FOREST MANAGEMENT PROGRAM TO BE IMPLEMENTED IN ARMENIA

YEREVAN, MARCH 20, NOYAN TAPAN. "Armenia Tree Project" Charity Fund
is cooperating with World Institute of Stable Forest Management of
Yale University (Great Britain) with the aim of implementing a forest
management program in Armenia. According to a press release submitted
to NT from the fund’s office, the program will be implemented with the
assistance of Conservation International organization. By the joint
program "Assessment and Use of Stable Forest Management Models in the
Northern Regions of Armenia", it is envisaged to make analysis of the
forest ecosystems of Lori marz, with attention being paid to factors
preventing forest reproduction. Assessment of plants, especially herbs
and plants used in treatment of various diseases, will be done as well.

According to the press release, considerable degradation of forest
areas of Armenia makes it urgent to use new and courageous approaches
in forest preservation. Based on experience of Yale University,
courses on forest management development will be organized in Armenia.

of U.S. Congress Robert Wexler stated during his meeting with New
York residents of Turkish origin. Turkish Daily News reports Wexler
said that the United States must strengthen his ties with Turkey,
since it meets American interests.

The project of constructing an Iran-Armenia gas pipeline, origined
from the early 1990’s, the period of economic and energetic crisis
for Armenia, was finally realized yesterday, March 18, 2007. This is
a crucial and historical event for Armenia, no matter what diameter
has the pipe, what company owns its Armenian part or what attitude
have certain political powers to it.

Construction of the Iran- Armenia pipeline was the second most
important strategic move of Armenia after recovering the Nuclear
Power Plant. Armenian authorities had do work hard so as to achieve
the realization of this project, as two powers – Russia and the USA
were against it. The first – because it was the only provider of gas
and other fuel to Armenia and did not want to lose its monopoly,
the second – because Iran was considered the number 2 enemy after
Iraq and its economic success was not welcome.

The new gas line will allow Armenia to get gas from Iran and thus
diversify the energy resources of the country as well as increase its
independence from Russia. The project of a second pipeline from Iran
to Armenia, which will permit to increase Iran Armenia gas supply.

The presence of the Presidents of both the States to the opening
ceremony displays the political implication of the event. This is
Armenia’s bets chance to enhance its relations with its only reliable
neighbor, which is especially precious when Azerbaijan is trying
by all means to isolate Armenia. Iran in its turn is interested in
extending its gas market and anyhow upsetting the policy of the USA.

A wider pipeline would also provide Armenia the opportunity of becoming
a transit state, but this idea was not realized due the interests of
Russia, which would not allow a rival on the gas market of Georgia
and Ukraine.

particularly mentioned that Armenians every year remember April 24
with pain but Turkey persistently distorts the real story of the
genocide, understanding well that Armenians have in Tsitsernakaberd a
monument perpetuating the memory of the Genocide victims which is for
strangers the monument of the shameful history of Turkey as well.

In E. Avetisian’s words, Diaspora today promotes great activity
beneficial to the nation in the affair of international recognition of
the genocide, but it would also be right that the authorities of
Armenia unite in that direction as well and create a clear program of
activity. "We have diplomatic relations with numerous states so it
would be right if from now on our honourable ambassadors make speeches
by TV on every April 24 and inform the society of a given country
about the Genocide reality and give corresponding booklets concerning
the Genocide to all foreigners visiting Tsitsernakaberd and Sardarpat,
E. Avetisian mentioned.

In his opinion, it would be a step beneficial to the nation that a
monument to German-writing writer Franz Werfel, well-known and held in
respect on the international literary scene, is erected in Armenia as
the latter was the first to respond the Genocide by his "The Forty
Days of Musa Dagh" epic novel.

E. Avetisian considers necessary that the picture of Ararat mountain
is reconstituted on the RA emblem "for we remember the genocide not
only once a year, but day and night." In his words, "existence of the
Ararat mountain picture on the emblem was one of weighty evidences
that tormented our neighbour for its deed and spiritually tied us with
Western Armenia. It is a pity that our "new-born" statesmen, because
of their political short-sightedness, defied the nation’s dignity
during those dark and gloomy days, deprived Ararat of its worthy
place," former Deputy Chief of the Law Department of the RA Defence

Bergier saddened by lack of political feedback

Five years after the publication of his report on Switzerland during
the Second World War, Jean:François Bergier says he is disappointed
by the lack of reaction.

Bergier, president of the Independent Commission of Experts (ICE)
which prepared the text, told swissinfo that it seemed that
politicians had lost interest and avoided public debate on the
findings.

The ICE, which included Swiss and foreign historians, was appointed
by the government in December 1996 to investigate neutral
Switzerland’s role in the Nazi period from a historical and legal
point of view.

The decision followed immense pressure from at home and abroad that
centred on Swiss ties with Germany at that time, Switzerland’s
wartime refugee policy, and the money deposited in Switzerland by
Nazi victims.

The Swiss historian handed in his final report, a summary of 27
volumes, on March 22, 2002.

swissinfo: It is five years since you handed in the "Bergier Report"
to the Swiss authorities. What were your feelings at the time?
Jean:François Bergier: There was immense relief at having completed
the difficult work on time and a feeling of collective pride for the
team, which included about 100 people. At the same time, there was a
feeling of incompleteness because we had to leave some problems out
because they were not in our mandate.

We believed we had done honourable work. We were expecting more
discussion or even unfair criticism, which was not the case apart
from a few hardliners. But this remained marginal.

swissinfo: And how did you feel as a Swiss citizen?
J.:F.B.: My first disappointment was noting that our civic mission no
longer interested the politicians, who had called for it in a kind of
panicky enthusiasm. They lost interest or avoided the public debate
that had been promised.

But interest among the public was very lively. The Swiss needed to
know, especially the young. In the months that followed, there were
many debates in venues that were at times bursting at the seams with
people. It was impressive. And there was a travelling exhibition
presenting our work which had considerable success.

swissinfo: It could not have been easy to settle down to work in such
an emotional climate.
J.:F.B.: We were under pressure from start to finish, but in
different ways. At the beginning, we were urged to speed up our work
and there were attempts to dictate our conclusions. But in the end,
the opposite happened when we were told not to advance anything that
was compromising.

swissinfo: There was also pressure from abroad.
J.:F.B.: On that score the pressure dropped very quickly in 1998
after the $1.25 billion (SFr1.52 billion) settlement between Swiss
banks and representatives of Jewish plaintiffs in New York.

swissinfo: Did the report manage to reconcile the Swiss with their
past?
J.:F.B.: I simply hope to have made them aware of their past, of the
fact that their country was not quite as spotless as some had
maintained. We had to find the fair view of reality : between the
rosy picture [of Switzerland] some had tried to promote during the
Cold War and the criticism which arose in some circles from the
1970s.

It has to be said that the least issue surrounding the report always
provoked controversy. There were plenty of opposing books, pamphlets
and articles published, particularly by those who defended the rosy
picture of Switzerland. Then came the publication last year of a good
schoolbook which put everything into context and that aroused renewed
controversy.

swissinfo: Did the report point out any institutional deficiencies
which in your view still exist?
J.:F.B.: I would not speak of bitterness, but let us say that I found
it a pity to see that some deficiencies we pointed out were not taken
into consideration. At a time of war or crisis there can be friction
between the political authorities and those who run the economy.
There is also the question of the government’s powers because
constitutionally they are not clear.

And above all there’s the issue of Switzerland’s historical
responsibility. You have to be responsible for your past. On that
condition you can face the future clearly and calmly.

swissinfo: As a historian, how do you react to the recent trial of
Doðu Perinçek, the Turkish historian fined in Lausanne for his
revisionist views on the Armenian genocide?
J.:F.B.: I think a historian can be mandated, like I was, to shed
light on a number of problems. But he has to keep his independence. I
am very concerned about any legislation that gags historians if they
say something which is not politically correct, even if they can
prove it.

Of course you have to avoid spreading false revisionist ideas that
are insulting to the victims. But historians have to remain free so
as to guarantee that their work is solid. It is up to them to make
sure they remain honest. It’s a question of professional ethics.

It is always very delicate when a historian is called to give
testimony in a trial. When a judge has to make a judgement on a
historian, it can become dangerous.

Today `Tesaket’ Club hosted poet Razmik Davoyan and renowned actor
Ervand Manaryan who dwelt on the May 12 parliamentary
elections. Ervand Manaryan has decided neither to participate in the
election campaigns nor to back up any force. `I don’t want to
participate as I know for sure that most of the NA deputies are
already decided. What can I change with my participation?’

Razmik Davoyan also assumes that the engagement of the Armenian
intelligentsia in the election campaign is useless as `there is no
such demand’

To note, Razmik Davoyan is a member of ARF Dashnaktsutyun. He will
participate in the election campaign after getting familiarized with
the proportional ticket of the party.

Ervand Manaryan is astonished at the current political atmosphere. `I
don’t understand how a party may have 300 thousand members taking into
account the fact that the party didn’t exist two years ago.’

Nevertheless, the hosts of the `Tesaket’ Club realize why the parties’
tickets involved the representatives of intelligentsia. By the way,
Ervand Mamaryan is disappointed by the RA current political state, the
general atmosphere and art. On the whole, both of them don’t inspire
great expectations from the elections.

(leader Shavarsh Kocharian) will be presented with 77 candidates by
the proportional system for the parliamentary election scheduled for
May 12. 60% of the candidates are DPA members, 40% represent groups of
non-party civil initiative.

Ajax keep hold of Manucharyan

Armenian international striker Edgar Manucharyan has
agreed a new deal at AFC Ajax, keeping him in
Amsterdam until the summer of 2011.

Original deal
The 20-year-old’s original contract was due to expire
on 30 June 2008, but the former FC Pyunik trainee has
signed fresh terms running from July 2007 till June
2011. Capped eleven times by Armenia, he made his
debut for Ajax at AZ Alkmaar on 18 September 2005. He
has now played eight Eredivisie games, and scored his
first goal in a UEFA Cup win against FK Austria Wien
this season.

Under the Auspices of His Eminence, Archbishop Khajag Hagopian,
Prelate of the Armenian Prelacy of Canada, the annual seminar for
the church choir and Deacons will be held at the St. Mary’s Armenian
Apostolic Church in Toronto from March 24 to 25, 2007.

This year’s seminar, which is for Acolytes, Subdeacons and Deacons
of the Prelacy, will concentrate on Armenian Church Traditions,
Church Choirs and Youth. Participants of the seminar will include
choir members and Deacons of the Armenian Apostolic Churches of Sourp
Hagop in Montreal, Sourp Kevork in Laval, St. Mary in Toronto, Sourp
Nishan in Cambridge and St. Paul in St. Catharines.

The seminar’s opening remarks will be delivered by St. Mary’s
Armenian Apostolic Church Pastor, Very Rev. Fr. Meghrig Parikian. The
agenda for the seminar include lectures by Viken Khanamirian, Vahe
Pouchikian, Sossy Kavasian and Melkon Kargotsian. Sharagan teachings
will be presented by Archpriest Hrair Nicolian and Rev. Fr. Gomidas
Panossian. Rev. Fr. Karnig Koyounian will in turn present a session
on spiritual meditation.

The guest church choir members will be participating in the Sunday
Mass at St. Mary’s Armenian Apostolic Church on March 25, 2007.

ANKARA, MARCH 15, NOYAN TAPAN – ARMENIANS TODAY. Turkish Foreign
Ministry’s Spokesperson Levent Bilman stated at the March 14 press
conference that he has no information about the decision to organize a
Yerevan-Van charter flight in connection with the ceremony of opening
of Lake Van’s Akhtamar Church.

The Spokesperson stated that some work is being done in this direction,
but "no final decision has been made yet."

According to the Marmara daily of Istanbul, contrary to Bilman’s
"categoric statement," the circles of Turkish Foreign Ministry
mention that in connection with the ceremony of opening the church
the government wishes to temporarily open the land border door with
Armenia as an alternative to the charter flight.
