YEREVAN, JANUARY 25, ARMENPRESS. His Holiness Aram I, Catholicos of the Great House of Cilicia, has sent a congratulatory letter to US President Joe Biden on assuming office.

In his letter His Holiness stated that the Armenian people and especially Armenians in the United States are ready to cooperate with him and his administration for the protection of human rights and values, strengthening of the ties between the US and Armenia, as well as the establishment of peace in the globe.

Catholicos Aram I reminded that President Biden, when he was serving as member of the Senate, has established friendly ties with the Armenian people and has shown a special respect to the memory of the victims of the Armenian Genocide. His Holiness Aram I expressed confidence that the President should continue supporting democracy, sovereignty of peoples and prevention of genocide, expressing hope over the official recognition of the Armenian Genocide by the United States.

Aram I wished success to the US President.

Armenia-Russia-Azerbaijan economic task force meeting to take place “in coming days”

YEREVAN, JANUARY 26, ARMENPRESS. The first meeting between the Armenian, Russian and Azerbaijani Deputy Prime Ministers in pursuance of the Karabakh armistice’s clause 9 will take place soon, but the timeframes are yet to be decided, Armenian Deputy PM Mher Grigoryan’s office told ARMENPRESS in response to an article published by the Russian RBK newspaper which cited unnamed governmental sources from Armenia and Russia saying that the meeting is due on January 27.

“The meeting will take place in the coming days, but the exact date and time are being clarified. The agenda doesn’t underscore any specific direction or infrastructure, it implies the discussion of various issues related to the regional transport unblocking,” Grigoryan’s office said.

The agreement to create a trilateral deputy prime ministerial task force in charge of implementing clause 9 of the ceasefire deal was reached during the January 11 summit between Russian President Vladimir Putin, Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev in Moscow.

Turkish-Russian joint observation center for Nagorno-Karabakh to open Saturday: minister

ANKARA, Jan. 29 (Xinhua) — A joint Turkish-Russian observation center to monitor the cease-fire in Nagorno-Karabakh will begin operating on Saturday, Turkish Defence Minister Hulusi Akar said on Friday.

One Turkish general and 38 military personnel will work at the center as part of efforts to “monitor and inspect” the cease-fire, Akar said in a statement.

In November 2020, the Turkish parliament approved a motion for the deployment of troops in Nagorno-Karabakh for one year as part of an accord between Ankara and Moscow to monitor the implementation of the truce in the region.

Azerbaijani President Ilham Aliyev announced earlier that the Joint Turkish-Russian Center will be in Aghdam, a district in Nagorno-Karabakh that was handed over to the Azerbaijani military on Nov. 20, 2020 as a condition of the truce.

On Nov. 10, 2020, Armenia and Azerbaijan ended a 44-day Nagorno-Karabakh conflict after a cease-fire was reached under the mediation of Russia. Enditem

The center, which both countries agreed to set up in November, was officially opened in the Agdam region of Azerbaijan. It will be staffed by up to 60 servicemen each from Turkey and from Russia, the defense ministry said in a statement, Reuters reported.

After six weeks of fighting, Azerbaijan and Armenia signed a Russia-brokered ceasefire for the enclave, which is internationally recognized as part of Azerbaijan but mainly populated by ethnic Armenians.

Turkey said on Friday that one Turkish general and 38 personnel will work at the centre.

The Russian Defense Ministry, quoted by Interfax, said that “monitoring will be carried out through the use of unmanned aerial vehicles as well as the evaluation of data received from other sources”.

Turkey backs Azerbaijan over Nagorno-Karabakh, and has criticized the co-chairs of the OSCE’s so-called Minsk Group for not resolving the long-running conflict in decades of mediation. The Minsk Group is led by the United States, France and Russia.

A joint Turkish and Russian center to monitor a cease-fire deal between Azerbaijan and Armenia has become operational in Upper Karabakh on Saturday.

Established in the Merzilli village of the Aghdam region, the center will monitor the implementation of the Russian-brokered agreement which was reached in November after six weeks of intense fighting.

Following the Nov. 10 truce, Turkey and Russia signed a memorandum of understanding to set up a joint center to monitor the peace deal on Azerbaijani territories liberated from Armenia’s occupation.

Azerbaijani Defense Minister Zakir Hasanov, Turkey’s Deputy Minister of National Defense Yunus Emre Karaosmanoglu, and Russian Deputy Defense Minister Alexander Fomin were in attendance of the opening ceremony of the center, where 60 Turkish and 60 Russian troops would be on duty.

Stressing the importance of the center in monitoring and implementing the peace deal, Karaosmanoglu praised the efforts of Turkish President Recep Tayyip Erdogan, Russian President Vladimir Putin, and Azerbaijani President Ilham Aliyev to bring peace and stability to the region.

Delivering a speech at the ceremony, Hasanov wished success for the Russian and Turkish staff of the center. Also addressing the event, Fomin said the center will serve peace and stability in the region.

Liberation of Karabakh

Relations between the former Soviet republics of Armenia and Azerbaijan had been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, internationally recognized as an Azerbaijani territory, and seven adjacent regions.

When new clashes erupted on Sept. 27, 2020, the Armenian army launched attacks on civilians and Azerbaijani forces and violated several humanitarian cease-fire agreements.

During the 44-day conflict, Azerbaijan liberated several cities and nearly 300 settlements and villages from the nearly three-decade-long occupation.

Despite the Nov. 10 deal ending the conflict, the Armenian army several times violated the agreement and martyred several Azerbaijani soldiers and a civilian, according to the Azerbaijani Defense Ministry.

The truce is seen as a victory for Azerbaijan and a defeat for Armenia.

Armenian minister, Russian Ambassador discuss return of POWs from Azerbaijan

YEREVAN, JANUARY 26, ARMENPRESS. Minister of Emergency Situations Andranik Piloyan met today with Russian Ambassador to Armenia Sergei Kopyrkin, the ministry told Armenpress.

In his welcoming remarks the minister highly appreciated the cooperation developments with the Russian respective ministry, as well as attached importance to the productive partnership in the field of humanitarian assistance, the support provided for restoring civilian infrastructure and the role of the Russian peacekeeping mission in Artsakh.

The Russian Ambassador has also touched upon the aforementioned priorities of the cooperation.

The sides praised the activity of the Yerevan-based Armenian-Russian humanitarian response center, as well as the ongoing projects.

The discussion also focused on the return of the Armenian prisoners of war from Azerbaijan, the issue on boosting the ongoing search operations for killed or missing in action.

30 bodies of Armenian soldiers found

The Azerbaijani side handed over the bodies of 30 soldiers to the Armenian side, the brother of the missing serviceman Arsen Ghukasyan said live on Facebook.

“The bodies of 30 victims were found today. Tomorrow we will try to find out whose bodies these are. However, they are not transferred from different places. These are the bodies transferred by the Azerbaijani side. There was some kind of agreement,” he noted.

The Foreign Ministry of Artsakh commented on the European Parliament Resolutions – Annual Reports on the Implementation of the Common Foreign and Security Policy and Common Security and Defense Policy, expressing satisfaction over the position of the European Parliament on Azerbaijan-Karabakh war, ARMENPRESS was informed from the press service of the Foreign Ministry of Artsakh.

”We note with satisfaction the position of the European Parliament on the Azerbaijan-Karabakh conflict, expressed in the resolutions on the Implementation of Common Foreign and Security Policy as well as on Common Security and Defense Policy of January 20, 2021 – the annual reports 2020.

We share the assessments of the European Parliament related to the events caused by the use of military force by Azerbaijan, as well as the ways out of this situation. In particular, we consider it important to stress the viewpoint of the European Parliament on the need to ensure the security of the Armenian population in Nagorno Karabakh, to preserve the Armenian cultural heritage, to ensure the safe return of internally displaced persons and refugees to their former places of residence, and to exchange the prisoners of war and the bodies of the deceased without delay.

We acknowledge the importance of duly investigating all the alleged war crimes and bringing those responsible to justice. It is noteworthy that the European Parliament also specifically called for an international investigation into the alleged presence of foreign fighters, terrorists and the use of cluster munitions and phosphorus bombs.

We welcome the European Parliament’s support for the efforts of the OSCE Minsk Group Co-Chairmen for a comprehensive settlement of the conflict founded on the Basic Principles proposed by the international mediators.

We join the European Parliament’s condemnation of the destabilizing role of Turkey, which seeks to undermine the efforts of the OSCE Minsk Group for the sake of its ambitions of playing a more decisive role in the conflict settlement process.

We share the view of the European Parliament that a lasting settlement has not been found yet We are convinced that a comprehensive and just settlement of the Azerbaijan-Karabakh conflict can be achieved on the basis of the recognition of the right to self-determination realized by the people of Artsakh and the de-occupation of the territories of the Republic of Artsakh”, reads the statement.

Congress should recognize Artsakh – Adam Schiff

Rep. Adam Schiff (D-Calif.) saysid the Congress should recognize Artsakh’s independence and the OSCE Minsk Group should re-engage in Karabakh settlement talks. He also discussed measures to curb Turkey’s role in the region.

“There are pressing issues regarding territory, POWs, war crimes, preservation of historical and cultural artefacts, and the Minsk Group needs to get busy and initiate a meaningful process to resolve these issues, “Rep. Schiff said in an interview with Asbarez editor Ara Khachatourian.

The Congressman hopes the Biden Administration will prioritize the issues.

“We don’t want Russia and Turkey to decide these questions. We want the Minsk Group to solve these issues in consultation with Armenia and Artsakh so that we have a lasting and meaningful peace,” he said. 

17 new cases of COVID-19 confirmed in Artsakh in one day

STEPANAKERT, JANUARY 20, ARMENPRESS. 17 new cases of COVID-19 have been confirmed in Artsakh in the past 24 hours.

138 tests were conducted on January 18, the ministry of healthcare told Armenpress.

A total of 2257 cases of coronavirus have been confirmed in Artsakh.

The death toll stands at 31.

The number of active cases is 40.

The ministry of healthcare has again urged the citizens to follow all the rules to avoid new outbreaks and overcome the disease.
