Mevlut Cavusoglu Mevlut Cavusoglu, president of the Parliamentary
Assembly of the Council of Europe, has discussed the Karabakh conflict
with Azerbaijani leaders.

Foreign Minister Elmar Mammadyarov received Cavusoglu in Baku
yesterday, the ministry’s press service reported.

The minister said Azerbaijan was closely cooperating with PACE in a
number of areas.

Briefing Cavusoglu on the settlement of the Armenia-Azerbaijani
conflict over Nagorno-Karabakh, Elmar Mammadyarov said that the
conflict could be solved only within the framework of Azerbaijan’s
territorial integrity. The minister said international attention
towards Karabakh should be increased and commented on the efforts of
PACE in this regard.

Mevlut Cavusoglu said PACE welcomed the democratization process in
Azerbaijan and would continue to support it. He noted Resolution 1416
on the Nagorno-Karabakh conflict adopted by PACE on 25 January 2005,
and described the work of the subcommittee on Nagorno-Karabakh as an
urgent issue in the PACE political committee. He said the subcommittee
was expected to resume work soon and expressed hope that it would
have a positive influence on the settlement of the conflict.

The PACE subcommittee on Nagorno-Karabakh stopped work after the
death of its chairman, Lord Russell-Johnston, in July 2008.

Cavusoglu elaborated further on the plans to the revive the Karabakh
subcommittee at a press conference yesterday. ‘As the Council of
Europe, we have moved forward to establish the subcommittee at the
Parliamentary Assembly in order to contribute to this peace process.

We will establish this committee soon and I will head the committee,’
he said.

The PACE president’s comments on the Karabakh subcommittee were not
welcomed in Armenia. MP Naira Zohrabyan, a member of the Armenian
delegation to the Parliamentary Assembly of the Council of Europe,
said: ‘I can certainly catch the implication of his aspiration,
introduced under pressure from the Azerbaijani lobby. He is seeking to
shift the Karabakh issue from the OSCE Minsk Group to PACE. However,
why should the issue be discussed in the Council of Europe, when to
date the organization has paid almost no attention to human rights
or elections in Nagorno-Karabakh?’

Zohrabyan recalled that Cavusoglu had talked about reviving the
Karabakh subcommittee during the January session of PACE.

She said that the PACE president had pledged to discuss the issue
with the heads of the Armenian and Azerbaijani delegations during the
April session. She said that the issue should be discussed with all
delegation members as she personally had a lot to say on the subject.

Zohrabyan said that Cavusoglu would probably visit Armenia after the
April session, which will be held on 26-30 April.

Later in the day Azerbaijani President Ilham Aliyev received Mevlut
Cavusoglu. He congratulated him on his election as president of the
Parliamentary Assembly of the Council of Europe, describing it as
a fair decision. Aliyev hoped that PACE would meet its obligations
during Mevlut Cavusoglu’s presidency.

Ilham Aliyev welcomed the fact that one of Cavusoglu’s first
visits in his capacity as president was to Azerbaijan. He expressed
confidence that the visit would contribute to cooperation between
the Parliamentary Assembly and Azerbaijan.

Mevlut Cavusoglu thanked President Aliyev for his support for his
election as PACE president. He said that the Turkish and Azerbaijani
delegations to PACE had been working well together for many years.

They also exchanged views on the present state and prospects for
cooperation between Azerbaijan and PACE.

Central Bank Of Armenia Presents Another Interest Rate Rise

The Central Bank of Armenia (CBA) yesterday announced a 50-basis-point
increase in its refinancing interest rate, Reuters reports. This is
already the fourth increase of the year, and takes the policy rate to
7.0%. The central bank remains concerned about rapid inflation; the
latest consumer price data put annual price growth in March to 8.8%,
far above even the upper limit of the CBA’s inflation target band of
4.0% +/-1.5 percentage points (seeArmenia: 2 April 2010:). The bank
also indicated that further interest rate rises are on the cards.

Indeed, it expects inflation pressures to persist, and thus intends
to hold on to gradual monetary tightening.

Significance:Given the persistently rapid inflation, the further
interest rate rise was expected. However, the CBA’s efforts to guide
inflation back down towards the target range by refinancing interest
rate rises are bound not to be very effective. This is because the
policy rate does not yet have a significant impact on market rates
or money supply, and thus, it mainly functions as an indicator or the
central bank’s inflation expectations. Inflation is indeed likely to
remain high in the near term, partly because retail prices for natural
gas were increased from the beginning of April, following a rise in
the Russian import price. Exchange rate developments continue to play
a major part as Armenia’s inflation determinant, with depreciation
feeding into domestic prices via import costs. However, maintaining
a flexible exchange rate policy remains a key means for Armenia to
manage its external financial pressures. Moreover, looking forward,
a flexible exchange rate will also help in inflation control, when,
eventually, foreign currency inflows are likely to recover.

Schwarzenegger Proclaims Days Of Remembrance Of The Armenian

California Governor Arnold Schwarzenegger has proclaimed the week
of April 19th through April 26th as "Days of Remembrance of the
Armenian Genocide."

The proclamation says:

"It is important to remember the horrors of the past in order to keep
history from repeating itself. The Armenian Genocide was a terrible
breach of human rights and an event that has outraged the world.

Between 1915 and 1923, 1.5 million innocent Armenians lost their lives
at the hands of the Ottoman Empire, and 500,000 more were forced from
their homeland.

The atrocities carried out against the Armenian people were grave
and unimaginable, as they were subjected to deportation, abduction,
torture, starvation and more. And as with any violent conflict,
Armenian women and children suffered the worst abuses. The bulk of the
Armenian population that was displaced from their homes was forced
to escape to neighboring as well as faraway countries. Many fled to
the United States.

Today, California is honored to be home to a vibrant Armenian-American
population, the largest outside the Republic of Armenia. This thriving
community is a proud reminder of survival and determination even in
the face of extreme injustice.

As Americans and Californians, it is our duty to raise awareness
of the Armenian Genocide and to participate in the remembrance and
mourning of the loss of innocent lives.

NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State
of California, do hereby proclaim April 19-26, 2010, as "Days of
Remembrance of the Armenian Genocide."

Armenia Will Be Forced To Involve Nagorny Karabakh In The Peace

Mr. Zurabyan, within the frames of the Nuclear Security Summit to be
held in Washington on April 12-13, the Armenian president will meet
his US counterpart and the Turkish prime minister. What do you expect
from these meetings?

Naturally, any of the parties mentioned by you pursues its own
interests expecting dividends from these meetings. On the threshold
of April 24, the USA again faces the necessity of recognizing the
Armenian Genocide or at least using this term in Obama’s speech.

Therefore, Washington, in the person of the president, needs progress
in the Armenian-Turkish process in order to find a reason to avoid
the term "Genocide" again. I think he will manage to do this. In this
context, the interests of the US Administration and Erdogan coincide
as Turks also strive to prevent any mentioning of the word "Genocide"
in Obama’s speech on April 24. Armenia will be present at those
meetings just as a participant and will have no practical benefits.

Naturally, opening of the border and establishment of diplomatic
relations between Armenia and Turkey will be discussed as well. And
Erdogan will surely try to link these issues with the Karabakh
conflict again. The Armenian party will try once again to persuade
its own public that these problems cannot be linked. I think that
in Washington Armenia will feel certain pressure and the meetings in
Washington will give answers to numerous questions.

Does it mean that one shouldn’t wait for ratification of the Protocols
in the near future?

The world community will continue exerting efforts to gain ratification
of the Protocols; however, Turkey has already achieved its key goal
in the Armenian-Turkish process, having become one of the most active
and constructive participants in the Karabakh peace process. This fact
is already quite actively used by Turkey in the relations with the
international community. At the same time, Armenia’s stance in the
process is not clear to me as, figuratively saying, having already
entered the river, we could be afraid of being sopped in the rain,
and ratify the Protocols unilaterally. Thereby, Turkey would be a
non-constructive party to the negotiation process, and Armenia would
find itself in an advantageous situation.

Unfortunately, this opportunity was missed.

Why doesn’t Armenia ratify the Protocols? This seems to be required
by the logic of the events, doesn’t it?

It is a lowly employment to look for the logic explanation for the
Armenian authorities’ actions in this process. All the steps of Armenia
in this process should seemingly have led to ratification of the
Protocols, needless to say about the Armenian Genocide recognition
process. I think that Armenia has not benefited from making the
issue of the Armenian Genocide a part of the negotiation process;
on the contrary, it has found itself at disadvantage as the issue
of the Genocide is very delicate and may cause serious indignation
in both Armenia and Turkey. Consequently, this indignation may harm
implementation of the rest of the items of the Protocols, which does
not at all meet Armenia’s interests.

Is the president of Armenia trying to settle local problems via
conducting of an initiative foreign policy?

Serzh Sargsyan is trying to use the external problems so that to
enhance his doubtful legitimacy in Armenia in a certain sense. Just
this wish was in the basis of his initiative foreign policy. I think
that at a certain moment the authorities decided that they managed to
do it, and certain passiveness in this initiative policy is evidence of
that. That is to say, the bigger the level of the seeming legitimacy
of the authorities, the less initiative the foreign policy will
be. This may be used like an instrument for a month or two. But it
is impossible to use it forever. Consequently, Sargsyan has either to
continue the started course or to refuse it at all. But in both cases
the main geo-political players will draw their conclusions with all
the stemming consequences.

The president’s course is more or less clear. What variant of the
Karabakh conflict settlement does the APNM prefer?

The most preferential variant for me, like for any other Armenian,
would be ceding nothing and getting a status for Karabakh. At the
same time, one should take into account that unlike previous years,
today the Azeri economy is actively growing, which is not the case with
the Armenian economy. So, at some point, we may lose our positions in
the Nagorny Karabakh process and face a new war – something that may
have serious consequences for Armenia even if we win. I think that we
should try to cede as little as possible and get as much as we can in
the negotiating process. Today, it will be much harder to do it than it
was in 1998 as today the Azeris are claiming all with almost nothing
to offer instead. Therefore, Armenia should insist on recognition of
Nagorny Karabakh’s independence as a response to Azerbaijan’s breaking
the current balance and forcing Armenia to take response measures to
preserve it. However, the illegitimate status of the current Armenian
authorities is a serious obstacle to this as the world community is
using this factor for pressuring Armenia in the Karabakh peace process.

In addition, irreversible processes have already taken place in the
Karabakh peace process. The trouble is that supposing that Azerbaijan
will constantly reject all the proposals of the OSCE Minsk Group, the
Armenian party has already given its consent to a number of variants
of the settlement. An unexpected thing has occurred today – the Azeri
party has given its consent to the settlement according to "the Madrid
scenario", and we have no response to that. Therefore, only returning
of Nagorny Karabakh to the negotiation table will allow Armenia
to avoid failure in the process. Today when President Sargsyan has
realized this, he is trying to correct Robert Kocharyan’s mistake. In
response to this, the international community suggests doing this only
after achieving the first items of the peace process. This is why
Armenia’s stance in the process is unenviable now, however, despite
everything, this stance should proceed from the fact that Armenians
lived, live and will live in Karabakh, and the NKR is an Armenian
land. I hope the deficiencies of our authorities will cause no change
in these realities. Moreover, I am convinced that if at least 300
thsd people lived in the NKR, the Armenian authorities would have an
opportunity to recognize the independence of Karabakh. This failed to
happen due to the policy of our authorities, which did everything in
the opposite direction. We, the Armenian Pan-National Movement and the
Armenian National Congress, are trying to do our best not to hinder
the authorities’ efforts in the Karabakh conflict settlement. These
are the minimal efforts that we, citizens of Armenia, should exert
for favorable settlement of the Karabakh conflict.

The social atmosphere in Armenia has recently worsened much, and
not only because of the global crisis. Do you expect a splash of
people’s discontent or at least replenishment of the opposition in
this connection?

Naturally, such a process is underway, life in Armenia is getting
harder and more expensive. I think the protesting electorate
has already grown and will keep on growing. However, the social
discontent has never been a basis for our policy. At the same, the
Armenian authorities are not taking a single serious step to change
the current difficult situation, monopolies are still operating in
Armenia, the shadow sector of economy has reached threatening sizes,
and injustice remains the priority in public life of the country,
including the judicial, customs and tax spheres. In addition, having
graduated from a university, a young man cannot find a job and ensure
worthy future for himself. So, many people have a quite grounded desire
to leave Armenia, which is the problem number one for us. The trouble
is that the hard economic situation is not explained only by the
global crisis consequences. Our people could just once again overcome
this, hoping for the better future and opportunities. Unfortunately,
even if the concept of the economic crisis disappears from the Earth,
it will all the same remain in Armenia as the "Armenian" crisis is
based on a failure economic policy, which is still being conducted
by the ruling regime.

The Armenian Pan-National Movement has recently become a full member
of the European Liberal Democrat and Reform Party. What are your
goals in it?

Represented at PACE and at the governments of a number of countries,
the European Liberal Democrat and Reform Party is a very influential
political force. A new neighborhood program was approved in Europe,
and Armenia as a member of the Council of Europe and located not so
far from Europe is perceived there quite adequately. We believe that
Armenia must pass the way that will finally bring it to Europe. This
is where we see the future of our country. As part of the European
Liberal Democrat and Reform Party, we will do our best to contribute
to this process. In addition, this membership allows the APNM to
raise a number of domestic problems that still exist in Armenia at a
new political level. This will contribute to expansion of democratic
and liberal views in our republic.

Sargsyan-Erdogan Meeting Held In Washington

A meeting between Armenian President Serzh Sargsyan and Turkish Prime
Minister Recep Tayyip Erdogan took place in Washington on April 12
on the sidelines of the Global Nuclear Security Summit.

As envisaged, the meeting began at 6:30 pm Yerevan time and lasted an
hour and 15 minutes. Foreign Minister of Armenia Edward Nalbandian and
Foreign Minister of Turkey Ahmet Davutoglu, as well as Deputy Chief of
the Staff of President of Armenia Vigen Sargsyan were present at the
meeting of S. Sargsyan with R. Erdogan. No other details were reported.

Yerkir Media Television Company reminded that this was the second
Erdogan-Sargsyan meeting, while the first took place in Davos on
29 January 2009. After that meeting, the sides made no official
statements, noting only that they considered the meeting as efficient.

Armenian Real Estate Market Awaiting "Better Times"

President of Akcern real estate corporation Hakob Baghdasaryan said
that currently Armenia’s real estate market is in wait state and
there are not apparent signs of activity.

"In my opinion, people need some six months to conceive that the crisis
has been overcome," Baghdasaryan told a PanARMENIAN.Net reporter.

According to him, a reduction in real estate deals was observed in
his company over past three months.

Meanwhile, the official statistics indicates the contrary. According
to the RA State Committee of the Real Estate Cadastre, the real estate
market has revived since the beginning of the year – 13.4 thousand
transactions were made in February 2010 which is 30.4% and 65% higher
as compared with the same period of 2009 and January 2010 respectively.

Mr. Baghdasaryan noted that first of all the Armenian real estate
market is waiting for the end of crisis in the U.S. and Russia,
since remittances received from these countries have a significant
impact on demand.

According to the RA Central Bank, funds at the amount of $158.2 mln
were received by physical persons in Armenia through the banking
system in January-February 2010 which is 6.6% lower as compared with
the same period of 2009.

Mr. Baghdasaryan added that foreign citizens’ demand for apartments
has not increased either, except for Iranian citizens, who demonstrate
activity in the market.

According to data of the State Committee of the Real Estate Cadastre,
the prices for real estate have not changed, irrespective of the
increase in transactions number. In February 2010, the prices for
dwelling increased by 0.2% per sq.m in Yerevan.

The President of Akcern believes that the real estate prices have
not allowed cutting a range of programs initiated by the Armenian
government in 2009-2010 that are related to providing guarantees to
construction companies and mortgage market.

Despite his doubts concerning the crisis overcoming in Armenia,
he said that the corporation has positive expectations for 2010,
but only by the end of the year. At the same time, the company is not
going to intensify activity in the construction industry, waiting for
"better times."

Armenian Films To Be Shown At Cannes

Over 30 Armenian films (9 animation films, 4 documentaries, 10
live-action and 10 debuts) will be demonstrated at the Cannes festival
on May 12-23.

Director of the Armenian National Movie Center Gevorg Gevorgyan
reported that Armenia has properly prepared for the festival this year.

"We have leased movie theaters for demonstrating our films, sent
out letters and employed 120 specialists to present the films at the
festival," he said.

Armenia first participated in the Cannes festival in 2009.

OSCE Monitoring Registers No Ceasefire Violations

On April 13, in accordance with the earlier achieved agreement with
the NKR authorities the OSCE mission conducted Á regular monitoring of
the line of contact of Nagorno Karabakh and Azerbaijani Armed Forces
in the Hadrut direction.

>From the positions of the NKR Defense Army the monitoring mission was
headed by Personal Representative of the OSCE Chairman-in-Office
Ambassador Andrzej Kasprzyk. The monitoring group comprised
Field Assistants of the Personal Representative of the OSCE
Chairman-in-Office Peter Kee (Great Britain) and Zhaslan Nurtazin
(Kazakhstan).

The monitoring passed in accordance with the planned schedule. No
violation of cease-fire regime was registered.

>From the Karabakh party, the monitoring mission was accompanied by
representatives of the NKR Ministry of Foreign Affairs and Ministry
of Defense.

ArmInfo. US President Barack Obama and Turkish Prime Minister Recep
Tayyop Erdogan are expected to meet in Washington today on Tuesday as
part of the Global Nuclear Summit. The meeting has not been scheduled.

Asked about this unscheduled meeting, the White House Official
Representative Ben Rhodes said at a briefing: "Really it was a matter
of just finding a time. There’s obviously a very busy schedule here,
47 leaders and a full schedule of meetings around the summit that
the President has to preside over. You know, at other gatherings
where he is not in the chair, for instance, it’s possible for him
to do more bilateral meetings. But because of his role as the host
of this summit it’s very important for him to lead the discussions
throughout the two days.

But we very much wanted to have this opportunity to consult with Prime
Minister Erdogan. There’s a range of pressing issues that the United
States and Turkey are working together on, and I would anticipate
that they discuss the situation in Iraq and Afghanistan; that they
would discuss non-proliferation issues broadly, as well as the need
for Iran to live up to its obligations. And I would expect that they
would discuss the ongoing effort to pursue normalization of relations
between Turkey and Armenia, which the United States strongly supports.

Turkmenistan, Armenia To Develop Basis For Economic Cooperation

The 2nd meeting of the intergovernmental Turkmen-Armenian commission
on economic cooperation was held in Yerevan. The meeting was chaired
by Deputy Chairman of the Cabinet of Ministers of Turkmenistan Hydyr
Saparlyev and Minister of Energy and Natural Resources of Armenia
Armen Movsisyan.

According to the official press release, the meeting agenda included
a wide range of issues covering virtually the entire spectrum of
bilateral cooperation, of which trade and economy, fuel-energy sector,
chemical industry, transport and communications as well as agriculture
were named the priority areas. A separate subject of discussions was
the topic of building up human relations, primarily in education,
science and health spheres, as well as strengthening and expanding the
cultural contacts as an important component of the Turkmen-Armenian
relations. Following the meeting, there was signed a protocol.

In those days, there was also held an exhibition of textile and carpet
products of Turkmenistan at the exhibition hall of the Government
House in Yerevan, which was opened by Armenian Prime Minister Tigran
Sargsyan. In his speech he stressed that "good neighborly relations
between the two countries need economic support," and in that sense
Turkmenistan and Armenia have a large untapped potential.

According to the Armenian news agency, all the exhibited specimens
were purchased by visitors on the first day of the exhibition.

To date, Turkmenistan exports to Armenia textiles, oil and oil
products worth US $ 14 million annually. The total annual trade
turnover between the countries amounts to US$ 20 million. Armenia
mainly exports cognac, agricultural products and jewelry products
to Turkmenistan. Turkmenistan registered 10 enterprises with the
capital of the Republic of Armenia, and four projects in the oil
and gas industry are being implemented in Turkmenistan with the
participation of Armenian companies.
