168: The fact of Army’s involvement in 2008 March 1 events is more than justified, says SIS chief

Head of the Special Investigative Service Sasun Khachatryan commented on the issue of declaring wanted former head of the investigative group over March 1 case Vahagn Harutyunyan and his statement that he told the SIS about his location and there was no need to declare him wanted.

“Declaring someone wanted not only aims at revealing his location place, but also presenting him to the body conducting the investigation. The fact that his location place is known doesn’t mean that he cannot be declared wanted”, the SIS chief told reporters after today’s Cabinet session.

He said Vahagn Harutyunyan left Armenia in July 2018. Asked why he was not invited for questioning before that, the SIS chief said: “Questioning cannot be an end in itself, it should have efficiency, in other words, a person is invited for questioning if we have questions to ask or there is a need to question him over some circumstances. These circumstances were unknown in July”.

Asked whether the charge against Vahagn Harutyunyan justifies the involvement of the Army in the 2008 March 1 events, Sasun Khachatryan said that fact is more than justified, without a disclosure of this case.

Pashinian Again Named For PM To Force Snap Elections

Armenia’s acting Prime Minister Nikol Pashinian has again been nominated as a 
candidate for the top government post in a tactical move designed to lead to 
the dissolution of parliament and holding of snap general elections, Yelk 
faction leader Lena Nazarian told RFE/RL’s Armenian service (Azatutyun.am) on 
Tuesday.
The nomination came from two parliamentary factions, including Yelk, and some 
individual lawmakers, she added.
The pro-government Yelk faction nominated Pashinian as a candidate also a week 
ago and then the acting prime minister’s candidacy was voted down in accordance 
with an apparent political agreement.
Under Armenia’s constitution, snap elections can be called only if the National 
Assembly fails to elect a prime minister twice within two weeks after the prime 
minister’s resignation. Pashinian resigned for tactical reasons on October 16.
For nominations for the second round of voting, however, the signatures of one 
third of lawmakers are required. Yelk has only nine seats in the 105-member 
National Assembly, but the Tsarukian Bloc, which has 31 lawmakers and signed a 
memorandum with Pashinian earlier this month to back his push for fresh 
elections, as well as four lawmakers who earlier quit the former ruling 
Republican Party’s faction, provided the necessary signatures for the 
nomination several hours before the deadline.
Like it was a week ago Pashinian’s candidacy is again expected to be voted down 
in a ballot scheduled for November 1.
If that happens the parliament will be dissolved by virtue of law and new 
general elections will be held in the first half of December.
Pashinian, who came to power on the wave of anti-government protests last 
spring and whose political team is tipped to win the likely early parliamentary 
polls by a landslide, will continue to perform his prime-ministerial duties in 
the interim.
Former Ruling Party Signals No Obstacles To Pashinian Plans

The former ruling Republican Party of Armenia (HHK), which still has the 
largest faction in the National Assembly, has confirmed that it will not vote 
for Nikol Pashinian in a prime-ministerial election scheduled in parliament 
later this week, thus clearing the way for the acting prime minister’s plans to 
force snap general elections.
Pashinian is the sole candidate in the November 1 election after two factions, 
including his allies, Yelk, and some individual lawmakers formerly affiliated 
with the HHK, nominated him for the second round of voting.
Under Armenia’s constitution, snap elections can be called only if the National 
Assembly fails to elect a prime minister twice within two weeks after the prime 
minister’s resignation, which Pashinian submitted for tactical reasons on 
October 16.
Lawmakers already failed to elect Pashinian once during a ballot taken on 
October 24.
Another failure will trigger the dissolution of parliament and holding of fresh 
elections in the first half of December, with Pashinian and his political team 
confident of winning an outright majority in the next legislature.
Talking to RFE/RL’s Armenian service (Azatutyun.am) on Tuesday, HHK 
spokesperson and deputy speaker of the outgoing parliament Eduard Sharmazanov 
confirmed that the former ruling party will not raise obstacles to the 
dissolution of parliament by fielding its own candidate or voting for Pashinian.
“All political statements of the HHK are clear, straightforward and logical,” 
Sharmazanov said.“Being against hasty elections in December, nevertheless, we 
are not going to vote for Pashinian’s candidacy.”
At the same time, the senior HHK member continued his criticism of the current 
government and its acting head. “It has become clear during the past six months 
that Pashinian is an eloquent speaker, but a poor prime minister,” Sharmazanov 
said.
With all the rest parliamentary factions vowing not to support Pashinian’s 
candidacy, the HHK statement makes the parliament’s dissolution and early 
elections a foregone conclusion.
Pashinian, who came to power on the wave of antigovernment protests ousting HHK 
leader Serzh Sarkisian as prime minister last spring, did not have to be 
nominated to ensure the dissolution of parliament. Under the country’s 
constitution, the parliament would have to be disbanded even if no one was 
nominated for the second round of voting. But the popular leader said he chose 
the way of nomination to use the occasion to address a number of political and 
economic issues from the parliament tribune.

“Zhamanak” suggests that the Armenian Revolutionary Federation (Dashnaktsutyun) 
is effectively responsible for the second narrow defeat of a key election bill 
in parliament on Monday. “The absence of two lawmakers of this party’s faction 
proved decisive in the outcome of the ballot in which the bill was just one 
vote short of approval. It is, indeed, difficult to say whether Dashnaktsutyun 
had designed that mathematical move or it also came as a surprise to the party. 
It was only clear that the former ruling Republican Party of Armenia would 
boycott the vote. But in that case the risk of absentees should also have been 
clear to Dashnaktsutyun,” the paper writes.
“Zhoghovurd” writes: “Former president Robert Kocharian also accepts that the 
government of Nikol Pashinian enjoys popular support and that all this very 
soon will be reflected in election results. Kocharian also accepts that a 
considerable part of society today is not ready to listen to him. Therefore, in 
a situation like that declaring about his responsibility to assume the role of 
the opposition leader means going against the opinion of a considerable part of 
society… Kocharian hopes that the euphoria among the people will one day 
subside and people will start to complain about the current government. But 
will the society accept Kocharian as an opposition leader even in that case?”
Lragir.am writes: “Former defense minister Vigen Sargsian has expressed his 
surprise at U.S. national security advisor John Bolton’s statement that Armenia 
should exercise full sovereignty and be independent in its foreign policies. He 
thinks that this is a hint at the need for Armenia to revise its relations with 
Russia. Sargsian says he does not remember a case when U.S. partners would 
question the strategic alliance between Armenia and Russia. It turns out that 
Armenia’s sovereignty and independence is opposed to allied relations with 
Russia. In other words, Armenia’s former defense minister admits that in 
conditions of a strategic alliance with Russia one can speak about Armenia’s 
sovereignty only with reservations.”

As ARMENPRESS was informed from the official website of the Prime Minister of Armenia, Pashinyan saluted the intentions of the businessmen participating in the conference to invest in Armenia. “Unfortunately, not so long ago some people used the words corruption and poverty when referring to our country and emphasized the factor that Armenia is an agrarian country. Following the non-violent, popular velvet revolution of Armenia in April-May we set a task to make Armenia a lawful country and to encourage labor and high technologies. And for reaching this goal we consider businessmen our best allies, who want to make new investments in Armenia. We want to promote labor in the Republic of Armenia and tell each investor to come and do business in Armenia, to become rich and make others rich. We invite every investor to Armenia for recording success and inspiring others by their success”, the acting PM said.

Pashinyan emphasized that today favorable conditions for investments have been created in Armenia, since equality before the law has been established in Armenia. “I think it’s a tragedy when the head of a country is engaged in business and has business interests. I think it’s really a priority factor for promoting business. Therefore, I have good news for all of you. I am out of competition” pashinyan said.

The participants of the 3-day conference will have the opportunity to get familiarized with the business and investment environment of Armenia, and discuss issues referring to the prospects of investing in Armenia. The delegates will visit various companies, and will get acquainted with the legal and economic specifications of investing in Armenia,

Legendary Turkish-Armenian photographer Ara Guler dies at 90

Turkish-Armenian photographer Ara Guler died after a heart attack on Wednesday at the age of 90, following a five-day treatment for kidney failure at an Istanbul hospital, the Turkish media reported.

The world renowned photographer, known particularly for his iconic black-and-white pictures of Istanbul, was announced to have died after being admitted to the intensive care unit late on Wednesday night at the private Florence Nightingale hospital.

Dubbed as “the Eye of Istanbul”, Guler was named as one of the top seven photographers in the world by the British Journal of Photography Year Book 1968. Among the countless awards he received were the “Master of Leica” award, a title awarded by the camera company Leica to only 38 artists in the world, and Légion d’Honneur from France.

Guler held hundreds of exhibitions all over the world. He also carried out interviews paired with photoshoots with numerous celebrities ranging from Alfred Hitchcock, Bertrand Russell and Winston Churchill to Pablo Picasso and Salvador Dali.

His work was collected by prominent museums around the world such as the National Library of France, the George Eastman Museum in the U.S., University of Nebraska-Lincoln Sheldon Memorial Art Gallery, Museum Ludwig and Das Imaginäre Photo-Museum, both in Cologne.

Guler was born in Istanbul, Turkey, in 1928 to Armenian parents. After working at film studios in his high school years and taking acting classes, he started his career as a journalist in 1950 at the Yeni Istanbul daily. 

One of the most significant stories he covered was an interview series with a group of Armenian fishermen working in the Kumkapi district about their daily life. He said in an interview that it was one of his most important works at the time.

He attended Istanbul University Faculty of Economy while he worked in the media. In the 1950s, he worked for Time Life, Paris Match, Stern and the Magnum agency.

Speaking to the media, Guler had said “They call me ‘the photographer of Istanbul’, but I am a world citizen. I am a photojournalist of the world.”

Armenian PM’s spouse delivers speech at World Cancer Leaders’ Summit

Prime Minister Nikol Pashinyan’s spouse Mrs. Anna Hakobyan has delivered a speech at the World Cancer Leaders’ Summit in Kuala Lumpur, Malaysia, Mrs. Hakobyan’s office said.

“Ladies and gentlemen,

Dear participants,

It is a great honor for me to speak to such a distinguished audience today and I am truly excited to avail of this opportunity to speak from this high tribune about such an important issue as cancer, and in particular – childhood cancer. To be quite frank with you, it was really hard for me to personally assume this responsibility, and furthermore, agree to the suggestion of our dear Dr. Gevorg Tamamyan on attending this vitally important summit, and further on – the conference, not to mention about delivering a formal speech.

Why was it hard? Because there stands the issue of having enough knowledge on the topic: I am a journalist, editor-in-chief of a newspaper. Furthermore, healthcare was never among the key directions of topics I covered as a journalist. I asked myself: what can I say to these people, what do I have to offer them, and the opposite? And here I am, standing in front of you and speaking to you, which indicates that I have found the answers to these questions. I did not need much for that. All I had to do was to recall the meetings I had with children with cancer, their looks, the warmth and trust these looks contained, our games and dances together and their smiles at me. As I remembered this picture, I realized that nothing was too hard for me any longer, and I would do everything I could to support these children to have a healthy and happy childhood. And I would even stand in front of people having highest standing and undeniable contribution in this field. What did I find out within this short period after becoming the chairwoman of one of the largest cancer foundations in Armenia – “City of Smile”?

First of all, I would like to say that our foundation is an umbrella to almost all other foundations dealing with this issue in our country. We took that step realizing that in order to respond to the challenge best, we need to consolidate all endeavors, just as we all in this venue have united in an attempt to identify common solutions for overpowering cancer not only in separate countries, but rather in the whole world. Hence, I would like to highlight my findings which, as a matter of fact, were only positive ones. First, I discovered that cancer was not terrible. Second, all you need to manage and overcome cancer are financial resources, good will and determination, since the science and medicine have accomplished the rest, meaning – they have disclosed an array of keys to conquer this disease and keep improving those. Thirdly, I came to realize that there are people who make every effort to raise and direct necessary financial resources. However, in many countries of the world this disease still remains to be a sentence, children with cancer continue to die.

We have countries – rich and developed, where the overall mortality rate for childhood cancer amounts to 20%, whereas we have countries where this percentage ranges from 80-90. To me, this is the statistics that we need to change at the earliest. It’s not the fault of the child with cancer that he or she was not born in Switzerland, United States or in the United Kingdom so as to overcome the disease instead of being condemned to death. My deepest belief is that there are sufficient financial resources in the world for each and every one regardless of their country. All we need is to mobilize these resources and have enough will to allocate them appropriately and equally. Sure enough it is not easy; it is a huge work, nevertheless, this is the key essence and purpose of our today’s meeting. In my opinion, the shortest possible way to solution is to expand the coverage and geography of the world-class cancer centers and ensure the accessibility of these services for people living in all corners of the world.

This means that such centers as those in Harvard or Oxford should not be just one or two, but rather they have to be established across all regions to make them accessible for everyone with cancer, and deliver adequate and quality services to them. And although it may sound too bold, yet this is the type of center we strive to establish in Armenia to serve not only the population of our country, but also that of the entire region. We certainly cannot do this without your support, and I want to assure you that we are firm enough in our efforts to obtain your backing and to ensure high level solution of the issue. Over the recent years, huge efforts were made in Armenia to overcome cancer.

The childhood cancer mortality rate in our country has dropped from 90 percent to 30. And, we can further improve these indicators and record similar progress across the whole region. We are willing to support with all available means and uphold the efforts to establish similar centers in other regions as well. We have to, eventually, put an end to this common reality when cancer is curable for the rich and incurable for the poor. Ladies and gentlemen, there are hundreds of children and adults awaiting for me in my country, and I very much want to return to them with good news that we can help them endure this disease as lightly as possible, to overcome it once and forever and fully integrate into public life.

It is my great wish to be the first to inform them about such a hospital or a center as St. Jude Children’s Research Hospital or King Hussein Cancer Center to open in our region as well, and anyone who will ever come to confront this disease, will have the chance to get appropriate treatment and service just as the citizens of other rich and developed countries. Let me once again reaffirm that we are committed to be one of the most active players of the global cancer community and contribute in making the treatment of this disease accessible to everyone. I am grateful for your attention and I would like to thank Princess Dina for supporting us. Please look after your health since what you do is much needed by hundreds of thousands.

OSCE Minsk Group Co-Chairs Note Need for Compromises for
Nagorno-Karabakh Settlement
YEREVAN, September 28 (Sputnik) – The sides to the conflict in the
Nagorno-Karabakh region should make compromises in order for the
situation to be settled, the co-chairs of the OSCE Minsk Group,
mediating the negotiations on the crisis resolution, said in a
statement on Thursday.
On Wednesday, Azerbaijani Foreign Minister Elmar Mammadyarov and his
Armenian counterpart Zohrab Mnatsakanyan met for talks on the
sidelines of the UN General Assembly in New York City. The co-chairs
of the OSCE Minsk Group (Igor Popov of Russia, Stephane Visconti of
France and Andrew Schofer of the United States) met separately and
jointly with the two top diplomats over the past days. Personal
Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk also
participated in the negotiations.
"The Co-Chairs and the Ministers discussed the situation in the region
and sought clarification with respect to several recent statements and
incidents of concern. The Co-Chairs expressed deep regret over the
continuing and unnecessary loss of life. They cautioned the Ministers
about the dangers of escalation, called on the parties to engage
constructively in a positive atmosphere, and to avoid inflammatory
rhetoric. The Co-Chairs underscored that a comprehensive settlement
will require compromises on all sides," the statement read.
Mammadyarov and Mnatsakanyan, in their turn, reiterated the importance
of taking steps to defuse tensions in Nagorno-Karabakh, according to
the statement.
Earlier in the day, the Azerbaijani Foreign Ministry said that
Mammadyarov and Mnatsakanyan had agreed to resume their talks on the
conflict settlement in October. Moreover, the co-chairs of the OSCE
Minsk Group had agreed that they would visit the region the next
month, the ministry added.
Azerbaijan's Armenian-dominated region of Nagorno-Karabakh proclaimed
its independence in 1991 which resulted in a military conflict in the
area.
The OSCE has been mediating the talks on the status of the region since 1992.
Baku claims that the self-proclaimed Nagorno-Karabakh Republic (NKR)
had occupied its territory, and insists on the preservation of
Azerbaijan’s territorial integrity, while the interests of the
self-proclaimed republic in the peace process are represented by
Armenia, as NKR is not a part of the talks.

Armenian Defense Ministry holds board meeting

The Armenian Defense Ministry held a board meeting on Friday, during which the development of the Armed Forces of the Republic was discussed.

According to Defense Ministry press service, within cooperation of the Armed Forces of the two Armenian states, the meeting was attended by the representatives of the Defense Ministry’s command.

Before proceeding to the agenda of the meeting, Defense Minister David Tonoyan congratulated the officers who were awarded on Independence Day.

Durant le début des années 90 du siècle dernier, juste après les années glasnost et perestroïka, l’Union des Républiques socialistes soviétiques ne pouvant plus tenir dans la course économique face aux pays de l’Ouest, a commencé à succomber devant la pression interne des pays de l’Union. Ainsi, l’URSS a commencé à se démembrer. Tout a commencé par les pays de l’Europe de l’Est, suivis par les autres.
 
En Arménie, la situation n’était pas aussi simple. Ayant une position stratégique remarquable, la Russie n’a pas voulu lâcher la mainmise. C’est grâce à son peuple ardent, courageux et vaillant et malgré un intense usage de la force par la Russie contre la population civile, que finalement le drapeau tricolore rouge, bleu et orange, le fameux « yerakouyn », a flotté sur le Parlement de Yerevan. Ainsi, le 21 septembre 1991, l’Arménie s’est déclarée indépendante après 70 ans sous le joug des Soviétiques, exauçant le rêve des millions de ses martyrs.
 
L’indépendance de l’Arménie était un fait divin pour les Arméniens éparpillés partout dans monde. Cette indépendance avait une valeur symbolique et morale colossale pour son peuple martyrisé plusieurs fois, surtout durant la domination de l’Empire ottoman avec le premier génocide des temps modernes qui a décimé une nation entière avec plus de deux millions de martyrs. L’enchantement, la béatitude et l’euphorie ont régné partout dans le monde chez les Arméniens de cette grande diaspora qui ont vu renaître leurs mère patrie de ses cendres. Un pays où le sang des aïeuls s’est mélangé avec la terre, où la sueur de ses ancêtres a irrigué leur terre pétrie. Cette Arménie berceau des civilisations, le pays de l’arche de Noé, le premier pays chrétien au monde.
 
Quatre millénaires et l’Arménie survit, contre vent et marées. Ses enfants résistent et persistent, dominés autrefois par les Seldjoukides, les Perses, les Romains, les Grecs, les Mongols, les Arabes, les Byzantins, les Ottomans et les Russes. Leur détermination de survivre nous rappelle un peu l’histoire d’Albert Camus où Sisyphe était condamné à rouler un énorme rocher en haut d’une montagne. Le rocher retombait à chaque fois et Sisyphe devait le ramener de nouveau au sommet. Les Arméniens ont plié maintes fois comme des roseaux mais n’ont jamais brisé. Où sont maintenant les Parthes, les Acadiens, les Sumériens, les Seldjoukides, les Hittites… mais les Arméniens sont toujours là.
 
L’Arménie d’aujourd’hui est juste une petite partie de l’Arménie acclamée par les Arméniens, une Arménie qui a été approuvée par les Nations unies durant le traité de Sèvres en 1920, parrainé par le président des États-Unis Woodrow Wilson mais qui n’a jamais été appliqué. Un pays qui serait défini par 160 mille kilomètres carrés avec un port sur la mer Noire.
 
Aujourd’hui, l’Arménie reflète l’état d’esprit de ses ressortissants. Un pays extrêmement riche en culture avec ses églises datant de centenaires, ses innombrables musées, ses centres de recherche en informatique et technologie de pointe et surtout une Arménie définie par la bonté de son peuple. Un pays petit de taille peut-être, mais extrêmement grand en ambition.
 
Après tous les malheurs tombés sur se petit pays pacifiste, l’Arménie doit vivre et prospérer en paix car elle le mérite.
