YEREVAN (Yerkir)-The Armenian Revolutionary Federation Supreme Council
of Armenia announced Tuesday that after receiving the authorities’
response on questions regarding the process of the Armenia-Turkey
rapprochement, it plans to sue the government to prove the Foreign
Ministry’s and government’s unconstitutional actions.

The ARF parliamentary bloc petitioned the government to provide all
documents and reports detailing the Armenia-Turkey rapprochement from
the onset of the process to the present.

"The responses already pose serious questions. We are going to
introduce our concerns for discussion in the National Assembly,"
said ARF Supreme Council of Armenia chairman Armen Rustamian.

The responses to the 23-point questionnaire submitted to the government
illustrate that the Armenian government was completely unprepared
when it began and entered the process of rapprochement, said ARF bloc
member Artsvik Minasyan.

The lawmaker added that the government did not adhere to provisions of
Armenian law and called the answers "diplomatic and legal illiteracy."

Minasyan explained that the ARF-initiated lawsuit will provide
the Constitutional Court grounds to reject the protocols as
unconstitutional.

Georgian President Mikheil Saakashvili insists that two Russian
experts, who were refused entrance into Georgia on Tuesday, were
closely working with the Russian special services.

Two experts who planned to hold a meeting with their Georgian
colleagues on December 1-3 were refused entrance into the country at
Tbilisi International Airport. They were expected to hold talks on
Russian and Georgian relations and cooperation perspectives.

"The president stresses it is unacceptable for him that the state
border is crossed by occupant forces and spies sent by Russian security
services," said Manana Mandzhgaladze, a spokeswoman for Saakashvili.

She added that "in accordance with our information, these people are
in close cooperation with the Russian secret services and actively
support the occupation of the Georgian territories of South Ossetia
and Abkhazia."

When Nikolay Silayev, a senior researcher of the Center for Caucasian
Research at Moscow State Institute of International Relations,
and Sergei Mironenko, director of the State Archive, Moscow, were
refused entry, the remaining members of the delegation decided to
support them and flew back to Moscow via Yerevan, Armenia.

There are no direct flights between Russia and Georgia after diplomatic
ties between the two countries were cut off following a five-day
war in August 2008, which began when Georgian forces attacked South
Ossetia in a bid to bring it back under central control.

Two weeks after the end of the war, Russia recognized the former
Georgian republics of Abkhazia and South Ossetia as independent
states. Besides Russia, Nicaragua and Venezuela have also recognized
the republics’ independence.

media about the escape from Nubarashen penal institution of two life
prisoners, RA Ministry of Justice reiterates that it refrains from
publishing any information on the matter. As the press service of RA
justice ministry reports, the preliminary investigation is carried
out by the Special Investigation Service.

November 27 at 6:00 p.m. two life prisoners Soghomon Kocharyan and Mher
Yenokyan escaped from the Yerevan-based Nubarashen penal institution,
Arsen Babayan, spokesman of the criminal executive department of the
RA justice ministry said. "All necessary steps to locate the place
of escaped convicts are taken. At this moment nothing is known about
the runaway," he said.

34-year-old Mher Yenokyan and 43-year-old Soghomon Kocharyan condemned
to life imprisonment for murder, and they crash out of the prison for
the second time. The first time they eloped in December 2004 from
"Goris" penal institution, but a few weeks later had been detained
and transferred to "Nubarashen".

Armenian Defense Minister Seyran Ohanian has said that Azerbaijan’s
accession to the Collective Security Treaty Organization (CSTO) has
not been discussed yet, the Armenian Defense Ministry’s press office
told Interfax on Saturday.

"Each state decides itself whether to cooperate with any particular
organization. Recently, Russia and Azerbaijan have broadened their
cooperation in the CIS framework, but I think it is to do with energy,
and the question whether Azerbaijan could join the CSTO has not been
discussed yet," Ohanian was quoted by the press office as saying at
his meeting with Poland’s Defense Minister Bogdan Klich.

Azeri media outlets said earlier, citing Azeri MP Gudrat Gasanguliyev,
that Azerbaijan could join the CSTO and host a Russian base.

Klich called for a peaceful resolution of the conflicts in southern
Caucasus, the Armenian Defense Ministry’s press office said.

The CSTO consists of Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan,
Tajikistan and Uzbekistan.

Today, President Serzh Sargsyan received the renowned Argentinean
businessman Eduardo Ernekian.

Mr. Ernekian presented to the President of Armenia the process of
implementation of the investment programs in different areas of the
Armenian economy and spoke about future projects. Eduardo Ernekian
noted with content that the ongoing economic and financial crisis has
not affected negatively his programs related to the Armenian economy
and all the initiatives are in the process of implementation.

Serzh Sargsyan stressed the importance of concluding in time the
construction of the new terminal of Zvartnots airport, which will allow
starting from 2011 to serve over 3 million passengers a year. He also
spoke about proper work of postal service, which should provide high
quality services to our population in both urban and rural areas.

President Sargsyan highlighted the importance of the efforts and the
upcoming projects of the Armenian-Argentinean entrepreneur directed at
the development of farming and food processing market. Serzh Sargsyan
noted that Armenia encourages innovation and new ideas in the area
of agriculture. "Introduction of modern technologies, new ideas and

In the third in a series of profiles of the national winners of the
inaugural Women’s Leadership Awards, European Athletics speaks to
Armenia’s Satenik Ghazaryan.

As if Satenik Ghazaryan’s personal contributions to the sport as
an athlete, coach and event organiser were not enough, she has also
built an athletics-family that has worked alongside her and enriched
Armenian athletics.

Ghazaryan, who has been named Armenia’s national winner for the
European Athletics Women’s Leadership Award, started out as a
competitor and was many times national champion in the middle distance
events (800m – 5000m).

After finishing her competitive days, Ghazaryan, 54, began a second
career in coaching and has gone on to guide many successful Armenian
athletes and lead her country’s women’s national team at various
international competitions. In 2008, she was invited to serve as the
head coach of the Kuwaiti women’s team.

In her current position as Deputy Director of the Athletics Youth
Sport School in the capital Yerevan, one of Ghazaryan’s primary
responsibilities is to advise other coaches and help them to develop
their expertise.

Alongside her various coaching roles, Ghazarayan has become a top
organiser of athletics and sports events in Armenia. She has long been
a fixture at the country’s most important national competitions, either
as a referee or competition secretary or announcer, and she served
as chief secretary for both the first and second Pan-Armenia Games.

But one of Ghazarayan’s biggest projects has been the organisation
of her country’s annual Women’s Spartakiade, a national multisport
competition designed to bring more women into sport, which she founded
in 1998 and has continued to lead until the present.

For this work, the mother of four has drawn on her husband’s support.

His organisation is one of the event’s main partners and, she explains,
"He helps me a lot when we are looking for sponsors for competitions,"

"All my family are a great support for me and they are a source of
inspiration in my activities," she explains.

Ghazaryan’s two sons have both been athletes, one a triple jumper
while the other followed his mother’s footsteps to become Armenian
champion in the 800 and 1500 meters.

Her two daughters have also followed her example. Both work as
lecturers in athletics and physical education, and her older daughter
coaches at a sport school and has served alongside her mother as
chief secretary at a number of Armenian competitions.

In addition to her efforts in the day-to-day work of the sport,
Ghazaryan has taken on a number of leadership positions. She is
a vice-president of the Armenian Women’s Olympic Committee and
the president of the Women’s Committee of the Armenian Athletic
Federation. It was in this role that in 2001 she organised the
international seminar "Women in Athletics" in Yerevan.

In recognition of her many contributions to the sport, Ghazaryan was
awarded with a special medal by the IAAF in 1998.

As a woman working in sport, Ghazaryan says she has encountered
obstacles along the way, but she has remained resilient. She credits
a number of company directors and the president of the Armenian
Federation, Sargis Khachaturyan, who presented her award on behalf
of European Athletics, for investing in her and her cause.

But she realises there is more work to be done. "In our country it
is rather difficult for a woman to independently implement sports
activities. It is necessary for her to strengthen her position in
the society first, then she can go on," she says.

Overall, Ghazaryan is encouraged by the direction the sport is taking
in Armenia: "I am happy that athletics is developing and has become
significantly more popular among women. The percentage of female
coaches has increased compared to several years ago and in coming
years women will have a more stable and strong position in our sport."

"One of our biggest challenges is to find sponsors or financial
supporters for events and projects. It requires effort and skills to
explain the role and meaning of athletics in a woman’s life."

Ghazaryan believes increased government involvement is necessary
for further development: "In order to facilitate women’s activities,
first of all, we need assistance and more serious attention from our
government. We need financial, psychological and technical support,
as well as more mass media coverage."

For the future, Ghazaryan sees participation as the key to creating
future women’s leaders in sport: "One of the main issues in our sport
is getting girls involved, which is a very hard job in our country.

Nevertheless, year after year the quantity and quality of female
performances have significantly improved."

newly-appointed Indian Ambassador to Armenia Achal Kumar Malhotra,
governmental press service reported.

Congratulating Achal Kumar Malhotra on his appointment, the Premier
expressed hope that the ambassador’s diplomatic activities will
further strengthen friendly relations between Armenia and India. "I’m
confident; Armenia-India economic and political collaboration has
great development potential," Tigran Sargsyan concluded.

In his turn, the ambassador gave high assessment to Armenian
community’s contribution to multicultural and multilingual Indian
society.

The parties discussed bilateral collaboration in the spheres of
agriculture and science as well as anti-crisis activities and
Armenian-Indian intergovernmental committee sitting scheduled.

Armenians In Argentina

ARMENIANS IN ARGENTINA

Armenians first settled in Latin America in the 17th century and it
was in 1729 when the first Armenian set foot in Argentina. There were
rarely any Armenians settling in Argentina in the 19th century and the
only Armenian that is remembered now was military figure Yanosh Tsets
(Hovhannes Tsetsian) who settled in Buenos Aires in 1861 and founded
a local military school.

A number of Armenians came to settle in Argentina in the 1910s when the
Argentinean government started welcoming large groups of immigrants
with the specific purpose to develop the country’s agriculture. The
Armenian General Benevolent Union’s Argentina chapter was the first
Argentinean Armenian organization established in 1911.

In 1914, there were nearly 2,000 Armenians living in Argentina and
in fact, the Argentinean government recognized the First Republic of
Armenia in 1918-1920.

After the fall of Cilicia and the fire in Zmyurnia in the early 1920s,
the local Armenians traveled to different ports in boats and then
followed the path to different spots on the South American continent.

Armenians were mainly based in Argentina and Brazil. Historians
consider the years between 1923 and 1938 as the period during which
the Argentinean Armenian community was actively formed. The Argentinean
Armenians established daily Armenian schools and presses and one of the
longest-running presses was "Armenia", which was founded in 1931 and
has been publishing to this day. Later, Armenians established Armenian
churches in Buenos Aires and elsewhere. There are six Apostolic,
two Evangelical Churches and one Catholic Church in Buenos Aires alone.

In 1937, prominent figure, Archbishop Garegin Khachatrian was appointed
the first Armenian Patriarch of South America and pursued his career
in religion and literature there. In 1943, there were nearly 20,000
Armenians living in Argentina. They were mainly small merchants and
industry workers and lived primarily in the capital.

However, there were also Armenians in Cordoba, Rosario, Berisso,
Mar del Plata and Tucuma.

Armenian cultural life was not active in the community in this period,
but there were some cultural figures. Among the most memorable were
writers Vartan Kevorkian, Ren (Ruben Vartanian) and historian Ashot
Artsruni. Among those who worked in circles of Argentineans were
historian Narsiso Binaian, singer, painter and journalist Eme Ramos
Mekhia (Arpine Shahparonian) and educator Lia Siruian, who was the
first to teach by the principle of rhythmics in Buenos Aires.

Large groups of Armenians from the Near East and European countries
(especially Romania and France) immigrated to Argentina especially
after WWII. There are currently 70,000 Armenians living in Argentina.

The center of community life is at the Armenian Center comprised
of the trustees of the Armenian Apostolic Church. All community
organizations function under the leadership of the center.

In the course of decades, Argentinean Armenians have had many public,
educational, cultural and athletic unions, daily and Sunday schools,
local chapters of the Armenian conventional political parties,
patriotic unions, the "Armenian National Assembly of Argentina"
and the Armenian Studies’ institution, which was created in 1986 and
helped establish a department of Armenian studies at the University
of Del Salvador. There were also choirs, dance groups and the "George
Sarkisian" theater group which was created in Buenos Aires in 1984
and performed in Yerevan in 1999.

Among other unforgettable Argentinean Armenians are former president
of the State Mint of Argentina, Armando Kostanian, Minister of Justice
of Argentina in 1992-1993 and the state of Buenos Aires in 1998-1999,
Leon Carlos Arslanian, chairman of the standing committee of the
House of Deputies of the Argentinean National Congress on issues
of tourism, Alejandro Balian, historians Narsiso Binaian Carmona
and Pascual Ohanian, composer Alicia Terzian, Spanish-language poet
Augustine Davidian, Armenian-language writer Petros Hatchian, dancers
Hayk Kajberunian and Vahram Hambartsumian.

Due to the turbulent political-economic state in Argentina, a number
of Argentinean Armenians immigrated to different countries and a
committee supporting Armenian repatriates was formed in 2001.

Businessman, president of the "Corporacion America" company Eduardo
Ernekian currently carries out large-scale activities in Armenia and
one of his projects was the state-of-the-art renovation of Armenia’s
"Zvartnots" airport which is under Ernekian’s liability for 30 years.

Spanish-language poet Alicia Kirakosian, who was once a beloved
poet in Armenia, currently lives in the USA and writes in both
English and Armenian. Argentinean Armenian historian, philologist
Vartan Matevosian is also in the USA and in 2005 he presented a very
interesting historical research on the presence of Armenians in Latin
American countries.

STAR Bolstering Positions By New Agreement With EBRD

ArmInfo. STAR Company, the biggest retailer in Armenia, is going
to open another two supermarkets in Yerevan on USD 5.5 million loan
facility from the European Bank for Reconstruction and Development
(EBRD), STAR Executive Director Vahan Kerobyan said in a press
conference on Wednesday on occasion of the facility agreement with
the EBRD.

V. Kerobyan said STAR will receive the loan in December 2009. USD 3.5
million of total USD 5.5 million will be provided in terms of the loan
to be repaid within 7 years with a two-year grace period. Another
USD 1.434 million will be invested in equity capital with a right
of repurchase in a year, and USD 566,000 as a capital provision
through conversion of the corporate bonds acquired by the EBRD a
year ago into shares. "Thus, we will receive USD 4.934 million of
the total loan in cash," he said. V. Kerobyan mentioned that last
year STAR issued convertible corporate bonds in the amount of USD
3.161 million which were acquired by the EBRD. The shareholders of
STAR Company with the statutory capital of USD 12 million are Henrik
Zakharyan, private businessman (71.7%) and EBRD (28.3%). The credit
facility agreement signed on November 24 will increase EBRD’s share
in the company that will be back to the current level in a year after
exercising the option.

V. Kerobyan said that the facility agreement is another step by STAR
towards network restructuring project launched in the middle of
the year. "Starting July we have been working to enhance activity
of STAR as regards spending, first of all. Now, we are focusing on
fulfillment of the best requests by our customers. We have a number
of projects aimed to extend the assortment of products, to develop
more aggressive pricing and improve quality of services," Kerobyan
said. Thanks to the credit facility, the company is going to replenish
circulating assets that will promote profitability of the network, and
allow opening another two supermarkets in Yerevan (Kentron and Arabkir
communities), as well as fulfill the liabilities to suppliers of goods.

For his part, Valeriy Razlog, the head of the EBRD office in Yerevan,
said the EBRD strives to support all its partner-companies including
those who have faced market challenges of the financial and economic
crisis. The bank supports its partners proceeding from certain
factors. In the case of STAR, V. Razlog said that EBRD approved the
loan to STAR considering several positive factors: developed retail
business, highly qualified management and good plan of business
restructuring. STAR network of supermarkets founded in 1998 comprises
13 supermarkets (12 in Yerevan, 1 – Hrazdan).
