of Armenia, the Bulgarian Parliament, to
all appearances, does not want to start a confrontation with the
Turkish government.
