Syria and Armenia discussed here Sunday importance of activating
cooperation between Syria and Armenia in fields of increasing
investment opportunities and organizing businessmen and industrialists’
meetings.

That came during a meeting between Armenian Foreign Minister Vartan
Oskanian and Aleppo Governor Tamer al-Hajjeh.

Both sides also reviewed the bilateral cooperation in industrial,
agricultural, commercial and tourist domains.

The Governor gave a general review on developing industry, trade
and tourism in the city, saying that “Aleppo embraces a number of
industries including textile and food.”

Hajjeh hailed significance of activating tourist investment market
in Aleppo through putting a number of important tourist sites into
circulation.

Azerbaijani Commissioner for Human Rights Elmira Suleymanova attended
a Human Rights Defenders and National Human Rights Institutions:
Legislative, State and Non-State Aspects meeting of the Organization
for Security and Co-operation in Europe (OSCE) in Austrian capital,
Vienna.

E. Suleymanova addressed the meeting on the Armenia-Azerbaijan
conflict and spoke of the work done to protect and promote human
rights in Azerbaijan.

Ombudswoman said appropriate international structures should seek
establishment of an equitable peace in the region.

The Azerbaijani Ombudswoman also participated in the plenary session
of the European Ombudsman Institute in Innsbruck, where she made
statements on the Armenian genocide and terror against Azerbaijani
people.

GENEVA, APRIL 7, NOYAN TAPAN. Ambassador Zohrab Mnatsakanian,
Armenia’s Resident Representative to the UN Geneva Office and other
international organizations, was elected Vice Chairman of the
Executive Committee of the UN Economic Commission for Europe (ECE) at
the first sitting of the executive committee. NT was informed about it
from the RA MFA Press and Information Department. The UN Economic
Commission for Europe is chaired by Resident Representative of
Belgium, Ambassador Francois Roux. Representative of Switzerland was
also elected a vice chairman. At the 61st session of the UN Economic
Commission for Europe this year, the commission set up a new
governance system, with the Executive Committee becoming its major
body. One of the peculiarities of the UN ECE reforms is the creation
of a committee on new branch economic cooperation and integration
issues, which aims to assist countries with a transition economy. The
UN Economic Commission for Europe was created in 1947 by the UN
Economic and Social Council (ECOSOC). The ECE is one of the 5 UN
regional commissions, whose main purpose is to develop and deepen
All-European economic integration. It has 55 member states which
conduct a dialog on economic and branch issues, develop various
conventions and standards aimed at prmoting cooperation in and outside
the region. About 70 international expert organizations and NGOs
participate in UN ECE activities.

Armenian Chess-Players in Leaders’ Group

ARMENIAN CHESS-PLAYERS IN LEADERS’ GROUP

KUSADASI, APRIL 7, NOYAN TAPAN. The 7th Europe chess championships of
men and women have started. 139 men and 97 women chess-players take
part in the competitions being held in the Turkish city of
Kusadasi. They compete both for the title of Europe champion and the
right to take part in the world championship. This right will be given
to the chess-players that will take 1-16th places in the men’s
championship and 1-12th places in the women’s championship. 25 tours
have been already held in the championships. Representatives of
Armenia Artashes Minasian, Ashot Anastasian, Tigran Kotanjian
performed successfully in the men’s competitions. They gained maximum,
2 points each and are at the top of the tournament table. Tigran
L.Petrosian has 1.5 points. Elina Danielian plays most successfully
among 4 women chess-players representing Armenia at the women’s
tournament. She gained 1.5 out of 2 possible points. In total, 11
tours will be held both in the men’s and women’s championship.

The United States has decided to avoid a potentially losing fight for
a seat on the new U.N. Human Rights Council this year, but 42
countries have announced their candidacy, including Cuba and Iran.

The four other veto-wielding permanent members of the U.N. Security
Council _ Russia, China, Britain and France _ are among those seeking
seats on the 47-nation council.

But State Department spokesman Sean McCormack said Thursday the United
States would not be a candidate in the May 9 election though it will
support and finance the new council, and will likely seek a seat next
year.

The United States was virtually alone in voting against the
establishment of the council to replace the highly politicized and
often criticized Human Rights Commission, arguing that the new body
was only marginally better and wouldn’t prevent rights-abusing
countries from sitting on the council.

The 53-member commission was discredited in recent years because some
countries with terrible human rights records used their membership to
protect one another from condemnation. Commission members in recent
years included Sudan, Libya, Zimbabwe and Cuba.

A key sticking point during the negotiations was U.S. insistence that
members be elected by two-thirds of the 191-nation General Assembly _
a step aimed at keeping out rights abusers. The U.S. effort failed,
and members of the new council must be elected only by an absolute
majority _ 96 member states.

U.S. Ambassador John Bolton said the United States concluded that
since the council has “fundamental flaws” Washington would skip this
year’s election and concentrate on other priorities including the
overhaul of U.N. management.

But he indicated that the United States was also concerned about
whether it could win a contested election.

President George W. Bush’s administration has been strongly criticized
in many countries for invading Iraq and for the U.S. treatment of
prisoners at Guantanamo Bay and at Abu Ghraib prison in Baghdad.

During a U.S. National Security Council meeting earlier this week,
U.S. officials had raised the possibility of U.S. defeat, said one
person who was at the meeting and spoke on condition of anonymity
because he was not authorized to speak about the closed session.

Speaking to reporters on Thursday, Bolton recalled the U.S. defeat for
a seat on the Human Rights Commission in a contested election in 2001
and said the United States would face another contested election if it
ran this year.

“I think that a decision by us to run had to be a decision that we
were going to win, and that would mean either defeating other Western
candidates or getting some of the rest of them to withdraw,” Bolton
said. “I think our leverage this year in terms of trying to get the
right kind of council, flawed as we think it is, is greater by not
running … but considering it next year.” Some human rights groups
and members of the U.S. Congress were dismayed at the U.S. decision.

Tom Lantos, the ranking Democrat on the House International Relations
Committee, called it “a major retrenchment in America’s long struggle
to advance the cause of human rights around the world.” Kenneth Roth,
executive director of Human Rights Watch, said “it’s unfortunate that
the Bush administration’s disturbing human rights record means that
the United States would hardly have been a shoe-in for election to the
council. Today’s decision not to run seems like an effort to make a
virtue of necessity.”

The council was endorsed by key human rights groups, a dozen Nobel
Peace Prize winners including former U.S. President Jimmy Carter, and
170 countries who voted “yes” on the resolution creating it _
including a surprise endorsement from Cuba.

Under the rules for the new council, any U.N. member can announce its
candidacy any time until the vote is completed. Countries can serve a
maximum of two three-year terms and must leave the council before
running again.

To ensure global representation, Africa and Asia would have 13 seats
each; Latin America and the Caribbean eight seats; Western nations,
seven seats; and Eastern Europe, six seats.

There are already eight candidates for the seven Western seats where
the United States would have to run _ Britain, Canada, Finland,
France, Germany, Greece, Portugal and Switzerland.

Nine countries are seeking the eight Latin American and Caribbean
seats _ Argentina, Brazil, Cuba, Guatemala, Mexico, Nicaragua, Peru,
Uruguay and Venezuela.

In a statement appealing for support for its candidacy, Cuba said its
people have made “tremendous achievements” in human rights, most
importantly in exercising the right of self-determination against “the
unilateral policy of hostility, aggression and blockade imposed on it
by the superpower.”

So far, there are three African candidates _ Algeria, Mauritius, and
Morocco. The nine Asian candidates to date are Bangladesh, Bahrain,
China, India, Iran, Jordan, Pakistan, South Korea and Sri Lanka.
There are 13 candidates for the six East European seats _ Albania,
Armenia, Azerbaijan, the Czech Republic, Georgia, Hungary, Latvia,
Lithuania, Poland, Romania, Russia, Slovenia and Ukraine.

McCormack said that “since the credibility of the council depends on
its membership, the United States will actively campaign on behalf of
candidates genuinely committed to the promotion and protection of
human rights and … will also actively campaign against states that
systematically abuse human rights.”

on 6 April headlined “Azerbaijani leader is called to Washington”
and subheaded “It will be officially demanded that Aliyev join the
anti-Iran coalition. The president has already given 90 per cent of
what the USA has requested for the forthcoming war”

Azerbaijani President Ilham Aliyev will pay an official visit to the
USA at the end of April, Radio Liberty has quoted diplomatic sources
as saying. Ilham Aliyev will visit Washington for the first time
after the 2003 presidential election in his capacity as president.

The visit will be paid at the invitation of the White House. Ilham
Aliyev will reportedly meet US President George Bush.

Commenting on Aliyev’s visit to the USA, a source said that his
invitation to Washington is exclusively connected with issues around
Iran. As has been seen, high-ranking US officials have been visiting
Azerbaijan lately: “There are also visits that are not made public
officially. US officials in charge of specific areas also pay frequent
visits to Azerbaijan.”

The source also said that Ilham Aliyev has fulfilled almost 90 per
cent of US demands in connection with the Iran issue: “These include
unauthorized command of the army, unrestricted immediate access
for Americans to all secret areas, handover to the Pentagon of the
Azerbaijani air defence force and military units and aerodromes left
over from the Soviet period, and the establishment of intelligence
agencies.”

The source said that Aliyev has actually made Azerbaijan a member
of the anti-Iran coalition. The source noted that he has provided
the USA with more possibilities than any other official member
of the coalition. The difference is that Ilham Aliyev has not yet
officially announced Azerbaijan’s membership of the coalition. The
expert believes that if the president’s visit to the USA takes place,
on his return he will announce Azerbaijan’s accession to the anti-Iran
coalition: “This is what is demanded from Aliyev now: declare that
you are joining the anti-Iran coalition and make your position clear
in order for the world and the Islamic world to know that this is not
a war between Muslims and Christians. The world should see that this
is not confrontation between civilizations but a struggle to prevent
the production of nuclear weapons. The president has been invited to
Washington because at his meetings with US officials in Azerbaijan
he did not make his opinion on the issue clear for fear of Russia
and Iran. He will be urged at the highest level to declare this.”

The expert did not rule out that the president will be given promises
on some occasions: “Amongst these promises, they may offer relatively
good conditions for Azerbaijan and Aliyev towards the settlement of
the Nagornyy Karabakh problem. Nevertheless, if Azerbaijan allies
itself with the anti-Iran coalition, this will drag the country into
a disaster. It is very likely that the public will seriously protest
after Azerbaijan officially declares that it joins the coalition.”

Gazprom Doubles Armenia Gas Price

GAZPROM DOUBLES ARMENIA GAS PRICE

MOSCOW, April 6 (UPI) — Russia’s Gazprom has doubled the amount it
charges Armenia for gas.

The rate is being increased from $56 per 1,000 cu.m to $110 dollars
per 1,000 cu.m. until 2009.

Gazprom has raised the price of gas for several former Soviet
republics, including Ukraine and Moldova, which paid less than the
market rate. Gazprom says the increased price reflect the market
value of gas.

In Moscow, Armenian Foreign Minister Vardan Oskanyan said the increase
may have political consequences in his country.

“The increase in the price of Russian gas in Ukraine has had political
consequences,” he said. “I think this is also possible in our country.”

A standoff between state-owned Gazprom and Ukraine early this year
resulted in the company turning off the taps to Ukraine, affecting
supplies to the rest of Europe, too.

Russia is Europe’s top provider of gas.

Addressing the international conference in Yerevan on the role of
National Assembly – civil society cooperation in the struggle against
corruption, the chair of the Standing Committee for Defense, Internal
Affairs and National Security Mher Shahgeldyan announced that the
parliament possesses three important levers for struggle against
corruption: anti-corruption legislation, parliamentary discussions
and public speeches, and controlling functions in the sphere of
finance. And the struggle against corruption should have external
and internal transparency.

Mher Shahgeldyan said holding such a conference is always justified
for “if there is corruption that infects the government as a disease,
new remedies must be sought for to struggle against it. The society
is waiting for this struggle to begin.” Armenia entered GRECO several
years ago but there is no visible reduction of corruption. Now Armenia
has decided to enter another international anti-corruption organization
– GOPAC. According to Mher Shahgeldyan, GOPAC involves representatives
of all the political forces of the National Assembly. “It will enable
to form political will. This is important,” said Mher Shahgeldyan.

Bagrat Yesayan, adviser to President Robert Kocharyan on corruption,
announced several days ago that the People’s Deputy Group hinders
the establishment of an anti-corruption legislation. Did MP Mher
Shahgeldyan notice such phenomena? “We have to discuss how to
bring together the political forces and work with the international
organizations. The task of the parliament is to work out tools. I
think in 10-15 days we will manage to work out clear mechanisms.”

BAKU: Azerbaijan, Argentine Sign Two Documents On Bilateral Co-Op

Two documents on the development of bilateral cooperation have been
signed during Azerbaijani Foreign Minister Elmar Mammadyarov’s visit
to Argentine, Tahir Tagizade, the head of the Press and Information
Department of the Azerbaijani Foreign Ministry, told Trend. He was
commenting on the current visit of the Azerbaijani FM to Argentine.

The visit started with a meeting with Argentine’s FM Korkhe Tayane.

The talks focused on the perspectives of bilateral relationships,
opening of Azerbaijani embassy in Buenos Ayres, as well as plan
on exchange of visits on the top, in particular, perspectives for
Argentine’s FM to Azerbaijan. As a result of talks the Ministers two
documents: Memorandum on cooperation between the Foreign Ministries
and Agreement on non-visa visit of people holding diplomatic passports.

As part of his visit to Argentine Mammadyarov also held a meeting
with the Minister for Public Investing and Planning of the federal
services, Khulio Migel de Vido. Moreover, the minister also met
with the Chairman of the Senate and Vice President of Argentine,
Daniel Skiole. The Azerbaijani FM answered some questions of media
representatives accredited in Buenos-Ayres. The Minister informed
them about the situation in the region, on the development of the
Armenian-Azerbaijani conflict over Nagorno-Karabakh and efforts taken
for peaceable resolution of this conflict, development of Azerbaijan
and economic, political, and social reforms, development of Caspian
energy resources.

Upon completion of a visit to Argentine the Azerbaijani Foreign
Minister left for Brazil. On Tuesday he is scheduled to have meetings
with the Deputy Minister for Development, Industry and Foreign Trade,
Ivan Gimaraesh Ramalio, Tagizade informed.

National Library Week Is Opened

On the initiative of the Armenian Libraries’ Association the National
Library Week is organizes for the fifth time in the Republic. This
time it will be held on April 3-10.

During the week book discussions, exhibitions and fairs will be
held. Separate days will be devoted to the mother tongue, reading and
analysis of cultural issues. A composition competition will be held
in the schools of the republic with the themes “My Favorite Book”,
“My Library”, “What is Reading?” The best works will have financial
and book awards and will be published in a separate book.
