GYUMRI, DECEMBER 12, NOYAN TAPAN. A defence staff of the "GALA" TV
Company was established in the Journalists’ Club "Asparez" of Gyumri
by a group of citizens on December 12. This defence staff will make
a program for protecting the TV company.

According to the message provided to Noyan Tapan by the initiating
group, it is already two months various pressure upon the "GALA"
TV Company has been continuing. "It is time to rise and support the
"GALA" TV Company, as well as protect the right of all of us for free
speech with an active public struggle, is mentioned in the message.

ArmInfo. Although Armenian Central Electoral Commission did not invite
long- term international observation missions to the February 19 2007
presidential election in Armenia, it does not mean that there will
not be long-term missions at all, CEC press-service reports.

CEC press-service explains that some local media disseminated
wanton interpretation of the statement made by CEC Secretary
Abram Bakhchagulyan at Tesaket Debate Club on December 7. That
is, Bakhchagulyan allegedly stated that no long-term missions
of international observers should be expected at the upcoming
presidential election. Abram Bakhchagulyan stated that the CEC intends
to invite only short- term missions, CEC press-service reports. In
this connection, CEC mentions that under Article 28 of the Armenian
Election Code, President of Armenia, National Assembly, Government
and CEC of Armenia have a right to invite international observers.

Azerbaijani Foreign Minister Elmar Mammadyarov has expressed regret
that no breakthrough was made in Karabakh talks in the outgoing year
despite obvious progress. In an interview with Azerbaijani Day.az
website, the foreign minister blamed Armenia for the failure to
achieve breakthrough in the long-running dispute. Mammadyarov also
praised Spain’s role as the outgoing chairman-in-office of the OSCE in
mediating peace talks between Azerbaijan and Armenia. Asked about the
state of the Azerbaijani media, he reiterated the official position
that everything was fine and none of the imprisoned journalists were
in jail for their professional activities. The following is the text of
interview in Day.az headlined "Elmar Mammadyarov: `Because of Armenia’s

No breakthrough in Karabakh in 2007 despite obvious progress

[Correspondent] Mr minister, at the 15th session of the OSCE
Ministerial Council in Madrid on 29-30, Spain completed the rotating
chairmanship of this organization. What is your assessment of Spain’s
chairmanship of the OSCE in 2007 in terms of the resolution of the
Nagornyy Karabakh conflict?

[Mammadyarov] Like Azerbaijan, Spain understands well the threat of
separatism. It has made attempts to contribute to the settlement of
conflicts, including the conflict between Armenia and Azerbaijan.

This issue was discussed in-depth during the Spanish foreign minister’s
visit to Azerbaijan in his capacity as the chairman-in-office, and
on this occasion, no doubt attempts were made by this country to
intensify the settlement process. Spain kept in focus all the time
the situation in the negotiations process and attempted to push the
sides to a peaceful settlement of the problem.

[Correspondent] And to all appearances, Spain has also failed.

[Mammadyarov] Regrettably, not everything here depends only on the
chairman-in-office. Because of Armenia’s position, no breakthrough
was made in 2007, although the presence of progress cannot be denied;
progress is taking place gradually.

[Correspondent] What is your expectation of the Finnish chairmanship
in 2008, all the more taking into account that presidential elections
will be held in Azerbaijan and Armenia during that period?

[Mammadyarov] In principle, Finland is one of a few European countries
which have been closely dealing with the settlement [of the Karabakh
problem] over the past 10-15 years. Finland was even a chairman of the
Minsk Group and this country understands the formula of the settlement
of the conflict. On the other hand, certainly elections have always
had an effect on the settlement process by adding big sensitivity to
the atmosphere of the negotiations process.

No need for concern about the media

[Correspondent] With your permission, I would like now to switch to
the topic of the media in Azerbaijan which has recently been in focus
of international attention. Over the recent years, there occurred
several arrests and convictions of journalists, including editors of
opposition newspapers Eynulla Fatullayev [of Gundalik Azarbaycan and
Realnyy Azerbaydzhan] and Qanimat Zahid [of Azadliq]. As far as we
know, the OSCE representative for the press and freedom of speech,
Miklos Haraszti, expressed his concern in this regard in a letter to
you with whom you subsequently met within the framework of the Madrid
session. How serious is this topic placed in relations with Azerbaijan?

[Mammadyarov] Believe me, I sincerely do not think that the level of
freedom of the press in Azerbaijan is lower than, say, that in our
neighbours. Anyway, neither a TV channel nor a single newspaper is
closed down in our country, all editions are circulated freely. This
is a key indicator of the situation. We do not ban media outlets,
they write freely what they want, and I know this in my own
experience. However, on the other hand, there stands the issue
of professionalism. As for the cases you bear in mind, I want to
underline that practically none of those people have been arrested
for their professional activities.

[Correspondent] What is your assessment of your own lawsuit against
Eynulla Fatullayev?

[Mammadyarov] I think my press secretary has already commented on
this. I do not consider Fatullayev a professional journalist.

Railway project important

[Correspondent] In the end, I shall ask about the issue of regional
cooperation. Practical steps have recently been taken to implement
the Baku-Tbilisi-Kars railway project. A lot has been said that both
this project and other energy projects with involvement of the three
[Azerbaijan, Georgia and Turkey] countries of the region have not only
been economic but also of political significance. What, in your view,
is more in this project economy or politics?

[Mammadyarov] If we look at this issue in a wider prospect, then all
the projects being implemented by us must first of all strengthen
Azerbaijan’s sovereignty. Accordingly, such a project like the
Baku-Tbilisi-Kars is of strategic importance because if we look at
this issue in a long-term prospect, oil and gas are substance which
will sooner or later end and such an infrastructure like the railway
only develops and unites.

We can be certain of this if we look back. In particular, this was
the case in the USA when the railway connected two parts of the huge
country, the west of the country with the east and stimulated economic
development. So such projects are very interesting and important
uniting element and are of strategic nature.

Justice ruling on a Western plan to recognize Kosovo as a state if
the breakaway province declares independence next month, President
Boris Tadic said on Monday.

"A few hours ago I gave instructions … that the state should
urgently demand that the Security Council start proceedings at the
International Court of Justice asking whether the independence of
Kosovo would be legal," Tadic said, Reuters reports.

The EU Foreign Minister failed to reach an agreement on Kosovo. At
least four EU member states – Cyprus, Greece, Slovakia and Spain –
are not in a hurry to recognize Kosovo’s independence. Cyprus fears
that the TRNC will be on the waiting list.

(CEC) has declined today an application of a non-governmental
organization called the National Center for Applied Economy which
sought permission to monitor the February 19 presidential election.

The CEC explained the denial by saying the organization’s statutes
do not envisage monitoring of elections.

Citing a similar reason the CEC denied registration of another NGO
called Supreme Council-Deputies Club.

The CEC has registered so far 4 NGOs allowing them to monitor the
forthcoming vote.

Two schools are under the control of the municipality.

Now they are in the process of reconstruction and in December 31 the
schools will be exploited. The information is produced by Onik Vatyan,
the head of the municipality education department.

42 schools were reconstructed during this year.

3.7mln. drams were disposed from the budget to the reconstruction
of those schools. Nearly 84 schools worked in high speed as their
neighbor schools were transmitted into theirs.

"Lins" foundation disposed 10mln.drams and 5 schools are
reconstructed. According to the plan 40 schools will be reconstructed
next year.

resident of Yerevan, threw herself down from Kievian bridge in the
morning of December 10. As Noyan Tapan correspondent was informed
by the Press Service of the RA Police, a forensic examination of the
corpse has been determined.

The circumstances of the case are being cleared up, a preliminary
examination is being carried out.

by the OSCE Minsk Group Co-chairs to Azerbaijan should be reviewed
on an expert level to find out if Azerbaijan is prepared to work on
this document. Araz Azimov, Deputy Foreign Minister, said in talks
with journalists on 10 December.

"The ideas expressed by the co-chairs are of their own opinions and
should not be considered as a rule, even if someone urges that the
document is in Azerbaijan’s interests. It is necessary to consider
them on a political level prior to their consideration by experts so
that Azerbaijan can state its standpoint on the document," the Deputy
Foreign Minister said.

The OSCE Minsk Group Co-chairs submitted ten written proposals on
the settlement of the Nagorno-Karabakh conflict both to Azerbaijan
and Armenia.

The document was presented in a meeting of Elmar Mammadyarov,
Azerbaijani Foreign Minister, Vardan Oskanian, Armenian Foreign
Minister, US Ambassador Mathew Bryza, an OSCE MG Co-Chair, Sergey
Lavrov, the Russian Foreign Minister and Nicolas Bern, the US Assistant
Secretary of State on international relations, in Madrid last Thursday.

Azimov said that Azerbaijan always constructively approached the
negotiations. There are ready proposals within the framework of the
Prague process, which aims to liberate the Azerbaijani territories
and return them back to the control of Azerbaijan, as well as to carry
out reconstruction work in this territory, repatriate Azerbaijanis to
Nagorno-Karabakh, establish co-operation between the two communities,
which in its turn can provide a chance to continue the political
process. "The proposals need to be reviewed. The important issues in
these proposals are still to be settled," Deputy Minister said.

Azerbaijan must not and cannot step back from its standpoint, as
nothing will be achieved if Armenia starts playing political games,
Deputy Minister said. "There is a unique opportunity to solve the
problem through peaceful ways," Azimov said.

The conflict between the two countries of the South Caucasus began
in 1988 due to Armenian territorial claims against Azerbaijan. Since
1992, Armenian Armed Forces have occupied 20% of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group ( Russia, France, and the US) are currently holding peaceful
negotiations.

Armenian Prime Minister Serge Sargsyan will call next week on his EU
partners to step up pressure on Turkey to open the border between the
two countries.

`Turkey is not respecting its trade commitments with the EU, which
includes trade with Armenia,’ Serge Sargsyan said in a written
interview with European Voice ahead of his trip to Brussels on 11
December.

Turkey’s refusal to acknowledge that the Ottoman Empire committed
genocide against its Armenian citizens during the First World War has
prevented normalization of relations between Turkey and Armenia, and
their border remains closed.

‘Armenia’s relations with neighboring Azerbaijan are tense over the
`frozen conflict’ in Nagorno Karabakh, an ethnic Armenian enclave
inside Azeri territory held by Armenian forces since a war in the early
1990s. Both countries participate in the European Neighborhood Policy.
In a recent briefing, the International Crisis Group warned that
Azerbaijan was using revenue from its burgeoning oil industry to
re-equip its military and that the war over Nagorno-Karabakh could
reignite,’ the European Voice writes.

`I’m certain that there is still a good chance for us to settle the
Nagorno-Karabakh issue diplomatically,’ Sargsyan said. `We are and
always will be neighbors. We cannot remain enemies forever.’

Yerevan /Mediamax/. Secretary of the Central Electoral Commission
(CEC) of Armenia Abraham Bakhchagulian stated in Yerevan today that
the issues of meetings, rallies and speeches of politicians before
the official start of the pre-election campaign are not regulated by
the Electoral Code.

Mediamax reports that Abraham Bakhchagulian reminded that the
registration of candidates will take place from December 31 up to
January 20, and the campaign will officially start on January 21
of 2008.

CEC Secretary stated that the amendments, approved in the Electoral
Code recently, allow securing the electoral right of the disabled. CEC
has taken upon itself the responsibility to help electors with
sight problems in the voting process, and there will be a special
polling station functioning in each electoral area for the disabled
in wheelchairs.

Abraham Bakhchagulian noted that the CEC will invite Heads of all
the diplomatic missions, accredited in Armenia, as observers for the
presidential elections.
