YEREVAN, JANUARY 8, NOYAN TAPAN. In all likelihood the company
AemRusgazprom will export electricity from Armenia to Georgia. NT
was informed from ArmRusgazprom that the company is now discussing
the bid for electricity purchase.

To recap, recently the RA Minister of Energy Armen Movsisian stated
that the ministry received the Georgian side’s bid for purchasing
200 megawatts of electricity.

According to the RA Public Services Regulatory Commission, the licence
for electricity export granted to ArmRusgazprom by the commission
expired on January 1, and that of the company Electric Networks of
Armenia – in September.

Saddam Hussein was buried on Sunday just before dawn in his home town
of Awja, drawing hundreds of mourners, as video circulated across the
country showing the former Iraqi president exchanging taunts with his
executioners just before his hanging.

The handover of Saddam’s body to leaders of his clan was a surprising
move by a government which reportedly had earlier mulled burying the
deposed president in a secret grave. The decision may have been
intended to quash any rumours that the dictator was in fact not dead.

However, any conciliatory value from the decision may have been offset
by the broadcast of footage apparently filmed on videophone in the
execution chamber, showing Saddam exchanging insults with others in
the room.

Onlookers chanted Shia religious slogans and the name of the radical
young cleric Muqtada al-Sadr and his relative Mohammed Bakr al-Sadr, a
theologian tortured and executed by Saddam’s regime in 1980.

The former president answers back: `Do you consider this bravery?’ He
then recites the shahada, the Muslim proclamation of faith, until the
trapdoor opens.

The exchanges highlight the sectarian tensions that are part of the
legacy of a regime which was dominated by Sunni Arabs and brutally
repressed Shia religious and political movements, and which were
mirrored in the reaction to his death.

In the largely Shia suburb of Sadr City, citizens fired into the air,
handed out candy and paraded down the street in their cars on the
morning after the death penalty was imposed on Saddam for a campaign
of repression against a Shia village in the 1980s.

Sunni parts of the country, on the other hand, witnessed angry
demonstrations on Saturday and funeral observances on Sunday. Some
mourners quoted in press reports proclaimed revenge against the
`Persians’, a derogatory reference to Iraq’s current leaders, many of
whom have close tries with Iran.

Even the timing of Saddam’s execution seemed to reinforce the
sectarian gap ` although Iraqi law bans executions during religious
holidays, it took place just as the Sunni’s Eid al-Adha feast was
beginning. Shia begin celebrations a day later.

Given this charged atmosphere, the execution of Saddam is unlikely to
dampen the Sunni insurgency, and indeed may complicate the chances of
reaching a deal with Sunni political parties aimed at undercutting the
violence.

However, Saddam’s death could bolster the confidence of the Shia
parties which dominate the government of Prime Minister Nuri
al-Maliki, now fighting to shore up their popularity among their own
constituency. Mr Maliki has suggested that his government will try
early in the new year to disband Shia militias accused of targeting
Sunni civilians.

Member states of the Collective Security Treaty Organization (CSTO)
have agreed to counter the contemporary challenges and threats of
the information sector. "An ad hoc task force has been established
adjunct to the Committee of CSTO Security Council Secretaries to
address issues of information policy and security," says the statement
of the CSTO Secretariat Press Service disseminated today.

The task group should exclude the common issues and threats of CSTO
member states in the field of information policy and security and
prepare suggestions about joint struggle against these. For this
purpose it is envisaged to undertake the creation of the information
securiyty network, which will include political, organizational,
financial, scientific and technical components. By March 2007 the task
group should prepare the draft action plan for creating such network.

"I’m confident that henceforth the Mayor of Yerevan should be member
of a party. After the elections of 2007 all positions should be
politicized," Yervan Zakharyan, the Mayor of Yerevan, member of the
Republican Party of Armenia, said in a press conference today. He
noted that he must not definitely remain Mayor after the elections,
but the official should not be without party affiliation, since the
party assumes responsibility for the activity of the government and
economic programs during the given period.

"During the past 3-4 years most of government members have been
Republicans.

The Republican Party has been and remains the main driving force,
and I think it correct to be a Republican and from now on I should
accomplish all the recommendations and programs the Republican Party
finds proper," said Yervand Zakharyan.

YEREVAN, DECEMBER 25, NOYAN TAPAN. Tigran Karapetian, the People’s
Party Chairman, the ALM TV company Chairman will present his
candidature at the 2008 president’s elections. More, as T.Karapetian
stated at the December 22 meeting with journalists at the "Urbat"
club, his party wants to take part in all the elections and make a
part of the authorities, moreover, it will not make an alliance with
any political force at the coming parliamentary elections.

"There are many issues which gave us anxiety, and that’s why we know
that if we are among the authorities, we shall find our role and
place and shall say what we have to say," the ALM TV company Chairman
assured. In his words, to implement his charity initiative, he spent
about 7 mln dollars during the last 5 years, when half a million
dollars are enough to become a deputy. "Those numbers are not public
ones, but everybody knows," he said and added that his goal is to be
loved and accepted by the people. The People’s Party head considers
wrong giving management of a number of most important structures to
the private sector: "One must not only have a goal to deliver the
budget from expenses and to privatize every expensive sphere," he
said. In T.Karapetian’s words, the goal of ones making investments in
Armenia is not "long-term working," but getting superprofit. Responding
the question on criticisms concerning filling the broadcast with bad
music, the ALM TV company Chairman mentioned: "Have I ever said that
the children are very good ones. There are both good and bad ones
among them. Let’s brisk up the people, villages where a child does
not know what Yerevan is." In his opinion, the TV company headed by
him was awarded Quality Gold Crown at the International Quality Crown
Awards competition recently held in London. In T.Karapetian’s words,
Armenia was represented at that competition for the first time.

Kocharian’s proposal on advisability of suspending agreement "On the
Status of the CIS Economic Court" as regards Armenia. According Justice
Minister Davit Harutyunian the examination of the role of CIS EC shows
that the structure does not play significant role in the economic
life of the CIS member states and resolution of economic disputes.

"Economic disputes were not considered during the existence of the
Economic Court. The principal issues referred not to violations of
economic obligations of the states but to agreements concluded in the
CIS framework and interpretation of signed international agreements,"
he said.

Besides, the Minister said, only 8 CIS member states joined the treaty
and the passivity of t he Court was conditioned by its regulations,
according to which the Court doesn’t possess outlined authority and
its decisions are of recommendation and declarative nature.

At the same time the Minister informed that Armenia possessing
the right to appoint two judges is not represented in the CIS EC
now. The last Armenian judge was released from his duties by the RA
President’s decree.

Armenia maintains extra responsibilities, including financial ones,
without being represented in the Court," the Minister said adding
that suspension process was launched by other member states as well.

When commenting on the decision RA parliament Tigran Torosian
remarked that the republic doesn’t wish ‘CIS dismantling’ and has
always exerted efforts for the CIS formation, reports newarmenia.ru.

oghli, born in 1988 in Belokan region of Azerbaijan, was handed by the
NKR authorities to Azerbaijan at 12:55 December 23, says the statement
of the NKR State Commission on POW and Missed. The handling over took
place near village of Bash-Qarvend of Aghdam region by the mediation
of International Red Cross Committee representatives.

Vusal Garachaev was captured by NKR Defense Army soldiers with his
rifle in Aghdam direction of the frontline December 7. In accordance
with its international commitments the NKR authorities immediately
informed about the incident the OSCE and International Red Cross
Committee offices accredited in Stepanakert. The IRCC representatives
were given free access to Garachaev, who was keeping in touch with
his relatives in Azerbaijan with the help of International Red Gross
Committee workers, the NKR FM Press Office reports.

Stallone accepts ‘Rocky’ dilemma

DENVER – Facing the barbs of the insatiable media, Sylvester Stallone
is as gracious and imperturbable in answering all questions as Rocky
was deflecting the insults of classless opponents.

Philadelphia. With the sixth "Rocky" in theaters, Stallone at 60
knows full well many critics label him a one-note writer and actor.

No one will cry for Stallone, with his millions in crafty percentage
deals, but he can be called a victim of his own success: Thirty
years ago, he wrote and starred in one of the iconic American movies,
and as Stallone put it in a Denver interview, "therein lies a dilemma."

One career direction means "you fall back on something you know the
audience wants to see, but it’s not going to break any new ground or
gain any new respect from your peers. Next thing you know, it will
be ‘Cobra 3.’ That is a real problem," Stallone said, in Denver to
publicize "Rocky Balboa."

"Or is it that you’re so locked into the ‘Rocky’ persona, that anything
other than that is going to be a disappointment, a letdown.

That happened in a real good film like ‘F.I.S.T.’ There’s an
expectation. That’s human nature," he said.

In other interviews, Stallone has spoken nostalgically of the 1976
"Rocky" as "setting the bar too high." His first major role, his first
finished script, and the film was the year’s top box office draw, won
the best-picture Oscar, and garnered acting and writing nominations
for Stallone.

With "Rocky Balboa" putting the aging Philly fighter seemingly
irretrievably into retirement (yes, again), Stallone said he’s ready
to put the Italian Stallion’s saga behind him.

"If this film reaches the audience the way I hope it does, and I had a
chance to never act again and just direct, I’d take that in a second,"
said Stallone, looking appropriately middle-aged yet fairly buff in
blue jeans and an open-necked shirt.

"Rocky Balboa" finds Adrian dead and Rocky wandering his old haunts
in Philly, running a restaurant and reminiscing to excess.

Then ESPN pits champion-era Rocky against current champ Maxon "The
Line" Dixon (Antonio Tarver) in a simulation. Rocky wins, and the
miffed Dixon challenges long-retired Rocky to an exhibition.

While the movie is no revelation, it revives a beloved character
that Stallone plays well. Rocky is part of the collective
American consciousness of perseverance and decency, whether real
or imagined. There is something sweet and appropriate in watching
both Stallone and Rocky contemplate aging and making their later
years useful.

And the truth-myth of how "Rocky" got made only adds to the movie’s
place in popular culture. Stallone was a small-part actor struggling
to break through who began writing scripts with parts to suit his
ambition. He’d knocked around the Philadelphia docks and gyms,
getting to know people with severe "lack of expectations," he said.

Hollywood producers loved the script and said they’d buy it.

Stallone refused to sell unless he could play Rocky. David Thomson’s
"New Biographical Dictionary of Film" tells it this way: "Instead
of taking $265,000 for it from Robert Chartoff and Irwin Winkler,
he held out for $75,000, a percentage and the lead part."

Fifty-six million dollars later, "Rocky" won the box office that year
over runner-up "A Star is Born" at $37 million.

Asked why he thinks people love the Rocky character, Stallone said
it has little to do with sports and victories.

"Rocky is about abandonment. He had no parents, never did. He literally
is a waif of the streets. He’s America’s waif. He gathers these
other broken people and they create a family unit," Stallone said,
a theme he continued in writing the script for "Rocky Balboa."

Then, once Rocky begins to see some success, he acts in a way that
people admire but which they don’t see often in their real-life
leaders in sports, politics or business.

"Rocky considers himself better than no one. He’s not judgmental. He’s
just a sweet guy. He’ll accept your insults and still reach out and
try to embrace you. Those are real Christian ideals," Stallone said.

Stallone acknowledges he also has considered making another "Rambo"
picture, the money dangling from producers too lucrative to ignore. But
his better self pushes him to spots behind the cameras for the
remainder of his career.

"I would like to spend it in writing and directing, less in the public
eye but providing something for the public."

So what is the Stallone Surprise, the project he’s always wanted to
write or direct?

For years, Stallone has wanted to create an epic, and the book
that intrigues him is Franz Werfel’s "The Forty Days of Musa Dagh,"
detailing the Turkish genocide of its Armenian community in 1915.

(After futile attempts to turn the novel into a movie, filmmakers
finally succeeded in 1982, but it was a low-profile production.)
French ships eventually rescued some Armenians, and Stallone has
his favorite scene memorized: "The French ships come, and they’ve
dropped the ladders and everybody has climbed up the side. The ships
sail. The hero, the one who set up the rescue, has fallen asleep,
exhausted, behind a rock on the slope above. The camera pulls back,
and the ships and the sea are on one side, and there’s one lonely
figure at the top of the mountain, and the Turks are coming up the
mountain by the thousands on the far side."

A pretty great shot.

The movie would be "an epic about the complete destruction of a
civilization," Stallone said. Then he laughed at the ambition. "Talk
about a political hot potato. The Turks have been killing that subject
for 85 years."

YEREVAN, DECEMBER 21, NOYAN TAPAN. The council of aldermen of the
Forum of Intellectuals of Armenia on December 21 issued a statement, in
which it condemned the arrest of the active participants of the Artsakh
frredom war – Zhirayr Sefilian, coordinator of the public initiative
"Defence of Liberated Territories", Vardan Malkhasian, member of the
political board of the Homeland and Honor Party, head of the party’s
Aragatsotn body, and serveral other activists. According to the
statement authors, these arrests indicate impunity and permissiveness
in the country, disregard of public opinion and of views taken by
Armenian intellectuals. It is noted that such phenomena increase public
concern over the country’s present state and its future. "The power
pyramid creates an atmosphere of fear and authoritarianism obviously
aimed at the authorities’ reproduction at the upcoming elections and
making concessions in the Artsakh problem – by silencing the people
and freedom fighters," the statement reads. The members of the council
of aldermen also expressed their concern that such political steps may
harm Armenia-Diaspora relations forming with difficulty. Considering
the arrest of the freedom fighters devoted to Homeland before New Year
as immorality, the council of aldermen demands their immediate release.

Today at about 03:10 a.m. several strangers paid a visit to Roland
Lazarian, the head of the village of Nalbandyan, Armavir region. As
soon as he left the house, his wife heard shots. Running out, she
saw nothing but the dead body of her husband. The criminals managed
to escape. No other details are known.

Let us remind you that Roland Lazarian was re-elected head of the
village in August and was member of the party "Prosperous Armenia".
